This report reviews the work and achievements of the FHKI in buttressing the development of Hong Kong industry in 2006-2007.

Throughout the year, while we have been busy improving services and activities to better serve the needs of members, our close attention was paid to the National Eleventh Five-Year Plan promulgated by the Central Government. The importance of this document lies in that it not only sets the new strategies and priorities for steering our country’s development in the period between 2006 and 2011, but also reaffirms the Central Government’s support for Hong Kong in maintaining its status as China’s financial, trade and shipping centre.

The directions for national development laid down in the Plan will shape the way how Hong Kong integrates with the Mainland economy, and provide useful guidance for Hong Kong companies investing in the Mainland or planning to do so on finding business opportunities in economic sectors which the Central Government will actively promote in the medium term.

Considering the significant ramifications of this national development plan for Hong Kong industry, we offered views on enhancing our competitiveness to the relevant Focus Groups of the ‘Economic Summit on China’s Eleventh Five-Year Plan and Development of Hong Kong’, which was launched by the SAR Government last September to discuss the opportunities and challenges for Hong Kong in fulfilling its role and missions under the Plan. We are pleased to note that a number of our recommendations were adopted and incorporated in the Action Agenda released in January.

Forging closer Hong Kong/Guangdong co-operation to drive the economic development of the region was one of our key recommendations. It is also the theme of our research report – Made in PRD: Challenges and Opportunities for HK Industry – completed in the year. This report, which is the second one of our ‘Made in PRD’ research project, provides latest information on Hong Kong manufacturers’ economic activities in the Greater PRD region and charts the evolving partnership between Hong Kong and PRD.

The study was well received by business leaders, policy-makers, academics and others who wish to learn about the newest development trends in this rapidly changing region. In our activities to publicise the study’s findings and recommendations, we highlighted how Hong Kong and

Chairman’s Statement Guangdong may mutually benefit from maintaining a strong manufacturing base in the PRD. We also appealed for stronger support and more incentives from the two governments to facilitate and assist manufacturers in coping with policy changes and moving up the value chain through innovation, branding and wider use of clean production technologies.

For our members operating in the PRD, last year was a tough one as they faced hefty rises in minimum wages and stricter control of polluting, hazardous and resource-intensive operations and production processes. The sudden expansion of the Catalogue of Prohibited Commodities for Processing Trade under Documents 139 and 145 that banned processing factories from importing a number of key raw materials also posed a major challenge for them. With the assistance of the Liaison Office of the Central People’s Government in Hong Kong SAR and that of the SAR Government, we succeeded in reflecting manufacturers’ concerns to the Central Government. Much to our relief, the issue quickly came to a satisfactory solution with the issuance of Document 82, which modified the scope of the ban and provided clearer guidelines on its implementation.

We are also grateful that the Central Government has listened to our views on the Draft Labour Contract Law and revised a number of the provisions, including the calculation of economic compensation on termination of labour contracts, to alleviate the financial burdens on manufacturers.

Another major issue that we focused on in the year was Guangdong’s industrial restructuring programmes. While agreeing with the programmes’ aim to upgrade the province’s industrial landscape with a view to addressing the growing concerns over environmental degradation and depletion of natural resources, we are deeply worried about the hasty manner in which new measures were implemented and enforced. We conveyed this concern to the authorities on various occasions and exhorted them to provide a longer transitional period for manufacturers to adapt to the changes. Moreover, as the clustering of different linkage industries in close proximity is a unique advantage of the PRD as a manufacturing base, we made repeated calls for the Guangdong Government to preserve this crucial asset, so that the existing high efficiency of the production chain can be sustained.

Through the strong liaison work of the PRD Council, we maintained close dialogues with the leadership of the Provincial Government and PRD cities and effectively communicated


our concerns to them. With the recent opening of a new representative office in Jiangmen and a stronger presence in the west plank of the delta region, the Council will expand programmes for advancing the interests of Hong Kong manufacturers doing business there. While continuing with the existing services in support of members’ operations in the PRD, in the coming months we will stage new activities to help them explore domestic sales opportunities in Guangdong.

Promoting green manufacturing remained a focus of our work last year. As of today, 335 environmental projects have been committed under our Triple-One Programme. To honour the outstanding participants in the Programme, we organised the first award presentation ceremony in December. The successful examples of the winning enterprises showed that the Programme may help companies reduce pollution and save costs, thus adding value to their business.

In the past 12 months, the Hong Kong Green Manufacturing Alliance co-founded and led by the FHKI to assist local manufacturers in complying with overseas environmental requirements, in particular the European Union’s WEEE and RoHS directives, continued promoting the concepts of green manufacturing and familiarising the affected industries with practices and techniques for meeting the relevant standards through seminars, workshops and exhibitions. Since the twin directives became fully operative last summer, we have closely monitored their implementation in individual European countries to detect any compliance and enforcement issues that warranted manufacturers’ attention and action.

Recognising enterprises’ strong need for continuous improvement in environmental management systems in order to stay competitive in the global market, the Alliance recently embarked on a ‘Green Mark’ certification scheme in collaboration with the Hong Kong Q-Mark Council to facilitate them in this pursuit. In addition, new awareness and training programmes on European Union’s new regulatory regime on Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) will be initiated by the Alliance to keep companies abreast of this chemical control system that will have a significant impact on the whole supply chain. We are grateful to the SME Development Fund for providing financial support for our programmes. As an ardent advocate of intellectual property rights, the FHKI is committed to fighting against piracy and counterfeiting activities

that damage companies’ investment in design and brand building. Our work has become increasingly important as there is a continued rise in the number of local manufacturers progressing from OEM to ODM and OBM. In recognition of our effort, last June the Government authorised the Hong Kong Coalition for Intellectual Property Rights, which we established in 2005 to promote the cause, as an issuing body of the ‘No Fakes’ Pledge. We look forward to more retailers subscribing to this Pledge Scheme via the Coalition, thereby bolstering consumer confidence in their products and strengthening Hong Kong’s reputation as a shopping paradise.

In the coming months, our ‘Design for Industry’ initiative will switch into high gear and gather momentum both inside and outside the FHKI. Through this project, we hope to increase manufacturers’ appreciation of using good and creative designs to add value to their products and to build their brands. This is of particular importance if they are to remain competitive in the fast changing global market.

During the next year, we will continue to represent and promote the interests of Hong Kong industry through active engagement with senior officials of the Central, Hong Kong and Guangdong Governments. We will keep a watchful eye on policy issues that affect members’ operations, and apprise members as events and developments unfold.

Without the input and participation of members, the FHKI would not have been able to achieve so much in pursuing excellence for Hong Kong industry. I wish to take this opportunity to express my heartfelt appreciation for your support. As the secretariat now comes under the new leadership of Mr Dennis Yau, I am confident that with members’ continued partnership, the FHKI will go from strength to strength and scale a new height despite the many challenges that lie ahead.

