CUVINTE-CHEIE: instituție supremă de audit, Curtea de Conturi a României, audit,
management, performanță, indicatori de performanță, standarde internaționale de audit.
Actualitatea și oportunitatea temei de cercetare alese se justifică prin prisma faptului
că toate statele lumii sunt preocupate de progres, bunăstare pentru cetățenii proprii și prevenirea
dar și eliminarea unor fenomene negative care pot afecta societatea în ansamblul ei. În acest sens,
este suficient să precizăm rolul pe care instituțiile supreme de audit îl au în ceea ce privește
atingerea obiectivelor prevăzute de Strategia Europa 2020 și implementarea Agendei 2030 la
nivel mondial.
Instituțiile supreme de audit au un rol foarte important la nivelul societății. Acest rol a
fost recunoscut și de Organizația Națiunilor Unite prin emiterea Rezoluției A69/2014 a ONU
"Promovarea eficienței, responsabilității, eficacității și transparenței administrației publice prin
consolidarea instituțiilor supreme de audit". Prin intermediul acestei Rezoluții, Organizația
Națiunilor Unite recunoaște rolul important al instituțiilor supreme de audit în promovarea
eficienței, responsabilității, eficacității și transparenței administrației publice, ceea ce conduce la
atingerea obiectivelor și priorităților stabilite la nivel național, cât și atingerea obiectivelor de
dezvoltare convenite la nivel internațional. De asemenea, Organizația Națiunilor Unite
recunoaște rolul instituțiilor supreme de audit în promovarea responsabilității guvernamentale în
ceea ce privește utilizarea resurselor publice și performanța lor în atingerea obiectivelor de
dezvoltare.
Un alt motiv al demersului științific îl reprezintă faptul că instituțiile supreme de audit,
"câinii de pază" ai finanțelor publice, fac parte din sistemul național de integritate, ca piloni de
integritate alături de Avocatul Poporului și alte agenții specializate în lupta anticorupție.
Pe lângă rolul de monitorizare a finanțelor publice, instituțiile supreme de audit, în
implementarea standardului internațional de audit ISSAI 12 Valoarea și beneficiile SAI-urilor. A
face o diferență în viața cetățenilor trebuie să fie un exemplu pentru celelalte instituții din
sectorul public, fiind și din acest punct de vedere un reper în ceea ce privește integritatea.
În același timp, instituțiile supreme de audit au un rol foarte important în promovarea
bunei guvernanțe și a responsabilității factorilor de decizie din sectorul public. Prin activitățile
de audit public extern pe care le desfășoară, măsurile, recomandările și concluziile care se
desprind din aceste activități, instituțiile supreme de audit contribuie la buna guvernanță.
Implicarea acestor instituții la nivelul sectorului public se poate observa prin faptul că
celelalte instituții din sectorul public, în urma auditurilor efectuate de instituțiile supreme de

audit, își realizează activitatea în așa fel încât rezultatele lor să corespundă nevoilor reale ale
cetățenilor, în condiții de eficiență, economicitate și eficacitate.
În vederea realizării dezideratelor prezentate anterior, este necesar ca aceste instituții
supreme de audit să fie performante, să genereze plus-valoare în societate prin activitatea pe care
o desfășoară. În ceea ce privește performanța, este nevoie de identificarea acelor factori care
conduc spre succesul activității lor și eliminarea acelora care le sunt defavorabili.
În cadrul demersului științific, s-a abordat problema managementului performanței
în cadrul instituțiilor supreme de audit din perspectivă internațională, fiind descrise o serie
de instrumente utilizate de instituții supreme de audit similare din alte țări.
Prezentul demers științific are la bază abordarea de tip empiric, care a utilizat atât
cercetarea calitativă, cât și cercetarea cantitativă, având ca instrument chestionarul. De
asemenea, s-a utilizat și analiza informațiilor.
Abordarea descriptivă a avut în vedere colectarea datelor și sintetizarea informațiilor,
având ca rezultat emiterea unor opinii personale, idei și concluzii cu privire la tema supusă
cercetării.
Abordarea comparativă a avut la bază analiza caracteristicilor identificate la tinerii
auditori externi la nivel european (segmentul de vârstă până în 35 de ani), prezentate în studiul
preliminar și a caracteristicilor auditorilor externi respondenți la chestionarul aferent prezentului
demers științific, cu scopul de a observa dacă există diferențe de percepție.
Abordarea interpretativă s-a concentrat pe interpretarea rezultatelor obținute în urma
aplicării chestionarului și analiza acestora.
Obiectivele cercetării
Obiectivul general al demersului științific este acela de a identifica factorii dominanți
care stau la baza performanței profesionale ale unui auditor extern și care au implicații în
performanța organizației, în ansamblul său.
Din obiectivul principal se desprind următoarele obiective specifice:
Obiectivul specific nr. 1: Identificarea nevoilor și a problemelor cu care se confruntă auditorii
externi în activitatea lor specifică
Obiectivul specific nr. 2: Evidențierea principalilor factori de motivare a auditorilor externi
Obiectivul specific nr. 3: Identificarea principalilor factori de retenție a auditorilor externi în
cadrul organizației

