PRESS BRIEFING OF PRESIDENTIAL SPOKESPERSON HARRY ROQUE
September 24, 2020 (11:57 A.M. – 1:13 P.M.)
SEC. ROQUE: Sa kauna-unahang pagkakataon ay nagtalumpati po ang ating Presidente
Rodrigo Roa Duterte sa UN General Assembly. At ito po ang ilan sa mga punto na binanggit ng
ating Pangulo sa kaniyang talumpati:
Kinilala ng Pilipinas ang papel ng United Nations sa laban kontra COVID-19 kaya malugod
nitong wini-welcome ang paglunsad ng UN COVID Response and Recovery Fund.
Kasama ng mga partners sa ASEAN at non-aligned movement, ipinahayag ng Pilipinas ang
nagkakaisang tinig na ang COVID-19 vaccine ay isang global public good. Mayaman o mahirap
na bansa, kailangang available ang bakuna as a matter of policy.
Nanawagan si Presidente Duterte ng isang global health agenda na may sapat na resources at
policy space para sa World Health Organization. Gagampanan ng Pilipinas ang parte nito sa
pooling of global resources kung saan kasama ang mga Pilipinong health workers ay isa sa
pinakamagaling.
Nanawagan ang Presidente ng enhanced multilateralism para tugunan ang iba’t ibang pagsubok
sa usaping pangkapayapaan at seguridad.
Nanawagan din ang Pangulo sa mga stakeholders sa South China Sea, Korea Peninsula, Middle
East at Africa na kung hindi sila magiging magkaibigan sa ngayon ay, “Let us not hate each
other too much.”
Sinabi rin ng Presidente na mananatiling committed ang Pilipinas sa sustainable development
goals bagaman may paghina sa ating ekonomiya.
Tinalakay din ng ating Presidente ang usapin sa climate change. Sumali ang Pilipinas sa Paris
Agreement para labanan ang climate change. Nanawagan ang Pangulo na palakasin ang mga
komunidad at mga mamamayan para maging handa at resilient sa climate change.
Sinabi rin ng Presidente na patuloy na puprotektahan ng Pilipinas ang karapatang pantao ng mga
mamamayan lalo na laban sa iligal na droga, krimen at terorismo. Susi rito ang open-dialogue at
constructive engagement sa United Nations.
Sa usapin naman ng terorismo, sinabi ng Pangulo ang kahalagahan ng isang epektibong legal
framework tulad ng 2020 Anti-Terrorism Act.
In-affirm din ng ating Presidente ang commitment ng Pilipinas sa South China Sea alinsunod sa
UNCLOS at 2016 arbitral award. Sinabi ng Pangulo na ang award ay bahagi na ng international
law.

Nanawagan din ang Presidente Duterte sa mga miyembro ng UN na ipatupad ang Nuclear Non-
Proliferation Treaty at Chemical and Biological Weapons Conventions. Sa kaugnay na bagay,
hiniling ni Presidente sa Senado ng Pilipinas na ratipikahan na ang treaty on the prohibition of
nuclear weapons.
Umapela rin ang ating Pangulo para sa mas malakas na kooperasyon para i-promote at
protektahan ang karapatan ng mga migrants. Kasama na rito ang pagsunod sa global compact for
safe, orderly and regular migration.
Sa usapin ng refugees, inulit ni Presidente na ang pintuan ng Pilipinas ay mananatiling bukas sa
sinumang lumilikas sa kanilang mga bansa para sa kanilang kaligtasan.
Ipinangako rin ng Pangulo na daragdagan pa ng Pilipinas ang partisipasyon nito sa UN
Peacekeeping Operations kasama na ang mas marami pang babaeng Pilipinong peacekeepers.
Balitang IATF naman po tayo. In-adopt po ng IATF noong Martes, iyong huling meeting po ng
IATF, ang protocols para sa pilot use ng rapid antigen test sa Baguio City in the following
instances: Una, sa contacts ng confirmed COVID-19 cases sa mga lugar kung saan may
documented clustering of cases; pangalawa, sa domestic tourists at visitors na may essential
travel.
Ano po ba itong antigen test? Ayon sa DOH, ang antigen test ay kayang mag-detect ng presence
of viral proteins or antigens which is expressed only when the virus is replicating. These tests are
best used to identify acute or early infection.
Ano ba ang benepisyo ng antigen testing? Ayon sa DOH, ang mga benepisyo ay new diagnostic
technology for SARS COVID 2; FDA certified; turn-around time, mas mabilis pong resulta or 15
to 30 minutes; at mas mura po sa RT-PCR. Noong ako po ay bumili niyan, 750 ang isa.
COVID-19 update naman po tayo. Ito po ang global update sang-ayon po sa Johns Hopkins
University, mahigit tatlumpu’t isang milyon na po or 31,778,331 ang kaso ng COVID-19 sa
buong mundo. Mayroong mahigit na siyam na raang libo o 973,956 ang binawian ng buhay dahil
dito.
Nangunguna pa rin ang Estados Unidos, pangalawa ang India at sumunod po ang Brazil, Russia
at Colombia. Sa Amerika po ngayon, mahigit 6,943,078 ang kaso; ang mga namatay ay 201,930.
Sa India po – 5,646,010; 90,020 po ang mga namatay. Sa Brazil – 4,591,364; 138,105 po ang
namatay. Sa Russia po – 1,117,487; 19,720 po ang namatay. At sa Colombia – 784,268; 24,746
po ang mga namatay.
Sa Pilipinas po, tayo po ay nakapag-test na sa pamamagitan ng PCR test sa 3,254,852 na
kababayan natin at ito po ay ginawa sa 100 licensed RT-PCR laboratories at 30 licensed
GeneXpert laboratories.
Mayroon po tayo ngayong 58,127 aktibong kaso ng COVID-19, at sa numerong ito ay 9.2 po ay
asymptomatic, ang mild po ay 86.5%, ang severe ay 1.3%, ang kritikal ay 3% -- medyo tumataas