本報告回顧了2006-07年度香港工業總會推動香港工業發展

的工作和成就。

一年以來，我們在積極改善會員服務、推出各項活動之餘，

也密切注視國家「十一五」規劃的動態。這份重要文件不僅

繪畫了國家2006-2011五年間的發展藍圖和發展戰略，更重

申了中央政府支持香港繼續作為中國的金融、貿易、航運中

心。

「十一五」規劃制定了國家發展的方向，也為香港進一步與內

地經濟融合造就途徑和機會。無論是已經投資內地的香港企

業，或是希望在中央政府積極推動的產業中尋找投資機會的

企業，規劃的內容都具有指導意義。

2006年9月，香港特區政府就「十一五」規劃給香港帶來的機

遇與挑戰，召開了《「十一五」與香港發展》經濟高峰會。鑒

於規劃對香港工業的重大影響，工總向高峰會的專題小組提

交了如何提升香港工業競爭力的建議。很高興，工總提出的

部份建議收在1月發表的《行動綱領》內。

我們提出的一個重點建議就是香港與廣東加強合作，共同推

動區域經濟發展。事實上，這也是「珠三角製造」後續研究

報告 —《珠三角製造 — 香港工業的挑戰與機遇》之基調，

報告提供了香港廠商在大珠三角經營的最新數據和資料，展

現香港與珠三角地區合作關係的演變。

珠三角地區的發展瞬息萬變，研究報告提供了最新的發展動

態，因此得到商界人士、政府官員、學術機構等各方的重

視。我們在宣傳研究報告的成果和政策建議時強調，維持強

大的珠三角製造業基地對香港和廣東都至關重要。我們亦呼

籲兩地政府進一步加大對製造業的支持，協助企業適應不斷

變化的政策環境，通過產品創新、品牌建設、環保科技等手

段促進企業升級，創造更多的價值。

主席報告

對在珠三角營運的會員來說，去年是艱難嚴峻的一年。廠

商面對內地大幅調升最低工資，對高污染、高耗能和危險

性的企業和生產工序實施更嚴格的管制。去年，139號文和

145號文關於增補《加工貿易禁止類商品目錄》出台，禁止加

工貿易企業入口某些主要原材料，對他們帶來巨大的挑戰。

透過中聯辦以及香港特區政府的協助，我們成功向中央政府

反映了廠商的憂慮。隨著82號文的出台，這個問題迅速得到

解決，有關方面不但修訂了《禁止類商品目錄》，也提供了

更清晰的執行指引，我們隨之鬆了一口氣。

我們亦非常感謝中央政府在《勞動合同法（草案）》一事上接

納我們的意見，修訂了多項條文，包括在勞動合同終止時計

算經濟補償的方法，為廠商減輕了財政負擔。

去年，另一關注點是廣東省產業結構轉型。在環境不斷惡化

和天然資源持續耗損的情況下，工總贊同廣東省政府優化產

業結構的目的，但新政策措施在落實和執行方面過於急速，

一時間令廠商難以適應。關注到這個情況，我們在過去一年

來，透過各種渠道，向內地有關當局表達意見，並建議設立

過渡期，讓廠家有足夠時間應對有關轉變。此外，不同連繫

工業密集的產業群是珠三角這個生產基地的獨特優勢，有見

及此，我們多番向廣東省政府游說，提出保存產業群效應，

以維持生產鏈的高效率。

珠三角工業協會不斷加強聯絡工作，與廣東省政府及各市官

員保持緊密溝通，向有關當局反映會員關注的事項。最近，

江門分部代表辦事處正式開幕，使協會得以加強珠三角西部

的會員服務，為會員爭取更大利益。協會在繼續為會員提供

支援的同時，亦將會推出新計劃，協助會員在廣東省開拓內

銷市場。

推廣綠色生產是去年的工作焦點之一，自「壹-壹-壹」計劃

推出以來，參加的企業已承諾落實335項環保計劃。去年

12月，工總舉辦了首個頒獎典禮，嘉許表現卓越的企業。從

獲獎企業的成功經驗中，我們看到企業可以透過這個計劃減

低污染和節省成本，從而為業務增值。


工總與其他商會發起的綠色製造聯盟，一直協助香港廠商遵

從歐盟RoHS和WEEE等指令和其他國家的環保規例。過去

一年以來，聯盟繼續向業界推廣綠色生產，並透過研討會、

工作坊和展覽會等方式，協助受影響行業達到各項指令的要

求。RoHS和WEEE指令於去年全面施行後，我們一直密切注

視指令在歐洲各國的實施情況，瞭解有否任何值得廠商注意

或作出行動的地方。

我們明白到企業為了維持在世界市場的競爭力，對環保管理

系統的持續改進有強烈需要，所以聯盟最近和香港優質標誌

局合作，推出了「香港Q嘜環保管理計劃」，幫助企業達到

這個目標。另外，聯盟將會就歐盟新設的「化學品註冊、評

估、授權和限制」（REACH）監控制度舉辦培訓計劃，讓企

業對這個影響整條供應鏈的化學品監管制度有最新的認識。

我們十分感激中小企發展基金對培訓計劃提供財政支持。

作為保護知識產權的中堅份子，工總致力打擊侵權和盜版

行為，防止企業在設計和品牌建立方面的投資受到損害。

基於由原設備製造（OEM）走向原創設計製造（ODM）和原創

品牌製造（OBM）模式發展的本地製造商持續上升，我們在

這方面的工作變得越來越重要。去年6月，政府授權我們於

2005成立的香港知識產權保護協會成為「正版正貨」承諾計

劃其中一家發標貼機構，肯定了我們的努力。我們期望更多

零售商透過協會申請標貼，增加消費者及旅客在香港購物的

信心，鞏固香港「購物天堂」的美譽。

未來數月，我們的「工業．設計好拍擋」計劃將會在工總內

外全速前進。我們希望透過這個計劃，鼓勵製造商多採用優

良和創意設計，為產品增值，建立品牌。這一點對他們在瞬

息萬變的世界市場保持競爭力特別重要。

來年，我們會繼續與中央、香港和廣東省的政府官員積極保

持聯繫，代表香港工業界反映意見，爭取利益。我們亦會時

刻留意著有可能影響會員業務營運的各項政策，並及時知會

會員相關的情況。

如果沒有會員的投入和參與，工總絕對不能做到為香港工業

追求卓越。我希望藉此機會衷心感謝各位會員的支持。秘書

處現在由新任行政總裁邱達宏先生領導，加上和會員持續緊

密合作，我深信，在面對未來的挑戰和考驗時，工總定能把

握優勢，再創高峰。

最後，我要多謝幾位副主席：陳鎮仁先生、孫啟烈先生、

鍾志平博士、劉展灝先生和李惠民先生，多年來對我的支

JUNE 6月Visit to Guangdong Provincial Department of Public SecurityA 30-member high-level delegation led by PRD Council chairman Jeffrey Lam met the deputy director-general of the Guangdong Provincial Department of Public Security, Chang Yeongchiang, in Guangzhou on 19 June 2006. The purpose of the meeting was to exchange views on maintaining public security in the PRD and discuss ways of preventing crimes.

珠三角工業協會拜會廣東省公安廳珠三角工業協會主席林健鋒於2006年6月19日率領一個30多人代

表團往廣州與廣東省公安廳張永強副廳長會面，反映港商在珠三

角遇到的治安問題，並就進一步改善省內治安情況和如何防止罪

案交換意見。

JULY 7月FHKI’s 46th Annual General MeetingFHKI’s 46th AGM and members luncheon were held at the Island Shangri-la Hotel on 27 July 2006. The Secretary for Commerce, Industry & Technology Joseph W P Wong was the guest-of-honour at the luncheon, which was attended by over 200 guests and friends of the FHKI.

APRIL 4月New Members’ Cocktail Reception To foster communication and business opportunities between new members, a cocktail reception was held on 27 April 2006. It gave FHKI chairman, vice-chairmen, members of the General Committee and secretariat staff a chance to meet with the new members.

會員迎新酒會工總於2006年4月27日舉辦會員迎新酒會，以加強新會員之間的

溝通和建立商務聯繫。工總主席、副主席和一眾理事及秘書處

職員也透過此機會認識新會員。

MAY 5月The Hong Kong Q-Mark Presentation Ceremony 2006The Hong Kong Q-Mark Presentation Ceremony 2006 was successfully held on 19 May 2006 at the Hong Kong Convention and Exhibition Centre. The Secretary for Economic Development and Labour Stephen Ip was the guest-of-honour, who delivered a speech and presented Q-Mark licence certificates to newly certified licensees to recognise their achievements in quality excellence.

SEPTEMBER 9月Mission to GuizhouBetween 2 to 5 September 2006, mission leader Dr K C Yip, chairman of the Mainland Affairs Committee and deputy mission leader Martin Tam led more than 10 members to Guizhou, visiting enterprises and developing new business opportunities. The mission visited the Department of Commerce of Guizhou Province, Guizhou CCPIT, Anshun Municipal Government, Investment Promotion Bureau of Anshun City, Foreign Economic and Trade Section of the Bureau of Commerce of Anshun City and the General Chamber of Commerce of Anshun to discuss investment opportunities.

OCTOBER 10月Film Show - An Inconvenient TruthSponsored by GP Batteries, FHKI organised a film show gathering on 28 October 2006. The film, An Inconvenient Truth, is a documentary on the Earth’s climate crisis. In the film, former US vice president Al Gore alerts all of humanity and its governments that global warming is real and immediate action must be taken to halt and reverse the situation, before the planet reaches a ‘tipping point’ and begins a slide towards the destruction of our civilisation. 電影欣賞：絕望真相由GP超霸電池贊助，工總於2006年10月28日舉行了電影欣賞

聚會。影片《絕望真相》是一齣關於全球暖化危機的記錄片。內

容講述前美國副總統戈爾致力警剔世人全球暖化之禍害，並謀

求各地政府立即採取行動、協助阻止末世災難降臨。

NOVEMBER 11月‘No Fakes’ Pledge Programme Kick-off CeremonyThe Hong Kong Coalition for Intellectual Property Rights became an issuing body of the ‘No Fakes’ Pledge labels in 2006, and organised the Kick-off Ceremony on 26 November. Stephen Selby, director of the Intellectual Property Department, Y K Tam, assistant commissioner of the Hong Kong Customs & Excise Department and Connie Lau, acting chief executive of the Consumer Council were the guests-of-honour.

DECEMBER 12月The Triple-One Programme Presentation Ceremony The ‘One Factory - One Year - One Environmental Project’ (Triple-One Programme) presentation ceremony was held on 7 December 2006 at the JW Marriott Hotel to recognise Green Participants, Green Medalists, and winners of the Green Manufacturer/Enterprise of the Year: Certificate of Merit and Grand Award.

JANUARY 1月Launch of Green MarkFHKI deputy chairman and Q-Mark Council chairman Cliff Sun announced on 30 January 2007 in a press conference that the ‘Hong Kong Green Mark Certification Scheme’ (Green Mark) was officially launched. Green Mark is a green-manufacturing certification scheme designed for manufacturing and service companies of any size operating in Hong Kong, mainland China and Macao.

MARCH 3月Mission to East GuangdongA 48-member high-level delegation paid a visit to three cities in East Guangdong from 15 to 17 March 2007. The Secretary for Commerce, Industry and Technology Joseph W P Wong, as the honorary leader of the delegation, together with FHKI chairman Kenneth Ting, led the group to meet senior government officials from Shantou, Meizhou and Heyuan to discuss the latest industrial developments in the area and the actions taken by the cities in response to Guangdong’s changing industrial structure.

Successful Conclusion of the Made in PRD Study – A Guide to Understanding the Newest Development Trends in the Greater PRD

《珠三角製造：香港工業的挑戰與機遇》研究順利完成 – 報告包羅大珠三角發展趨勢的最新資料

Made in PRD: Challenges & Opportunities for HK Industry is the second study of the FHKI’s Made in PRD research project. Under the guidance of the project’s steering committee, the study was successfully completed during the year, providing up-to-date information on Hong Kong manufacturers’ economic activities in the Greater PRD region.

