1 引言 Introduction 背景 Background 1.1 因應各政策局與政府部門對各類社會事項的統計數據的需求增加，政府統計處於一

九九九年開始進行一系列的主題性住戶統計調

查。政府統計處將各政策局及政府部門就搜集

所需社會事項的統計數據而提議進行的專題訪

問結集，組成不同的主題性住戶統計調查，並

外判予私營市場調查公司進行。

1.1 To meet the growing demand for statistical data on selected social issues by policy bureaux and government departments, the Census and Statistics Department (C&SD) has conducteda series of Thematic Household Survey (THS) since 1999. Enquiries for collecting the requiredstatistical data on social topics proposed by individual bureaux / departments are packaged together to form different rounds of THS and contracted out to private research firms.

1.2 每一輪的主題性住戶統計調查均是獨立及涵蓋全港的統計調查，並且委托私營巿場

調查公司進行。政府統計處在該些統計調查中

擔任協調及管理的角色，並負責監察承辦商的

1.2 Each round of THS is an independent, territory-wide survey commissioned to a private research firm. C&SD plays a co-ordination and management role in the THS and is responsible for monitoring the work of the contractor to ensure that the required standards of quality of their services are met.

本報告書所包括的專題 Topics included in this report 1.3 政府統計處在二零零九年十一月至二零一零年二月期間，進行了一項主題性住戶統

計調查，當中搜集有關在香港以外地方就讀的

香港學生及使用醫療集團提供的門診服務的情

況的資料。此外，在二零一零年三月至四月期

間經由另一項主題性住戶統計調查搜集有關香

港居民在香港以外地方工作及曾修讀課程的情

況的資料。本報告書列載了有關以上統計調查

的主要結果。

1.3 A round of THS was conducted during November 2009 to February 2010 to collect, among others, information related to Hong Kong students studying outside Hong Kong and utilisation of out-patient services provided by managed care organizations. Separately, information related to Hong Kong residents working and having studied outside Hong Kong was collected via another round of THS conducted during March to April 2010. Some major findings of the surveys relating to the above information are set out in this report.

統計調查方法簡述 Brief description of survey method 1.4 就二零零九年十一月至二零一零年二月期間進行的主題性住戶統計調查而言，在經

科學方法抽選的住戶樣本內，成功訪問了約

10 000 個住戶，回應率為 75%。在每個接受訪問的住戶中，統計員向戶主或清楚主題的人士

首先進行有關在香港以外地方就讀的香港學生

的統計調查。然後再向所有住戶成員(外籍家庭傭工除外)，進行使用醫療集團服務的情況的統計調查。

1.4 Regarding the THS conducted during November 2009 to February 2010, some 10 000households within a scientifically selected sampleof households were successfully enumerated, constituting a response rate of 75%. Within each enumerated household, the household head or a knowledgeable person about the subject was first selected for interview in respect of the survey on Hong Kong students studying outside Hong Kong.Then all household members (other than foreign domestic helpers), were interviewed in respect of the survey on utilisation of services provided by managed care organizations.

1.5 至於在二零一零年三月至四月期間進行的主題性住戶統計調查則搜集了有關香港居

民在香港以外地方工作及曾修讀課程的情況及

其他資料。在經科學方法抽選的住戶樣本內，

該項統計調查共成功訪問了約 8 000 個目標住戶，回應率為 75%。在每個接受訪問的住戶中，統計員向所有住戶成員(外籍家庭傭工除外)進行訪問。

1.5 As regards the THS conducted during March to April 2010, among other information, information on Hong Kong residents working and having studied outside Hong Kong was collected. Some 8 000 target households within a scientifically selected sample of households were successfully enumerated in the survey, constituting a response rate of 75%. Within each enumerated household, all household members(other than foreign domestic helpers) were interviewed.

3.1 在每個接受訪問的住戶中，統計員訪問戶主或知情的成員，在統計時有否二十五歲及以

下的住戶成員正在香港以外地方讀書；若有，則

被問及該些住戶成員的數目，以及他們現正就讀

的地方、級別 / 程度、開始到香港以外地方就讀

時的年齡、最初到香港以外地方就讀的級別 / 程

度及到香港以外地方讀書的原因。

3.1 Within each enumerated household, the household head or a knowledgeable person about the subject was first asked whether they had household members aged 25 and below studying outside Hong Kong at the time of enumeration andif so, the number of such household members, andinformation on their current place of study, current grade / level being attended, the age when they commenced study outside Hong Kong, the grade / level which they first attended when they commenced study outside Hong Kong, and the reason for their studying outside Hong Kong was sought from the respondents.