Ipotezele de cercetare
Ipoteza centrală: Auditorii externi se confruntă cu o serie de probleme la nivelul organizației
din care fac parte, care pot influența performanța auditorului și a organizației, în ansamblul său.
Pornind de la ipoteza centrală de cercetare, au fost dezvoltate ipoteze de lucru, care
urmează să fie testate pe parcursul procesului de cercetare. Aceste ipoteze de lucru sunt
următoarele:
Ipoteza nr. 1: Auditorii externi au nevoi diferite, în funcție de vârstă și de vechimea în
muncă.
Ipoteza nr. 2: Atitudinea organizației față de auditorii săi reprezintă un factor important
de retenție a acestora.
Ipoteza nr. 3: Relația auditorului cu superiorul ierarhic are impact direct asupra
performanței auditorului.
Ipoteza nr. 4: Presiunea datorată bugetelor insuficiente de timp alocate misiunilor de
audit determină auditorul să părăsească organizația.
Etapele cercetării științifice
a) analiza literaturii de specialitate în domeniul managementului.
b) conceperea și aplicarea unui chestionar preliminar la nivel internațional, cu ocazia
celei de-a doua Conferințe EUROSAI YES pentru tineri, care a avut drept scop
colectarea datelor de la un eșantion de tineri auditori publici externi prezenți la conferință.
c) elaborarea chestionarului care stă la baza demersului științific, aplicarea acestuia și
colectarea informațiilor necesare, în vederea atingerii obiectivului general și a
obiectivelor specifice.
d) prelucrarea și interpretarea datelor colectate în baza chestionarului, cu ajutorul
instrumentelor specializate de analiză a datelor.
e) analiza rezultatelor obținute și formularea de propuneri, în baza concluziilor.
Prezentarea grupului-țintă
În cadrul prezentului demers științific, consacrat studiului activității de audit extern, am
luat în considerare ca unitate de observare Camera Auditorilor Financiari din România
(C.A.F.R.).
Unitățile de cercetare sunt reprezentate de auditorii financiari, membri ai Camerei
Auditorilor Financiari din România.
Chestionarul utilizat în cercetare a fost aplicat unui nr. de 290 de auditori, membri ai
Camerei Auditorilor Financiari din România, în perioada februarie-aprilie 2019, analiza fiind
realizată în final asupra a 202 chestionare valide.

În cazul prezentului demers științific, prelucrarea datelor colectate în baza chestionarului
s-a realizat cu ajutorul programului de calcul tabelar Microsoft Excel și cu ajutorul SPSS
Versiunea 24 (Statistical Package for the Social Sciences).
Toate răspunsurile au fost centralizate automat în cadrul platformei Google Drive, setările
chestionarului fiind realizate în așa fel încât acestea să nu se colecteze adresele de e-mail în
cadrul centralizatorului de răspunsuri, răspunsurile rămânând în acest mod anonime.
Intervalul de culegere a datelor pe baza chestionarului a fost februarie-aprilie 2019.
Centralizarea datelor s-a realizat în mod automat.

