System connectivity should be sustainable, reliable and
affordable.
Development of Sub Transmission-system (33 kV) is toensure quality of supply, along with bringing down thetechnical losses to an optimal minimum value .
By quality power supply mean voltage regulation with in alimit laid by Grid code.
Optimal use of existing network infrastructures ofTransmission Utility (OPTCL) and/ or concerned Distributionlicensee.
Direct connectivity from Grid S/S interface for Concentratedload (Cluster points) & minimum linkage with DISCOMsnetwork except for those isolated schemes.

Create common asset with reduced financialliability and would take care technical needs ofcluster points.
Network development should be in integrated
manner, so as to, conserve ROW & would meet thefuture loads of the MLIP- Concept of IntegratedOptimal Strategy & Optimal location of MSDSS/DSS.
Phasing of works can be done depending upon the
materialization of Projects.

The Technical specifications of REC for procurement of equipment &materials and the construction standards of REC forerection/construction/installation shall be adopted for implementation of theProject.
The implementing agency shall adhere to the conditions stipulated inrelevant sections of Indian Electricity Rules under Electricity Act 2003 in
regard to construction, erection and commissioning of electric supply lines(overhead and underground), systems and apparatus for low, high voltagesystems and for power supply.
As per REC norms, for HT over head lines, the permissible voltageregulation shall not be more than (-) 8% on the lower side. However, weprefer to adopt more conservative norms of (-) 7%, keeping into therequirement of Project.
For LT lines, the permissible voltage regulation shall not be more than (-)5%.

Subsequently these schemes shall be pooled into new dedicatedGrid to form a single source of supply for entire Cluster, for bothoperation & billing.
Phase II ( schemes that attribute to poor VR)
Group-II (4 schemes), that shall be developed in tandem withdevelopment of new 132/33 KV, (2x12.5) MVA Grid S/S in theproject area. [ ID31,264, (32,265)] or linked to local DISCOMnetwork.
