首先，謹代表外貿協會歡迎各位前來參加「2013 年台北國際

工具機展」開幕典禮。在外貿協會和機器公會及業界各位朋友的

支持，工具機展不斷的成長茁壯，今年邁入第 24 屆，有 1,009 家

廠商參展，使用近 5,400 個攤位，總展出面積達 10 萬平方米，為

台灣史上規模最大的展覽，參展家數及規模雙雙刷新紀錄，成為

亞洲第二大之工具機展覽會，並躍升為全球五大工具機展之列。

本次我們工具機展的展品囊括從切削工具機，成型工具機，

鈑金、管材線材加工機械，控制器，工業機器人，工具、刀具與

夾治具，鑄鍛設備，及零組件等，應有盡有。除了國內知名大廠

的支持外，外商參展比率更高達 20%；瑞士、德國更籌組國家館

參展，其中瑞士已連續 10 屆籌組國家館參展，代理超過 40 個瑞

士原廠品牌，使用 98 個攤位，規模為歷屆之最；另外，本展也邀

請到海峽兩岸經貿交流協會首次組團規畫海峽兩岸工具機展區，

帶領來自中國大陸 10 個省市 19 家廠商來台參展。

全球總動員廣邀買主辦理採購洽談會提供商機媒合

在全球景氣低迷的環境下，2012 年我國工具機出口金額達

42.3 億美元，較 2011 年仍成長 5.9%，可見我們工具機業極具國

際競爭力；以出口金額論，台灣已在 2012 年超越義大利，成為全

世界第 3 大工具機出口國，僅次於德國及日本，匯集台灣眾多優

良工具機產品的台北國際工具機展，更是全球工具機業者最重要

的採購平台，平均每屆皆有超過 90 國的買主在本展下單採購，外

貿協會本次也動員全球 57 個駐外單位全力邀請海外買主前來觀

展採購，本次邀請到 17 個國家地區 46 家大型買主參加「一對一

採購洽談會」，其中更包括經濟部 2013 年重點拓銷市場的印度、

巴西、俄羅斯及中國大陸等國家地區之營業額達 5,000 萬美金以

上之重量級買主參與。

此外，還有日本、土耳其、馬來西亞、中國大陸及泰國等組團

單位，帶領 184 名買主來台；其中包含第一次籌組買主團的土耳

其工具機進口商協會(TIAD)，並與本會簽署合作備忘錄，該國為

2012 年台灣工具機第 4 大出口國，相信外貿協會與土耳其今年簽

屬合作備忘錄後，雙方經貿關係將更為緊密，同時為台灣機械產

業帶來更多貿易與合作機會。

目前本展已有 108 國 4,430 名國際買主預先登錄參觀展覽，預

計本屆海外買主數可望達到 5,500 名，創造逾 20 億美元(約 600

億台幣)的商機，而除了展覽商機之外，眾多的國外買主來台，更

帶動飯店住宿、交通、餐廳等周邊經濟效益，在我們工具機展期

間，本會 24 家合約飯店住房已爆滿，一房難求，充分顯示出一個

成功大展所帶來的周邊經濟效益。更重要的是，買主下單採購各

項工具機設備必將反映未來的外銷出口，期待今年工具機出口金

額再創新高。

精彩豐富展會活動掌握產業最新趨勢

為協助廠商掌握最新工具機趨勢，展覽期間辦理了「工具機

智慧製造技術交流會」、「工控智慧化關鍵技術論壇」、「國際高效

能工具機與加工應用研討會」及「工具機與自動化整合安全論壇」

等共計超過 30 場產業相關的創新技術研討會、發表會，希望藉由

豐富多元的技術交流活動為國內工具機產業開啟新契機。

主辦單位在南港 4 樓展場特別規劃了「老工具機特別展示

區」，展示數十台從台灣 50 年代至 70 年代推動台灣產業發展、具

有歷史意義的老工具機，做為台灣工具機產業的發展的見證，歡

迎大家前往參觀。

另外，工具機發展基金會與外貿協會、台灣區機器公會所主

辦的工具機「研究創新產品」競賽，本年共有 58 家廠商、62 件

作品參賽，較前屆的 31 件成長一倍，展現出台灣工具機業者研

發、創新的驚人速度，競賽結果將在明(3/6)晚揭曉並舉行頒獎典

禮，歡迎各位貴賓一同參與。

今天正好是傳統二十四節氣中驚蟄的日子，在這一天如逢春

雷初響，則該年必定風調雨順，五穀豐收；希望我們的「2013 年

台北國際工具機展」在今天為台灣的工具機產業打響第一聲春

雷，讓今年來觀展的買主和參展廠商都能豐收滿載而歸。再次感

各位長官、貴賓、各位記者小姐、先生、各位同業先進：

大家早安。在今天這個春暖花開的季節，能代表業界出席

開幕典禮，與蒞會之長官、貴賓、傳播界之記者朋友，及工具

機業界之先進們，共聚一堂，個人感到非常之榮幸，亦代表全

體台灣工具機參展廠商，向大家致謝。

一、TIMTOS 2013 展會概況

2013 年台北國際工具機展，在今天正式開幕，由 5 號到 10

號，共計展出六天。本展自 1975 年的「第一屆臺灣機械外銷推

廣展售會」算起已經經歷 39 個年頭，今年堂堂邁入第 24 屆。

從 1975 年的 101 家，210 個攤位，到今年 TIMTOS 的 1009 家，

5372 個攤位，20%展位來自國際 17 個國家與大陸地區，面積

足足成長 26 倍，成為我國有史以來規模最大的展覽會。亦奠定

