Qui a volé les tortues de l’Albera ?Connu et très fréquenté par le public, les scolaires, amateurs et autres pas-sionnés de reptiles carapacés, le Centre de Reproduction des Tortues de l’Albera, implanté sur la commune de Garriguella près de Roses, a été victime d’un vol sans précédent.

Dans la nuit du 15 avril, peu avant 1 heure du matin, des individus ont péné-tré dans le parc, cassant tout sur leur passage, pour dérober quatre tortues : un couple de Centrochelys sulcata adultes, des spécimens qui mesurent 60 cm et pèsent 45 kg et un autre couple cette fois de Stigmochelys pardalis.

Dès la découverte du cambriolage, les responsables du Centre catalan ont évi-demment déposé plainte et la police a ouvert une enquête. Mais les investiga-tions, pour l’heure, demeurent vaines.

Or, au CTR, on ne se remet pas de ce coup dur. Espèces protégées depuis 1982, et réintroduites sur le site depuis 2005, ces tortues sont devenues des raretés qui survivent près des rivages méditerra-néens dans des lieux clos, surveillés, afin qu’une fois reproduits, les progénitures repartent sur leur terre d’origine.

Une centaine d’individus sont ainsi relâchés chaque année pour réjoindre une réserve, et ce dans le cadre d’un programme international dirigé par la société scientifique française SOPTOM, programme destiné à lutter contre l’extinction de cette tortue géante dans son milieu naturel.

Le gouvernement catalan promeut la délation en ligne

La délation s’adapte aux nouvelles technologies en Catalogne. Le conseiller catalan d’Intérieur Felip Puig vient d’ouvrir un site web encourageant à la dénonciation de personnes présumées coupables de violences urbaines lors de manifestations.

Déjà connu pour son hostilité aux mouvements sociaux - il est notamment responsables des violentes charges contre les Indignés de la Place Catalogne de Barcelone en mai dernier, Felip Puig franchit un nouveau pas avec ce site pompeusement intitulé «Collaboration citoyenne contre la violence urbaine».

Des photos de 68 personnes présumées coupables de divers actes de vandalisme (attaques à des banques, incendie de containers, etc.) durant la journée de grève générale du 29 mars dernier, y sont exposées. Trois photos sont disponibles pour chaque individu, une en premier plan, une autre en plan moyen et la troisième est censée montrer la personne en train de comettre un acte de vandalisme. Le gouvernement invite les citoyens à apporter tout élément permettant d’identifier ces personnes.

Plusieurs organisations ont déjà émis des doutes quant à la légalité de cette initiative: «le site frise clairement l’inconstitutionnalité», a déclaré Xavier González de Rivera, porte-parole de Juges pour la Démocratie, car il s’agit de photos de personnes n’étant même pas inculpées.

L’ouverture de ce site a lieu 24h après qu’une association de prévention de la torture a accusé Felip Puig de favoriser l’impunité policière. Les policiers antiémeutes omettent systématiquement leur numéro d’identification lors de leurs interventions.

Si les actes de vandalisme lors de la journée de grêve générale sont indéniables, ils ne concernent qu’une minorité des millions de grévistes qui sont descendus dans la rue mais les gouvernements catalan et espagnol exagèrent leur importance pour justifier un durcissement du code pénal, au moment même où ils appliquent des plans d’austérité draconiens, notamment dans la santé et l’éducation. Les Espagnols devront payer plus cher pour les médicaments et, dans les régions, les coupes budgétaires ont déjà entraîné la fermeture de nombreux services

et hôpitaux. La réforme du marché du travail plongera dans les précarité des millions de salariés: le montant de l’indemnisation minimale est réduite, l’employeur pourra modifier unilatéralement les conditions de travail et pourra licencier les salariés qui s’y opposeraient. Dans les PME, la période d’essai sera portée à deux ans pour les jeunes salariés.

Le ministre de l’Intérieur Jorge Fernández Díaz a récemment annoncé que la résistance passive (par exemple lorsque des manifestants se tiennent par les bras pour éviter d’être évacués) serait considérée comme une atteinte à l’autorité. Un nouveau délit d’obstruction aux services publics serait créé, pour répondre aux actions de blocage. L’instigation à des manifestations violentes à travers les réseaux sociaux par exemple, serait punie de la même façon que l’appartenance à une bande criminelle.