po ang kritikal. Iyong mga seniors, iyong mga kabataan, iyong mga mayroon pong mga may
sakit, buntis, kinakailangan po ay manatili po tayo sa ating mga tahanan. At lalung-lalo na po
ang mga seniors, talagang seniors po ang tinatamaan ng COVID-19 at sila po ang lumulubha.
Samantala, mayroon na po tayong mga gumagaling na 231,373. Ang mga namatay po ay 5,091.
Okay, dito po nagtatapos ang ating presentasyon ngayong araw. Mayroon po tayong dalawang
panauhin. Unahin na po natin ang una nating panauhin, si Director General Belgica ng ARTA.
Kung maaalala ninyo po, nakipagpulong po ang Presidente sa mga liderato ng Kongreso para
hingiin ang panibago pang mga polisiya at batas para tuluyan nang mawala ang red tape, na sa
tingin ng Presidente ay karagdagang pahirap sa ating mga kababayan sa panahon ng pandemya.
So kasama po natin ngayon ang ARTA Director General, Jeremiah Belgica. DG, ano na po ang
ginagawang hakbang ng ARTA para tuluyan na pong mawala ang red tape na talagang
ikinagagalit po ng ating Presidente? The floor is yours, ARTA Director General Jeremiah
Belgica?
DIRECTOR GENERAL BELGICA: Marami pong salamat, Sec. Harry. Sa lahat po ng ating mga
nanunood at umaantabay, nais ko pong iprisenta sa inyo ang guidelines on the issuance and/or re-
institution of permits and licenses under the new normal na inaprubahan at inendorso po ng
IATF.
Ito pong resolusyon, ito po ay inaprubahan, inendorso ng IATF sa Resolution # 68 na sinasabi po
rito na kaalinsunod sa naisin po ng ating Pangulo na inilinaw po noong State of the Nation
Address na ang lahat po ng government agencies ay mag-streamline at mag-digitalize ho ng
kanilang serbisyo. The Anti-Red Tape Authority’s guidelines on issuance or reinstitution of
permits and licenses under the new normal is hereby endorsed to all government agencies for
adoption whenever it is applicable.
Ito rin po ay inaprubahan at inendorso po ng STG for governance at ng Ease of Doing Business
Anti-Red Tape Advisory Council noong August 27, 2020.
Just to—para makita lamang po natin ang dahilan at kung bakit ho kinakailangan ang panibago
pong guidelines for the reinstitution of permits is because there is a procedural mismatch sa atin
pong pandemya. Dahil ho sa pandemya at sa mga nakaraan na mga proseso prior the lockdown
ay hindi ho—magiging responsive lamang ang dati ng proseso dahil mayroon po tayong mga
health protocols at iba’t iba pong mga kinakailangang i-observe dahil po dito sa ating pandemic
katulad po ng face-to-face interaction; also the crowded spaces ay kailangan pong iwasan and
vulnerability po ay kailangan pong bawasan po laban po sa COVID-19.

Thus, ARTA Memorandum Circular 2020-06 was issued. This was also digitally signed using
the PNPKI [Philippine National Public Key Infrastructure] technology na digital signature po ng
DICT. Amin pong laging ini-encourage ang mga government agencies na gumamit na po ng

digital signatures at hindi po lamang ng wet signature at ito po ay available na po gamit po ang
PKI technology po ng atin pong DICT.
Now, on to the meat and body of the guidelines – next slide, please – Ang guidelines po na ito ay
nahahati po ang kaniyang body in three general divisions – The General Guidelines; the Special
Rules on Validity of Permits and Licenses; and also the Directive for the Whole-of-Government
Approach.

Mabilisan lamang po ano… Basically, on the reduction of requirements po ng permits, licenses,
and authorizations, ang atin pong guiding principles diyan is i-retain lamang ang mga steps at
procedures na kinakailangan; tanggalin ang redundant at unduly burdensome processes at wala
hong legal or practical basis; and also to adopt such processes or procedures and impose such
requirements that are least costly and also to align in our Program NEHEMIA which is the
whole-of-government streamlining program po ng atin pong gobyerno.
Also... it also directs government agencies to continually streamline and simplify and observance
of participatory rule making o iyong tinatawag po na consultation po, hindi lamang po in
quantity but also quality.
Next… next slide, please.
Also, it also directs the use of electronic submission and acceptance ng mga dokumento. Ang
reduction po ng mga signatories na hindi ho dapat lalampas sa tatlo na lamang at ang paggamit
po ng electronic or digital signatures katulad po ng aking nabanggit kanina at ang paggamit po
ng digital payments for licenses, permits and authorizations ay kinakailangan po iyan ang
direction ho ng government agencies. And also the conduct of physical interaction ay tanggalin
po iyong mga unnecessary na mga face-to-face. Kung maaari hong gumamit ng online platforms
for interviews, for hearings or mas mabuti na po na kung hindi na kailangan ay huwag na hong
papuntahin. Also, siyempre, ang reiteration to observe the 3-7-20 processing times.

It also gave specific guidelines also on the special rules on validity of permits and licenses. Isa
po sa mga madali pong solusyon ay automatic approval at extension po ng mga permits. Kung
ito lamang po ay magpa-fall during this pandemic ay baka maaaring i-extend na ho ang validity
ng mga lisensya, clearances and permits or certifications at ang payment po dito for renewal po
nila ay maaari hong ideposito na lamang. Kung ito po ay nag-o-operate na iyong isa pong
negosyo for the past year ay puwede ho silang i-automatically na i-extend ang kanila pong
registration. Kung payment lamang ito puwede na pong online.
Also, to expedite the renewal procedures, again, I would say the renewal of permits and licenses
should actually be faster than an original application dahil nag-e-exist na po ang isa pong
business o isa pong industriya bago humingi ho ng renewal.