本展為全球前五大、今年第三大工具機展之地位。

為全力洽邀重量級買主前來參觀採購，貿協動員全球 57

個據點，並特別針對我國工具機前 25 大出口國同時也是亮點市

場進行海外宣傳；而機器公會利用每年平均 20 餘場，每 2 年總

計 50 場組團出國參加各國的國際專業工具機展的機會，搭配各

類媒體，強力宣傳 TIMTOS，以吸引國際買主來台參觀。今年

預計吸引超過 5,500 名國外參觀者及 40,000 名國內業者共襄盛

舉。開展前已經收到來自 100 多個國家，超過 4,400 位訪客預

先登錄參觀 2013 年台北國際工具機展。

二、國際公會區、創新產品競賽、老工具機展區

本屆展會為加強國際交流，特別擴大安排國際公協會區，

有來自海外的大陸 CMTBA、印度 IMTMA、日本 JMTBA、韓

國 KOAMI 與 KOMMA、義大利 UCIMU 等 6 個機械與工具機

製造商公會，以及美國在臺協會商務組 AIT、阿根廷工具機進

口商協會 CARMAHE、日本機械振興協會 JSPMI 及土耳其工具

機進口商協會 TiAD 亦前來共襄盛舉。

本次展會的另一大特色，則是「工具機發展基金會 TMTF」

所持續辦理的「創新產品研發競賽」，今年在原有的 3 項工具機

整機競賽項目外，新增了「數值控制工具機關鍵零組件」項目，

讓競爭更加激烈。計有 58 家參展商，62 件產品參賽，比 2011

年的 31 件，足足成長一倍。這代表著今年展會將有更多新的產

品出現，今年的台北國際工具機展實在是值得期待。

本屆的老工具機特別展示區「傳承與飛躍」亦備受矚目，

共計蒐集了 12 台歷史悠久，年份從民國 50 年代到 70 年代的老

工具機，其中包含甚至只能在教科書上看的到的皮帶驅動車

床。特別展示區所展示的機種相當平均完整，別具歷史意義，

讓大家在參觀國人最新研發的工具機之時，亦能緬懷前輩創業

之辛苦，更重要的是要激勵年青的一代應繼續踏實努力，讓全

世界對我們臺灣工具機業更加刮目相看。

三、台灣工具機產業現況

2012 年台灣整體機械產業出口額是 200.9 億美金，與上一

年度相比衰退了 1.8%，但是其中工具機出口 42.3 億美金，與

上一年度相比成長了 5.9%，可以說台灣工具機在全球市場仍是

相當受歡迎的。

我國工具機自 1969 年開始才有較正式的統計資料，當時產

值僅有新台幣 3.67 億元，到 2012 年的產值 1,605 億元，成長

437 倍；出口值自新台幣 1.87 億元，到 2012 年的 1,252 億元，

巨幅成長 670 倍，已成為世界第 3 大工具機出口國。

展望 2013，我們在樂觀中繼續保持著謹慎的態度，我們認

為，新台幣對美元匯率相對於韓元與日元對美元匯率之強勢，

將會影響台灣工具機之出口。另則是隨著全球採購經理人指數

PMI 大多往上攀升到景氣擴張的 50 以上，2013 年我國工具機

業應該會有機會再成長 5%到 10%。

台灣史上第一大專業展「台北國際工具機展(TIMTOS)」由中華民國對外貿易

發展協會（TAITRA）及台灣區機器工業同業公會（TAMI）共同主辦，並訂

於本(2013)年 3 月 5 日至 10 日在台北世貿一、二、三館及南港展覽館盛大展

出。該展自民國 64 年開辦以來，規模逐年成長，本屆計有來自 17 個國家 1,009

家廠商參展，使用近 5,400 個攤位，展出面積達 10 萬平方米，展覽規模再次

刷新紀錄，為全球前五大、亞洲第二大工具機展覽。

出口值屢創新高全球買主齊報到

「台北國際工具機展」作為全球前五大工具機展，是工具機業者重要的採購

平台，平均每屆皆有超過 90 國的買主前來下單採購，而這樣的採購結果充分

反映在我國工具機出口值，根據最新海關統計，去(2012)年累計全年出口值

達 42.36 億美元（約新台幣 1,228 億元），較 2011 年成長 5.9%，續創歷史新

高，出口值正式超越義大利，僅次於日本、德國。

為廣邀全球買主來台觀展，外貿協會動員全球 57 個駐外單位全力洽邀，截至

2 月 28 日為止，計有 4,430 名國外買主預先登錄參觀本展，較於去年同期成

長 18.6%，日本、土耳其、馬來西亞、泰國及中國大陸等更籌組買主團前來

參觀，預估到展前國外買主人數可望達到 5,500 名，商機可期。

此外，為服務買主及提高廠商參展效益，主辦單位訂於 3 月 5 日在南港展覽

館會議室辦理逾 320 場的「一對一買主採購洽談會」，總共邀請到全球共 17

國 46 家業者，勢必為本展掀起另一波採購高潮。

展覽活動多元豐富技術研討會掌握趨勢

為加強對參展廠商及買主服務，主辦單位將辦理超過 30 場活動及技術研討

會，除於「展覽開幕典禮」、「展中記者會」、「一對一洽談會」等活動外，亦

特別邀請來自精密機械研發中心、工業技術研究院及指標性大廠之重量級講

師，詳加剖析說明當前產業趨勢，協助國內業者掌握市場脈動，讓「台北國