De son côté, Puig a promis d’augmenter les effectifs de la police antiémeute, d’installer de nouvelles caméras de vidéosurveillance et envisage une législation permettant la modification du parcours des manifestations.

Des courses de taxis français interdites en Catalogne: tensions transfrontalièresAprès une verbalisation d’un taxi des P.O. pour avoir pris des clients à la Jonquère, un autre taxi local se voit immobilisé à Gérone pour la même raison… C’est l’incident de trop pour les taxis du département, qui ont manifesté à Perpignan le vendredi 20 avril.

C’est un problème de loi. La réglementation de la Catalogne espagnole d’une part, qui refuse que des taxis étrangers puissent prendre des courses sur son territoire, et l’espace Shengen Européen de l’autre, qui l’autorise, au moins quand les courses ont été réservées à l’avance. Pour les entreprises de taxi française, c’est la loi européenne qui devrait prévaloir.

Eric Bussieres, taxi de Perpignan, a été verbalisé en janvier à la Jonquère pour avoir récupéré des clients sur place. Il a du régler 1001 euros d’amende. Eric proteste, et la Généralitat aurait proposé une remise de 25 % sur la verbalisation… pas vraiment ce qu’il espérait. « Cela se reproduira, tant qu’il n’y a pas de consignes précises » commente Eric Bussières.

« J’ai dû rentrer en taxi espagnol »Carole Vanraes est taxi à Canet-en-Roussillon. Il y a quelques jours, deux de ses clientes demandent à être ramenées sur Canet depuis l’aéroport de Gérone. A l’aéroport, les Mossos – police catalane – attendent qu’elle prenne en charge ses clientes avant de l’arrêter pour ce qui commence par un contrôle d’identité. Puis

ils annoncent que les clientes ne peuvent monter et doivent changer de taxi.

Les policiers immobilisent ensuite le véhicule et réclament le règlement d’une amende de 1501 euros en espèces pour avoir pris en charge des clients en Catalogne. Bien sûr Carole Vanraes ne peut payer. Elle est obligée d’abandonner son propre taxi et de rentrer en taxi espagnol.

Mobilisation à PerpignanC’en est trop pour les taxis du département, qui, en plus de sentir de plus en plus qu’ils ne sont pas les bienvenus en Catalogne, craignent que l’incident se reproduise. Pour l’un des chauffeurs, la concurrence des taxis français est minime. « Il y a 350 licences de taxis sur le département. Ca ne représente rien par rapport à la Catalogne. Il y a plus de 10 000 taxis rien que pour Barcelone ».

Vendredi 20 avril, près d’une centaine de taxis ont défilé à Perpignan et ont déposé une motion au consulat d’Espagne ainsi qu’à la préfecture. Pour l’instant, il est encore l’heure de la négociation, mais une plainte au niveau européen n’est pas à exclure.

Révolte populaire contre les péages des autoroutesJosep Casadellàs. Ce nom ne vous dit certainement rien, pourtant sa vidéo bat des records sur les réseaux sociaux (150 000 vues). La raison ? Cet homme est à l’origine d’une révolte citoyenne en train de gronder aux quatre coins de la Catalogne. Cet habitant d’Anglès (à côté de Girona), a posté une vidéo sur YouTube, le 29 mars dernier, pour dénoncer le paiement des péages sur le territoire catalan alors que d’autres régions autonomes sont affranchies de ce devoir. De sa voix rocailleuse et avec Els Segadors -l’hymme national- en fond sonore, il s’approche de la barrière de péage et annonce au guichet «No vull pagar» (« Je ne veux pas payer », ndlr). «Pourquoi?», lui répond le guichetier. Et là, loin de se démonter, il explique trouver «injuste le fait de devoir payer». «Il y a une discrimination, parce qu’à Madrid ils ne payent pas (aux péages autoroutiers), et nous, nous devons le faire. Tant qu’eux ne payeront pas, par principe, je ne pense pas payer».«Comme vous voulez», lui répond alors l’employé en lui demandant son numéro de carte d’identité, avant de le laisser quitter l’autoroute. A la fin du clip, le message est clair. « Cela fait 40 ans que nous payons l’AP-7. Ça suffit. Si je suis seul à le faire, il ne se passera rien. Si tous nous le faisons, ils ne sauront pas quoi faire».