Also—next slide, please.
On the inter-connectivity, kinakailangan po na ang atin pong mga sistema as much as possible
mag-provide po tayo ng mga APIs [Application Programming Interface] doon po sa ating mga
automation system para puwede ho natin pagkabit-kabitin ang ating mga proseso technologically
speaking, infrastructure-wise but also systems-wise ay kinakailangan ho nating mag-data
sharing.
Ang ibig sabihin po nito, kung maaari namang kunin ng isang government office sa karatig na
government office ang data ay huwag na ho niyang hingin sa tao ang maaari naman ho nating
makuha sa ating kapwa opisina.
And of course, on the reiteration on the single window approach. Ibig sabihin po, kapag iisa ho
ang opisina, isa pong ahensya, huwag na ho nating paikutin ang tao sa atin pong mga offices to
go to the different offices within the same agency, just provide one concierge na naroroon na
lahat ng mga requirements na tatanggapin isang beses lamang, babayaran isang beses lamang
para sa lahat at releasing po ng mga permits and licenses sabay-sabay.
Now, next slide po.
So, that is for our streamlining. Iyan po ay ginagawa po natin sa ARTA. Now, to give some
updates on some of the investigations na ginagawa po ng ARTA. Ang mga cases po na
pumupunta sa ARTA ay agad po nating inaaksiyunan at kapag pumunta po sa atin, isa po sa mga
ginagawa po natin is magpadala po ng notice of compliance or mga compliance orders po or
notice to explain kung ito po ay investigation.
So, sa ngayon po noong tayo po ay nag-start noong August 11 noong magpadala po ng
compliance orders sa mga LGUs, ayon po sa ating mga telco companies ay 933 total number of
permits released since August 11 doon po sa ating mga procedures; 661 po galing sa
PLDT/Smart; 772 galing po sa Globe – permits released; galing po sa 57 compliance orders sa
49 cities and municipalities na pinadalhan po ng ARTA at natutuwa ho tayo, nagpapasalamat sa
mga LGUs dahil nagre-release din po sila ng mga ibang mga permits na nakabinbin doon sa
kanila kahit hindi po iyon ang kinover po natin sa compliance order.
So, there is really a speeding up of mga processing and ito po ay nangyari even before the
Bayanihan 2 po. Ibig sabihin ay doon lamang po sa joint memorandum circular na inisyu po ng
ARTA, DICT, DILG at ibang mga ahensya ay gumana at tumakbo na po ito.
Now, on another matter, kung hindi ho inaaksiyunan despite na mayroon ho tayong directives sa
government agencies - Next slide po. Next slide, please – ang ARTA rin po ay nag-iisyu rin po
ng findings of declaration of completeness of documents ng mga government agencies. Kung
kumpleto na po ang application ng mga taumbayan at idinedeklara po natin ito as automatically
approved by operation of law.

Ulitin ko po: hindi po ARTA ang siyang nag-aapruba po nito, ang Kongreso po ang nag-apruba
po ng mga applications po ninyo kung ito’y kumpleto na at lumampas na po sa takdang
prescribed processing time.
So, ARTA did declare as complete and automatically approved around 6,252 pending permits na
po since noong tayo po ay nagsimula last year.

And also in the total of 3,964 na inireklamo po sa amin, ang na-close po natin na cases, ibig
sabihin sumunod, nilabas at nag streamline po iyong ibang mga agencies – 2,425 at ongoing po
iyong iba pong mga cases sa atin po ngayon.

Ngayon, in extreme cases na hindi po sumusunod despite na mayroon pong directive po ang Anti
Red Tape Authority at findings then that’s the time that ARTA would really crack the whip and
file cases po in the Ombudsman or in the Civil Service. Kapag ito po ay issue ng fixing at nahuli
po namin sa entrapment, ito po ay maaari na po naming i-diretso na i-file po sa mga korte.

Sa darating din pong panahon, tomorrow, ARTA again would be filing cases against erring
officials – hindi ko na lang po muna idi-divulge – pero tomorrow we would be issuing a
statement also on this and in the coming days po ang atin pong pagpa-file din pong kaso ay
masasaksihan rin po natin. And also there are other pending investigations that ARTA has been
conducting. Mayroon po tayong current na cases ngayon both in Luzon and Cebu.
And—next slide po.
The President has emphatically said also during the latest State of the Nation Address that the
Ease of Doing Business and Efficient Government Delivery Services Act of 2018 has been
gaining momentum. Ang tulak po ng ating Pangulo laban sa red tape ay nagsimula at
nagpapatuloy at ito ho ay pabilis nang pabilis and kinakailangan po tayong magsama-sama.

Ang reporma, ang train of reform against red tape is already on the move, on it or the hopes of
the people for a better Philippines and also as led by our own President and anyone who chooses
not to move will simply be ran over.

USEC. IGNACIO: Yes. Secretary, mayroon pong tanong para kay Sir Belgica at—Ang unang
tanong po ay mula kay Sam Medenilla for ARTA Director General Belgica: After po ng
summary hearings conducted by ARTA, ilang permits for the construction of new
communication towers ang na-release ng concerned LGU at ilan pa po ang pending? May
deadline po ba na-impose ang ARTA for all pending permits to be released?
ARTA DIR. GEN. BELGICA: Thank you, Ma’am Rocky. Iyong slide po na pinakita ko kanina
ma’am, 933 na po ang ni-report po sa amin as of Monday. Kanina ay nakipagpulong din po kami
sa mga telcos and I believe the Globe did manifest that there are actually more. Now, so ito po
iyong—bukod pa ho doon sa binanggit po ni Secretary Año noong nag-briefing po noong
nakaraan, ito po’y panibago ‘no, 933 at iyong—nakita rin ho namin na marami po sa mga
permits na sinasabi po ng mga telcos before na hindi ho inaksiyunan, noong amin pong
pinatawag for a summary hearing, nakita ho namin na hindi rin ho kumpleto at sinabi rin ho
naman nila maraming hindi rin ho kumpleto.
So upon completion din po, doon ho nagkatugma, nagka-completion ay iri-release naman po
agaran ng mga LGUs po iyan.
So ang amin pong time frame po dito is as soon as possible, during the hearing po kadalasan
sinasabi na po ng LGUs ay niri-release na rin po nila ito the following day kasi alam ho nila ang
tulak ho ng ating Pangulo. At ganoon din po doon sa pagpasa po ng Bayanihan II ngayon,
marami hong sinuspinde na mga ibang mga permits. So mas maa-anticipate ho natin na mas ma-
accelerate pa po ito, Usec. Rocky.
USEC. IGNACIO: Opo. Iyong second question po niya: Recently po nag-commit po ang Senate
that it will push for new legislation to further cut bureaucratic red tape to speed up the country’s
post COVID recovery. Magsa-submit po ba ang ARTA ng position paper for the crafting of the
said legislation? Ano po ang mga possible na iri-recommend na provisions ng ARTA para dito?
ARTA DIR. GEN. BELGICA: Salamat, Usec. Rocky. Opo, mayroon na ho kaming
pakikipagpanayam po sa Congress. Mayroon din ho kaming inihanda na rin po na amin pong
mga proposals. Hindi ko ho idi-discuss thoroughly pero in general terms po ang general powers
po kasi ng Anti-Red Tape Authority is iyong tinatawag po na empowerment and enforcement.
Iyong empowerment function po, kami iyong tumutulong sa pagpapasimple ng mga proseso ng
mga serbisyo ng government offices. Pero ang function po ng ARTA dito is recommendatory as
to their processes, kung paano ho babaguhin.
While on the enforcement part naman po is kapag nangyari na po iyong red tape, inipit ho iyong
papel, hindi kayo inisyuhan ng resibo, hindi ho prinoseso sa takdang panahon ay doon ho
pumapasok ang Anti-Red Tape Authority at maaari ho kaming mag-imbestiga at mag-file po ng
cases.