際工具機展」不但是全亞洲重要之商業交易平台，同時也是與會者吸收產業

新知、掌握產業技術的資訊交流平台。

「工具機研究發展創新產品競賽」亦是本次展覽的亮點之一。為鼓勵產業優

化升級，今年特別新增「數值控制工具機關鍵零組件」競賽項目，計有 58

家參展商，62 件參賽產品，比上屆足足成長一倍。所有參賽作品均將經由書

面審查、簡報審核與現場實地評審三關，接受嚴格審核與評分，國內知名大

展場導覽 APP 一手掌握展會動態

主辦單位更於今年首度開發「TIMTOS 展場導覽 APP 軟體」，供與會者免費

下載利用，以方便買主觀展，利用此 APP 可以查尋參展廠商名單、展出產品、

攤位位置、當天活動、展館設施等訊息，同時也可紀錄個人的參觀行程，一

機在手即可掌握所有展會訊息。

First of all, on behalf of TAITRA, I welcome you to this opening ceremony of the 2013 Taipei International Machine Tool Show. With the support of TAITRA, TAMI and everyone in the industry, this show continuously grown. It’s now entering its 24th cycle as Asia’s second largest and the world’s fifth largest machinery tool show. This show is so popular that show space for this year’s event were fully booked in just a week after the opening application day. There are 1,009 exhibitors taking part in the show who are using 5,400 booths covering 100,000 square meters of show space. The products seen in the machine tool show range from cutting machine tools, forming machine tools, plate metal machining, tube & wire processing, controllers, machine tool parts/accessories, casting and forging machining to small components. In short, if it’s part of the industry -it’s likely here. The show also joins the top players from across the domestic industry; names like Fair Friend, Victor Taichung, Yeong Chin, Dahlih, Far East Machinery, Chmer EDM, Wele Group, Tailift and Taiwan Keyarrow. With them are 248 exhibitors from 16 different countries, including DMG/MORI, SEKI, MAZAK, THK and Siemens, who constitute almost a quarter of the exhibitors. It’s worth highlighting that the Swiss Pavilion is back for its 10th straight time. And with them is the first ever German Pavilion. In addition, TIMTOS is very honoured to have successfully invited China’s Foreign Trade Federation to send its first ever exhibitor

group to Taiwan.

