Verdere navrae, by die Polisie, op plaaslike en provinsiale vlak, het niks opgelewer nie. Platinum Gazette het egter by boere in die omgewing verneem dat die aangekeerde groep, sover vasgestel kon word, sewe mans, betrokke was by ‘n plaasroof in die Welgevonden omgewing in die Watervalsriviervallei. Hulle het van die plaas weggejaag, maar het langs die pad van voertuig verwissel en sover vasgestel kon word, in ‘n taxi verder gereis. ‘n Boer wat lid is van ‘n plaasbeskermingsgroep van die Watervalsrivier Boerevereniging (wat ook die gebied patrolleer) het egter die verdagte groep opgemerk en die taxi agternagesit terwyl hy lede van die plaasbeskermingsgroep gekontak het om die Polisie te ontbied. Burgersfort Polisie het die groep net duskant Lydenburg vasgetrek waar hulle gearresteer en na Burgersfort gebring is. Platinum Gazette het nie foto’s van die verdagtes geneem nie omdat wetgwing dit verbied.

Greater Sekhukhune DistrictMunicipality (GSDM) and the AssetForfeiture Unit issued a strong messageto would-be criminals on Wednesday (16September 2009) that crime does notpay.

Another strong message wasconveyed to emphasise that theRepublic of South Africa has put inplace stringent laws and other measuresto prevent criminals from benefitingfrom the proceeds of their unlawful acts.

This stern warning was given whena BMW, acquired through underhandmeans, was handed over to themunicipality.

The vehicle was wonby a securityguard, Mr Tsheko Maloma, who workedfor a company contracted to look afterpremises of GSDM after he stole amunicipal 3G to enter a Vodacomcompetition in 2007.

On accepting the BMW from Head ofthe Asset Forfeiture Unit (AFU) MrWillie Hofmeyer, GSDM ExecutiveMayor, Cllr Mogobo David Magabe saidthe vehicle would be registered as anasset of the municipality and thatCouncil would decide what to do with it.

“During the 2009 election campaign,President Jacob Zuma made acommitment on behalf of the rulingAfrican National Congress (ANC) thatworking together we can do more tofight crime and corruption,” Magabesaid.

“The Municipality has a vehicle foruse by the Mayor. The Council will sitdown and decide what to do with thisBMW. Most importantly, the messagehas been sent out that crime does notpay and that we must respectgovernment resources,” Magabe said.

Cllr Magabe added that whether theCouncil decides to sell the car or keep it– the final winner will be the communityof Sekhukhune as the outcome of such adecision will surely advance servicedelivery.

Hofmeyer said that this case was agood example of how collaborationamong government institutions couldeffectively boost the ongoing campaignagainst crime.

“More often the law does not favourvictims of crime, but in this case we havehelped the victim. It is not going tohappen that the (perpetrator) would goto jail and come back to drive the BMW.We have succeeded in taking the profitout of the crime”, Hofmeyer said. Themunicipality will continue to follow thecourt case with keen interest. We hopethe court will hand down a verdict thatwill serve as a deterrent for would-becriminals.

In the meantime the Afrikaans dailynewspaper Beeld said on Wednesday MrMaloma allegedly entered Vodacom’s 100cars competition and sent about 28 000SMS messages at a cost of about R10 aSMS during the competition. The AFUsaid about R277 484 was spent on theparticular card.

On 7 December 2007 Maloma’s cardwas drawn as one of the winners andthe BMW (at that time with a value ofabout R271 000) was registered in hisname.

A project manager at themunicipality discovered the misuse ofthe 3G card. He reported the case at thegroblersdal Police Station. Mr Maloma’scar was taken away and he appeared incourt on charges of theft. Bail to theamount of R2000 was granted.

SekhukhuneDistrictMunicipality getsstolen BMW

Greater Sekhukhune District Municipality(GSDM) will soon engage the agricultureand tourism sectors to establish forumsthat will deal with matters of developmentand opportunities for the people.

GSDM executive mayor Cllr MogoboDavid Magabe announced this initiativeduring the Provincial Growth andDevelopment Summit (PGDS) that washeld in Groblersdal on Friday, 11September 2009. The announcementfollows a decision taken by Cllr Magabeand mining companies last week toestablish a Sekhukhune Mining EconomicForum for the purposes of tackling issuesaffecting growth, opportunities andrelationships between mines andcommunities.

Cllr Magabe said research resultsthat are contained in the District’s 2025Growth and Development Strategyindicated that there were hugeopportunities for the development ofagriculture and tourism.

He said the research found thatagriculture in Sekhukhune had a potentialin the construction of abattoirs andfeedlots, production of bio-fuels (fromplants such as soya, sorghum, sunflower) ,dry land crop growing and livestockfarming (cattle and goats).

“However, the research indicatesthat all these potential projects could behampered by lack of water due tounpredictable rainfall and many peoplecould not farm as they would like becauseover half of our land in the district isclassified as communal land which in itselfpresents us with huge legal challenges ifland has to be transferred to aspirantfarmers,” Magabe said.

“This means most of the arable landwe have cannot be leveraged for capital,”Magabe added.

