【令和２年（２０２０年）国勢調査を実施します！】

《 よりよい社会を築く為の基礎資料 》

今年の１０月１日現在で、国勢調査が全国いっせいに実施されます。

国勢調査は、我が国の人口・世帯の実態を明らかにすることを目的として行われ

る国の最も基本的で重要な統計調査であり、国籍にかかわらず日本国内に住んでい

るすべての人・世帯を対象として5年ごとに行われます。

令和２年（２０２０年）の調査は、大正９年（１９２０年）の第１回からちょう

ど１００年目を迎えます。

調査結果は、福祉施策や生活環境整備、災害対策など、日本の未来をつくるため

に欠かせない様々な施策の策定・推進に活用されるほか、多くの方が国及び地域の

現状や課題について適切に理解し分析することができるよう、広く一般の利用に供

されます。

《 調 査 の 方 法 》

国勢調査員が各世帯に回答に必要な書類等を配布に

伺います。

●９月１４日から１０月７日まで【インターネットで回答】

調査員が、インターネット回答で使用する IDの記載

された書類等を配布いたします。その IDを用いてパソ

コン、スマートフォンやタブレット端末等からインタ

ーネットで回答します。

●１０月１日から１０月７日まで【調査票で回答】

調査員が、調査票を配布いたします。調査票に回答

を記入し、「調査書類収納封筒」に調査票を入れ、調査員へ提出して回答します。（一

部市町村では専用の「郵送用提出封筒」で直接郵送提出することもできます。）

●１０月１日【調査期日】

１０月１日午前０時現在の状況を御回答ください。

《インターネット回答にご協力ください》

国勢調査はインターネットで回答できます。これは正確かつ効率的な調査を行い、

回答する方の負担軽減や利便性等を図る観点から、前回の平成２７年国勢調査より導

入されました。

インターネット回答では、パソコン、スマートフォンやタブレット端末等を用いて

調査期間中「いつでも」「どこでも」回答が可能です。

インターネットで回答した場合は、回答が完了した時点で調査終了となり、回答内

容は直接提出されます。回答時間も、調査票への記入時間に比べ、短時間で済ませる

ことができます。

また、新型コロナウイルス感染症の影響を最小限に抑える利点もあります。新型コ

ロナウイルス感染症が私達の生活にどのような影響を及ぼしたかを調査するために、

国勢調査はたいへん有用なものです。みなさまにインターネットで回答していただく

ことで、人と人との接触を可能な限り避けつつ調査を行うことができます。

《 国勢調査 Ｑ＆Ａ 》

Ｑ１ 国勢調査員はどんな人なの？

国勢調査員は、調査を実施する総務大臣が任命した非常勤の国家公務員で、担当地

域の人口・世帯をもれなく、また、重複なく調査するのが仕事です。

調査員をはじめとする国勢調査に従事する者には「統計法」による守秘義務があり、

調査上で知り得た秘密をもらしてはならず、違反すると罰則もあります。

また、調査員は、なりすまし防止のため、顔写真付きの「国勢調査員証」を身につ

けています。

Ｑ２ プライバシーは守られるの？

国勢調査は「統計法」で厳格な個人情報の保護が定められているうえ、国勢調査員

は調査票の入った封筒を開封せず、封をしたまま市町村に提出します。

調査票に記入していただいた内容は、統計の目的以外に使用することはありません

し、調査票は、外部にもれないように厳重に管理し、集計が完了した後には完全に溶

かし、再生紙として生まれ変わります。

Ｑ３ どうしても答えなければいけないの？

国勢調査の結果は、国や地方公共団体の各種施策や、民間での研究開発など、社会

経済の発展を支える基礎として利用されていることから、調査には非常に高い信頼性

が必要です。そのため、国勢調査には「統計法」により調査に回答する義務が課せら

れています。もし、国勢調査に正確な回答をしないと、人・世帯の実態を正確に把握

できないため、本当に必要な施策が実施できなくなるおそれがあります。正確な統計

に基づいて、今を知り、明るい未来をつくるために、一人ひとりの回答が必要です。

Ｑ４ 令和２年国勢調査で調べることは？

・世帯員の１５項目（男女の別、出生の年月、就業状態、従業地又は通学地など）