The study’s survey was conducted between September 2005 and March 2006 in nine PRD cities: Shenzhen, Dongguan, Huizhou, Guangzhou, Zhuhai, Zhongshan, Jiangmen, Foshan and Zhaoqing. Based on a stratified random sampling method, the survey team approached 5,030 enterprises, from which 2,529 enterprises that met the criteria of Hong Kong-funded enterprises were successfully interviewed.

According to the survey findings, the study estimated that Hong Kong manufacturers had established about 57,500 factories in the PRD, hiring 9.6 million employees. Of these 57,500 factories, 23,700 were registered as foreign-funded enterprises, whereas the other 33,800 factories were registered as collective enterprises, private enterprises or other forms of domestic enterprises.

The survey revealed that the model of ‘a shop in the front and a factory in the back’ prevalent in the past, has been evolving to a cooperation mode. The cooperation between Hong Kong and Mainland enterprises had become much more complex and egalitarian as emphasis was increasingly placed on domestic sales. In spite of this evolving partnership between Hong Kong and Mainland investors, the surveyed enterprises still widely used services provided by other Hong Kong companies to support their production activities in the PRD. The top five Hong Kong services that mostly used by them were import/export services, logistics, customer relationship management, retail/wholesale services, and financial/insurance services.

In respect of the business environment in PRD, the surveyed companies reported that the collection of various fees and charges by local government agencies, complicated import/export regulations, electricity shortages, labour shortages and individual income tax were the five major problems they encountered in the PRD.

It was found that 36 per cent of the surveyed enterprises had undertaken research and development (R&D). The major problems faced by them in carrying out these activities included high R&D costs, insufficient supply of high-calibre R&D experts, difficulties in obtaining technology transfer and identifying/sourcing R&D partners. Despite these difficulties, about 45 and 43 per cent of these enterprises claimed that in the next few years they would employ more R&D staff and increase their R&D expenditure respectively.

At a seminar to publicise the study report and discuss issues critical to the further development of Hong Kong industry, the FHKI stressed that maintaining a robust manufacturing base in the PRD would be to the mutual benefit of Hong Kong and Guangdong. In view that the rapidly globalising world economy and growing environmental concerns had posed new challenges for Hong Kong industry, it was highlighted that the Hong Kong and Guangdong governments should forge stronger and closer collaboration with a view to help manufacturers move up the value chain and comply with increasingly stringent environmental standards.

In light of the study’s findings and recommendations, the FHKI is formulating specific proposals to be submitted to the Hong Kong and Guangdong authorities for facilitating and fostering the continued growth and advancement of the PRD manufacturing base.

業的挑戰與機遇》，在督導委員會指導下，於年內順利完成。報

告提供了港商在大珠三角地區經濟活動的最新資料。

研究的調查工作在2005年9月至2006年3月期間，在深圳、東

莞、惠州、廣州、珠海、中山、江門、佛山及肇慶九個珠三角

城市進行。經隨機抽樣後，接觸了當地5,030家企業，並從中篩

選出港資企業或香港出資但以其他合同形式登記的港資企業，

最後得到有效問卷2,529份。

調查發現，港商在珠三角合共開設57,500家工廠，僱用工

人達960萬名。該批工廠中，有23,700家屬外資企業，其餘

33,800家為集體企業、私人企業或以其他形式的內資企業。

報告指出，隨著企業日益重視內銷，港粵企業的合作模式已超

越從前的「前店後廠」模式，兩者的分工較以往複雜和趨於平

等。雖然港粵企業的合作模式正不斷變化，但大多數的受訪企

業仍依靠香港公司的服務，支援珠三角工廠的生產，他們使用

的香港服務首五類依次為：進出口服務、物流、客戶關係、零

售批發及金融保險。

關於珠三角的營商環境，地方政府各式各樣的稅費、進出口條

例、電力短缺、勞工短缺和個人所得稅是受訪企業面對的五個

最主要問題。

約有三成半的受訪企業表示有從事研發活動，他們遇到的主要

問題包括研發成本高昂、優秀人才不足、以及於轉移技術時或

鑑別/尋找研發夥伴時遇到困難。雖然面對以上難題，但仍有四

成多的企業表示會在未來數年增加研發人員和研發開支。

報告完成後，工總舉行研討會發表研究成果和討論香港工業的發

展。會上，工總強調鞏固珠三角生產基地的優勢，推動大珠三角

產業穩步發展，可以為港粵雙方帶來好處。工總促請港粵兩地政

府加強合作，共同推動大珠三角產業按市場規律升級轉型，以應

付全球經濟一體化及各地提升環保標準帶來的新挑戰。

就支援和促進珠三角產業持續發展的具體行動，工總正根據研

究報告的結果和建議，草擬給港粵兩地政府考慮的詳細方案。

PRD Council: Aiding PRD-based Manufacturers with Customised Services珠三角工業協會：貼身為珠三角廠商服務

In the past year, the Shenzhen, Dongguan, Guangzhou, Foshan, Zhongshan and Huizhou Chapters of the PRD Council strived to serve the needs of members in a dynamic investment environment, with the support of provincial and municipal governments in Guangdong.

During 2006, Hong Kong businesses in the PRD faced serious impacts brought by a number of new policies, such as the adjustment of processing trade policies, accelerated process of industrial restructuring, increase of minimum wages, adjustment of social security policy, tightening of environmental protection regulations and unification of tax rates for domestic and foreign enterprises.

The Council participated in various meetings organised by authorities and other trade associations, including a forum held by Guangdong provincial government to meet Hong Kong/Macao industrial and commercial leaders, Round Table Conference of Trade Associations Leaders from Guangdong, Hong Kong and Macao, and the Conference on Processing Trade Policy. The Council also organised seminars to collect members’ opinions and reflect such views to the relevant bureaux.

Mainland-based Hong Kong businesses cannot operate effectively without the support of municipal governments. The Council visited various provincial and local government bodies involving in public security, taxation, customs, environmental protection as well as labour and social security, and provided suggestions on how to improve investment environment and development. In June 2006, the Council visited the Provincial Public Security Bureau of Guangdong to voice members’ concerns and suggest measures to improve public security of the PRD region.

The Council provided members with tailor-made support and services that included the highly-commended enquiry hotline, business cases, professional advice, biweekly newsletter, hot series seminars, business issues and business salons. A survey showed that 77 per cent of members were satisfied with the Council’s work and services. The Council published 24 issues of the biweekly newsletter that kept members informed about the latest policies and business related issues. The Council also organised 32 Hot Series events and business salons and invited officials to discuss and hear members’ views on topical issues such as tax, customs and labour.

The Council has recently reconstructed its website (www.prdcouncil.org), which not only contains the most updated regional news and activities, but also provides information on business cases handled by the Council, from which members can acquire much practical knowledge. It also acts as a platform for members to promote their products and companies.

A meeting with the Huizhou Labour and Social Security Bureau to provide members with a chance to voice their opinions on the Draft Labour Contract Law and the problems they face.珠三角工業協會與惠州市勞動和社會保障局合辦了協調會，讓會員向相關官員反映對《勞動合同法草案》的意見及遇到的其他困難。

過去一年，珠三角工業協會在廣東省及各市政府有關領導的重

視和支持下，深圳、東莞、廣州、佛山、中山、惠州的辦事處

因應營商環境的變化和會員的需要，積極開展服務港商的各項

工作。

2006年有較多直接影響港商在珠三角營運的政策出台，如加工

貿易政策陸續調整；加快推進產業升級轉移；最低工資增加與

社保政策的調整；環保綜合整治；兩稅合併等等問題。為此，

協會做了大量工作，廣泛收集港商的意見，多次參加了政府部

門和商會組織的會議，包括「廣東省領導與港澳知名人士座談

會」、「2007年粵港澳商會高層圓桌會議」、「加工貿易政策座談

會」等，還多次舉辦研討會徵詢意見，向國家和省、市有關部門

反映，爭取把營商風險和不利因素降到最低。另一方面，協會

亦多次舉辦活動，目的是希望介紹最新政策法規、促進會員之

間的交流溝通、以及協助會員解決營商問題。

港商在珠三角地區經營，亦有賴各地方政府的支持。過去一

年，協會拜會了不同的省市政府部門，就公安、稅務、海關、

環保和勞保等問題提出建議，以改善營商環境和發展。針對

珠三角治安問題，協會於2006年6月中旬組織拜會廣東省公安

廳，就如何改善珠三角地區治安問題與公安廳高層進行交流探

討。

協會為會員提供的「貼身支援與服務」，包括極具口碑的支援熱

線、商務個案、雙周通訊、問問專家、午間茶敘、商務議題和

商務沙龍等。協會年內出版了24期《雙周通訊》和就最新的工商

資訊及政策發出通告，及時為會員提供珠三角地區工商政策及

會務活動等的最新資訊。協會亦舉辦了32場茶敘和商務沙龍活

動，就稅務、海關、勞工等熱門話題邀請政府官員與會員面對

面講解和解答提問。

最近，協會網站（www.prdcouncil.org）完成了改版工作，除

了為會員提供珠三角的最新消息、介紹專為港商度身訂做的活

動、增設會員網上報名服務外，網站也提供商務個案、剖析案

例、釋疑解難，並協助會員尋求商機、推介企業。

Furthering Partnership with Members進一步鞏固與會員的關係

During the past year, the FHKI continued to devote its effort to boost better membership services and value, aiming to help enhance the competitiveness of industries and to further strengthen its partnership with members. This was achieved by organising a variety of activities to serve the many needs of members.