L’histoire aurait pu en rester là. Mais le message est passé auprès des milliers d’automobilistes catalans.Face à cette vague de mécontentement, le gouvernement catalan vient de s’emparer de l’affaire. Et demande une fois de plus des comptes à Madrid, en ces temps de crise et de tentation indépendantiste. Tandis que le ministre catalan du Territoire, Lluís Recoder, n’y va pas par quatre chemins : «Nous ne pouvons pas rester les bras croisés sans rien faire». Si pour l’heure, les autorités espagnoles prennent cette histoire à la légère, les citoyens catalans devraient passer à la vitesse supérieure. Le 20 mai prochain, les voitures, camions et autres camping-cars sont conviés à prendre le péage de Martorell pour rejoindre le péage de Girona Sud. Sans payer bien évidemment!

The common factor of those who will perform is intended to be the quality of their acts, according to Marquès, “without a doubt that is the main criteria in order to select the artists”.

The number of International tourists visiting Catalonia grew by 10% in the first quarter of 2012Catalonia has played host to 2,162,337 foreign tourists during the first three months of 2012. This figure signifies an increase of 9.9% compared to last year’s same period, according to the Spanish Ministry of Industry, Energy and Tourism. Catalonia accounts for 23.5% of all foreign tourists visiting Spain mainly due to the increase in the arrival of British and German tourists. In March, 861,325 tourists visited destinations in Catalonia, which represents a 12.5% increase in relation to last year’s same month.

In the end, there was a lot less disruption than had been anticipated, with queues only building up around the peak protest time of between 12 and 1pm.

The protest was mainly concentrated around Catalunya’s various exit points (Vilassar (c-32), Martorell (AP-7), Mollet (C-33), Manresa (C-16), Girona sur, Figueres sur, Túnels del Garraf, Amposta-Deltebre, Ulldecona-Vinarós, Terrassa-Les Fonts y Reus), with additional protests being seen at Algemesí, Sagunto and Castellón in the Valencian Community.According to the protest movement ‘Prou Peatges’, 6,000 people have refused to pay at the toll booths over the past three weeks.

Changes to the housing rental market legislationWithin the context of continuous changes produced to the legal system, the draft of the Measures to dynamize the housing rental market Law was presented last week by the Minister of Promotion to the Spanish Cabinet. The announced Reform shall modify the current Spanish legislation, specifically the LAU (“Ley de Arrendamientos Urbanos”) and the LEC (“Ley de Enjuiciamiento Civil”).The main aspects of the Reform are the following:First of all, the negotiating freedom of the parties is being reinforced for all agreements which are not necessarily imposed by law. Within this line, the ”IPC” or Consumer Prices Increase shall not remain the reference for the update of the rent and the parties shall be able to set any other criteria. This means, that the party with the strongest position shall be in practice the one to set the update of the price.The landlord shall be able to get back the property, even when it is not foreseen in the contract, in case he/she or his/her family needs it as first residence in and even when it is within the first five year period.It is also allowed for the tenant to terminate the contract at any time with one month notice. In this case, the contract might foresee a compensation for the landlord.One of the major anticipated changes of the Reform is the legal duration of the rental contracts. Nowadays the tenant had the right to renew the contract, the so called, “prórroga forzosa” (obliged renewal) for the landlord, no matter what was the contracted period, up to five years as a guarantee of his/her right to the housing. With the Reform the compulsory renewal term for the landlord of five years, it shall be reduced to three years. Moreover, the so called “prórroga tácita automática” (automatic tacit renewal) shall be reduced to one year instead of the current three years. This means that after the agreed duration and its eventual “prórroga forzosa”, the contract might be renewed for an extra period unless the parties indicate the contrary.The new changes applied to the contract duration are therefore substantial since in total the legal duration shall be reduced to the half of the current one: 8 years in total in the current situation (5 +3) to the 4(3+1)with