・世帯の４項目（世帯員の数、住居の種類など）

の計１９項目を調べます。これらの調査項目を組み合わせて集計することによって、

さまざまな結果を、より詳しく提供することができます。

Ｑ５ 調査結果はどんなことに使われるの？

例えば、衆議院小選挙区の画定の基準、都道府県・市町村議会の議員定数の基準、

地方交付金算定の基準などに用いられるほか、国や地方公共団体におけるさまざまな

施策の実施や計画の策定、人口の将来推計、民間企業の商品開発やサービスの需要予

測などにも利用されます。

　② 作成の方法：　内閣府経済社会総合研究所と同様の方法でＣＩを作成している。同研究所は、景気動向指数の第１０次改定により、

　　　　　　　　平成２３年９月速報から作成方法を変更したため、本県も同様に、平成２３年７～９月期報からＣＩの作成方法を変

　　　　　　　 なお、本県では平成２７年１０～１２月期報から、新たな採用指標でＣＩを算定している。

　③ 利用の方法：　ＣＩには景気に対して先行して動く先行指数(予測)、一致して動く一致指数(足もと)、遅れて動く遅行指数(確認)

　　　　　　　　 の３つの指数がある。見方は、一般に、一致指数の上昇時が景気の拡張局面、下降時が後退局面であり、一致指数の

　　　　　　　　 山・谷の近傍に景気の山・谷が存在すると考えられる。ただし、経済各部門間の景気の波及、浸透度を示していない

　　　　　　　　 ため、景気局面を判断するより、動きの幅がテンポを表すことから、その時々の景気の量感を観察するために用いら

　　　　　　　　 れる。

　④ 利用上注意すべきこと等：　

　　　　　　　　　 月々のＣＩの動きには、前月との対称変化率又は差を利用しており、前月及び当月の不規則な動きも含んでいる。

　　　　　　　　 このため、移動平均値をとることにより、月々の動きをならしてみることが望ましい。３か月後方移動平均では足下

　　　　　　　　 の変化がつかみやすく、７か月後方移動平均では変化が定着しつつあることを確認できる。

　⑤　基準年の更新について（平成３０年１０月～１２月期作成時）

　　　　　　　　　 平成３０年１２月分の公表から基準年を平成２２年から平成２７年に更新し、全期間に遡及して数値を改定した。

景気動向指数（ＤＩ）の解説

　①作成の目的：　ＤＩ(Diffusion Index)は、景気に敏感かつ重要な指標を選定し、そのうち上昇(拡張)を示している指標の割合を表すもので

　　　　　　　　あり、景気局面の判断及び予測と転換点の判定に用いる。

　②作成の方法：　採用指標の各月の値を３か月前と比較し、各系列(先行、一致、遅行)ごとに採用指標数(先行＝６、一致＝７、遅行＝７)に

　　　　　　　　占める拡張指標数(保合いは0.5とカウント)の割合(％)をＤＩとする。

　　　　　　　　　なお、平成２７年１０～１２月期報から、新たな採用指標でＤＩを算定している。

　③利用の方法：　ＤＩは、一致指数が、傾向として５０％を上回っている時が景気の拡張局面、５０％を下回っている時が後退局面とみる。

　　　　　　　　そして、一致指数が５０％ラインを上から下へ切る時点の近傍が景気の山、逆に下から上へ切る時点の近傍が景気の谷である

　　　　　　　　と考える。

　④景況判断に当たり考慮すべきこと等

　　　　　　　　・　景気拡張及び後退の期間が短い場合、単に景気拡張または後退と考えるべきではない。

　　　　　　　　・　景気が良いか悪いかは５０％ラインを目安にしているが、部門間に跛行性があるため判断に当たっては大半の部門に景気

　　　　　　　　　変動が波及していることを確認することが必要である。

　　　　　　　　・　ＤＩは変化率を合成したものではないので、ＤＩの水準自体の変化は景気変動の大きさ(テンポ)と直接的に関係はない。

　　　　　　　　・　ＣＩとＤＩはともに長所と短所を持っており、両者を相互補完的に利用することが望ましい。具体的には、ＣＩを主とし

　　　　　　　　　て景気変動の大きさやテンポを過去と比較するといった量的な分析に、ＤＩを主として景気局面、転換点の判断という質的

　　　　　　　　　な分析に活用するものとして位置づけることにより、景気変動をより的確にとらえることが可能となる。