The following are highlights of the major endeavours made in the year:

Over 50 events including seminars, trade briefings, golf tournaments and several networking activities were organised in the year. Major seminar topics covered included the latest regulations on processing trade, taxation, RoHS/WEEE directives, green management, RMB exchange rate adjustments, occupational safety and health, practical approach to public listing, trends and innovative workflow management in the production line.

Last year a free viewing of the film An Inconvenient Truth, was organised to help enhance members’ awareness on environmental protection.

A total of 27 missions were organised last year which marked a 28 per cent increase from the previous year. These missions

provided opportunities for members to understand the latest industrial developments in the Mainland and elsewhere in the world, and to explore business opportunities.

The missions were mainly destined for Mainland cities including Ningbo, Suzhou, Shanghai, Jiangmen, Zhongshan, Changchun, Tianjin, Huizhou, Shenzhen, Changsha, Changde, Huadu, Guangzhou, Guizhou, Xiamen, Harbin and cities in East Guangdong. FHKI missions also visited cities in other countries, such as Seoul in Korea, to help members understand local industrial developments and explore new business opportunities.

In March 2007, a mission to East Guangdong was organised to explore business opportunities in Shantou, Meizhou and Heyuan. The Secretary for Commerce, Industry and Technology Joseph W P Wong, as the honorary leader of the delegation, together with FHKI chairman Kenneth Ting, led the group to meet senior government officials from Shantou, Meizhou and Heyuan to discuss the latest industrial developments in the area and the actions taken by the cities in response to Guangdong’s changing industrial structure.

During the year, the FHKI received over 60 delegations from the Mainland, Poland, Iran, Israel and Hungary. On these occasions, members exchanged information and news, established contacts and engaged in business matching with the delegates.

The FHKI, PRD Council and the Huizhou Municipal Government co-organise the Huizhou Symposium 2006, at which 280 guests attend to explore investment and business prospects in Huizhou.工總、珠三角工業協會和惠州市政府合辦了「2006惠州投資環境推介會」，共有280位嘉賓出席，瞭解惠州的投資環境。

工總亦安排會員免費觀賞電影《絕望真相》，希望提高會員對環

保的關注。

工總去年組織了27個代表團，和前年相比，數量增長28%。

代表團到內地多個省市參觀考察，包括寧波、蘇州、上海、江

門、中山、長春、天津、惠州、深圳、長沙、常德、花都、廣

州、貴州、廈門、哈爾濱和粵東三個城市等，並到訪海外國家

和城市，例如韓國首爾，以瞭解當地最新的工業發展情況，幫

助會員尋找新的商機。

Voicing Industries’ Concerns to Authorities向當局反映工業意見

Last year, the FHKI continued to reflect members’ views and concerns to the SAR Government and Mainland authorities on issues affecting their operations. We also commented on a number of policy and legislative proposals with significant bearing on industry.

Hong Kong IssuesIn our submissions to the Chief Executive and Financial Secretary responding to the Pre-Policy Address and Pre-Budget consultations respectively, the FHKI emphasised that further capitalising on the synergy between Hong Kong and Guangdong would be of mutual benefit to the two economies and was pivotal in sustaining the region’s long-term development. As ensuring a seamless cross-boundary flow of passengers and cargoes was important in forging a closer Hong Kong/Guangdong partnership, the Government was urged to continue to work with its Guangdong counterparts to further streamline the clearance procedures at boundary crossings and build new transport infrastructure to enhance traffic efficiency between Hong Kong and major PRD cities.

With regard to the new measures introduced under Guangdong’s Eleventh Five-Year Plan to speed up the Province’s industrial restructuring and tightening control of polluting operations, the Government was advised to discuss with relevant Guangdong authorities the concerns of Hong Kong manufacturers over the lack of transition time for them to adapt to the changes. The FHKI also appealed to the Government to provide financial and technical support in assisting manufacturers in the PRD to meet green production requirements.

In respect of environmental protection, the FHKI recommended the adoption of a market-driven approach to achieve waste reduction targets laid down in the Policy Framework for the Management of Municipal Solid Waste in Hong Kong. Since the local recycling industry would have a strategic role to play in the waste reduction plan, the FHKI called on the Government to increase the use of environmental products progressively, thereby creating a viable market to support the growth of this sector. It was further advocated that proceeds collected from any future producer responsibility schemes be used exclusively for supporting and promoting the local environmental industry, rather than added to the general revenue.

On promoting innovation, design and brand development, we suggested that the Government take a holistic approach to foster their synergy and provide tax incentives to encourage companies expand investment in these activities. In addition, the Government should mount high-level marketing campaigns in the Mainland and overseas to promote Brand Hong Kong and Hong Kong’s brand-name products.

The FHKI also restated its objection to legislating minimum wage and standard working hours as such legislation would undermine the flexibility of the labour market, tarnish the image of Hong Kong as the world’s freest economy, and discourage employers from hiring inexperienced, unskilled and less productive workers.

Last year, the review of Hong Kong’s competition policy aroused a lively debate in the community. In April 2006, the FHKI wrote to the Competition Policy Review Committee to lobby for the continued use of the sector-specific approach to eliminate anti-competitive practices. It was highlighted that as every economic sector is unique and intensive competition exists in most economic sectors, it is not necessary or desirable to introduce a cross-sector competition law. The FHKI also raised the concern that enacting such a law would impose hefty compliance burden on SMEs to the detriment of their competitiveness vis-à-vis large corporations.

In response to the public consultation on the subject, in January 2007 the FHKI co-organised a forum to discuss the way forward for Hong Kong’s competition policy. Most of the participants felt that introducing a cross-sector competition law was not an effective solution to promote fair competition in Hong Kong. Subsequent to the forum, a submission reiterating the FHKI’s position was sent to the Government.

At the invitation of the Focus Group on Maritime, Logistics and Infrastructure and Subgroup on Professional Services of the Economic Summit on China’s Eleventh Five-Year Plan and Development of Hong Kong, the FHKI provided recommendations on the following areas:• Enhancing the competitiveness of Hong Kong as a logistics

hub; • Fostering the development of the local creative industries; • Improving Hong Kong’s talent pool;• Strengthening Hong Kong’s status as an international

financial centre; and


• Attracting Mainland enterprises and multinational companies to set up regional headquarters in Hong Kong.

In the year, the FHKI also submitted views to the Government and Legislative Council on other policy consultations and legislative bills. These included:• Consultation on Broadening Hong Kong’s Tax Base; • Consultation on Enhancing Population Potential for a

Sustainable Future;• Employment (Amendment) Bill 2006, which concerns the

calculation of statutory entitlements payable to employers whose wages include commissions;

• Review of the Minimum and Maximum Relevant Income Levels for MPF Contributions; and

• Race Discrimination Bill.

Mainland IssuesLast autumn, the FHKI in collaboration with other local trade associations succeeded in helping Hong Kong manufacturers operating in the Mainland resolve a major problem caused by a sudden expansion of the Catalogue of Prohibited Commodities for Processing Trading that led to many processing factories being unable to import certain key raw materials. With the assistance of the Liaison Office of the Central Government in the SAR and that of the HKSAR Government, we reflected members’ concerns to the Mainland authorities. The problem was promptly addressed by the Central Government with the issuance of a modified Catalogue of Prohibited Commodities for Processing Trading and clearer execution guidelines.

At a follow-up meeting to discuss issues concerning processing trade, we requested the Central Government to implement any new changes to the processing trade policy in a gradual and steady manner thus providing sufficient transition time for manufacturers to adapt to the new requirements. It was also suggested that the relevant departments set up one-stop service centres in major PRD cities to assist manufacturers convert their processing factories to foreign-funded enterprises.

During the year, the FHKI closely monitored the new developments regarding the Draft Labour Contract Law. In February, submissions stating our views on new proposals in the second draft of the Law, as well as recommendations on the eligibility and calculation of economic compensation were presented to the responsible authorities. It is understood that a number of our recommendations have been accepted by the Central Government and incorporated in the third draft of the Law, which is being examined by the Standing Committee of the National People’s Congress.