Teza de doctorat intitulată "Managementul performanței în instituțiile supreme de
audit" , se constituie într-un demers științific prezentat pe parcursul a 248 de pagini, 10 figuri,
47 de tabele, 70 de grafice, 29 de anexe și 181 de surse bibliografice, prin intermediul căreia se
evidențiază rolul important al managementului performanței instituțiilor supreme de audit.
Prezenta lucrare se constituie în cadrul a șase capitole, concluzii și propuneri, contribuții
personale, limite și direcții viitoare de cercetare și referințe bibliografice.
CAPITOLUL 1 –Abordări teoretice ale managementului performanței prezintă
principalele informații referitoare la performanță, performanța organizațională, specificul
performanței în sectorul public și instrumente de management al performanței în sectorul public,
precum și legătura dintre conceptul de performanță și conceptul de performanță a resurselor
umane.
CAPITOLUL al 2-lea – Particularități ale managementului performanței în
instituțiile supreme de audit este dedicat integral prezentării contextului în care se realizează
demersul științific și prezentării rolului și importanței instituțiilor supreme de audit în context
internațional. De asemenea, este prezentată instituția supremă de audit din România, Curtea de
Conturi, măsurarea performanței în cadrul Curții de Conturi, precum și impactul noilor
modificări aduse Legii de organizare și funcționare a Curții de Conturi a României asupra
performanței acestei instituții și, implicit, asupra performanței sectorului public.
Tot pe parcursul celui de-al doilea capitol se prezintă principalele instrumente de
măsurare a performanței la nivelul instituțiilor supreme de audit, agreate la nivelul INTOSAI.
De asemenea, se prezintă principalele standarde internaționale de audit ale instituțiilor supreme
de audit (ISSAI – International Standards of the Supreme Audit Institutions) care au incidență
asupra performanței acestor instituții.
CAPITOLUL 3 – Studiu preliminar internațional privind tinerii auditori publici
externi prezintă contextul internațional în care s-a realizat acest studiu, sunt analizate și
interpretate rezultatele chestionarului, în vederea verificării ipotezelor de lucru.
Scopul aplicării chestionarului la nivel internațional este acela de a creiona profilul
tânărului auditor public extern, utilizând, pe lângă informațiile din chestionar, și o serie de
trăsături specifice ale "Generației Y".
În CAPITOLUL 4 se prezintă cadrul conceptual, epistemologic și metodologic al
demersului științific. Sunt prezentate principalele concepte care stau la baza realizării tezei de

doctorat. De asemenea, este prezentată abordarea epistemologică și chestionarul realizat în
vederea culegerii datelor pentru cercetare.
În CAPITOLUL 5 este prezentată cercetarea empirică, fiind prezentate toate rezultatele
obținute în urma analizei datelor colectate pe baza chestionarului utilizat.
Scopul aplicării chestionarului este acela de a identifica, prin intermediul obiectivelor de
cercetare stabilite, factorii dominanți care stau la baza performanței profesionale a unui auditor
și care au impact direct asupra organizației de audit.
Metodologia cercetării științifice a cuprins mai multe etape, fiecare etapă contribuind din
plin la rezultatele cercetării. De asemenea, au fost utilizate instrumente moderne de culegere și
prelucrare a datelor (e-mail, chestionarul online realizat pe platforma Google, având centralizare
automată, programul SPSS de analiză statistică a datelor).
Rezultatele cercetării au scos la iveală o serie de factori de motivare a auditorilor externi,
identificându-se totodată și principalii factori care stau la baza retenției acestora în cadrul
organizației. De asemenea, prin intermediul instrumentului de cercetare (chestionarul), s-au
identificat nevoile și problemele cu care se confruntă auditorii externi în activitatea lor specifică.
CAPITOLUL 6 - Propuneri privind managementul performanței la nivelul Curții
de Conturi creionează, pe baza rezultatelor chestionarului și a conceptelor prezentate pe
parcursul demersului științific, posibilitatea înființării unui Institut al Auditorilor Publici Externi
pe lângă Curtea de Conturi a României, fiind înaintate în același timp și alte propuneri privind
managementul performanței la nivelul Curții de Conturi a României, pe baza bunelor practici
identificate la nivel internațional.
În ceea ce privește procesul de validare a ipotezelor stabilite, se remarcă faptul că două
dintre acestea se confirmă, una se confirmă parțial iar una nu se confirmă.

conceptului introdus de Organizația Internațională a Instituțiilor Supreme de Audit
INTOSAI.
Prezentarea conceptului SYL (Supreme Audit Institutions Young Leaders).
Prezentarea terminologiei de specialitate utilizată în auditul public extern la nivel
internațional.
Prezentarea propunerilor de modificare a Legii nr. 94/1992 privind organizarea și
funcționarea Curții de Conturi.
Prezentarea problematicii resurselor umane la nivelul Curții de Conturi.