3.2 最後，受訪者被問及在他們的住戶中，有否二十五歲及以下的住戶成員打算在統計後

五年內到香港以外地方讀書；若有，則被問及該

些住戶成員的數目，以及他們打算前往就讀的地

方、打算入讀的級別 / 程度及他們打算到香港以

外地方讀書的原因。

3.2 Finally, the respondents were asked whether they had household members aged 25 and below who intended to study outside Hong Kong during the five years after enumeration and if so, the number of such households members, their intended place of study, intended grade / level to be attended and their reason for intending to studyoutside Hong Kong.

3.3 有關在香港以外地方就讀的香港學生的專題是第二次納入主題性住戶統計調查系列。類

似的資料曾在於二零零二年三月至五月期間進

行的主題性住戶統計調查中搜集。

3.3 This is the second time for the topic ofHong Kong students studying outside Hong Kong to be included in the Thematic Household Survey (THS) series. Similar information was collected in the THS conducted during March to May 2002.

概念及定義 Concepts and definitions 3.4 本文章中所涉及的主要名詞採用了以下的定義：「在香港以外地方讀書」指在香港以外地

方，包括中國內地及澳門，就讀為期一年及以

上的課程。「香港學生」指在香港的住戶內的二十五歲

及以下成員，雖然他們在統計調查的特定時點

上未必包括在統計調查所涵蓋的人口範圍內

(有關統計調查所涵蓋的人口範圍的詳情，請參閱附錄一)。在外地出生而一直居住在外地的人士或已經移民到其他國家 / 地區定居的人士不包括在內。

3.4 The definitions of the key terms used in this chapter are given as follows: “Studying outside Hong Kong” refer to

attending courses with duration of one year and over in places outside Hong Kong, including the mainland of China and Macao.

“Hong Kong students” refer to persons aged

25 and below who were members of households in Hong Kong, though they might fall outside the population coverage of the survey at the specific time of the survey (please refer to Appendix 1 for more detailed description of the survey coverage). Persons born and living outside Hong Kong, and those who had already emigrated from Hong Kong and settled down inother countries / territories were excluded.

3.5 根據是項專題訪問的結果，在統計時全香港 2 324 400個家庭住戶中，約 66 000個住戶(2.8%)有二十五歲及以下住戶成員正在香港以外地方就讀，當中包括 58 000個住戶有一名住戶成員在香港以外地方就讀及 7 900個住戶有兩名及以上住戶成員在香港以外地方就讀。整體而言，

在統計時約有 75 000 名二十五歲及以下的香港學生正在香港以外地方讀書。

3.5 It was estimated that of the 2 324 400domestic households in Hong Kong at the time of enumeration, some 66 000 households (2.8%) had household members aged 25 and below studying outside Hong Kong. Among them, 58 000households had one household member and 7 900households had two and more household membersstudying outside Hong Kong. Altogether, there were 75 000 Hong Kong students aged 25 and below studying outside Hong Kong at the time of enumeration. (Chart 3.1, Tables 3.1a and 3.2a)




住戶每月入息 Monthly household income 3.6 每月入息愈高的住戶，有二十五歲及以下住戶成員在香港以外地方就讀的百分比愈

高。在每月入息少於$10,000的住戶中，只有 0.8%有二十五歲及以下住戶成員在香港以外地方就

讀。在每月入息$60,000 及以上的住戶中，有關百分比達 9.5%。就所有有二十五歲及以下住戶成員在香港以外地方就讀的住戶整體而言，住戶

每月入息中位數為$35,000，顯著高於沒有二十五歲及以下住戶成員在香港以外地方就讀的住戶

的每月入息中位數（$17,500）。 (表 3.1b)

3.6 The percentage of households which had household members aged 25 and below studying outside Hong Kong increased with their monthly household income. For those households with monthly household income less than $10,000,only 0.8% had household members aged 25 and below studying outside Hong Kong. This percentage reached 9.5% for those households with monthly household income of $60,000 and over. The median monthly household income for all households which had household members aged 25 and below studying outside Hong Kong was $35,000, significantly higher than that for households which had no household members aged 25 and below studying outside Hong Kong ($17,500). (Table 3.1b)

3.7 Among households in public rental housing and subsidised sale flats, 1.0% and 2.4% of them respectively had household members aged 25 and below studying outside Hong Kong. The corresponding percentage for households in private housing was higher, at 4.0% (Table 3.1c)

3.8 在 75 000 名被報稱在統計時在香港以外地方就讀的二十五歲及以下人士中，4.5%年齡在十五歲及以下，47.1%年齡介乎十六至二十歲及 48.4%年齡介乎二十一至二十五歲。他們的年齡中位數為二十歲。 (表 3.2a)

3.8 Of the 75 000 persons aged 25 and below who were reported to be studying outside Hong Kong at the time of enumeration, 4.5% were aged 15 and below, 47.1% were aged 16-20 and 48.4% were aged 21-25. Their median age was 20. (Table 3.2a)