the Reform.Another significant modification is the increased effect given to the registration of the rental contract at the Property Register. Nowadays, when a buyer acquires the rented property is always obliged to respect the rights of the tenant for the minimum of the 5 years of “prórroga forzosa”

even when the contract is not registered at the Property Register. With the Reform the buyer that buys with good faith a property which rental contract is not registered at the Property Register, shall not be obliged to respect the rights of the tenant. On the contrary, if the rental contract is registered, the rights of the tenant shall not be affected and the new owner shall be obliged to respect the tenant´s legal rights derived from the registered contract.Another determining aspect of the Reform is the proceeding to be followed in case of unpayment of the rents. Despite the reforms introduced in 2009 and in 2011, eviction trials are still slow and many times inefficient since they depend on the workload capacity of the Courts.With the introduced modifications a simple written requirement by the notary or the judge shall be enough to terminate the registered contract in case of unpayment of the rent, without the need of a judicial sentence.Moreover there shall be a speed judicial proceeding to get the payment of the rent and to evict the tenant who did not fulfill with the agreed payment obligations.Finally, some fiscal incentives are being introduced with the Reform for transactions operated by the so called “SOCIMI”, Inversion Societies in the Real Estate Market, which were introduced in 2009 as a type of inversion tool for the real estate market in general . Moreover, an special exemption of 50% is being established for the acquisition of real estate actives from the financial sector up till 31st December of 2012.

“Ik vertik de tol te betalen, bedankt”

Al weken lang rijden er automobilisten over de Catalaanse tolwegen die als ze bij de tolpoorten aankomen weigeren te betalen. Volgens de eigenaar van de tolwegen in Catalonië, Abertis, zijn er de afgelopen drie weken tenminste 6.000 mensen geweest die niet wilden betalen uit protest voor de torenhoge tol.

Vanwege de campagne “novullpagar” oftewel, ik wil niet betalen, zijn er honderden automobilisten die uit protest hun tol weigeren te betalen. Als deze aankomen bij de tolpoorten overhandigen ze het kaartje en zeggen ze, ik wil niet betalen! Het enige wat de medewerker van de tolweg dan kan doen is het nummerbord noteren en de auto door te laten.

In Catalonië zijn er 632 kilometer aan tolwegen, het meeste van heel Spanje. De helft van de grote Catalaanse wegen is tegen betaling terwijl dat in overige regio’s 18% bedraagt.

Daar waar men in het begin sprak dat de weigerende automobilisten door moch-ten rijden zonder consequenties, blijkt later dat er wel degelijk boetes uitge-deeld kunnen worden. Deze kunnen

oplopen tot 100 euro per weigering. Of er ook al daadwerkelijk boetes zijn uitge-schreven is niet helemaal bekend.

Het wegennet rond Barcelona is zwaar overbelast en op bijna alle snelwegen moet tol worden betaald. Tussen 1985 en 2005 heeft de staat 20 kilometer snelweg rond Barcelona aangelegd en 600 in een even groot gebied rond Madrid, royaal meegefinancierd door de Europese Unie en vrij van tol.

Onrust over gratis medicijnen voor gepensioneerdenEr is onrust gerezen over de plannen van de regering met de gratis medicijnen voor gepensioneerden.

De 8.800.000 gepensioneerden zullen volgens het plan tussen de 10 en de 20 procent van de medicijnen moeten gaan betalen en dat is slecht nieuws voor de 5.000.000 onder hen die moeten overleven met minder dan 641 euro per maand.

Gepensioneerden met een klein inkomen betalen 10 % en die met een groter inkomen betalen 20 %. De regering denkt wel aan een plan om de chronisch zieken die veel medicijnen

nodig hebben te helpen en daardoor zou de maandelijkse bijdrage beperkt worden tot respectievelijk 10 en 20 euro.

Spanje opent de jacht op illegale verhuur van woningenDe Spaanse belastingen verliezen miljoenen aan onbetaalde belastingen op inkomsten uit verhuur. Het zou gaan over 1 miljoen woningen in 2010.

Nu de Spaanse regering moet besparen en meer inkomsten moet genereren komt deze verhuur in het vizier.

