Welcome and Introductions, Public Comment Andrea Spencer, Co-Chair called the meeting to order at 9:30 am. There were around the room introductions. There were no public comments. ________________________________________________________________________________________________________________________________________________

Reports Co-Chair Spencer reviewed topics covered at the Regional Staff Committee (RSC) May meeting. She informed the committee that there was a summary of PSRC policy board activities in the agenda packet. There were no updates from Growth Management and Transportation Planning since the committee would be briefed during presentations. ________________________________________________________________________________________________________________________________________________

Transportation 2040 Update: Transit Asset Management Performance Targets

Robin Mayhew, PSRC, provided an update on Regional Outcomes Framework. She discussed prioritization measures and reviewed feedback received at the May 18 workshop. The Transportation Policy Board (TPB) was asked to reaffirm the eleven measures and give staff direction to proceed with modeling. Two overarching themes that staff heard from the board helped guide the development of the Regional Outcome Framework: “keep it simple” and “establish key indicators for how the regional plan is performing.” The TPB gave staff the go-ahead to use the proposed Regional Outcome approach. PSRC staff will return to RSC in September with a system analysis report. Ms. Mayhew provided an update on the Financial Strategy, the work of the Finance Working Group (FWG) and TPB. The biggest issue related to the funding gap is that two-thirds of it is in city, county and local transit in the near term. The FWG are scheduled to meet again June 16 to develop preliminary recommendations for new revenue sources. The TPB is scheduled to direct staff to proceed with a set of financial assumptions in July. Staff will then carry out modeling over the summer, then come back with a system wide report in September. Staff noted that all projects have been scored with the 11 measures. about the evaluation measure performance in the fall. Members asked that the FWG understand that there isn’t huge savings in the lower 50% of the project list. For more information, contact Robin Mayhew, PSRC (206) 464-7537, [email protected]. _______________________________________________________________________________________________________________________________________________ Regional Centers Framework Update – Technical Assistance Liz Underwood-Bultmann summarized work on the project to date and provided an overview of what the committee would be discussing. She noted that comments had been received from Snohomish County and were distributed to the committee. Michael Hubner facilitated a discussion on topic areas to be considered in Centers planning. The topics covered were: affordable housing, displacement, transit access, equitable engagement, access to opportunity and environment. RSC members were asked for guidance on how to help ensure that these things are addressed in local and regional planning. Members shared that to move equity forward there need to be consistent mandates. If jurisdictions opt to become a Center they must then meet the high threshold/mandatory requirements and the specifics of implementation are left to the local level. Other members expressed that there was not agreement around the room and that it should be shared with the board. Some have an expectation that equity is a requirement and others are asking for more local discretion for applying equity tools. Members also commented that there was general agreement to require assessments from jurisdictions, the concerns are how jurisdictions implement strategies and measure outcomes. Others commented that this is a more systematic problem that should be viewed in terms of the process and then the strategies used. In terms of PSRC guidance and technical assistance, members asked for targeted research on the scale of homelessness in the region and scale of displacement in the region. Ms. Underwood-Bultmann discussed equity impact tools and asked the committee if they should be encouraged, recommended or required for the local planning process and the centers framework. Members commented that centers should be required to use one of the equity impact tools listed, or something similar. It was recommended to document the discussion in a high-level proposal for the board that would be attached to the Stakeholder Report The draft document could be sent to the Co-Chairs for first review and then to the committee before going to the Growth Management Policy Board. MEMORANDUM July 20, 2017 TO: Regional Staff Committee FROM: Robin Mayhew, Program Manager, PSRC SUBJECT: T2040 Update In Brief: Staff will provide updates on the State Facility Action Plan and the Financial Strategy topics that were recently discussed at the July Transportation Policy Board (TPB) meeting. Request of the Committee: The Regional Staff Committee (RSC) will be briefed on key issues recently discussed and acted upon at the July TPB meeting. Background Information: In January 2017, the TPB directed staff to proceed with the T2040 Update Work Program. Because the adopted T2040 Plan largely continues to address the needs of the growing Puget Sound region, the TPB directed staff to focus a thoughtful refresh of the existing T2040 Plan with emphasis on the following important themes:

1. Showcase Investments 2. Focus on near term performance and funding deficiencies 3. Get ahead on technology, climate change, maintenance and preservation, and long term

funding. 4. Meet requirements, and 5. Address administrative Issues

At the July TPB meeting, the board will be asked to direct staff to proceed with the system-wide analysis of the financial strategy assumptions. Modeling work on the Draft T2040 Plan is subsequently scheduled to occur in August. In September, the TPB will receive a report on draft system performance results. Committee’s Next Steps: The RSC will receive a briefing on the September TPB meeting at their September meeting. The schedule may be adjusted based on the board review process. The July Growth Management Policy Board meeting provided additional direction to staff, and some discussion items may be rescheduled to a later date based on board needs.

Social Equity in Centers The Growth Management Policy Board asked the Regional Staff Committee to provide technical assistance and guidance toward drafting a more complete proposal related to social equity. Such a proposal builds on the package transmitted from the Stakeholder Working Group, which included general provisions related to affordable housing along with a supplement on equity and access to opportunity. At its June meeting, Regional Staff Committee members provided feedback in developing a social equity proposal. The draft proposal is included as Attachment A, and staff will provide an overview of the document. Terminology

The Stakeholder Working group recommended developing descriptive and inclusive naming conventions for each center type or tier. PSRC has also heard through committee outreach that names such as “Tier 1” and “Tier 2” could be improved to better describe the objectives of designation and the types of places designated. PSRC staff presented potential naming conventions at the committee’s April meeting and heard feedback from the committee. The committee will wrap-up on terminology at the July meeting. The centers framework project proposes different scales or types of centers.