Oversea trade offices attract the buyers TIMTOS is a vital trade hub to facilitate global trade and industry. It’s here where buyers from over 90 countries are set to sign contracts for huge purchases. To facilitate this, TAITRA mobilised in its 57 overseas offices to extend invitations to international buyers. This year’s exhibition sees 46 buyers from 17 countries sign up for “One-on-One Procurement Meeting”. These include major buyers with annual revenue of more than 50 million USD including Chengdu QianFeng, Bulgaria’s MAK-TECHNOLOGY, Spain’s DANOBAT GROUP, Hong Kong’s STANDARD JACKSON MACHINERY, Germany’s HDW AG, India’s MSME TOOL ROOM KOLKATA, Ukraine’s BATEX, Brazil’s ZM S.A, Russia’s PERITONE INDUSTRIAL, and India’s INTELMAC MACHINE TOOLS. A total of 5,500 international buyers are expected to generate more than US$2 billion in business. During the show all 24 TAITRA contracted hotels have been fully booked, and spells good news for both the industry and the destination.

Superb Event with Seminars covering the Latest Trends To help the industry get acquainted with the latest trends in relation to machine tools, the organisers will conduct more than 30 industry-related seminars/presentations on innovation and technology. These include “Intelligent Manufacturing Conference”, “Industrial Intelligent Control Technologies Seminar”, “Root in Technology of Advanced Machine Tools” and “Safety Issues for Machine Tools and Automatic Integrated Processes”. By addressing issues and introducing technologies, we aim to add a new perspective to the industry in Taiwan.

Meanwhile, the organisers have set up a “special showroom for old machine tools” in NANGANG Hall’s upper level (4F), where scores of old machine tools from between the 1960s to the 1980s are on display. These machines were of great significance to the development of Taiwan’s machine tool industry. It is definitely worth a visit.

This year also features the competition, “Machine Tools Excellency in Research and Innovation” that is co-hosted by Taiwan Machine Tool Foundation, TAITRA and TAMI. It welcomed 58 businesses to enter 62 products which doubles last year's count with 31 product entries. Needless to say, the machine tools industry in Taiwan has some

amazingly brilliant R&D. And much of this will be seen when the winners are announced at the Award Ceremony tomorrow evening (March 6th).