Now, ang isa ho sa mga bagay na dahil ho sa emergency natin ngayon ‘no—napakaganda po
noong batas Usec. Rocky pero because pinag-uusapan po nating emergency ngayon, ang maaari
ho kasing gawin is iyong empowerment, iyong streamlining initiatives and powers po ng ARTA
or ng… puwede hong ibigay sa atin ng Pangulo ay maging mandatory kapag mayroon hong
findings for example tayo na mga permits na kailangan ho nilang tanggalin ay hindi lang siya
basta recommendatory, kailangan gawin na po noong mga ahensiya ito para mas lalo hong
mapabilis iyong streamlining.
Kasi ho ang solusyon ho talaga sa red tape is streamlining po ‘no and re-engineering. Gawin na
po ng mga agencies and then—i-reverse natin iyong proseso, sila ho ang magpapaliwanag,
magpapakita kung dapat bang ibalik pa ito or hindi. So iyon po ‘no in broad terms Usec. Rocky
ang amin pong idi-discuss actually pati po ngayon sa aming council na pupuntahan ko after this
press briefing.

Congratulations, naproseso at nailabas iyong mga permits. Nasuri po ba ninyo kung anong
naging dahilan bakit nabalam iyong mga permiso sa mga LGU?
ARTA DIR. GEN. BELGICA: Sir Melo, surprisingly marami ho talaga sa mga applications
ang kulang po, iyon po ang nakikita namin. Mayroon hong ibang mga—kadalasan iyon po ‘no,
majority ng mga reklamo rin po ng mga LGUs na sinasabi it’s either ay kulang ang mga
applications na ibinigay sa kanila or mayroong contractor—may subcontractor iyong contractor

Vega. Doc, good afternoon, the floor is yours. Kumusta na po ang One Hospital Command
Center natin?
USEC. VEGA: Okay, magandang tanghali, Spox Harry. Magandang tanghali po sa lahat. Really
it’s an opportunity for me to present again itong One Hospital Command, iyong aming
accomplishment for the one and a half months na nagpapatakbo kami sa MMDA One Hospital
Command Platform. Makikita po ninyo, since the time na we did the pilot and the launch last
August. Pansinin po ninyo na mayroon kaming an average of 86 number of calls per day at ito po
ay napa-process ng dalawang call centers ngayon na off-site. Ang isa nito ay iyong pure force,
iyong una at saka iyong pangalawa iyong tinatawag namin na call center ng ICON.
Ito po ay nagko-cover sa mga overflow na calls coming from the citizens at ito po ay napupunta
sa MMDA responders for the medical directions or directives whether kung kailangan ba iyong
treatment facility center, kung kailangan ba ng coordinated care na referral sa hospitals or
kailangan ba ho nila ma-isolate sa mga hotels, sa Oplan Kalinga.
Itong ano naman na ito, nakikita namin ang utilization ng mga TTMFs at sa mga hospitals, dahil
mayroon kaming dashboard. So in the second slide, makikita po ninyo iyong platform na
ginagamit ng mga clients on paano sila nagko-contact sa amin sa One Hospital Command. Iyong
dumadaan po sa aming call center, iyon mas mataas, kasi ito iyong number na binigay po namin
sa publiko, it’s about 58%; tapos iyong direct calls naman sa One Hospital Command, may mga
23%; mayroon din kaming messaging coming from sa mga cellphones, 13%; email 5% and other
hotlines, lalo na hotlines coming the LGU and Department of Health.
Pansinin po ninyo, ito iyong platform na ginagamit ng clients ngayon pero majority po ang
nakukuha ng pure force call center na kung mayroong mga frequently asked questions, kaya na
po nilang gampanan, dahil mayroon na po silang script of doing it at kung kailangan naman ng
medical direction, ito naman ay binibigay sa hospital responders or coordinators.
Ito naman iyong classification ng mga COVID-19 cases na nari-refer po sa One Hospital
Command. Kung pansinin po ninyo ang 64% po nito, ang tinatawag po iyong mga confirmed
cases, kung saan sila mata-transfer sa hospital, kung mayroon silang moderate or critical or kung
mild cases po sila eh, nagpapatulong kami sa Oplan Kalinga, through the LGU din ano, sa mga
BHERTs at saka sa mga RESU at saka SESU to look for an isolation or different facility in their
location. Sa mga suspect cases naman, mayroong mga 33%, ito iyong kailangan nang ma-isolate
until mag-negative po iyong mga swab nila. Ito ay napupunta din sa Oplan Kalinga at saka
probable cases na 3%. So, kadalasan po ang tawag po sa amin sa One Hospital Command ay
iyong nagpapatulong sa mga confirmed case, which is about 64%.
Ito na naman iyong mga types of appropriate receiving facility, so lahat ng mga tawag namin,
coming from the call center, napupunta sa mga MMDA responders or aming hospital coordinator
sa One Hospital Command at makikita naman ninyo dito po na iyong receiving facility
karamihan po nito ay 45% po na aming nabibigyan ng medical direction towards different
hospital para sa coordinated care and referral at saka nakakausap din namin iyong mga hospitals

