Abstract

qualitative research. The sample populations in this study were governmental enterprises, rice farmers and rice consumer sectors. The specific sampling was used according to the criteria set by the researcher to obtain a representative sample. The instrument used in this study was structured interview or formal interview in which the researcher created a theoretical framework and operational definitions for the various purposes of research. The results of in-depth interviews was to focus attention on the search for facts about stabilize rice prices, with technical inspection centers for data collection including 1) determining the spreading of information, 2) monitoring the triangle theory, and 3) determining the data collection centers. The qualitative data were analyzed using descriptive method from interviewing and documents related systematically which led to a conclusion. The results were found as follows: 1. The governments stability of the price for rice from the past to the present were the result of the budget, personnel management and leadership quality with the used of not enough funds to work on stabilizing the price of rice. In reality, the operation to stabilize the price of rice needed to be take care of and control in accordance with the policy set out from the principles and details. The operation covers the entire workload. The price of rice in every district and every province needed high budget, while the budget provided were not in practical, the budget allocated lacked of good performance which made the stabilize rice prices inefficiency. 2. Another obstacle to the operation to stabilize rice prices found that the management to stabilize grain prices had several steps which made operational delayed and could not be submitted quickly and efficiently according to the farmers' needs. Moreover, the staffs were not enough to cover all the tasks in all districts and provinces in order to stabilize the price of rice. The lack of a systematic working as a team and leaders who acted on policy implementation lacked of leadership quality which was resulted in failing to motivate personnel from other agencies to join in the operation. These given factors would affect the performance to stabilize rice prices. It is concluded that 1) government policies 2) rule of law 3) rice farmers 4) entrepreneurships 5) politicians and 6) the press were parts that led to the causes and effects in the achievement of the stability of rice price.