According to the traditional East Asian Calendar, today happens to be the day of the “Awakening of Insects” to begin in a year.

If, on this day thunderstorms strike the whole year will see timely seasons and good harvests. I am hopeful that TIMTOS 2013 can today strike like a thunderstorm to bring prosperity to the Taiwan machine tool industry.

Machinery Industry (TAMI)

Honorable officials, guests, our media friends and colleagues: Good morning, I am honored to be with all of you on this beautiful day. I would like to first thank you all for joining us on behalf of the every TIMTOS participant. I. Overview of 2013 TIMTOS 2013 TIMTOS officially opens today to run from March 5th to 10th, a total of six days. This is the 24th show. This "first Taiwan Machinery Export Promotion Show" kicked off 39 years ago in 1975. This year the show hosts 1,009 exhibitors using 5,372 booths, with 20% of the exhibitors from outside the country. The Show has grown 26 times larger than the first event and is the largest machine tool show ever hosted in Taiwan. Meanwhile the scale of this year's show also places TIMTOS among the top five places in machine tool shows.

To make this event a success and draw the most important of buyers, TAITRA used its 57 international offices to search and recruit the best of buyers, especially throughout the top 25 machine tool exporting nations. TAMI also utilized the opportunities of approximate 20 shows per year and 50 shows every 2 years to join international professional machine tool shows to extensively promote TIMTOS to foreign buyers. We estimated there will be more than 5,500 foreign visitors and 40,000 Taiwan visitors with us this year. Over 4,400 visitors from over 100 countries have already registered their entry to the 2013 TIMTOS before the start of the Show.

II. Int’l Association zone, innovative products competition, vintage machinery zone

To strengthen international exchange we specifically expanded the international association zone. As such its participants includes machinery and tool manufacture associations from such firms as CMTBA, China, IMTMA from India, JMTBA from Japan, KOAMI and KOMMA from Korea and UCIMU from Italy. Other participants include the American Institute in Taiwan, Argentinian machine tool import association CARMAHE, Japanese machine development association JSPMI and TIAD or the Turkish machine tool import association.

One other unique feature of this Show includes the "Innovative product competition" that is hosted by Taiwanese Machine Tool Foundation. This year, on top of the original 3 categories, we added the new category of " Machine Tool Key Component" to the competition. There are a total number of 58 companies and 62 product entered into the competition, which has doubled the number in the 2011 show. This means there will be more new products and innovations and I am sure you are excited as I am about this year's TIMTOS. This year’s special zone for vintage machines is packed with memories and interesting artifacts. That’s where 12 vintage machines from the 60’s to the 80’s will be showcased. These include belt-driven lathes which can only been seen in textbooks nowadays. These machines trace a diverse timeline to help remind us not to forget the past of those who preceded us. They offer the next generation the lesson to continue to pursue excellence so Taiwan machines will shine on the world stage.

III. Current status of Taiwan machine tools Total export figures for the production of Taiwan machinery in 2012 came to 20.09 billion US dollar, a decrease of 1.8% from previous year. But in the previous year machine tools grew 5.9% on the previous year for total exports reaching 4.23 billion US dollar. It was not until 1969, did Taiwan have formal statistics for machinery production. Back then, product value on came to 367 million NTD (12.2 million USD). By contrast, product value has increased 437 times that amount, coming to 160.5 billion NTD (5.35 billion USD), in 2012. And exports in value have grown 670 times from 187 million NTD (6.23 million USD)) to 125.2 billion NTD (4.17 billion USD). We are now the world’s third largest machine tool exporter.