at mga doctors doon kung ano ang kailangan dapat maibigay sa pasyente, whether isolation ward
or ICU.
Mayroon din kaming pag-transfer sa mga hotel isolation facility, ito iyong mga positive COVID
cases na with mild - 23%, sa mga mega quarantine facility din ho, mga 21% at saka inter-
hospital transfer - 12%, ito iyong mga transfer na mga patients na hindi na kakayanin minsan ng
ibang hospital napaghanapan po namin ng mga vacancies sa different hospitals, through referral
system to the One Hospital Command.
So, sa One Hospital Command ho, napapansin po ninyo ang closed-live event po namin,
mayroon na kaming 3,000 as of yesterday - 3,500 number of calls and 94.63% naman po nito na
nare-resolved at saka nagkakaroon naman sila ng solusyon in terms of transfers, in terms of
coordination or medical direction.
So, iyong mga pending cases po namin, ito ay mga 199, naghahanap pa po ito ngayon ng mga
beds especially sa mga temporary treatment facilities na within their locality, that’s only about
0.53%.
At malaking pasasalamat din namin, Spox Harry, na binigyan po kami ng parang tulong, very
good assistance coming from FPH, ang Lopez Group po iyan, na pinagamit sa amin iyong call
center and ito iyong nag-process ng mga overflow ng mga calls namin, kasi hindi kakayanin
iyong calls namin sa isang off-site call center lang.
So ang laking tulong din ng grupo ng FPH, lalung-lalo na iyong panawagan mo Spox Harry, sa
PLDT they were able to connect 15 lines, ito ay mas madali na kaming maka-contact through the
different hospitals at saka mga TTMFs at saka mga hotels at saka mayroon din kaming assistance
coming from globe, binigyan kami ng cellular phones ng Globe, para ang access ngayon sa
communication and interconnectivity mas mabilis at saka nagkaroon din kami ng internet
connection.
And lastly po, ang PCSO naman ay nag-contribute po sa One Hospital Command ng [inaudible]
system, ito ay system na parang iko-connect po namin ang mga regional one hospital command,
kasi magtatayo kami ng mga regional in different region, a One Hospital Command Center. So,
ang balak po namin ay magka-coordinate ng all regions and balak po namin ma-connect din ang
buong hospital system sa One Hospital Command to the different islands.
So, ito iyong malaking accomplishment na nagawa namin in almost two months at ito iyong mga
contribution din coming from the private sector.

May mga nakapansin po at pinuri ang stand ng Pangulo na mas malinaw ngayon na dapat i-assert
ang soberenya ng bansa patungkol sa West Philippine Sea at maging sa ating internal
governance. Soberenya laban sa China at ibang bansa, puna sa administration. May pagbabago
ba o epekto ito sa polisiya ngayon laban sa China kagaya ng mga kumpanya na blacklisted at iba
pang mga proyekto at negosasyon sa bansang China?
SEC. ROQUE: Maraming salamat po doon sa mga nagsabi na napakaganda talaga ng talumpati
ng ating Presidente. Ang sasabihin ko lang po, wala naman pong bagong polisiyang binanggit
ang Presidente. Ito po ay kauna-unahang pagkakataon lang na nakapagtalumpati po ang ating
Presidente sa UNGA, so ngayon lang natin siya narinig magbigay ng comprehensive na
statement ng kaniyang mga polisiya pagdating po sa West Philippine Sea, doon sa iringan ng
mga super powers, sa droga, sa climate change at pati po doon sa isyu ng refugees. Lahat po
iyan, iyan po iyong existing policies ng ating Presidente, ayaw nga lang pakinggan ng mga
kritiko ng Presidente habang hindi pa nababanggit sa UN General Assembly.
At dahil ito po ay mga kasalukuyang polisiya ng Presidente wala naman pong magbabago doon
sa ating mga polisiya, lalung-lalo na doon sa ating bilateral relations with China at saka doon sa
binanggit na nga ng Presidente na hindi naman po siya pupuwedeng magsunud-sunuran sa mga
dayuhang bansa pagdating doon sa kung sinong pupuwedeng makagawa ng mga proyekto na
kasama po sa ating Build, Build, Build.
USEC. IGNACIO: Ang second question po ni Rosalie Coz ng UNTV: May nagsasabi na tila
nagbago ang tono ng Pangulo sa kaniyang talumpati sa United Nations General Assembly. May
mga binitiwang siyang pangungusap na tumatak kagaya ng “if we cannot be friends, let’s not
hate each other so much”. Ito po ay patungkol sa tension sa West Philippine Sea at iba pang
conflict areas. Pero ito halos parehong salita ay binigkas niya dati sa una niyang SONA, pero
patungkol naman sa pulitika at paniniwala at mga makakaliwang grupo sa ating bansa. Iisa lang
ba ang speech writer ng Pangulo ng SONA at dito sa speech niya sa United Nations General
Assembly? At ano ang pagkakaiba ng mga binigkas niya na ito sa dalawang magkahiwalay na
pagkakataon? Nagkataon lang ba ito, may kinalaman din ba kayo sa speech niya sa UNGA kasi
dati na rin kayong nag-comment na ito, ‘it could be better’ ang speech ng Pangulo? Kung kayo
ang tatanungin, how do you find the speech of the President in United Nations General
Assembly?
SEC. ROQUE: The President’s speech in the UN General Assembly, I thought, was excellent
and I think halos lahat ng Pilipino ay kinilala po na talagang napakagaling at napaka-
komprehensibo at malinaw ang naging talumpati ng ating Presidente. Wala pong pagkakaiba ng
polisiya, iyan po talaga ang, kumbaga, very brief summary ng mga polisiya ng ating Presidente
sa iba’t ibang isyu. Ang gumawa po ng speech na iyan ay marami, iyan po, tawagin na lamang
natin silang Team Philippines. Pero iyong mga subject matter po na nabanggit ng Presidente
pagdating sa mga international issues, si Presidente po mismo ang namili kung ano ang gusto
niyang i-discuss. So hanggang doon lamang po tayo. Team Philippines po iyan, very close
coordination with the President.