Realizarea, în premieră, a unui studiu privind profilul tânărului auditor extern din sectorul
public la nivel EUROSAI și identificarea nevoilor acestora, fiind un instrument util ce
poate fi utilizat și de alte instituții supreme de audit din Europa.
III. Contribuții în cercetarea privind identificarea factorilor dominanți care stau la baza
performanței profesionale ale uni auditor extern și, implicit, a performanței organizației de
audit
Crearea unei metodologii adecvate cercetării propuse, în vederea identificării factorilor
dominanți care stau la baza performanței profesionale ale unui auditor extern și, implicit,
a performanței organizației de audit.
Stabilirea unui obiectiv general, a unor obiective specifice și a unor ipoteze de cercetare
viabile, pe baza informațiilor cu caracter teoretic prezentate în cadrul prezentului demers
științific.
Stabilirea unității de cercetare, a grupului țintă și a eșantionului.
Testarea ipotezelor de cercetare stabilite pe baza rezultatelor obținute în urma analizei
informațiilor culese pe baza chestionarului transmis grupului-țintă.
Crearea instrumentului ce cercetare (a chestionarului), prin elaborarea itemilor în funcție
de obiectivele de cercetare stabilite, pretestarea acestuia și transmiterea în format
electronic către grupul-țintă.
Validarea ipotezelor de cercetare, prelucrarea, analiza și interpretarea rezultatelor
colectate cu ajutorul instrumentului de cercetare.
Formularea concluziilor adecvate.
IV. Contribuții privind propuneri de îmbunătățire a performanței instituționale a Curții de
Conturi, instituția supremă de audit a României
Elaborarea unei propuneri de înființare a unui Institut al Auditorilor Publici Externi pe
lângă Curtea de Conturi a României și a propunerii de modificare a Legii nr. 94/1992
privind organizarea și funcționarea Curții de Conturi, în sensul introducerii în textul de
lege a articolului propus de autor privind înființarea acestui institut.
Propuneri privind recrutarea și selecția personalului de specialitate la nivelul Curții de
Conturi.
Propuneri privind sistemul de recompensare și motivația personalului de specialitate al
Curții de Conturi.

Propuneri privind dezvoltarea carierei personalului de specialitate din cadrul Curții de
Conturi și managementul carierei.
Alte propuneri de îmbunătățire a performanței instituționale a Curții de Conturi, prin
abordarea diverselor aspecte privind activitatea sa specifică.
V. Contribuții la nivel științific-curricular
Realizarea rapoartelor intermediare în cadrul programului de cercetare organizat de
școala doctorală.
Elaborarea prezentei teze de doctorat.
VI. Utilitatea tezei de doctorat
Prezenta teză de doctorat poate constitui un material extrem de util pentru Curtea de
Conturi, prin propunerile de îmbunătățire a performanței instituționale.
Totodată, teza de doctorat poate fi utilă și celorlalte instituții supreme de audit din cadrul
EUROSAI, prin prisma studiului preliminar realizat cu privire la profilul tânărului
auditor extern din comunitatea EUROSAI.
Prin noutatea informațiilor prezentate, teza de doctorat poate constitui un punct de plecare
pentru cercetări viitoare în domeniul auditului public extern.
Principalele activități realizate de autor pentru diseminarea rezultatelor cercetării sale în
mediul academic și științific
Elaborarea și publicarea a 18 articole în reviste de specialitate și volume ale
manifestărilor științifice.
Elaborarea și publicarea unor articole publicate în ISI Proceedings volume.
Participarea la 2 colocvii internaționale în anul 2015, organizate în Franța (Paris) și
Bulgaria (Sofia).
Participare la 13 conferințe naționale/internaționale organizate în țară.
Participare în cadrul proiectului POSDRU/187/1.5/S/155450 "Sprijin pentru doctoranzi
în domeniul științelor economice" 2007-2013.
Participare la cursurile organizate de IOSUD – Școala Doctorală de Științe Economice
și Umaniste.