Regional Centers Framework Update – Social Equity Proposal

Purpose

VISION 2040 anticipates that a significant share of future

growth will be focused in regional centers. As increasingly

important focal points for investment and development,

centers represent a crucial opportunity to address equitable

access to affordable housing, services, high-quality transit,

and employment, as well as to build on the community assets

currently present within centers.

Centers present some key opportunities and challenges:

• Compared with the region as a whole, centers

collectively are more racially diverse, with lower

household incomes and a poverty rate that is twice

the regional average

• As of 2010, a relatively high proportion of housing in

centers and other transit nodes was affordable to low-

and moderate-income households

• However, data indicate increasing market pressure on

those “naturally occurring” affordable units and new

housing is generally priced far above what even

moderate-income households can afford

• Centers provide high accessibility to transit, with a

potential to greatly decrease the burden to low- and

moderate-income households of combined housing

plus transportation costs, and provide quality access

for transit-dependent populations

Multiple factors contribute to equitable growth and development, and local circumstances in each

center vary. Some centers are experiencing rapid development and high housing costs, making it

increasingly difficult for many households and small businesses to locate or remain in these

communities, while other centers remain relatively affordable and have seen relatively little

neighborhood change. Some centers are better connected to the regional transportation system than

others, and the employment and wage profile differs by center.

The Centers Stakeholder Working Group transmitted a supplement on equity and access to opportunity

along with its final report. The equity supplement addresses affordable housing and displacement,

transit-dependent populations, access to employment opportunities, and equitable community

engagement and presents possible ways to address these issues through local planning or regional

guidance or analysis. As requested by the Growth Management Policy Board, the Regional Staff

Committee discussed social equity and ways to refine strategies on social equity for the Regional

Equity Policy Objectives

Regional Centers Framework Update - Social Equity Proposal

Centers Framework Update. This proposal refines the work of the Stakeholder Working Group with input

from the Regional Staff Committee.

Regional Staff Committee members discussed that social equity is an important planning consideration

for centers, and emphasized the importance of local commitment to social equity principles. The

majority of committee members saw affirmatively planning for social equity as a local responsibility

linked to center designation, with support and technical assistance from PSRC. Some committee

members expressed that with the advantage of being a center, there should be appropriate

requirements for cities with centers to address this issue. Others expressed concern regarding of

requiring additional work from local jurisdictions. Committee members generally agreed on the

importance of local discretion to use tools and strategies that are appropriate and effective in the local

context, supported by documentation of key data and community needs, with equity outcomes in

centers monitored over time both locally and regionally.

The following are specific components of the Regional Centers Framework Update where social equity

would further addressed:

Eligibility

Consistent with the Centers Stakeholder Working Group report, eligibility requirements for new regional

growth centers would be updated to address the following:

o Assessment of housing need, including displacement risk, as well as documentation of tools,

programs, or commitment to provide housing choices affordable to a full range of incomes and

strategies to further fair housing

Planning Expectations

Subarea plan would include social equity components and articulate a commitment to achieving

outcomes that advance social equity. PSRC would work with the Regional Staff Committee to update the

Plan Review Manual to amend requirements and provide best practices, with consideration for local

variability.

o Affordable housing, including housing targets, needs assessment, affordable housing goals,

and strategies to encourage new housing production with long-term affordability

o Displacement risk analysis and strategies to prevent or mitigate displacement

o Transit access, including transit service, transit-dependent populations, and safe and

connected pedestrian and bicycle networks

o Equitable community engagement

o Access to opportunity, including employment and education opportunities and neighborhood

quality of life

o Environmental justice impacts

Use of a comprehensive equity impact review tool can help ensure that social equity is addressed

thoroughly as policies and implementation decisions are adopted for centers throughout the region.

PSRC would research and recommend a best practice approach based on tools in use currently, which

include:

• Equity Analysis Screening – City of Portland

• Equity Impact Review – King County

MEMORANDUM July 20, 2017 TO: Regional Staff Committee FROM: Paul Inghram, Program Manager and Craig Helmann, Program Manager, PSRC SUBJECT: Recent Growth Trends In Brief: The state Office of Financial Management (OFM) releases its annual estimates of population for cities, towns, and counties each year on July 1. At the July Regional Staff Committee meeting, staff will provide an update on the latest figures from OFM as well as an overview of regional growth trends over the last year. Request of the Committee: The Regional Staff Committee (RSC) will be briefed on recent growth trends. Background Information: Early last year the Executive and Growth Management Policy Boards looked at how the region was experiencing strong job and population growth coming out of the recession. Growth over the last year continues that trend. The region officially exceeded the 4 million population mark last summer, and experienced yet another year of 80,000+ population growth. The most recent Census Bureau estimates rank the Seattle-Bellevue-Tacoma metro area as the 12th fastest growing region in the nation. The region’s economy added 58,000 wage and salary jobs since last March; total employment is estimated at around 2.3 million jobs. Regional unemployment currently stands at a low 3.8 percent. Committee’s Next Steps: No action is required from the committee. Subsequent Next Steps: As the Growth Management Policy Board reviews VISION 2040 there will be opportunities to provide additional data at upcoming board meetings.