Daartoe heeft de regering besloten om de nutsbedrijven te verplichten om de facturen van het verbruik over te maken aan de belastingdienst.De informatie die moet overgemaakt worden is het verbruik aan water en elektriciteit en de bankrekening waarvan de facturen betaald worden. Ook de adresgegevens van de eigenaar van de bankrekening moet overgemaakt worden.

Zo kan men achterhalen of de woning in gebruik is en wanneer de woning in gebruik was. Zo kunnen fraudeurs onbetwistbaar gepakt worden.Bij een gemiddelde maandhuur van € 500 en dat voor 1.000.000 woningen is de

opbrengst voor de illegale verhuurders € 6.000.000.000.

Als de overheid daar 25 % belasting kan op heffen en dat met terug werkende kracht gedurende jaren en daarbij de boetes dan steekt de overheid een veelvoud van die 6 miljard euro in de staatskas.

De eigenaar kan zich ook niet verstoppen achter het feit dat hij zelf de woning betrok, is er een verbruik gedurende meer dan de helft van het jaar dan had de verhuurder zich officieel in Spanje moeten vestigen.

Ja, lekker, barbecuen, maar houd het gezond!U kent het wel; u bent op vakantie, lekker aan het kamperen, een barbecue is altijd gezellig; maar de dag erna zijn er toch een paar mensen ziek geworden. Heel vervelend, thuis al, maar op vakantie komt het helemaal ongelegen.

Laten we eerlijk zijn; het zal niet lukken om 100 % van de infecties te voorkomen, ook niet als u alle onderstaande tips opvolgt. Maar de kans wordt er wel veel en veel kleiner door.

- Het is erg belangrijk om uw produkten goed te koelen. Een elektrische koelbox of een koelkast van de camping is verreweg het beste. Een gewone koelbox met koelelementen is echt onvoldoende om produkten goed te koelen.

- Als u toch gebruik maakt van een gewone koelbox, dan kunt u niet meer uitgaan van de houdbaarheidsdatum. Eet vlees dezelfde dag op.

- Zorg dat alle produkten apart goed verpakt zijn, zodat bacteriën, als die er al zijn, zich niet kunnen verspreiden.

- Zorg dat alles heel goed gaar is, voordat u het eet. Lukt het niet om het met de barbecue gaar te krijgen, dan toch op een andere manier gaar maken (nabakken) of niet eten. U kunt ook voorgebakken of voorgekookt vlees gebruiken. Met name bij kip is het extra belangrijk om het vlees goed gaar te maken. Kip blijft smakelijk, ook als u het voor het barbecuen kookt.

- Produkten uit de diepvries, (zoals bijv kip en vis) direkt na het ontdooien bereiden , en niet laten liggen.

- Koop bij voorkeur in winkels, waar ook veel andere mensen komen. Dan weet u dat het vlees niet te lang heeft gelegen.

Krijgt u toch buikloop, zorg dan voor voldoende vochtinname. Gebruik eventueel een zout/suiker- oplossing om de uitdroging te beperken/voorkomen . In Nederland

staat dit bekend als ORS, in Spanje kunt u dit bij de apotheek verkrijgen onder de naam sueroral of citorsal.

Eet gewone licht verteerbare produkten: boterham met jam, beetje pasta of rijst, fruit etcetera. Geen vettige of pittge gerechten.

Meestal gaat de diarree vrij snel weer over, binnen een paar dagen. Neem bij voorkeur geen loperamide, tenzij het absoluut noodzakelijk is. Loperamide is ook wel bekend onder de

merknaam Imodium, in Spanje ook.

Wanneer moet u contact opnemen met een dokter?

- Als er mogelijk sprake zou zijn van uitdroging. In Spanje zult u daar eerder last van hebben dan in Nederland of in Groot-Brittanie, omdat de temperatuur buiten hoger is, waardoor u ook meer vocht verliest middels transpiratie. Ook kleine kinderen en oudere mensen zullen eerder uitdrogen. De urine wordt geconcentreerd en u moet minder vaak plassen, Ook kunnen mensen suf worden

- Als er bloed bij de diarree zit, of u koorts heeft boven de 38,5 graden Celsius

- Als de buikloop langer aanhoudt dan een paar dagen.