The FHKI also gave comments and suggestions on other Mainland issues, including enforcement practices of Guangdong Customs, increase in minimum wages in Guangdong, Draft Arbitration of Labour Dispute Ordinance of Guangdong, and the Review of the Customs’ Scheme on Supervising Enterprises by Categories. 去年，工總繼續就影響會員營運之事宜，

向特區政府和內地當局反映會員的意見和

關注，並就多項與工業有關的政策和立法

提案發表意見。

香港事務去年，工總就《施政報告》和《政府財政預算案》的諮詢，分別

向行政長官和財政司司長提交意見。工總的意見書強調，進一

步提升香港與廣東省的協同效應，可以擴大兩地經濟互惠互利

的優勢，對維持區域經濟的長期發展起著重要作用。由於客貨

通關便利有助加強港粵合作，工總促請政府繼續與廣東省協

商，進一步簡化通關流程和興建新的跨界通道，以提升往來香

港與主要珠三角城市的運輸效率。

有鑑於廣東省自公布「十一五」規劃後，加緊推動產業轉型和整

治污染行業，而其中部份新措施香港廠商難於在短時間內完全

適應，工總促請特區政府與廣東省有關當局商討廠商的關注。

工總亦呼籲政府提供財政和技術支援，幫助在珠三角設廠的香

港企業達到綠色生產標準。

至於環保方面，工總建議政府採用市場主導策略，以達至《都市

固體廢物管理政策大綱》定下的減少廢物目標。由於本地回收再

造業在減少廢物計劃上可發揮重要的作用，工總呼籲政府逐步

增加使用環保產品，為該行業營造持續增長的市場。工總還建

議，政府未來實施生產商責任計劃時，所得的稅款應全數用作

支持推廣環保工業，而非撥入政府庫房。

就推動創新、設計和品牌發展，我們建議政府以通盤策略加強

三方面的協同效應，並且提供稅務優惠，鼓勵公司投入更多資

源於創新、設計和品牌發展。此外，政府應在內地及海外，舉

辦高層次的推廣活動，宣傳香港的品牌產品。

工總也多次重申反對就最低工資和標準工時立法，我們認為立

法將會削弱勞工市場的靈活性，損害香港作為全球最自由經濟

體的地位，亦會迫使僱主減少聘用經驗較少、技術和生產力較

低的工人。

去年，政府檢討香港的競爭政策，在社會上掀起熱烈的討論。

2006年4月，工總致函競爭政策檢討委員會，建議政府繼續按特

定行業的方式規管反競爭行為。工總強調，行業之間有不同特

性，而且大多行業存在競爭激烈，引入跨行業競爭法既毋必要，

也不可取。工總亦提出，實施跨行業競爭法會大大增加中小企的

循規成本。屆時，中小企要與大企業競爭會變得更加困難。

去年底，政府就競爭政策展開公眾諮詢，工總與其他商會遂於

2007年1月合辦論壇，探討香港競爭政策的未來路向，大部份

的參加者認為，以香港的情況，引入跨行業競爭法並非促進公

平競爭的有效方法。論壇過後，工總向政府提交意見書，重申

立場。

去年，工總應《「十一五」與香港發展》經濟高峰會的航運、物

流及基礎建設專題小組和專業服務分組的邀請，就下列事項提

出建議：

· 增強香港作為物流樞紐的競爭力；

· 培育發展本地創意工業；

· 促進人才匯聚；

· 強化香港國際金融中心的地位；及

· 吸引內地和跨國企業在香港設立地區總部。

年內，工總亦就其他政策諮詢及法案，向政府及立法會提交意

見，其中包括：

· 擴闊稅基的諮詢；

· 為可持續發展提升人口潛能的諮詢；

· 2006年僱傭（修訂）條例草案（此條例草案建議修訂薪金包括

佣金的僱員，其法定權益的計算方法）；

· 檢討強制性公積金供款的最低及最高有關入息水平；和

· 種族歧視條例草案。

內地事務去年秋天，工總聯同其他商會，幫助香港廠商順利解決因《加工

貿易禁止類商品目錄》調整，導致來料加工廠不能進口多項主要

原材料的問題。得到中聯辦及特區政府的協助，我們向內地當

局反映會員的關注。中央政府迅速回應，修正了《加工貿易禁止

類商品目錄》，以及發出更清晰的執行指引。

及後，內地相關部委舉行座談會，向香港商界代表解釋加工貿

易政策的動向。會上，工總籲請中央政府日後以循序漸進方式

調整加工貿易政策，並且給予廠商充足時間適應新規定。此

外，工總亦向相關部委建議，分別在珠各個三角主要城市設立

一站式服務中心，協助廠商把來料加工廠轉型為三資企業。

年內，工總密切注視《勞動合同法（草案）》的新進展。工總對

《二審稿》部份條文的意見以及就計算經濟補償的建議，已於二

月呈交給內地負責部門。我們多項建議獲中央政府接受，並已

納入了全國人大常委會正審議的《三審稿》內。

去年，工總亦就其他內地事宜提出意見及建議，其中包括廣東

海關文明執法、廣東省調高最低工資、《廣東省勞動爭議仲裁條

例》和海關企業分類管理辦法。有關工總的立場和提出的建議詳

Commitment to Green Quality with ‘Triple-One’

「一廠一年一環保項目」計劃：積極支持綠色製造

Launched in March 2005, the ‘One Factory - One Year - One Environmental Project’ Programme (Triple-One Programme) aims to reduce and roll back pollution in Hong Kong and the PRD region through industry-wide voluntary participation. The Programme is led and administered by the Sustainable Industry Council, which comprises members of industry, business, academia, environmental groups and the media.

The Programme, endorsed by the Economic and Trade Commission of Guangdong Province, Guangdong Association of Environmental Protection Industry, Greater Pearl River Delta Business Council and the Environmental Protection Department of the HKSAR Government, has received encouraging support from the manufacturing and the trade and services sectors.

As at 31 March 2007, 268 projects were committed by 124 companies, of which 47 companies had committed three or more projects.

During the past year, a number of activities including seminars, workshops and exhibition were staged to raise members and industries’ awareness about environmental protection.

A seminar ‘Green Management in Office’ was held on 7 September 2006 for members; while the ‘To Cope with the Environmental Policies and Regulations – Turn your Environmental Expenses into Profitable Investment’ seminar was

held on 22 September 2006. Speakers were invited to discuss environmental policies and regulations under the framework of the Eleventh Five-Year Plan and to share the latest technologies and ways to turn environmental expenses into profitable investment.

The Triple-One Programme was also promoted at the Eco Expo Asia 2006 at AsiaWorld – Expo Hong Kong from 27 to 30 October 2006.

A presentation ceremony was held on 7 December 2006 to recognise the many companies with outstanding contributions to the environment; among others, 17 Green Participants, 15 Green Medalists, four winners of ‘Green Manufacturer/Enterprise of the Year: Certificate of Merit’. The grand awards went to Fook Tin Technologies Ltd for winning the Green Manufacturer of the Year 2006 and Hang Seng Bank for winning the Green Enterprise of the Year 2006.

The seminar ‘Gear up for Greener Manufacturing in China’ jointly organised by the FHKI and the Hongkong and Shanghai Banking Corporation Ltd (HSBC), was held on 19 March 2007 at the HSBC headquarters. This seminar aimed to raise the importance of green manufacturing and provide a platform for commercial/SME clients of HSBC and FHKI members to implement environmental policies and regulation. Ou Jun, Dr John Chai, Mei Ng, Prof Carlos Lo were among the speakers.

「一年一廠一環保項目」計劃（「壹-壹-壹」計劃）於2005年3月推

出，希望透過工業界自發的參與，減少影響香港和珠三角地區

的污染。計劃由工總的工業持續發展委員會負責領導和管理，

而委員會成員來自工商界、學術界、環保團體和傳媒等不同界

別。

「壹-壹-壹」計劃自開展以來，得到工業界踴躍支持。今年工總

更積極將計劃推廣至貿易及服務業界，成績卓越。計劃亦得到

了多個官方機構認可，包括廣東省經濟貿易委員會、廣東省環

境保護產業協會、大珠三角商務委員會和香港特別行政區政府

的環境保護署。

截至2007年3月31日，已有124間公司參加了「壹-壹-壹」計

劃，並承諾推行268個項目，當中有47間公司承諾推行三個或

以上的項目。

為了加強會員成員及業界的環保意識，我們於過去一年舉辦了

多項活動，如研討會、工作坊和展覽等，包括於2006年9月7日

舉行的「辦公室綠色管理」研討會，以及於2006年9月22日舉行

的「面對國家環保新標準、如何保本生財」研討會，探討「十一

五」規劃內環保措施所帶來的影響，和分享發展環保廠房的最新

科技及經濟效益。

另外，工總亦於10月27至30日期間，於香港亞洲國際博覽館的

國際環保博覽2006擺設展位，藉以推廣「壹-壹-壹」計劃。

「壹-壹-壹」計劃頒獎典禮已於2006年12月7日舉行，旨在表揚

各公司的卓越環保表現；得獎的包括17家綠色計劃公司、15家

綠色獎章公司、以及四家綠色優異證書公司。而榮獲2006年度

綠色工業獎大獎和2006年度綠色企業獎大獎的分別是福田科技

有限公司和生銀行。

2007年3月19日，工總與香港豐銀行在豐總行大廈合辦研討

會，以提倡綠色生產的意識，並為豐客戶和工總會員提供一

個執行環保措施的平台。講者包括區軍、查逸超博士、吳方笑

薇和盧永鴻教授。

Green Manufacturing Alliance: Industries’ Partner for Green Compliance香港綠色製造聯盟：業界履行綠色承諾的夥伴

Co-founded by the FHKI and six other local trade and industry associations in 2005, the Hong Kong Green Manufacturing Alliance (HKGMA) aims to assist manufacturers in meeting the increasingly stringent environmental requirements of global markets. The HKGMA encourages the adoption of industrial innovations that comply with green standards of manufacturing processes and products. It is also tasked to closely monitor global developments in new environmental regulatory measures and green manufacturing practices. The HKGMA successfully obtained Government funding to run the ‘Achieving RoHS and WEEE Compliance through Green Manufacturing’ Project.

