新技术认定办法，经自治区认定的高新技术企业 23 家，占全

高新技术企业自认定之日起七年内全部返还。Locally reserved VAT: From the day of certification as a "Hi-tech company", the locally reserve vat will be refunded within 7 years.

高新技术企业减按 15% 征收。前 5 年 100% 扶持给企业，后 5 年按 50% 扶

持。 Locally reserved income tax: From the day of certification, hi-tech companies pay the income tax at a rate of 15%, and are exempt from income tax for 5 years, and pay half during the next 5 years.

包头稀土资源丰富，仅以目前包头精矿年产量 12万吨和市场价格计

算，将包头稀土原料产品全部进行深加工，那么，包括精矿、碳酸稀土

或氯化稀土、各种单一稀土氧化物、化合物和各种稀土金属在内的原材

料产值已超过 50亿元；这些稀土原材料可支持生产永磁材料近 3万吨、

储氢材料 1万吨、抛光材料 1万吨，发光材料 300吨、催化材料 1000吨

钐钆隔热材料 1000吨，那么，这些稀土新材料的产值将超过 100亿元；

而这些稀土新材料又可支持生产稀土永磁电机 8000万千瓦，镍氢动力电

池 4亿只、稀土节能灯 3亿只，这三种稀土应用器件产值超过 500亿元；

再加之信息产业、新能源产业、医疗设备、环保节能设备和一定规模的

稀土钢、稀土铝、稀土镁合金及其结构件、产值也超过 500亿元以上。

这样，包头开发的稀土资源总的利用价值应该在 1200亿元左右。

稀土高新区现有稀土企业 75家，其中稀土工业企业 69家，稀

土科研、

贸易等企业 6家；规模以上工业企业 38家，占稀土工业企业总数的 55%,

已建成投产企业 41家，新建企业 24家。工业企业中稀土原材料及金属

业 12家，占工业企业总数的 17%；稀土新材料企业 29家，占工业企业

总数的 41%，稀土应用企业 31家、占工业企业总数 45%, 稀土原料分

离、冶炼能力和水平均居世界前列，一些稀土新材料和应用产品项目技

术达国际和国内先进稀土专利数量居国内前列。

3. 稀土产业重点发展领域

3. 1三大优先发展产业

（ 1）稀土永磁材料及其应用产业

2010年，据统计全球稀土永磁材料消费量达到 12万吨，中国稀土永

磁产量达到了 10万吨，占全球总产量的 90%左右，预示着稀土永磁产业广

阔的发展前景。包头稀土生产的金属钕（镨钕）产量最大，随着原料按

计划生产的落实，产品数量受到限制，所以国内外钕铁硼企业开始向原

料聚集地包头靠拢，包头已经成为世界最大金属钕（镨钕）生产基地。

“ 十二五”期间，在稀土永磁材料产业方面，应该大力引进风力发电

机、混合动力汽车电机和微电机、信息网络用稀土永磁、医疗核磁共振

等特种用途、高性能、高矫顽力、高稳定性的钕铁硼磁体产业。

（ 2）稀土贮氢材料及其应用产业

2009年我国承诺在 2020年之前将单位 GDP碳排放的强度在 2005年基

础上降低 40%-50%。混合动力汽车产业在调整产业结构、落实节能减排

目标方面意义重大。据科技部预测到 2012年中国新型动力汽车的产能将

达到 100万辆（按照 50%测算），每台新型动力汽车大约使用 4公斤的贮

氢合金粉每年我国将新增贮氢合金粉 2000吨。因此，“十二五”期间，要

充分利用现有基础，重点发展稀土贮氢合金电机新材料、混合动力汽车

电池是稀土贮氢材料应用产业方面的重点。

（ 3）稀土发光材料及其应用产业

目前，我国显示用荧光粉年产量已达 1350吨，据预测，各种稀土发

光材料总需求量在 2012年将达到 6000吨 REO以上。 2007年，我国又出台

了推广稀土节能灯政府补贴政策，所以稀土发光材料产业从灯粉到灯的

市场广阔。稀土园区目前已有氧化铕生产近 100吨的能力，为发光材料

及其应用产业的发展奠定了基础。“十二五”期间，应该在引进灯粉企业

基础上，突破灯产业的空白。