Alam po ninyo, nakita ko naman, ilang beses na, kung paano talaga ang ginagawa Presidente
pagdating sa mga major talumpati. Nakakita naman ako ng rehearsal noong una at pangalawang
State of the Nation Address. Habang nagri-rehearse po siya, talagang binabago niya iyong
speech kung ano iyong gusto niyang sabihin. So, hindi naman po pupuwedeng sabihing sinulat
iyan ng iba para sa kaniya dahil ang pagkakaalam ko po by the time he is done with the speech,
matapos po niyang i-rehearse, bagung-bago na po ang lumalabas po. So malaking input din po
talaga diyan ay galing kay Presidente mismo.
MARICEL HALILI/TV5: Sir, Pennsylvania Representative Susan Wild has filed a bill before
the US Congress seeking to suspend the security assistance, iyong PNP aid and military aid, in
the Philippines following the passage of the Anti-Terror Law. Your thoughts on this, sir?
SEC. ROQUE: That’s a very wild suggestion. Kampante po kami na ang state department
naman po at ang administration ni President Trump, dahil sa malapit na pagkakaibigan ng ating
Presidente kay President Trump, ay nakikita ang halaga ng patuloy na kooperasyon sa parte po
ng Estados Unidos at ng Pilipinas. Alam naman po ninyo, parang dito sa Pilipinas ‘no kahit sino
naman pong kongresista ay pupuwedeng maghain ng panukalang batas, pero ang chances na
iyong panukalang batas po na maisabatas po ay napakalliit po. So hayaan na po natin iyan, iyan
po ay personal opinion ni Congresswoman Wild, which is a very wild idea.
MARICEL HALILI/TV5: Does it mean, sir, that Malacañang is confident that this won’t pass
in US Congress? At kung sakali pong makapasa, gaano po kalaki iyong magiging epekto nito
doon sa programa ng PNP at ng AFP?
SEC. ROQUE: Alam mo, Maricel, hindi natin pinanghihimasukan iyong mga desisyon ng mga
soberenyang bansa – kung gusto nilang gawin, gawin nila iyan. Pero kampante nga tayo na sa
tingin ko kinikilala naman ng Estados Unidos ang halaga ng Pilipinas sa pagiging partner niya
pagdating din sa mga usaping national security ng Estados Unidos mismo. So hayaan na po
nating gumulong ang proseso sa Estados Unidos, pero iisa lang po iyan out of ilang hundreds of
congressmen and women ang nasa US Congress at kinakailangang aprubahan pa rin po iyan ng
Senado dahil kapareho naman ng sistema nila ng Amerika at ng Pilipinas pagdating po sa
legislation.
MARICEL HALILI/TV5: Sir, just a follow up on the President’s speech in the UN General
Assembly. Ang sabi po ni former Secretary Del Rosario, the next step is for our President and his
administration to put in reality the implication of the arbitral award. Paano po natin gagawin ito?
So, after po ng strong message in President sa UNGA about the West Philippine Sea, what will
be our next step?
SEC. ROQUE: Well, number one po, I don’t think it was a strong message. It was a restatement
of an old existing policy. Kampanya pa lang po, sinabi ni Presidente, hindi niya isu-surrender
ang maski isang inch ng ating teritoryo, so iyan po ay pagiging consistent lamang na wala po
tayong ipamimigay na teritoryo at paninindigan po natin iyong ating panalo sa UN Tribunal of
the Law of the Sea.

Ang sa akin lang po, si Secretary Del Rosario, he is a Filipino, he is entitled to speak pero parang
hindi po maganda na dinidiktihan niya ang Presidente. Hindi ko po alam kung ano ang special
qualification niya para diktahan niya ang isang Presidente. Alam ko po naging anim na taon
siyang Secretary of foreign Affairs, pero noong mga panahong iyon, doon nawala iyong ating
Panatag Island at doon nawala iyong ating physical possession of that island. So, I don’t think he
has much to show by way of his actual accomplishment as DFA Secretary. And all I can say is
mag-isip-isip muna tayo kung ano ang qualification natin para diktahan natin ang isang sitting
President na hinalal po ng taumbayan.
USEC. IGNACIO: Secretary, tanong mula kay MJ Blancaflor of Daily Tribune on South China
Sea. Former DFA Secretary Albert Del Rosario welcomed the President’s pronouncement on the
South China Sea and said the administration should now ask for international support to enforce
the arbitral ruling?
SEC. ROQUE: Nasagot ko na po iyan. Pero again, bilang isang professor ng international law,
you do not enforce an arbitral ruling. An arbitral ruling, ang assumption po sa international law is
that all countries will comply with their international obligation particularly with arbitral award
because it freely consented to the jurisdiction of the arbitral tribunal. So anyway, that’s free in
lesson po in international law for the former secretary of Foreign Affairs.
Sabihin po ninyo kung ako ang nagkamali, pero wala pa pong way na ma-enforce iyan other than
iyong pagkilala ng mga partido o ‘di naman kaya under Chapter 7 of the UN charter, gagamitin
po iyong economic o iyong dahas, military force, pero kinakailangan po iyan ng boto ng lahat ng
permanent members of the Security Council. I don’t think China will agree. A third option is
iyong ALA, Uniting for Peace resolution na it’s a general assembly, pero malabo po iyan dahil
alam naman natin na napakalaki rin ng impluwensiya ng Tsina.
Kaya nga po sinasabi ko, the existence of the award by itself is its enforcement dahil hindi nga
po mabubura iyan. At kagaya po ng sinabi ng Presidente, it now forms part of international law.
Ako naman po magbibigay ng unsolicited advice kay Secretary Del Rosario as a former
professor of international law and president of the Asian Society of International Law.
USEC. IGNACIO: Second question po niya: How will the President’s pronouncement affect
our relationship with China? Some groups and analysts are wondering if it may signal the end of
our friendly ties with China.
SEC. ROQUE: Again, the President has been consistent – we will move on matters that we
could move forward on including trade and investments; and we will, for the time being, set this
aside because I don’t think the resolution of the territorial dispute is forthcoming in our life time.
So hayaan muna po natin iyan, basta nandiyan po ang desisyon diyan, malinaw kung ano ang
nakasaad sa international law.
USEC. IGNACIO: From Kris Jose of Remate: Reaksiyon po sa sinabi ni dating House Speaker
at Davao Representative Pantaleon Alvarez na isang failure ang naging tugon ng administrasyon
sa problema sa coronavirus pandemic. Ang sabi po ni Alvarez ay huwag na raw magbolahan