During the year, seminars and workshops on the RoHS/WEEE directives were organised, with experts from overseas sharing the latest development of the two directives. Among the activities, the launching of the RoHS database with the Hong Kong Electrical Appliances Manufacturers Association and the Hong Kong Productivity Council at the ‘Achieving RoHS & WEEE Directives through Green Manufacturing’ seminar was held on 18 April 2006, and the workshop ‘Managing RoHS & WEEE Compliance through Green Manufacturing’ was held on 4 August 2006. A seminar on the latest RoHS & WEEE policies and enforcement issues updated members in October 2006, in concurrence with the Hong Kong Electronics Fair (Autumn Edition).

工總與其他六個本地工商團體於2005年成立了香港綠色製造

聯盟（「聯盟」），目的是要協助製造商應付海外市場，尤其歐

盟，日益嚴格的環保規定。「聯盟」鼓勵業界透過採用創新技

術，使能通過製造過程和產品的綠色標準；同時也負責監察全

球環保法例的最新發展，以及綠色製造的新趨勢。「聯盟」就推

行「透過綠色製造達致RoHS及WEEE指令標準」項目，已成功向

政府申請資助。

過去一年，多位來自世界各地的專家應邀來港，主講研討會及

工作坊，並與業界分享RoHS及WEEE指令的最新發展。其中，

聯盟與香港電器製造業協會及香港生產力促進局，於2006年

4月18日在香港生產力促進局舉辦「透過綠色製造對應歐盟

RoHS 及WEEE指令的要求」工作坊上，進行環保物料資料庫

啟動儀式。聯盟亦於2006年8月4日舉辦的「透過綠色製造推行

RoHS及WEEE管理」工作坊；另於2006年10月舉行的香港秋季

電子產品展中舉辦「RoHS及WEEE最新實施政策」研討會。

Q-Mark Schemes: Enhancing Hong Kong BrandsQ嘜計劃：提升香港品牌

This year marked the launch of a new Q-Mark scheme called the ‘Hong Kong Green Mark Certification Scheme’ in January 2007. The Green Mark Certification is a system certification scheme. It is applicable to manufacturing and service companies of any size located in Hong Kong, mainland China and Macao.

A press conference was held on 30 January to publicise the Scheme. It is expected that the Scheme will be embraced by companies committed to environmental improvement, as it establishes an effective environmental management system backed up with a prestigious quality mark.

Both the product and service schemes performed well during 2006. With the service scheme gaining more popularity and standing in the service industry, more public-listed companies and multinational companies are being certified to the Q-Mark Service Scheme. Amway Co Ltd, AXA China Region Insurance Co Ltd, Pricerite Stores Ltd, Sony Corporation of Hong Kong Ltd, are among the new licensees of the Q-Mark Service Scheme. These companies are either well-known local companies and/or have offices around the world, and Q-Mark certification as a quality mark adds to the prestige of their brand names, enhancing reputation and credibility.

A Q-Mark Licence Presentation Ceremony was held on 19 May 2006 for the third consecutive year at the Hong Kong Convention and Exhibition Centre. At the ceremony, Q-Mark certificates were presented to 46 manufacturing and service companies to recognise their outstanding achievement and commitment of quality. The Secretary for Economic Development and Labour, Stephen Ip Shu-kwan, was the guest-of-honour of the ceremony.

To increase Q-Mark exposure in the Mainland, especially in the PRD region, more marketing resources have been spent to promote Q-Mark in the region. The promotional media used included advertisements in the Guangzhou MTR stations, billboard advertisements in boundary checkpoint halls in Huanggang, Lo Wu and Dongguan, and monthly trade magazines such as Hotel Yummy and Let’s Go. Other marketing initiatives included two Q-Mark expert seminars at the 19th China International Optics Fair and the 14th China (Shenzhen) International Toys & Gifts Fair as well as seven trade shows in Beijing, Shatou, Shenzhen, Shunde and Shenyang.

In Hong Kong, marketing campaigns have been launched at Commercial Radio Channel One, Apple Daily newspaper, buses, MTR platform and East Rail trains. Other activities included trade shows and Q-Mark expert seminars at the Houseware Fair, Summer Sourcing Show and the Hong Kong Optical Fair.

香港優質標誌局於2007年1月推出一個新的系統認證計劃─香

港Q嘜環保管理計劃，適合任何規模的香港、內地和澳門製造

業和服務業公司參加。

推廣有關計劃的記者會已於2007年1月30日舉行。該計劃包含

一套有效的環保管理系統和一個受推崇的品質認證認可，預期

會吸引不少關注和重視保育環境的企業支持。

過去一年，Q嘜產品和Q嘜服務計劃都碩果豐纍。隨著Q嘜服

務計劃日漸普遍，在業界的地位日隆，已有更多上市公司及跨

國企業取得Q嘜服務認證，包括美國安利（香港）日用品有限

公司、國衛保險有限公司、實惠傢居廣場有限公司、Sony（新

力）香港有限公司等。這些公司都是知名的本地企業和/或於世

界各地設有辦事處的跨國企業，Q嘜認證更可進一步增加品牌

的知名度和可信性。

Q嘜頒證儀式於2006年5月19日連續三年假香港會議展覽中心

舉行，共有46家獲頒Q嘜准用證的製造業和服務業公司受到表

揚。經濟發展及勞工局局長葉澍為當晚主禮嘉賓。

為了增加Q嘜計劃在中國，尤其在珠三角地區的認受性，優質

標誌局去年投入更多資源在區內推廣Q嘜。宣傳活動包括在廣

州地鐵站、皇崗、羅湖及東莞過境檢查站大堂放置廣告牌；在

商貿月刊《飯店美食之旅》和《粵港直通》刊登廣告等。其他推

廣包括參與在北京、汕頭、深圳、順德和沈陽等七個地區舉行

Protecting Intellectual Assets保障知識產權資產

The services offered by FHKI’s Intellectual Property Centre include design registration, trademark, copyright and patent applications. Over 1,000 cases were handled during the past 12 months.

The Hong Kong Coalition for Intellectual Property Rights was inaugurated in 2005 to promote intellectual property rights awareness in both Hong Kong and PRD. The Coalition is supported by our Intellectual Property Centre which acts and functions as a platform for the sharing of intellectual property information and experiences. The Coalition organised 11 IP-related events for members, other companies, professional and trade associations as well as target groups in the public last year.

The Coalition is also one of the issuing bodies of the ‘No Fakes’ Pledge Scheme organised by the Intellectual Property Department, HKSAR Government. The goal of the Scheme is to enhance consumer confidence and strengthen Hong Kong’s reputation as a ‘shopping paradise’ with genuine products. With the support of the Classic Car Club, the Coalition successfully organised a large-scale classic car parade in the Causeway Bay shopping area to celebrate the formal launching of the ‘No Fakes’ Pledge Scheme by the Coalition.

工總的香港知識產權中心提供的服務包括外觀設計註冊、商

標、版權及專利權申請。在過去12個月內，中心已處理逾

1,000個案。

香港知識產權保護協會於2005年成立，旨在提高香港與珠三角

地區對知識產權的意識。該協會獲知識產權服務中心支持。協

會提供了一個平台，讓業界分享知識產權資訊及經驗。去年，

協會為會員、其他企業、專業團體、商會及目標團體安排了

11個與知識產權相關的活動。

另外，協會榮獲香港政府知識產權署授權成為「正版正貨」承諾

Certification and Training Services簽證和培訓服務

Quality Certification Services The FHKI is authorised under the law of Hong Kong (Chapter 324) to issue various kinds of certificates of origin. The Certification Division is responsible for providing such service with offices located at Mongkok, Tsimshatsui, Central and Kwai Chung. It is the prime objective of the Division to provide quality service to the trading sector by upholding speedy, accurate, reliable and user-friendly service.

Certificates that are issued include:1. Certificate of Hong Kong origin2. Certificate of Hong Kong origin (CEPA)3. Certificate of Processing4. Certificate of Origin-re-export5. Certificate of Origin-transshipment6. Form A

In addition to issuing certificates, the Division provides endorsement service on commercial documents to meet the documentation needs of traders. The Division also provides data conversion service for EDI submission of some trade documents to the Government including Trade Declaration and Production Notification.

Training to Enhance Competitiveness The Training Centre continued to organise courses geared towards the needs of industries. Practical training courses were offered to assist businesses to boost their operational efficiency and competitiveness. Hot topics included current legal issues, tax and accounting and soft management knowledge such as leadership, time management, team building and human resources management. The Centre invited qualified trainers who combine extensive industry experience with interactive teaching skills to make the training courses lively and popular. In addition, tailor-made in-house training is offered to cater to the specific needs of individual business.

Last year, a total of 160 public training courses were organised. The Centre placed strong focus in developing and promoting training courses in the PRD region in order to cope with the needs of members. Half of the courses were held in major PRD cities such as Shenzhen, Dongguan, Guangzhou and Huizhou.