Limitele cercetării
Prezentul demers științific prezintă anumite limite, determinate de:
Culegerea destul de dificilă a datelor pe baza chestionarului, datorită faptului că
instrumentul de cercetare a fost transmis în format electronic, prin intermediul căsuței
poștale electronice, mulți dintre respondenți fiind constrânși poate de timp și evitând
completarea acestuia.
Realizarea cercetării se bazează pe informații care aparțin în totalitate respondenților la
chestionar, putând fi afectate de păreri proprii, subiectivism și experiențe diferite trăite
pe parcursul desfășurării misiunilor de audit.
Reținerea în răspunsurile oferite, având drept cauză suspiciunea cu privire la
confidențialitatea răspunsurilor oferite.
Neacordarea unui interes corespunzător completării chestionarului, datorită timpului
liber destul de limitat al respondenților.
Refuzul unor respondenți de a completa chestionarul.
Cercetarea este raportată la intervalul de timp în care instrumentul de cercetare a fost
transmis grupului-țintă.
Cu toate acestea, în ceea ce privește demersul științific, autorul este convins că acesta
reprezintă un pas important în informarea părților interesate cu privire la domeniul auditului
public extern și deschide calea unor cercetări viitoare mai complexe.
Direcții viitoare de cercetare
Având în vedere cele prezentate anterior cu privire la limitele cercetării, este lesne de înțeles
că toate aspectele prezentate pot fi îmbunătățite, având posibilitatea de a puncta cu această ocazie
o serie de direcții noi de cercetare în acest domeniu:
Utilizarea unor metode de cercetare și analiză noi, în vederea reducerii gradului de
subiectivism al respondenților.
Extinderea cercetării către auditorii publici externi din cadrul Curții de Conturi, în
vederea identificării nevoilor și a problemelor cu care se confruntă aceștia.
Realizarea unei cercetări dinamice, pentru a surprinde eventualele schimbări de percepție
ale auditorilor externi cu privire la aspectele abordate de cercetare.
Realizarea unei cercetări pentru auditorii externi din cadrul segmentului de vârstă de cel
mult 35 de ani, pentru a putea realiza o analiză comparativă cu rezultatele obținute în
urma studiului preliminar realizat de autor cu privire la tinerii auditori externi din sectorul
public european.
Cu privire la cele prezentate, considerăm că rezultatele obținute pe parcursul prezentului
demers științific contribuie la sporirea gradului de înțelegere a aspectelor referitoare la auditul

public extern, atât cele la nivel național, cât și cele prezentate la nivel internațional, dar și în ceea
ce privește rolul instituțiilor supreme de audit în performanța și dezvoltarea sectorului public.

The actuality and opportunity of the research theme chosen is justified by the fact that all
the world's states are concerned about progress, well-being for their own citizens, and the
prevention and elimination of negative phenomena that can affect society as a whole. In this
regard, it is sufficient to specify the role that the supreme audit institutions have in achieving the
objectives of the Europe 2020 Strategy and the implementation of the 2030 Agenda at global
level.
The supreme audit institutions have a very important role in society. This role has also
been recognized by the United Nations through the issuance of UN Resolution A69/2014
"Promoting the efficiency, accountability, efficiency and transparency of public administration
by strengthening the supreme audit institutions". Through this Resolution, the United Nations
recognizes the important role of Supreme Audit Institutions in promoting the efficiency,
accountability, efficiency and transparency of public administration, which leads to the
attainment of the objectives and priorities set at national level, as well as the achievement of the
agreed development objectives at the level international. The United Nations also recognizes the
role of Supreme Audit Institutions in promoting governmental responsibility for the use of public
resources and their performance in achieving development goals.
Another reason for the scientific approach is that the supreme audit institutions, the
"watchdogs" of public finances, are part of the national integrity system, as pillars of integrity
alongside the Ombudsman and other anti-corruption struggle agencies.
In addition to the role of monitoring public finances, the supreme audit institutions in
implementing the ISSAI 12 international audit standard The value and benefits of SAIs. Making
a difference in the lives of citizens must be an example for the other public sector institutions,
being also a benchmark of integrity.
At the same time, the supreme audit institutions have a very important role to play in
promoting good governance and the accountability of decision-makers in the public sector.
Through their external public audit activities, the measures, recommendations and conclusions
that emerge from these activities, the supreme audit institutions contribute to good governance.
The involvement of these institutions at the level of the public sector can be noticed by
the fact that the other public sector institutions, following the audits carried out by the supreme
audit institutions, carry out their work in such a way that their results correspond to the real needs
of the citizens in terms of efficiency, economy and efficiency.