SEC. ROQUE: Tinawagan ko po si Speaker Alvarez noong nabasa ko iyan. Ang sabi niya sa
akin, “Hindi ha, hindi ko pinupulaan si Presidente Duterte. Inuobserbahan ko lang na dumadami
iyong numbers.”
Pero sa ngayon po ‘no, I’m sorry we were not able to show it ‘no pero sa last meeting po namin
sa Davao, si Secretary Duque presented figures on a basis of two-week, iyong two weeks—
anong tawag doon? Hindi, two weeks attack rate, pinakita po niya na pababa po nang pababa ang
numero. So it’s not actually accurate na pataas nang pataas po. Even on daily basis, napapansin
naman po natin, bumababa rin iyong gross figures po ng mga kaso ‘no.

President said na hindi na kailangang dalhin sa UN or i-bring up sa UN itong arbitral award. But
what prompted the President, sir, to talk about it before the UN?
SEC. ROQUE: Again, I’m sorry, I’ll have to educate you: This is in the UN General Assembly.
What his critics would want to do is to use the Uniting for Peace Mechanism which was
employed when Russia vetoed the sending of peacekeeping forces to what was then troubled
Congo ‘no. Of course, the issue there was only the Security Council can, well, can issue Chapter
7 resolution authorizing the use of force or the creation of UN peacekeeping forces, but the UN
General Assembly in the Uniting for Peace resolution for the first time also created the
peacekeeping force for the Congo. And the ICJ ruled that the Security Council does not have the
monopoly; the General Assembly can also do this, at iyan po ang gustong mangyari ng kritiko.

course, the human rights community welcomes the fact na sinabi rin ni Presidente, we will
continue our dialogue as far as human rights is concerned even with the UN Human Rights
Council.
So malinaw po iyan, handa tayong makipag-usap, handa tayong makinig, handa tayong
tumanggap ng mga suhestiyon. So I think that was welcomed by the human rights community.
TRICIAH TERADA/CNN PHILS: Sir, finally, on another topic. Since Boracay will be
opening its door to tourists by October 1, sir, marami pong nagtatanong, kailan daw po
mabubuksan iyong non-essential travel?
SEC. ROQUE: Well, I think, for tourism purposes naman po, unti-unti na tayong nagbubukas
dahil alam po natin ang halaga ng turismo ‘no. Iyong pag-allow po ng GCQ areas papunta ng
Boracay, I don’t think it’s just for essential travel ‘no; it really is for the purpose of tourism.
So siguro po ay kinakailangang maging malinaw lang po ang IATF diyan na unti-unti na talaga
nating binubuksan ang turismo. And tourism, technically speaking, is non-essential travel.
TRICIAH TERADA/CNN PHILS: Sir, how about non-essential travel to and from, going in
and out of the country po?
SEC. ROQUE: Alam ninyo, I just got a query from a former ambassador and apparently, the
DFA no longer has to issue any travel pass to departing Filipinos. So ngayon ko lang po nalaman
iyan ‘no. In fact, in our next briefing, siguro iimbitahin natin dito si Undersecretary Dulay; but
even if I’m in the IATF, hindi po yata na-inform ng DFA na hindi na kinakailangang kumuha ng
any form of permit for Filipinos to go abroad.
So iyan po ang nalaman ko this morning lamang because I inquired on behalf of a former
Philippine ambassador who wants to go abroad for medical treatment.

efforts be?

nila kikilalaning iyang desisyon na iyan, ang katotohanan ay go back to Article 38 of the ICJ

So, ang tinutukoy po diyan ng ating Presidente, kahit anong physical military occupation nila sa

is that undermined the effort?
SEC. ROQUE: Well, alam ninyo po sa EEZ kasi, lahat po ng mga sasakyan ay may kalayaang

adequate pa naman, sapat iyong number of ICU beds natin, hindi pa nasi-strain but we’re also
trying to find out kung ano iyong reasons na bakit tumaas ito ng 2% or two percentage point.
In fact, iyong aming regional director at saka aming surveillance tinitingnan na ngayon iyong
mga critical patients sa mga public and private hospitals to validate. So, we will try to make sure
na talagang our health system is capable of any kind of surge.

USEC. VEGA: Wala pa, hindi ko pa na-ano, kasi that’s very new eh. Bigla ngang tumaas iyong

matrix ngayon na titingnan ng IATF kung bubuksan na talaga with the MGCQ. So, kailangan ng
data talaga.

This is no cause for alarm. We are trying to validate and study this kasi bigla nga pong tumaas
iyong percentage point noong critical cases pero kung titingnan mo naman ang capacity ng ICU,
lalung-lalo na dito sa Metro Manila ay capable of handling surge cases at this time.
USEC. IGNACIO: Usec. Vega, may pahabol lang po si Ivan Mayrina: Kung may noted
increase nga sa critical at severe cases, kumusta naman daw po iyong ICU bed capacity,
ventilators and other critical care facilities?
USEC. VEGA: Kung titingnan ninyo sa national figure, ICU beds is 51% occupied tapos iyong
mga ventilators naman 26% lang ang gumagamit; 43% naman iyong isolation at saka 46% iyong
wards ano. Pero sa Metro Manila naman, ang ICU beds, 65% occupied, tapos 54% naman iyong
isolation at saka 58% iyong ward bed. So, sa ventilators, 39% lamang ang occupied.
So, mayroon pang ano—hindi pa nasi-strain. Wala pang possibility na mao-overwhelm although
iyong ngayon nga, iyong 3.1% sa critical dapat pag-aralan namin and i-validate ano nga iyong
dahilan kung bakit may two percentage point umakyat iyong critical levels.