Magabe said that planning in theagricultural sector should not be obliviousto the fact that the democraticdispensation inherited a legacy ofdisparity that created a huge gap betweencommercial and subsistence farmers. “Thisresearch tells us that all the requirements

for successful production are present –namely – land, labour, capital andtechnology and skills. What is needed iscorrect institutional structuring that willhelp us realise the potential,” saidMagabe.

Magabe said tourism had a potentialalso to create job and entrepreneurialopportunities for the people ofSekhukhune.

“I am happy that three months agowe issued an advertisement to invitetenders for the development of De HoopDam and T]ate Heritage Site,” he said.

“I am also glad that we have taken afew steps in this regard in Sekhukhune byestablishing the Regional TourismAssociation last year, which will solelydevise ways and means of developing thissector.”According to the 2025 SekhukhuneGrowth and Development Strategy,Sekhukhune has a great potential inbenefiting from tourism initiatives such asFamily Recreation Cluster, SpecialInterest Cluster (birding, fishing, cultureand heritage, mountain biking and 4x4trails), Mega-Conservation Cluster, Golfand Game Cluster; and lastly the MICE(Meetings, Incentives, Conference andEvents) Cluster.

With regards to mining, Magabesaid that when the global economyrecovers, it would open up moreopportunities as referred to in theDistrict’s strategy.

“The research was, before theadvent of the global economic meltdown,forecasting that employment in the miningindustry within Sekhukhune was going todouble in 2015. With the economy likely torecover in the few years, we can only hopethat these forecasts will become a realityand that our communities will benefitfrom all the mining activities taking placeon their land,” Magabe said.

“We can also hope that beneficiationof these minerals will happen right here inSekhukhune so that we can broaden thescope for the benefit of our communities inthe mineral wealth that is found in thisdistrict,” he added.

Man robbed of his clothesA 55-year old man was robbed of his clothes by two suspectson 16 September.The two suspects, aged 19 and 20 years allegedly took theman’s lumber jacket, jersey and cap on 13 September.After the incident was reported the SAPS investigated thecase and arrested the two men. They were due to appear incourt yesterday.

Man arrested for motor vehicle theftOn 14 September a 24-year old man appeared in thePraktiseer Magistrate’s court on charges of motor vehicletheft.He was arrested on 11 September after the Tubatse SAPSconducted an investigation into a report of a stolen vehicle atBothashoek on 9 July 2009.The suspect was not granted bail and he will appear in courtagain on 22 September.

Man stabs ex-girlfriend with knifeOn 12 September the Tubatse SAPS arrested a 40-year oldman for violation of a protection order and assault with intentto cause grievious bodily harm.The suspect allegedly stabbed his ex-girlfriend with a knife on12 September. The attack happened at Penge. The matter wasreported to the police and the suspect was arrested on thesame day.He appeared in the Praktiseer Magistrate’s court on 14September and was not granted bail. He will appear in courtagain on 22 September.

Assault suspect arrestedA 28-year old man was arrested on 16 September on chargesof assault with the purpose to inflict grievous bodily harm.The suspect allegedly assaulted a 52-year old man with anunknown object at Mabocha on 12 September.The suspect is expected appear in court soon.

Calvinlearners care

Learners from Calvin College who are members of JC4CC (Jesus Christ for CalvinCollege) have showed again that they care for the community when they handed outfruit and other foodstuff to patients at Burgersfort Health Centre last week on Friday.The group collect food that is specially brought to school for this purpose from theirfellow pupils at the school. At the clinic they read from the Bible, pray and sing forthe patients before they dish out the food. This project is now in its sixth year.

No strike forAnglo PlatinumSouth Africa’s National Union of Mineworkers (NUM) said on Monday itsmembers at Anglo Platinum, the world’s top producer of the metal, had agreed to aone-year wage deal, averting a possible strike.

The workers rejected a proposal by the company for the wage settlement tocover a two-year period, which means the union and Anglo Platinum would haveto negotiate a new deal next year, Oupa Komane, the union’s deputy generalsecretary told Reuters.

“Workers have accepted the company’s offer for the first year, but they don’twant a two-year deal,” said Komane, who is also the head negotiator for the unionat Anglo Platinum.

Asked if this meant there would be no strike, Komane said: “yes, there will beno strike, no strike is planned.”

Anglo Platinum — a unit of global miner Anglo American Plc — had offeredincreases of between 9% and 10% for different category of workers for the firstyear, and between 7,5% to 8% in the second year.

The union represents about 30 000 workers at Anglo Platinum, which hasabout 60 000 workers.

Union and management agreedon a one-year wage deal

An unlawful work stoppage had taken place at Modikwa on Wednesday, 09 September2009.

The mine said in a press release employees in the bargaining unit of the NationalUnion of Mineworkers (NUM) at the South Shaft of Modikwa Platinum Mine hadproceeded to go on an unlawful work stoppage. The issue was finally resolved innegotiations between the Union and Management and the afternoon and night shiftsreturned to normal work.

The following day, Thursday, 10 September 2009, there was an urgent meeting ofthe United Association of South Africa (UASA) with Management as their memberswere implicated in the settlement agreement with the NUM. This issue was alsoresolved and Management urged both parties to get together to build relationships andto avoid the high level of conflict between supervisors and employees.

Investigations into the issues surrounding the work stoppage will be conducted byManagement together with the Unions and Associations.