We are still optimistic when we look at this year. We face the challenge of a strong NT dollar against US dollar that will impact on exports. But with the trend that PMI level for global procurement managers are all above 50, Taiwanese machine tool industry should have room for growth of 5% to 10% in 2013. This year the biennial show, also called the Taipei Int’l Machine Tool Show, marks its 24th cycle. It comes with record numbers of exhibitors and booths. Altogether there are 1,009 exhibitors (from 17 countries) using 5,400 booths across a 100,000 sq. meter show space. That growth which has never stopped since the show started in 1975, amd has let it become the second-largest machine tool exhibition in Asia in 2011. The TAITRA (Taiwan External Trade Development Council) and TAMI (Taiwan Association of Machinery Industry) -organized TIMTOS 2013 not only offers visitors a great opportunity to see a full selection of new products at one venue comprising Exhibition Halls 1, 2, 3 of Taipei World Trade Center (TWTC) and the NANGANG Exhibition Center, but also provides them a networking hub into the latest industry and market trends, new technologies and new information. TIMTOS is one of the greatest events in the machine tools, which has a global impact upon the industry. Four Expo Halls open complete product selection More than 5,500 international visitors and 40,000 domestic visitors are expected at the show. They will review a world-class selection of machine tools and related components will be on display at the 24th TIMTOS which unfold across the respective venues, as follows: TWTC Hall 1 chiefly exhibits CAD/CAM systems and software, quality control and measurement equipment, automation and control devices, machine tool components and

NANGANG Exhibition Hall displays cutting machine tools, industrial robots, the Swiss Pavilion, booths of associations and the media center. TOOL DIPLOMACY win over the buyers! To help Taiwanese machine tool manufacturers to further expand operations in the global market, the organizers mobilized their 57 branches around the world to proactively invite leading buyers with annual sales topping US$50 million to visit the exhibition. The venue will be packed with major buyers, including MAK-TECHNOLOGY from Bulgaria, DANOBAT GROUP from Spain, STANDARD JACKSON MACHINERY from Hong Kong, HDW AG from Germany, MSME TOOL ROOM KOLKATA, INTELMAC MACHINE TOOLS from India, BATEX from Ukrain, ZM S.A from Brazil, and PERITONE INDUSTRIAL from Russia. Latest tallies indicate that this endeavour has already signed on 4,430 foreign buyers, a massive 18.6% increase on turnout at the previous show. 2012 年 1-12 月台灣機械產品進出口速報機械產品出口較上年同期負成長 1.8%，進口負成長 13.5%；