中心提供的訓練課程將有助業界提升營運效率及競爭力。熱門

課題包括法律事宜、稅務與會計以及軟性技巧，如領導能力、

時間管理、團隊建設及人力資源管理等。中心邀請的資深培訓

導師都擁有廣泛的行內經驗，加上互動教學，使課程深受會員

與商界人士歡迎。此外，中心也提供度身訂造的內部培訓課

程，以照顧個別企業的需要。

去年，我們提供合共160個課程，並將重點發展與推廣放在在珠

三角地區，以切合會員需要；去年約有一半的課程於深圳、東

Young Industrialist Awards of Hongkong and Industrialist of the Year Award 2006

The annual Young Industrialist Awards of Hongkong recognises young people who have made outstanding achievements in the manufacturing sector. Last year, the FHKI presented the 19th Awards to five winners - Victor Chan, chairman and CEO of A-Max Technology Ltd; Eric Lau, chief operating officer of WowWee Ltd; Richard Sy, managing director of COTCO Holdings Ltd; Tam Wing-yiu, president of Nypro Tool Hong Kong Ltd and Tung Ching-sai,CEO and executive director of Xinyi Glass Holdings Ltd.

For the fifth year running, the FHKI opened nominations for the Industrialist of the Year Award. The 2006 Award was presented

to Marjorie Yang, chairman and CEO of Esquel Group, in recognition of her significant contributions to industry and the Hong Kong community.

The Judging Panel was chaired by Victor Lo, member of the Executive Council of Hong Kong SAR and chairman and chief executive of Gold Peak Industries Holdings Ltd. The presentation ceremony was held at JW Marriott Hotel on 8 November 2006 in the presence of 400 guests.

The 2006 Awards were co-sponsored by Bank of China (Hong Kong), Hong Kong Q-Mark Council, Hong Kong Science and Technology Parks Corporation, Kingboard Chemical Holdings Ltd, Shanghai Commercial Bak, Surface Mount Technology (Holdings) Ltd, and Wellgain Group Ltd.

Hong Kong Awards for Industry – Consumer Product Design

The Design Council of Hong Kong, which is under the auspices of the FHKI, organised the annual Hong Kong Awards for Industries – Consumer Product Design category. This competition is recognised as the most prestigious product design competition in Hong Kong. In 2006, 144 entries for the competition were received. 2006香港青年工業家獎及傑出工業家獎

工總每年舉辦香港青年工業家獎，旨在表彰香港製造業中取得

傑出成就的青年工業家。今年是工總連續第19年頒發這個獎

項，共有五位得獎人，他們是：

Highlights of Industry Groups and Councils


Group 1 Chemicals, Pharmaceuticals and Non-Metallic Mineral Products

Group chairman Jimmy Kwok met with the Guangdong Provincial Administration of Safe Production in June 2006 to reflect the problems and difficulties encountered by some Hong Kong chemical factories to comply with the measures governing the production of dangerous chemicals implemented by the Guangdong Government in December 2005. At the meeting, Mr Kwok requested the authority to provide more information and necessary assistance to factories required to cease operation or to relocate.

面，反映一些香港化學品工廠在遵行廣東省於2005年12月頒行

的「危險化學品企業安全專項整治方案」時所遇到的問題和困

難。他也要求當局為那些要停止運作或需要搬遷的工廠提供更

多有關資訊和所需的協助。

Group 2 Building Materials

The Group co-organised the ‘Traders Meet’ event for building materials industry with the Hong Kong Trade Development Council in April 2006. The event included a roundtable discussion, seminar and networking tea reception, along with a mini exhibition on building materials. Members took the opportunity to explore business cooperation with other industrialists from the Pearl River Delta region, like Guangzhou, Shenzhen, Jiangmen as well as Macao.

In addition, the Group and the Hong Kong Trade Development Council jointly organised the ‘Innovation for Building Materials Industries’ seminar during the Innovation and Design Expo 2006 in November. Chairman Martin Tam and ExCom member Samantha Pong of the Group were invited as guest speakers, to share their views on the market trend and business opportunities for the building materials industry with participants.

Group 4 Electrical and Optical Products

The Group convened Committee meetings on a regular basis during the past year to discuss important issues such as the Mainland’s Draft Labour Contract Law and the latest development on processing trade policy.

In view that the Group comprises of members of a wide range of industries, including manufacturers of electrical appliances, optical products and electro-mechanical equipment, the Committee strives for better communication and cooperation between the Group and external relevant industry associations such as the Hong Kong Photographic and Optics Manufacturers Association (HKPOMA) and the Hong Kong Federation of Electrical and Mechanical Contractors (HKFEMC).

項，例如有關內地勞動合同法（草案），以及內地加工貿易政策

改變及海關企業分類管理辦法等事項。

Group 5 Hong Kong Electronics Industry Council

In April 2006, the Council organised a seminar on ‘Opportunities & Trend of Digital AV’ in conjunction with the grand opening day of the Hong Kong Electronics Fair (Spring Edition). Renowned industry practitioners were invited to share their expertise and professional insights. More than 200 participants joined the seminar.

The Council also hosted a Spring Dinner during the same period, with Chu Zhinong, Director General of Education, Science and Technology Department of the Liaison Office of the Central People’s Government in the HKSAR as the guest-of-honour. It was well attended by over 180 guests, and presented a good opportunity for members to meet old and new acquaintances.

香港電子業總會於2006年4月於香港春季電子產品展的首天，

假香港會議展覽中心舉行「數碼視聽之發展機會及趨勢」研討

會，並邀請業界代表擔任演講嘉賓。是次研討會反應熱烈，超

過200人參加。

總會更於同期舉行了香港電子業總會聯歡晚宴，由中央人民政

府駐香港特別行政區聯絡辦公室教育科技部部長初志農擔任主

禮嘉賓，業界及學術界的代表應邀出席。晚宴來賓超過180名，

會員藉此良機與同業友好及合作伙伴共聚一堂。

Group 8 Food, Beverages and Tobacco

The Group organised a four-day mission to Seoul in September 2006. Led by chairman Eddy Lee and vice-chairman Stephen Chang, the tour visited a number of Korea’s renowned food factories, supermarkets, wet markets and chained stores. A total of 20 members from the industry joined the delegation.

Group 11 Jewellery including Handicraft Items of Jade and Ivory

In November 2006, the Group organised a seminar that was well-received with over 90 participants. Veteran industry practitioners were invited to share views, practical knowledge, market trend as well as the latest branding and design development in the jewellery industry.

A visit to the ‘Swiss Horn Gold Palace’ of Hang Fung Gold Technology Group was held in February 2007.

分享有關珠寶業的實用知識，市場趨勢及最新品牌與設計的發

「瑞士號黃金皇宮」活動。

Group 14 Hong Kong Mould and Die Council (HKMDC)

In the past year, the Council established four subcommittees to implement various programmes and activities to enhance the scope and quality of services to members. During the year, the Council organised three missions to Ningbao, Shenzhen and Guangzhou. The visits not only further fostered relationships among members and potential business partners, but also enhanced business development between the mould and die industry of Hong Kong and the Mainland. In May, the Council visited the 11th International Exhibition on Die & Mould Technology and Equipment and eight factories in Ningbo, Kunshan, Suzhou and Shanghai, to learn about the rapid development of the industry in the Yangtze River Delta region.

In August 2006, the Council launched its website to provide the latest information of the Council’s activities as well as the most-updated industry news; the website also features a business matching function.

To ride on the success of the Hong Kong Mould & Die Council Basketball Championship last year, the Council organised its 2nd Championship from September to November 2006. The matches were not only an enjoyable experience to all participants but also allowed them to demonstrate their excellent skills and team spirit.

In pursuing excellence, the Council continues to organise the Hong Kong Mould & Die Council Award 2006 to recognise outstanding performers in the industry and arouse interests among the younger generation in joining the industry. The presentation ceremony was held in concurrence with the Council’s Annual Dinner in November 2006.

第14分組香港模具協會

為了擴展會員服務範疇和提升服務質素，協會去年成立了四個

小組委員會，以落實各項由協會制訂的項目和活動。去年協會

亦舉辦了三個考察團，到訪寧波、深圳及廣州，讓會員增加與

潛在營商伙伴的交流和進一步了解中港兩地的模具工業發展。

2006年5月，會員出席了第11屆中國國際模具技術和設備展覽

會，並參觀了八間位於寧波、昆山、蘇州和上海的廠房，瞭解

模具業在長江三角洲急速發展的情況。

協會網站在2006年8月正式啟用，提供協會活動及模具行業的最

新資訊，並設有業務配對功能，為會員物色合適的商業伙伴。

鑑於去年香港模具協會籃球錦標賽反應熱烈，協會於去年9月至

11月期間舉行了「第二屆香港模具協會籃球錦標賽」。是次籃球

比賽不單氣氛熱鬧，同時亦讓參賽隊伍一展身手，發揮團隊精

神。

在追求卓越方面，協會繼續舉辦2006香港模具協會大獎，嘉

許業內的傑出表現者，並藉此引起年青人對模具業的興趣。去

年，評審顧問親自到參選公司考察廠房的系統和程序，之後還

會發放顧問評估報告，使各參選公司獲益良多。模具大獎的頒

獎典禮已於2006年11月3日在協會的周年晚宴上舉行。

Group 15 Hong Kong Plastics Industry Council

In February 2007, the Group organised a briefing on CAD applications. At the briefing, two CAD solution providers were invited to introduce the product features, capabilities, application programming interfaces’ supports, as well as the operating systems.

第15分組於2007年2月舉辦了一個簡介會，介紹CAD（輔助設計

繪圖）軟件的應用。兩家軟件供應商分別向會員講解了軟件的特

色、功能、使用模式、平台與介面等，讓會員對CAD軟件有更

多認識。

In August 2006, Group chairman James Lee and vice-chairman Alexander Yiu led 30 members to visit Starlite Printing (Shenzhen) Co Ltd and Guangdong Lee & Man Paper Mfg Co Ltd to gain further understanding about operations in the Mainland.