In order to achieve the goals outlined above, these supreme audit institutions need to be
performing, generating added value in society through their work. As far as performance is
concerned, it is necessary to identify those factors that lead to the success of their activity and
the elimination of those that are unfavorable.
Within this scientific research, was approached the issue of performance management in
the supreme audit institutions from an international perspective, being described a series of tools
used by similar supreme audit institutions in other countries.
The scientific approach is based on the empirical approach, which used both qualitative
research and quantitative research, using the questionnaire as a tool. Information analysis was
also used.
The descriptive approach took into account the collection of data and the synthesis of
information, resulting in the issuance of personal opinions, ideas and conclusions on the topic
under investigation.
The comparative approach was based on the analysis of the characteristics identified
in the young external public auditors at the European level (segment under 35 years old)
presented in the preliminary study and the characteristics of the external public auditors
respondents to the questionnaire related to the present scientific approach, in order to observe
whether there are differences of perception.
The interpretative approach focused on interpreting the results obtained by applying
the questionnaire and analyzing them.
The research objectives
The general objective of the scientific approach is to identify the dominant factors that
underlie the professional performance of an external auditor and which have implications for the
performance of the organization as a whole.
The following specific objectives are outlined from the main objective:
Specific objective no. 1: Identify the needs and problems faced by external auditors in
their specific work
Specific objective no. 2: Highlighting the main motivation factors of external auditors
Specific objective no. 3: Identify the main retention factors of external auditors within
the organization.
Research hypotheses
Central Hypothesis: External auditors face a number of issues at the level of their
organization that can influence the performance of the auditor and the organization as a whole.

Starting from the central research hypothesis, working hypotheses have been developed
to be tested during the research process. These working hypotheses are as follows:

impact on the auditor's performance.
Hypothesis no. 4: The pressure due to insufficient time budgets allocated to audit
engagements may cause the auditor to leave the organization.
The stages of scientific research
a) the analysis of the specialized literature in the field of management.
b) designing and applying an international preliminary questionnaire at the Second
EUROSAI YES Conference, which aimed at collecting data from a sample of young public
external auditors present at the conference.
c) elaborating the questionnaire underlying the scientific approach, applying it and
collecting the necessary information in order to achieve the general objective and the specific
objectives.
d) processing and interpretation of data collected on the basis of the questionnaire,
using specialized data analysis tools.
e) analyzing the results obtained and formulating proposals, on the basis of the
conclusions.
Presentation of the target group
Within this scientific approach, devoted to the study of external audit activity, we have
taken into consideration as observation unit the Chamber of Financial Auditors of Romania
(C.A.F.R.). The research units are represented by financial auditors, members of the Chamber
of Financial Auditors of Romania.
The questionnaire used in the research was applied to a number of 290 auditors, members
of the Chamber of Financial Auditors in Romania during February-April 2019, this analysis
being finally made on 202 valid questionnaires.

In the case of this scientific approach, the processing of the data collected on the basis of
the questionnaire was done using the Microsoft Excel spreadsheet program and with the help of
SPSS Version 24 (Statistical Package for Social Sciences).
All responses were centralized automatically within the Google Drive platform, with the
settings of the questionnaire being made in such a way that was not collected the email addresses
in the summarizing table, so the answers remain anonymous.
The data collection period for the questionnaire was February-April 2019. The data
centralization was made automatically.
The thesis titled "The performance management in Supreme Audit Institutions" consists
of a scientific presentation presented on 248 pages, 10 figures, 47 tables, 70 charts, 29 annexes
and 181 bibliographic sources, through which was highlighted the important role of performance
management of the supreme audit institutions.
This paper is made up of six chapters, conclusions and proposals, personal contributions,
research limits, future directions of research and bibliographic references.
CHAPTER 1 – Theoretical approaches of performance management present the
main information regarding the performance, organizational performance and public sector

