    Though relatively short in length, acounty bridge project in St. Paul, Minn., islong in duration because bridge crewsworked above an average of 110 trains aday rolling beneath the bridge deck.Spanning nine sets of tracks, work stop-pages on the bridge were part of the dailywork schedule for work crews whentrains rumbled through.

    Further complicating the constructionschedule, the tracks, owned by three separaterailroad companies, fan out to a huge switch-ing yard. Many times, bridge crews pausedagain during track switching operations.What typically would be completed in

    nine months or less was stretched out to atwo year project because the timeline wasdependent on the railroad schedules, saidErin Laberee, Ramsey County projectengineer.

    Bridge Over Busy RRTracks Nearly Complete

    Michael W. Johnson, president and CEO of theNational Stone, Sand and Gravel Association, inter-rupted his advocacy efforts recently to talk about theDRIVE Act and the need for a long-term, stably fund-ed surface transportation bill. The DRIVE Act is thereauthorization bill approved July 21 at the committeelevel for full Senate consideration.

    CEG: A release by your association says that theNSSGA knows exactly what it will take to getAmericas economy and infrastructure back to whatit needs to be. Is the associations answer, by anychance, money? Or is there more to it than that?

    Johnson: It certainly starts with money. For everydollar in infrastructure spending, you generate addi-tional spending I believe the multiplier is three orfour. When you are constructing roads and other trans-portation arteries, you are growing the GDP and creat-ing jobs.

    CEG: The NSSGA supports the DRIVE Act.Why is it preferable to other proffered transporta-tion funding proposals?

    Johnson: The DRIVE Act was reported out ofcommittee unanimously, which to my mind makes itpolitically viable.

    CEG: In the DRIVE Act, per-annum highwayfunding would change little. It moves from approx-imately $41 billion in the current two-year MAP-21authorization to about $44 billion in fiscal year2015, systematically rising during the six years ofthe DRIVE Act to $49 billion in 2021. You believethat funding level is sufficient?

    Johnson:No, I frankly dont believe the bills levelof funding is sufficient to meet the needs of our coun-try. We have neglected infrastructure for way too longand we have an aging system that is well past its lifecycle. Our roads no longer are the envy of the world.Some 60,000 of our bridges are structurally deficient.So is it enough? No, it isnt. We need to do much moreas we build the economy and continue to create jobs.

    Roy Romer, a former three-term Colorado governor and owner of construction andfarm equipment dealerships in Colorado and Virginia urged congressional leaders to layout a clear timetable for reauthorizing the federal highway program. Romers call toaction came during a Capitol Hill press conference at which leading Democratic sena-tors including Minority Leader Harry Reid (Nev.), Richard Durbin (Ill.), ChuckSchumer (N.Y.) and Barbara Boxer (Calif.) joined with senior business and labor rep-resentatives to protest the uncertainty surrounding road, bridge and transit investment.

    Roland Machinery Co., Springfield, Ill., in conjunction withKomatsu America Corp. hosted a customer appreciation dayAug. 7 on the grounds of Komatsu Americas headquarterslocated in Rolling Meadows, Ill. about 20 mi. (32.2 m) west ofdowntown Chicago and 10-minutes from O'Hare InternationalAirport. More than 60 contractors from the area enjoyed lunch and won

    valuable prizes. Raffle prizes included an assortment of die-cast metal models and

    Komatsu gear. All visitors received Roland Machinery andKomatsu caps, an insulated travel mug, and other complimentaryitems.Roland Machinery first agreed to take on Komatsu in 1982 and

    the company carried both the IH and Komatsu line until 1984.Ultimately, the construction equipment division of InternationalHarvester was sold to Dresser Industries.Komatsu was relatively new in the United States at the time.

    Taking on Komatsu increased Roland Machinerys already expand-ing presence in the Midwest.In 1985, Roland Machinery acquired the Komatsu account in the

    St. Louis area including branches in Columbia, Cape Girardeau andPalmyra in Missouri and, in 1987, Carterville, Ill.

    In 2003, Roland Machinery Company acquired the Komatsudealership in Wisconsin with headquarters in Green Bay andbranches in Milwaukee, Madison, Eau Claire and Schofield, as wellas in Escanaba, Mich. Roland Machinery immediately built a38,000-sq.-ft. service and parts facility on 12 acres of land on Route94 south of Milwaukee. A second building was added in Escanaba,Mich., in the Upper Peninsula where a 28,500-sq.-ft. facility wasconstructed near the airport. The last new facility was a 40,000-sq.-ft. building south of Green Bay, Wis., on Route 94 in De Pere.Founded by the late Earl Roland, Roland Machinery has been in

    ON THE ST. CROIX RIVER,Minn. (AP) Jockeying for a rail spot onthe third-floor deck of a St. Croix Riverpaddlewheel boat starts an hour beforedeparture. Up there are prime views ofthe towering piers, protruding concretesegments and barges full of heavyequipment all elements of one of thebiggest, most expensive bridge projectsthe Upper Midwest has seen.

    Construction of the mile-long spanlinking Minnesota and Wisconsin hasgiven rise to an unexpected tourist mar-ket: Guided 90-minute tours to watchcrews assemble the bridge a segment ata time, like a Lego set. Three times amonth, 350 or more people cruise theriver; adults pay $10 apiece.

    From the $3.9 billion Tappan ZeeBridge replacement in New York to afloating bridge outside Seattle,bridge construction tours around thecountry are regularly filled to capacity,too. Transportation officials and con-tractors say the surprising popularitystems from several things people areawed by the sheer size of the bridges,thirsty for details about the materialsand methods used or just curious aboutwhy they take so much time and tax-payer money to erect.

    BCA Awards 2015 Presidential Merit ScholarshipsBuilding Contractors Association of

    Northeast Indiana (BCA) recentlyannounced the winners of its 2015Presidential Merit Scholarships. These$1,500 scholarships were created to recog-nize significant accomplishments andreward worthy students in furthering theireducation in a constructionrelated collegedegree program. Two recipients were namedthis year:

    Alexandra Doctor graduated fromHeritage High School in June and is thedaughter of Brent Doctor of MSKTD. Shewill begin her college studies at PurdueUniversity this fall working toward her goalof becoming a structural engineer and to useher skills and passions to contribute to theFort Wayne construction industry.

    While Alexandras high school accom-plishments are noteworthy and too numer-ous to mention, the committee was equallyimpressed by her record of community serv-ice at such a young age. She has volunteeredher time to several nonprofits and worthycauses, all while keeping her membership in

    the National Honor Society intact at school.Jason Merchant plans to earn his AAS

    degree in building construction managementfrom Ivy Tech next spring. He is maintaininga strong GPA, keeping his name on the

    Deans List each semester, all while workingfulltime and being a single father. He is cur-rently employed by Hamilton HunterBuilders.

    His interest in the construction industry

    dates back to his high school days, and hehas gained strong employment experiencessince then with different mechanicalelectr-ical contractors and now as project managerwith one of the areas well known generalcontractors. His goals have always been togain more skills and experience, and hebelieves an individuals professional careeris always in need of keeping up with thetimes and the technological changes thatcomes with it.