Group 18 Non-Manufacturing I – Supporting Services

Last year, the Group hosted seven seminars and causal luncheons which covered a wide range of topics including best practice in product recall, financing equipment and machinery in the PRC, transfer pricing audit for the Mainland and Hong Kong, and Mainland franchise opportunities.

In August 2006, the Group visited the Hong Kong Exchanges Trading and Exhibition Hall. The visit was jointly organised by the FHKI and the Hong Kong Exchanges and Clearing Ltd (HKEx), to allow members learn more about the operation of the Hong Kong Stock Market. The FHKI was honoured to be the first trade association to visit, after its renovation in April 2006.

To enhance interaction and networking among FHKI members, for the first time ever, the Group held a joint cocktail and a cross-industry group dinner for ExCom members in September 2006. Chairmen, vice-chairmen and members of ExComs of different groups took this opportunity to meet with fellow members from other groups/councils to foster closer cooperation and relations.

去年，分組舉辦了七個輕鬆午餐會和研討會，討論的題目包括

電器產品回收個案分析、善用機械設備與器材融資安排以提升

市場競爭力、內地與香港兩地關聯公司「轉讓定價」審核，以及

在內地發展特許經營的商機等。

2006年8月，工總與香港交易所合辦「參觀香港交易所」活動，

讓會員瞭解香港證券市場的運作。工總是自交易所於2006年

4月翻新後，首間參觀新交易大堂及交易所展覽館的商會。

為加強行業分組及執委會委員之間的互動和聯繫，在第18分

組的推動下，工總於2006年9月首次舉辦跨組別聯合酒會暨晚

宴，邀請了各分組正副主席及執委參加。透過是次聚會，會員

不但可互相加深認識，亦可建立更多業務聯繫。

Group 19 Hong Kong Toys Council (HKTC)

The Council organised a series of seminars during the past year. In October 2006, a seminar on 3C certification of toys industry was held in Shenzhen. Speakers from the industry and Mainland authorities were invited to share their views. It was well received by over 70 participants.

In January 2007, two seminars were held to discuss topics including ‘Trend of Green Materials and Environmental Management System for Toys Industry’, ‘One Factory - One Year - One Environmental Project’ Programme, ‘RoHS & WEEE’, ‘Update of the ICTI CARE Process’ and ‘Introduction of REACH – Upcoming EU Directive on Chemicals’. Both seminars were well attended by over 100 participants.

The annual dinner of the Council was held at the JW Marriot Hotel Hong Kong on 8 January 2007. T S Wong, president of International Council of Toy Industries, was invited as the guest-of-honour of the dinner. Over 400 local and overseas guests enjoyed the delightful evening.

Group 20 Hong Kong Trade Services Council

To increase networking opportunities for members, the Council held a wine tasting gathering in April 2006, this new and creative function was a proven success, being popular among members.

In June 2006, a mission to Shenzhen, led by the Council chairman Stanley Yim, visited Shenzhen Metro, to learn about the realty development along the line and the China Resources Vanguard Distribution Centre, a large and well-established distribution centre in Pinghu. They also met with officials from the Shenzhen Bureau of Trade and Industry, to understand the regulations on the retailing industry. In addition, a mission was organised to Huadu in November 2006. Members first attended a seminar on the latest trade and labour policies, then visited the leather city and shopping centre and met with Huadu’s officials, to explore business opportunities and to understand its development of trade and services industries.

The Council co-organised a lunch cum seminar with the City University of Hong Kong in January 2007. Prof Stephen Cheung Yan-leung, Professor (Chair) of Finance, Department of Economic and Finance of the Faculty of Business, shared his views on the importance of corporate governance for Hong Kong-listed companies as well as the essential principles of good corporate governance.

協會於2006至2007年間舉辦了一系列研討會。為了讓會員更

瞭解中國政府對玩具產品實施3C認證的概念和重要性，協會於

2006年10月在深圳舉辦了「玩具行業3C認證研討會」。業界代

表及中國政府官員均應邀出席，並就議題發表了專業意見。是

次研討會反應熱烈，約有70多人參與。

2007年1月協會舉辦了兩次有關WEEE/RoHS及國際玩具業協會

商業行為守則的研討會，反應熱烈，共有100多人出席。

協會周年晚宴於2007年1月8日假香港萬豪酒店舉行，國際玩具

業協會主席黃鐵城應邀出席主禮，超過400名本地及海外嘉賓出

席。

第20分組香港貿易服務業協會

為了加強會員之間的聯繫，協會於2006年4月初舉辦試酒會，

讓會員聚首一堂。

協會主席嚴玉麟於2006年6月率團到深圳考察，參觀了深圳地

鐵及其沿線的發展；亦造訪了位於平湖的華潤萬家物流（集團）

有限公司，以及拜會深圳市貿工局，瞭解最新的零售業管理辦

法。此外，協會於11月到訪花都尋找商機，團員出席了一個有

關貿易投資及廣州最新勞工法規的座談會，隨後參觀了花都皮

具城及商場，瞭解當地投資及服務業的發展。

協會於2007年1月聯同香港城市大學舉辦「香港企業管治」午餐

暨研討會，邀請了香港城市大學商學院經濟及金融系金融學講

座教授張仁良教授，闡釋企業管治的原則及重要性，並與在場

人士分享如何實踐一套良好的企業管治系統。

Group 21 Transport and Logistics Services Council

To update members on the latest transport and logistics development in Hong Kong, the Council last year invited experienced industry practitioners to speak on transport and logistics issues at various occasions, such as ‘The New Container Terminal: Dachan Bay’, ‘Application of RFID Technology in Logistics and Supply Chain Management’, as well as ‘DTTN: Digital Express Link to the Business Partners Worldwide”.

In June 2006, the Council and Economic Committee of Yunnan Province (ECTP) signed a Memorandum of Understanding (MOU) on Logistics in Kunming. The MOU is tasked with enhancing future cooperation and manpower training between Hong Kong and Yunnan’s logistics industries.

為了讓會員瞭解香港運輸物流業的最新發展情況，協會於

2006年邀請了專家就不同項目作出介紹，包括「大鏟灣集裝箱

碼頭」、「無線射頻識別（RFID）技術於物流供應鏈管理方面的

應用」，以及「《數碼貿易運輸網絡（DTTN）技術》於運輸物流

業的應用」。

另外，為了加強港滇兩地的物流發展，運輸與物流協會與雲南

省經濟委員會於2006年6月在昆明簽訂諒解備忘錄。雙方簽訂

備忘錄後，將會就人才培訓和交流等範疇加強合作。

Group 22 Hong Kong Watch and Clock Council

The Council continued to monitor the Mechanical Watch Movement Project commenced in late 2005. The Project was jointly initiated by the Council, HK Watch Manufacturers Association Ltd, Federation of Hong Kong Watch Trades Industries Ltd and the Chinese University of Hong Kong. The Innovation & Technology Commission (ITC) provides financial support.

In addition, the Council convened committee meetings on a regular basis during the past year to discuss important issues such as the Draft Labour Contract Law of the Mainland, proposed amendment to the Hong Kong Employment Ordinance and the latest developments on CEPA and the RoHS & WEEE directives.

協會繼續跟進由2005年年底展開的「在港開發手錶機械機芯計

劃」。此計劃由香港鐘表工業協會、香港表廠商會、香港鐘表

業總會以及香港中文大學共同統籌，亦得到創新科技署的撥款

支持。

此外，協會在過去一年定期舉行執委會會議，討論同業關注的

事項，例如有關內地勞動合同法（草案）、香港勞工法例的修

訂，以及CEPA和歐盟環保指令RoHS及WEEE的最新發展。

Group 25 Hong Kong Information Technology Industry Council

The Council continued to support the development of the information technology industry as well as the business environment in Hong Kong. A sub-committee was formed in 2006 to study CEPA issues related to IT industry and the Council. In response to the Digital 21 Strategy, submissions were made to the Government to express views of the Council on the blueprint for the development of information and communications technology between Hong Kong and other neighbouring regions.

香港資訊科技業協會不斷致力推動香港資訊科技業的發展。

2006年，協會就《內地與香港關於更緊密經貿關係的安排》

（《安排》）成立小組委員會，關注《安排》對資訊科技業帶來的

機遇及挑戰。協會亦就「數碼21新紀元」資訊科技策略向政府提

交意見書，建議締造有利資訊科技行業的營商環境，加強與業

界的溝通，並推動跨境資訊科技上的合作。

Group 26 Environmental Industries

During the year, the Group launched a series of programmes and events to serve the interests of Hong Kong environmental and recycling industries. At the same time, the ‘Triple-One Programme’ drew much attention and support from both industrial and commercial sectors. The first ‘Triple-One Programme’ presentation ceremony was successfully held in December 2006.

回收業的發展。同時，「壹-壹-壹」計劃也得到香港工商業界的

注意及支持，第一屆頒獎典禮已於2006年12月成功舉行。

Group 27 Automobile Components

In September 2006, the Group organised a two-day mission to Seoul, led by chairman Prof K B Chan. The mission paid visits to factories and exhibitions, like the Taesung Electro Circuit System, Mobile Appliance and Korea Automotive Technology Institute, as well as the KOAA show organised by the Ministry of Commerce, Industry and Energy, Gyeonggi-Do.
