前海地区位于珠江入海口的咽喉要地，伶仃洋东侧，蛇口半岛西部，是深圳待开发地区。依山面海，土地及

自然资源条件十分优越。

Qianhai is located at the key point of Pearl River estuary, on the west of Shekou

Peninsula and to the east of Lingdingyang, being a region to be developed in Shenzhen. It

is against the mountain and facing the sea, with very good land and natural resources.

前海是粤港澳世界级都会区建设中的重要节点。根据区域发展战略，前海地区将规划建设成为深港现代服务

业合作区，围绕创新金融、现代物流、信息网络、科技服务、专业服务、总部经济等重点领域发展高端服务业；

前海拥有妈湾、赤湾等集装箱港口 ；连接广州、深圳、香港的沿江高速路，及连接深圳、香港两大机场的深

港西部快速轨道从中间穿越 ；内外交通联系便利，具有海、陆、空齐备的交通条件，是珠三角最具综合交通

优势的地区 ；在未来的城市发展建设中，前海地区将成为深圳提升国际影响力的中心和标志地区、实现滨海

生活梦想的活力地区。

因此，必须以国际性的视野谋求更高水平的规划指导建设。主办单位受深圳市政府委托开展本次概念规划国

际咨询工作。

Qianhai is a crit ical step to the construction of a world-class metropol is in

Guangdong-Hong Kong-Macao (GD-HK-MC). Based on the strategy of regional

development, Qianhai is planned to be a cooperation zone of modern service industry

in SZ-HK, focusing on the development of hi-end services around innovative

finance, modern logistics, information network, science & technology service,

expertise service, headquarter economy, etc. Qianhai has such container ports

as Mawan and Chiwan; the coastal expressway connecting Guangzhou, Shenzhen

and Hong Kong and the West Express Rail Line connecting Shenzhen and Hong

Kong airports pass through the region from the middle; with convenient inward and

outward means of transportation, ocean, land and air facilities are readily available

in Qianhai. It is a region with the best overall traffic benefits in Pearl River Delta.

In the urban construction in future, Qianhai will become a central and landmark area

that enhances Shenzhen’s international influence and an energetic community where

the coastal life dreams come true.

Therefore, the construction needs planning & instruction on a higher level from a

global point of view. Entrusted by Shenzhen Government, the organizer is hosting

this international consultancy event of the conceptual planning.

一、项目名称及范围

P r o j e c t N a m e a n d S c o p e1、项目名称 ：前海地区概念规划国际咨询

1. Project name: International consultancy of conceptual planning of Qianhai region

2、规划范围 ：由裕安路、新湖路、湖滨西路、宝安大道、月亮湾大道、妈湾大道及建设中的海堤岸线所围合

的陆域范围，用地面积 1804 公顷。周边辐射地区包括蛇口半岛、后海中心区、宝安中心区、大铲港区、大铲

岛、小铲岛、 洲岛在内的陆域及海域片区等。

2. Scope of planning: The terrestrial land enclosed by Yu’an Road, Xinhu Road, Hubin

West Road, Bao’an Blvd, Yueliangwan Blvd, Mawan Blvd and the seawall shoreline

currently under construction. The land area is 1804 hectares, reaching out to terrestrial

and offshore regions such as Shekou Peninsula, Houhai CBD, Bao’an CBD, Dachan Port,

Dachan Island, Xiaochan Island and Mazhou Island.

二、国际咨询目的

P u r p o s e o f I n t e r n a t i o n a l C o n s u l t a n c y本次咨询活动的目的在于集思广益，通过邀请国际顶级的设计机构征集具远见、富创意、并且切实可行的概

念性空间设计方案。以国际性视野、前瞻性的发展理念确定前海地区的空间发展结构，打造高标准的滨海城

市中心地区，形成独有特色的城市风貌景观。同时，空间规划方案必须具有可操作性，能够为下一步规划工

作提供系统性、框架性的设计指引。

The consultancy is intended for brainstorming by inviting world-class design firms to provide

forward-thinking, creative and feasible conceptual spatial design scheme. Determine the

spatial development structure of Qianhai with global vision and proactive philosophy and

build a classic coastal city center with unique urban skyline. Meanwhile, the spatial planning

scheme shall be operable to provide systematic design guidance framework for subsequent

planning.