capacity, do you agree that Metro Manila can now be downgraded to MGCQ? Why or why not?
To what do you attribute the rise of critical COVID cases?
USEC. VEGA: Iyong critical cases sinasabi ko na kanina, bigla lang iyan, mga 3 days ago kaya
pinag-aaralan namin ngayon. Pina-monitor namin sa surveillance team namin at saka sa regional
offices dito sa Metro Manila kung bakit nagkaroon ng taas dito sa … specifically dito sa Metro
Manila. Kasi iyong 3.1 namang iyan, across the Philippines iyan eh so titingnan namin kung ito
ba’y talagang mataas nga ba dito sa Metro Manila.
Pangalawa, iyong pag-transition or deescalate to MGCQ ay kailangan talaga ng data noon, ng
metrics. Siguro mga one week or two weeks from now, iyong mga metrics on doubling time,
metrics on the… mga utilization rate—bed utilization rates ng mga hospital at saka of course
iyong positivity rate ng nakikita natin. So ito iyong pagbabasehan din kung mag-deescalate na
for MGCQ.
USEC. IGNACIO: Question from Jo Montemayor, Secretary Roque: Any comment po or
instructions from the Palace on the 10 billion unused SAP fund and plans to divert it and use for
livelihood programs?
SEC. ROQUE: Well, nasabi ko na po iyan ‘no, na kung—dahil iyan po ay naibigay na ng
Kongreso, kung pupuwede nga po ay ibigay pa po iyan doon sa mga pamilya na hindi pa
nakakatanggap ng second tranche.
USEC. IGNACIO: Okay. Last question from Vanz Fernandez: With the POGO’s recent sharp
increase in exodus as the mainland Chinese government is clamping down on their operations
some point to a possible financial pullout with their exodus as this would empty a tenth of all
offices in Manila. How does the Palace plan to deal with the potential aftermath of their exodus?
SEC. ROQUE: Well, unang-una po ‘no, talagang mahirap itong issue ng POGO. May mga iba
talagang gusto silang paalisin, ngayon naman ang concern ‘pag umalis maraming mababakante.
Well, una po, wala naman pong malakihang exodus. Ang nangyari po ay mga 20 plus lang out of
60 ang nag-comply doon sa requirement ng BIR ‘no. So hindi naman po exodus iyan dahil
malinaw naman po ang naging polisiya ng Department of Finance – pay up otherwise hindi kayo
pupuwedeng mag-POGO operations dito.

Marami pong hindi nag-comply doon sa requirement na kinakailangan magbayad ng franchise
tax ang mga POGOs na dapat ikatuwa noong mga tumututol sa POGOs. So ngayon po, more or
less beinte na lang po ang mga POGOng natitira, initially po mayroon tayong mga 60 plus
licenses issued by PAGCOR.

PIA RAÑADA/RAPPLER: Hello, sirs. Just for Usec. Vega po muna. Sir, quick point of
clarification. Sir, you said earlier na puwedeng mag-MGCQ iyong Metro Manila kung lalagpas
po from 11 to 14 days iyong ating case doubling rate. I just want to clarify because a month ago
the Presidential Spokesman Harry Roque said that a doubling rate of 28 days is the only time
when Metro Manila can transition to MGCQ. So, is there a change in the way we measure when
to transition to MGCQ and what is the case doubling rate as of now, sa Metro Manila?
USEC. VEGA: Pia, the basic assumption is your case doubling time must be more than seven
days. At present we are about 12 days. So if Sec. Roque says 28 days, that’s the best kind of
scenario.
So what we’re saying here is that the case doubling time must be a good basis or a metric for
deescalating into MGCQ, that’s my point.
PIA RAÑADA/RAPPLER: So since 12 days na po sa Metro Manila, would you say that we’re
ready to transition because only 6 days from now we will be under a new classification?
USEC. VEGA: Yeah. But there are others—you need to look at the critical utilization bed of the
hospitals especially the ICU. The ICU right now it’s still in the 65% ‘no, that’s moderate—the
risk, the moderate risk iyan and it means that kailangan if you are to move towards MGCQ,
dapat mas below ka ‘no, doon ka sa—hindi ka diyan sa—dapat you must be below at least 60%
‘no which is really a medium risk.
So I think the data would really—if you are to deescalate, titingnan talaga whether there is a
capacity for the health systems to accommodate surge in terms of the number of cases; meaning
to say that at least you will have below 60% utilization of the critical beds, which means the
intensive care and the isolation. So these are factors and big factors really in determining whether
you can deescalate Metro Manila to MGCQ.
PIA RAÑADA/RAPPLER: Okay. Thank you, Usec. For Spox Roque. Sir, is the Palace or the
Philippine government open to proposing a resolution before the UN General Assembly calling
on China to respect The Hague ruling?

that effect ordered by the Palace yet.
PIA RAÑADA/RAPPLER: Okay. And, sir, in Malacañang’s view—I’m asking this because of
the recent decision of Facebook to take down a network of disinformation pages and then they’re
saying it’s the link to the Philippine military and police. So sir, obviously the military said it
would prove the issue. But in Malacañang’s view, should government officials or employees be
engaged in sharing social media posts that red tag people falsely or falsely accuse them of
plotting to oust the government?
SEC. ROQUE: We have to believe the Armed Forces of the Philippines when they said that
they have no official pages taken down by Facebook. So all these pages obviously are pages of
the Armed Forces of the Philippines or the Republic of the Philippines.
PIA RAÑADA/RAPPLER: But, sir, it’s been traced daw to an Army man and he’s engaged in
social media for the military. But, sir, my question is more of not on the actual take down—
SEC. ROQUE: I’m not arguing, Pia, because that’s the official position of the Armed Forces.

do you think that if there’s a government official or employee that they should not be sharing
social media posts that red tag people or falsely accuse them of plotting to oust the government?
SEC. ROQUE: You know, even government officials do have freedom of expression. What is
prohibited is if this is done in official mediums maintained by the Republic of the Philippines.
PIA RAÑADA/RAPPLER: So, sir, you’re saying the code of conduct for public officials does
not extend to their private social media accounts?
SEC. ROQUE: It does but you have made the conclusion that they’re red tagging. So that’s your
personal opinion.
PIA RAÑADA/RAPPLER: Yes, sir. ‘Cause there are some people who have been accused of
that like--