performance management tools, as well as the link between the performance concept and the
human resource performance concept.
CHAPTER 2 - Particularities of Performance Management in Supreme Audit
Institutions is dedicated to the presentation of the context in which the scientific approach is
undertaken and to the presentation of the role and importance of supreme audit institutions in an
international context. Also, is presented the supreme audit institution of Romania, the Court of
Accounts, the performance measurement in this institution, as well as the impact of the new
amendments to the Law on the organization and functioning of the Romanian Court of Auditors
regarding the performance of this institution and implicitly on the performance of the public
sector.
Also during the second chapter are presented the main instruments for measuring the
performance at the level of the supreme audit institutions, agreed at INTOSAI level. It also
presents the main international auditing standards of the Supreme Audit Institutions (ISSAIs)
that have an impact on the performance of these institutions.
CHAPTER 3 - International preliminary study on young public external auditors
presents the international context in which this study was conducted, the results of the
questionnaire are analyzed and interpreted in order to verify the working hypotheses.
The purpose of applying the questionnaire at the international level is to draw the profile
of the young external public auditor using, in addition to the information in the questionnaire, a
number of specific features of the "Y Generation".
CHAPTER 4 presents the conceptual, epistemological and methodological framework
of the scientific approach. The main concepts underlying the realization of the thesis are
presented. It also presents the epistemological approach and the questionnaire made to collect
the data for research.
CHAPTER 5 presents the empirical research, presenting all the results obtained from the
analysis of the data collected on the basis of the questionnaire used.
The purpose of applying the questionnaire is to identify, through the established research
objectives, the dominant factors that underpin an auditor's professional performance and have a
direct impact on the audit organization.
The methodology of scientific research covered several phases, each stage contributing
fully to the results of this research. Modern data collection and processing tools (e-mail, online
questionnaire built on Google Drive platform, automatic centralization, SPSS statistical data
analysis) were also used.
The results of the research revealed a number of motivating factors for external auditors,
while identifying at the same time the main factors underlying their retention within the

organization. Also, through the research tool (questionnaire), the needs and problems faced by
external auditors in their specific work were identified.
CHAPTER 6 - Proposals regarding performance management at the Romanian
Court of Accounts draws, based on the results of the questionnaire and the concepts presented
during the scientific approach, the possibility of setting up an Institute of Public External
Auditors at the Romanian Court of Accounts, while submitting other proposals on performance
management at the level of the Romanian Court of Accounts, based on best practices identified
at international level.
Regarding the validation process of established hypotheses, it is noted that two of these
hypotheses are confirmed, one is partially confirmed and one is not confirmed.

the Romanian Court of Accounts, the supreme audit institution of Romania

at the Romanian Court of Accounts and some proposal to amend the Law no. 94/1992 on
the organization and functioning of the Court of Accounts, in the sense of introducing,
by the author, of the text proposal regarding the establishment of this institute.
Proposals for the recruitment and selection of the specialized staff at the Romanian Court
of Accounts.
Proposals on the reward system and the motivation of the specialized staff of the
Romanian Court of Accounts.
Proposals on career development and career management of specialized staff from the
Romanian Court of Accounts.

VI. The usefulness of the PhD thesis
This thesis may be a useful tool for the Romanian Court of Accounts, through the
proposals made in order to improve the institutional performance.
At the same time, the doctoral thesis may be useful to other supreme audit institutions
within EUROSAI, in the light of the preliminary study regarding the profile of the young
external auditor of the EUROSAI community.
Through the novelty of the information presented, this thesis can be a starting point for
future researches in the field of external public audit.

Research limits
This scientific approach presents certain limits, determined by:
The difficult data collection on the basis of the questionnaire, due to the fact that the
research tool was sent electronically, through the electronic mailbox, many of whom are
often constrained and avoiding completing it;
The realization of the research is based on information that totally belongs to the
respondents to the questionnaire, which may be affected by their own opinions,
subjectivism and different experiences during the audit missions;
A retained attitude regarding the replies offered, with suspicion of the confidentiality of
the answers provided;
Lack of interest in completing the questionnaire, due to the limited spare time of the
respondents;
Refusal of some respondents to complete the questionnaire
The research is related to the time frame, during which the research tool was sent to the
target group.
However, as far as the scientific approach is concerned, the author is convinced that this
is an important step in informing the stakeholders on the field of external public audit and paves
the way for more complex future researches
Future research directions
In view of the above-mentioned limitations of this research, it is easy to understand that
all aspects presented can be improved, with the opportunity to point out on this occasion a
number of new research directions in this field:
Using new research and analysis methods to reduce the subjectivity of the respondents;
Extending the research to the external public auditors of the Romanian Court of
Accounts, in order to identify the needs and problems they face;
Carrying out a dynamic research to capture the potential changes in perception of external
auditors, about the issues addressed by this research;

Conducting a research for external auditors aged under of 35 years old, in order to be able
to carry out a comparative analysis of the results obtained from the author's preliminary
Study on young European public external auditors.
Regarding those presented above, we believe that the results obtained during this scientific
approach contribute to the increase of the understanding of external public audit aspects, both at
the national level and at the international level, but also the role supreme audit institutions in
performance and development of the public sector.