後 ECFA 時代，2012 年機械產品出口已面臨負成長。

2012 年 1-12 月台灣機械設備出口負成長，出口值達到 200 億 9,390 萬美元，

較上年同期負成長 1.8%。如依新台幣計價則出口值達到 5,940 億元，較之上年同

期負成長 1.1%。

2011 年台灣機械出口達到 211 億美元，較上年同期成長 22.6%，且 2011 年每

月出口均較上年同月大幅成長。台灣 2012 年 1-12 月總出口值新台幣 8 兆 8,978 億

元，較上年同期負成長 1.6%，其中電子產品成長 0%，紡織品負成長 6.3%，資訊

通訊產品負成長 21.3%，電機產品成長 2.6%，鋼鐵負成長 7.5%，石化產品負成長

6.7%等。機械產品出口，依新台幣計價負成長達 1.1%，是具代表性之出口產品，

但第 4 季表現不佳。

細部分析 2012 年台灣機械出口，1 月出口值新台幣 457 億元，較上年同月負

成長 3.4%。2 月出口值新台幣 442 億元，較上年同月成長 19.1%。3 月出口值新台

幣 492 億元，較上年同月減少 6.8%。4 月出口值新台幣 514 億元，較上年同月減

少 2.4%。5 月出口值新台幣 541 億元，較上年同月減少 1.6%。6 月出口值新台幣

519 億元，較上年同月成長 5.0%。7 月出口值新台幣 547 億元，較上年同月成長

5.4%。8 月出口值新台幣 497 億元，較上年同月負成長 7.0%。9 月出口值新台幣

515 億元，較上年同月成長 8.3%。10 月出口值新台幣 498 億元，較上年同月負成

長 5.8%。11 月出口值新台幣 445 億元，較上年同月負成長 9.1%。12 月出口值新

台幣 473 億元，較上年同月負成長 7.1%，第 4 季已連續 3 個月出口較上年同月負

成長。

2.台灣機械出口主要市場 (1) 機械出口國家

台灣機械產品 2012 年 1-12 月出口前十大市場，大陸排名第一位出口值

58 億 2,290 萬美元，佔全部出口 29.0%，較上年同期負成長 8.1%，台灣機出

口大陸衰退較大。美國排名第二，出口值 31 億 1,058 萬美元，佔出口 15.5%，

較上年同期成長 6.6%。日本第三，出口值 12 億 1,445 萬美元，佔出口 6.0%，

較上年同期成長 4.7%，詳如下表 1。

細部分析機械出口大陸 9 月出口 5.34 億美元，較上年同期成長 20.8%。

10 月出口 5.24 億美元，較上年同月負成長 4.3%。11 月出口 4.54 億美元，較

上年同月減少 3.9%。12 月出口 4.44 億美元，較上年同月減少 2.1%。

2012 年 1-12 月台灣工具機出口值達 42 億 3,639 萬美元，較上年同期成

長 5.9%，而 6 月出口值 3.57 億美元，較上年同月成長 8.4%。7 月出口值 3.97

億美元，較上年同月成長 12.7%。8 月出口值 3.82 億美元，較上年同月成長

5.3%。9 月出口值 3.84 億美元，較上年同月成長 20.3%。10 月出口值 3.42

億美元，較上年同月減少 1.8%，11 月出口值 3.15 億美元，較上年同月減少

10.9%。12 月出口值 3.24 億美元，較上年同月減少 7.9%。

台灣工具機產品 2012 年 1-12 月出口前十大市場，大陸排名第一位，出

口值 14 億 3,091 萬美元，佔全部出口 33.8%，較上年同期成長 1.2%。而 7

月出口大陸 1.41 億美元，較上年同月成長 14.8%。8 月出口 1.44 億美元，較

上年同月成長 18.4%。9 月出口 1.51 億美元，較上年同月成長 55.7%。10 月

出口 1.11 億美元，較上年同月減少 0.3%。11 月出口大陸 9,256 萬美元，較

上年同月減少 12.5%。12 月出口大陸 1.08 億美元，較上年同月減少 2.9%。

美國排名第二，出口值 5 億 3,308 萬美元，佔出口 12.6%，較上年同期成長

50.6%。泰國第三，出口值 2 億 6,596 萬美元，佔出口 6.3%，較上年同期成

長 50.2%，詳如上表 2。

餘依序是土耳其成長 2.1%，德國負成長 8.2%，印尼成長 19.0%，印度

負成長 17.8%，馬來西亞負成長 2.3%，荷蘭負成長 8.4%，俄羅斯成長 41.5%，

