Political representation - Municipal Elections

Before 1990 there was era of communists – only one party to choose from (communist party) – it was called democracy but it was more likely autocracy (totalitarian political regime)

After revolution (1990) – system of election really and rapidly changed to the democracy principle based on possibility to elect Your favourite party

Main obligations for the City Assembly

convene a meeting of the Assembly at least once every three months

Assembly may adopt (approve resolutions or make other decisions only by an absolute majority of all members, i.e. 20 votes in Pardubice

City Council

Executive body of the city, reports to City AssemblyAccording to the Czech Law it has 5-11 members (it has to be odd) and it is elected by the City Assembly – Pardubice has 11 members in the City Council (Mayor, His Deputies and aldermen) Usually made up of representatives of the coalition parties

Situation in Pardubice - coalition ANO 2011 + Social Democrats + TOP 09 + Coalition for Pardubice (Mayor, 4 deputies + 6 members of the Assembly)

City Council meetings take place twice a month (Monday), non public meeting, there has to be more than half members

Budget of cities in the Czech Republic – tax allocation

The majority of taxes go directly to the shared budget of the state and after that is allocated to the cities, but property tax is the tax which goes to the city budget directly in amount of 100%

Three development stages of allocation of taxes in the Czech Republic:

1.1993 – 1995 – Law 10/1993 Sb. and Law 331/1993 Sb.income tax calculated as a proportion of all-district income (share of municipalities in 1995 was 55%), where a specific amount depended on the number of residents in the city to the number of inhabitants in the district. The problem was, however, this system made disparities between rich and poor districts and very strong competition between municipalities about permanent residence of its entrepreneurs.

2.2001 – 2007 – there were changes – every city received incomes from the shared budget (20,59 % financies for the cities and 68,99 for the state, the rest for Regions). The total amount was redistributed to the cities according to the number of citizens.

3.2008 – present – Law 377/2007 Sb., which is valid from 1.1.2008There is change of amount from the shared budget from 20,59% to 21,40 % for cities

Total tax revenues was about 154.4 billion CZK (5,6 billion EUR)

Establishment of the Czech Republic in 1993 (split of Czechoslovakia) The changes of "pa" started after 1989 (when the regime changed)

before 1989 the whole "pa" was under the control of state and communist party (totalitarian regime – the state tried to control the citizens for the whole time, everyone had be employed, unemployed people were fined)

organization - regional, district and city National Committy)

The main goal of reform – to remove the difficulties in operation of "pa", to improve it and to bring "pa" closer to citizens

2002 – the main goal is development of decentralization processes

The cancelation of district authorities 31.12.2002 and transformation of all activities to the regional authorities and to the municipalities with extended activities (it is valid from 1.1.2003)

There are three main types of municipalities:1.Municipality with extended activities (minimum 15 000 citizens, with its own transport system, we have 194 and will be maybe 205)2.Municipalities with its own delegated municipal authority (388)3.Another municipalities (6244)