三、拟咨询内容

C o n s u l t a n c y C o n t e n t s设计机构必须对低碳低冲击、节能等可持续问题、宜居与活力问题、土地使用与地块划分、城市系统运作和

开发各阶段的效率等方面题进行综合考虑。提出前海地区的整体发展思路、空间发展结构和布局方案、综合

交通组织方案、生态与环境保护方案、实施策略及指引等。（详细咨询内容以国际咨询任务书为准）

The design firm must make comprehensive consideration in such aspects as low carbon

impact, energy conservation and sustainable issue, comfortable residence and vitality,

land usage and land block division, efficiency in each stage of urban system operation

and development, etc., proposing overall development concept for Qianhai area, space

development structure and layout scheme, comprehensive traffic organization scheme,

ecological and environmental protection scheme, implementation strategy and guidance, etc.

四、咨询组织方式

C o n s u l t a n c y P r o c e d u r e s1 国际咨询采取公开报名的方式。

The international consultancy is open for sign-up.

2 通过资格评审确定 8 家入围设计机构，发放咨询须知、咨询任务书后进入概念规划国际咨询。

Finalist qualification review meeting will be held. 8 design firms will be chosen as finalists via

qualification review. Finalists will receive Consultancy Note and Design Brief before they

carry out the consultancy for conceptual planning.

3 本次国际咨询的成果将采用专家评审投票的方式，选取前三名方案。

Consultancy submittals will be voted by expert team to award the top three schemes.

4 获得第一名的设计机构将被直接委托承担后续即将开展的启动区城市设计编制工作（启动区范围由我委最

终划定），获得第二名、三名的设计机构将优先获得参与前海地区其他咨询工作的资格。

The design firm in the first place will be consigned to carry out the urban design of the

Pilot Zone (scope of Pilot Zone will be finalized by the Committee). The design firms in

the second and third places have the priority to be qualified for participating in other

consultancy work of Qianhai.

5 未取得入围资格的设计机构也可继续参加竞赛。在评审阶段将遵从一视同仁的评判原则 .

The design firm not qualified for finalist can continue to attend the competition. and will be

treated the same in the jury.

五、时间安排

Ti m e t a b l e1、有意向参加本次活动的设计机构必须于 2010 年 1 月 22 日 17 ：00 时（北京时间，下同）前将国际咨询参

加意向表达函和表达书提交到深圳市规划和国土资源委员会。

Interested design firms shall submit the Letter of Intent and Intent Documents to Shenzhen

Urban Planning and Land Resources Committee before 17:00 clock, January 22, 2010 (Beijing

Time, the same below).

2、主办单位将在 2010 年 1 月 30 日前发出入围设计机构通知书。

The organizer will issue notice to qualified finalists before January 30, 2010.

3、主办单位将在 2010 年 2 月 6 日上午举行国际咨询发布会，同日下午统一组织现场踏勘。

The organizer will hold a press conference for the international consultancy on the morning

of February 6, 2010. On the afternoon, site survey will be organized for all participants.

4、项目设计时间为 2010 年 2 月 6 日至 2010 年 5 月 6 日。

Time of project design is from February 6, 2010 to May 6, 2010.

5、咨询成果评审时间为 2010 年 5 月中旬。

六、奖金及设计成本费用

P r i z e a n d C o m p e n s a t i o n获得前三名的设计机构将获得奖金 :

The top three firms will get bonus:

第一名奖金 200 万人民币 RMB2.00 million for first prize

第二名奖金 160 万人民币，RMB1.60 million for second prize

第三名奖金 120 万人民币 RMB1.20 million for third prize

其他入围设计机构，凡提交的设计成果符合咨询成果要求的，将获得 60 万人民币的设计成本费用。

The other finalist qualification firms will get a compensation of RMB0.60 million as long as their

submitted schemes meet the requirments in the Design Brief for International Consultation.