3.16 按性別分析，在 45 400名在香港以外地方就讀的男性中，約 68.7%最初在香港以外地方就讀中學。另外有 22.4%最初就讀專上教育和8.9%就讀小學及以下程度。而在該 29 600 名在香港以外地方就讀的女性中，69.3%最初就讀中學。另外 23.9%就讀專上教育及 6.8%就讀小學及以下程度。 (表 3.2f)

3.16 Analysed by sex, some 68.7% of 45 400males studying outside Hong Kong first attended study at secondary level when they commenced study outside Hong Kong. 22.4% first attended post-secondary level and 8.9% attended primary level and below. 3.17 根據是項專題訪問的結果，在統計時全香港 2 324 400個家庭住戶中，約 57 300個住戶(2.5%)有二十五歲及以下住戶成員打算在統計後五年內到香港以外地方就讀，當中包括 48 300個住戶有一名住戶成員打算在統計後五年內到

香港以外地方讀書及 9 000個住戶有兩名及以上住戶成員有該打算。整體而言，在統計時約有

66 700 名二十五歲及以下人士打算在統計後五年內到香港以外地方就讀。 (表 3.3a及表 3.4a)

3.17 It was estimated that of the 2 324 400domestic households in Hong Kong at the time of enumeration, some 57 300 households (2.5%) had household members aged 25 and below who intended to study outside Hong Kong during thefive years after enumeration. Among them, 48 300 households had one household member intending to study outside Hong Kong during thefive years after enumeration and 9 000 households had two and more household members having such intention. Altogether, some 66 700 persons aged 25 and below at the time of enumeration intended to study outside Hong Kong during the five years after enumeration. (Table 3.3a and Table 3.4a)

$10,000的住戶中，只有 0.8%有二十五歲及以下住戶成員打算在統計後五年內在香港以外地方

讀書。在每月入息$60,000 及以上的住戶中，有關百分比達 7.1%。 (表 3.3b)

3.18 The percentage of households which had household members aged 25 and below who intended to study outside Hong Kong during thefive years after enumeration generally increased with their monthly household income. For those households with monthly household income less than $10,000, only 0.8% had household members aged 25 and below intended to study outside Hong Kong during the five years after enumeration. This percentage reached 7.1% for those households with monthly household income of $60,000 and over. (Table 3.3b)


3.19 在公營租住房屋及資助出售單位居住的住戶中，分別有 1.1%及 2.9%有二十五歲及以下住戶成員打算在統計後五年內到香港以外地

方讀書。在私人房屋居住的住戶的相應百分比較

高，為 3.2%。 (表 3.3c)

引言 Introduction 4.1 在每個接受訪問的住戶中，統計員向每名香港居民(外籍家庭傭工除外)問及他們有否參與 / 享有涵蓋網絡醫生門診服務的醫療計劃/ 醫療保險；若有，則搜集該醫療計劃 / 醫療保險的進一步資料及他們有否在統計前六個月

內向網絡醫生求診的資料。

4.1 In this survey, all Hong Kong residentsin each enumerated household, excluding foreign domestic helpers, were asked about whether they had participated in / were entitled to medical schemes / insurance plans that covered out-patient services provided by panel doctors; and if so, further information regarding the medical schemes / insurance plans and whether they had consulted the panel doctors during the six months before enumeration were collected.

4.2 是項專題是首次納入主題性住戶統計調查系列進行的。

「醫療計劃 / 醫療保險」指涵蓋由私家普

通科西醫、專科西醫或牙醫提供的門診服務，但不包括住院、危疾及意外保險等的計劃 / 保險。這些醫療計劃 / 醫療保險可以是個人為自己或家人購買，又或是僱主為員工及其家屬提供的醫療保障；但該些由一間機構直接聘用並只為其員工及家屬提供門診服務的普通科西醫、專科西醫或牙醫並不包括在內。

“Medical Schemes / Insurance Plans” refer to schemes / plans which cover private doctor out-patient service provided by western medicine general practitioners, western medicine specialists or dentists. In-patient, critical illness and accident insurance were excluded. A medical scheme / insurance plan can be purchased personally for oneself or family, or provided by employer for employees or for their family members. However, western medicine general practitioners, western medicine specialists or dentists directly employed by a company and provided consultations exclusively for their staff and family members were not considered as a medical scheme / insurance plan.