韓國負成長 17.2%，英國成長 24.5%，巴西負成長 35.1%，日本成長 16.2%，

越南負成長 19.9%，前 15 大出口市場合計佔工具機總出口 82%左右。

3.機械進口

2012 年 1-12 月台灣機械設備進口大幅負成長，進口值達到 212 億 9,980 萬美

元，較上年同期負成長 13.5%。如依新台幣計價則進口值為 6,318 億元，較上年同

期負成長 12.7%。細部分析，2012 年 1 月機械進口值新台幣 447 億元，較上年同

月負成長 35.7%。2 月進口值新台幣 467 億元，較上年同月負成長 22.3%。3 月進

口值新台幣 548 億元，較上年同月負成長 23.8%。4 月進口值新台幣 540 億元，較

之上年同月減少 4.9%。5 月進口值新台幣 607 億元，較上年同月減少 24.5%。6 月

進口值新台幣 604 億元，較上年同月減少 5.1%。7 月進口值新台幣 639 億元，較

上年同月成長 13.3%。8 月進口值新台幣 547 億元，較上年同月成長 0.8%。9 月進

口值新台幣 462 億元，較上年同月減少 8.1%。10 月進口值新台幣 462 億元，較上

年同月減少 8.8%。11 月進口值新台幣 437 億元，較上年同月減少 15.2%。12 月進

口值新台幣 553 億元，較上年同月減少 4.6%。

台灣機械設備進口值在 2011 年全年依美元計價負成長 6.4%，顯示進口市場情

況不佳，而台灣對先進國家機械設備需求減少，機械進口小幅減少，顯示國內高

新科技產業投資放慢。2012 年則進口呈現大幅減少之情況，顯示國內投資情況不

佳。

4.台灣機械進口主要來源

台灣機械 2012 年 1-12 進口主要來源，日本排名第一位，進口值 74 億 119 萬

美元，佔全部進口 34.7%，較上年同期負成長 18.2%。第二是美國，進口值 40 億

8,831 萬美元，佔進口 19.2%，較上年同期負成長 9.3%。大陸與香港排名第三，進

口值 23 億 1,436 萬美元，佔全部進口 10.9%，較上年同期負成長 5.1%，詳如下表

3。

5.全球經濟 2012 年台灣機械出口主要國家成長率

(1)2011 年經濟成長率

2011 年全球經濟成長率為 3.0%，而其中台灣成長 4.1%，經濟增長是影

響機械出口最主要因素。台灣機械出口主要市場，大陸經濟成長率 9.3%，美

國成長 1.8%，日本負成長 0.6%，泰國 0.1%，德國 3.0%，越南 5.9%，印尼

6.5%，印度 7.5%，韓國 3.6%，馬來西亞 5.1%等，此前十大出口市場，經濟

成長率雖較上年減緩，但對機械設備採購意願仍會適度增加，詳如下表 4。

(2)2012 年經濟預估成長率

2012 年全球預估成長 2.5%，其中台灣成長 1.1%，台灣機械出口前十大

市場大陸成長 7.7%，美國 2.2%，日本 2.0%，泰國 5.4%，印尼 6.2%，德國

1.0%，印度 5.1%，越南 5.1%，馬來西亞 5.1%，韓國 2.1%。詳如下表 4。

6.影響台灣機械出口重要因素

新台幣對美元之滙率 2012 年 1-12 月平均美元滙兌新台幣是 29.56NT$/US$，

較上年同期貶值 0.79%，目前新台幣對美元正在上升達 28.95T$/US$左右。韓圜目

前仍處於超貶值狀態，自全球金融海嘯發生以來，目前韓元對美元與 2008 年相比

貶值 17.7%，而新台幣對美元相對則已升值 9.9%，雙方相對差距約接近三成，導

致台灣產品在國際市場上競爭力逐漸下滑。

大陸自台灣進口機械設備適用 ECFA 早收減免稅率，兩岸在 2012 年將再啟動

貨品貿易協議調降進口關稅，期望能在年底或 2013 年中前完成協商。歐韓 FTA

已在 2011 年 7 月 1 日正式實施，美韓 FTA 已在 2012 年 3 月 15 日實施，鋼材鑄

件等原材料價格可能不穩，新台幣對美元升值，業界接單關鍵零組件採購逐漸平

穩，廠商必須具有接急單和短單的快速應變與交貨的能力等，已是 2012 年影響台

灣機械出口重要因素。

2012 年全年出口負成長 1.8%，台灣機械出口 2012 年僅達到 200 億美元。

2013 年預估機械出口應有成長之可能，而其中最關鍵之因素，當在於新台幣

對美元之匯兌，而特別是韓元與日元相對於美元之升貶值，將會是影響台灣機械

出口最主要之競爭因素。