4.4 調查結果顯示約789 900名人士有參與/ 享有涵蓋網絡醫生門診服務的醫療計劃 / 醫療保險，佔全港不包括外籍家庭傭工人口的

11.8%。當中年齡為二十五至四十四歲的人士有參與 / 享有該些醫療計劃 / 醫療保險的比率最高，約為 20 %。按性別分析，男性(12.2%)和女性(11.3%)的有關比率相若。 (表 4.1a及圖 4.1)

4.4 The survey results showed that some 789 900 persons had participated in / were entitled to medical schemes / insurance plans that coveredout-patient services provided by panel doctors, constituting 11.8% of the total population of Hong Kong, excluding foreign domestic helpers. The rate of having those medical schemes / insuranceplans was the highest for persons aged 25 to 44, at around 20%. Analysed by sex, the corresponding rates were broadly the same for males (12.2%) and females (11.3%). (Table 4.1a and Chart 4.1)

4.6 按經濟活動身分分析，在該 789 900名目標人士中，78.1%是從事經濟活動人士，而21.9%則為非從事經濟活動人士。從事經濟活動人士而有參與 / 享有涵蓋網絡醫生門診服務的醫療計劃 / 醫療保險的比率較高，為 17.4%。非從事經濟活動人士的有關比率則為 5.5%。 (表 4.1b)

4.6 Analysed by economic activity status, 78.1% of the 789 900 target persons were economically active and 21.9% were economically inactive. Economically active persons had a higher rate of having participated in / beingentitled to medical schemes / insurance plans that covered out-patient services provided by panel doctors, at 17.4%. The corresponding rate for economically inactive persons was 5.5%. (Table 4.1b)




4.7 在所有目標人士中，大部分(90.0%)是有參與 / 享有由僱主或家庭成員僱主提供的醫療計劃 / 醫療保險。由個人購買的醫療計劃 / 醫療保險的相應百分比只為 11.1%。從事經濟活動人士有參與 / 享有由僱主或家庭成員僱主提供的醫療計劃 / 醫療保險的比率較高，為15.9%。 (表 4.1b)

4.7 Among all the target persons, most of them (90.0%) had participated in / were entitled to medical schemes / insurance plans provided by employer or family member’s employer. The corresponding percentage for medical schemes / insurance plans purchased by individual was only 11.1%. The rate of having medical schemes / insurance plans provided by employer or family member’s employer was higher for economically active persons, at 15.9%. (Table 4.1b)

4.8 按可選擇求診的醫生範圍分析，54.0%的目標人士只參與 / 享有只可向計劃內指定的網絡醫生求診的醫療計劃 / 醫療保險；另46.0%的人士可向計劃內指定的網絡醫生求診及自由選擇任何醫生求診然後再辦理索償手

續。由個人購買或由僱主或家庭成員僱主提供

的醫療計劃 / 醫療保險的相應百分比大致相同。 (表 4.1c)

4.8 Analysed by coverage of choice of doctor to consult, 54.0% of the target persons who had only participated in / were entitled to medical schemes / insurance plans that were entitled to consult panel doctors only. Another 46.0% of them were entitled to consult panel doctors and were free to choose doctors and then reimbursedthe consultation fee. The correspondingpercentages were broadly the same for medical schemes / insurance plans purchased by individualor provided by employer or family member’s employer. (Table 4.1c)

的普通科醫生求診；向網絡內的專科醫生求診

的只佔 4.2%，而約 1.0%人士是向網絡內的牙醫求診。 (表 4.2a)

4.9 Among the 789 900 target persons, some 443 600 persons (56.2%) had consulted panel doctors during the six months before enumeration. While most of the persons (94.8%) had consulted panel general practitioners in their last consultation with panel doctors during the six months before enumeration, only 4.2% had consulted panel specialist and around 1.0% had consulted panel dentist. (Table 4.2a)




整體滿意程度 Level of overall satisfaction 4.10 在該443 600名在統計前六個月內曾向網絡醫生求診人士當中，大部分(71.9%)對在這期間內最近一次向網絡醫生求診表示滿意 / 非常滿意。約 20.3%表示沒有滿意或不滿意；而對在這期間內最近一次向網絡醫生求診表示不滿

意 / 非常不滿意的人士則佔 7.7% (34 400人)。(表 4.2b)

4.10 Most (71.9%) of those 443 600 persons who had consulted panel doctors during the six months before enumeration were satisfied / very satisfied with their last consultation with panel doctor during the period. Some 20.3% wereneither satisfied nor dissatisfied; and 7.7% (34 400 persons) were dissatisfied / very dissatisfied with the last consultation with panel doctors during the period. (Table 4.2b)

4.11 就該 34 400名不滿意 / 非常不滿意他們在統計前六個月內最近一次向網絡醫生求診

的人士，他們普遍提及的不滿意原因包括「所

配的藥物較平」( 43.3%)；「醫生診治較不細心」(34.7%)及「醫生經驗較淺」(18.5%)。 (表 4.3及圖 4.2)

4.11 For those 34 400 persons who were dissatisfied / very dissatisfied with their last consultation with panel doctors during the sixmonths before enumeration, their commonly cited reasons of dissatisfaction were “less expensive drugs provided” (43.3%); “less attention from doctor” (34.7%) and “doctor comparatively inexperienced” (18.5%). (Table 4.3 and Chart 4.2)
