Objective and policy context

Following on the successful first edition of the TOUR OF CHINA carried out in 2012, this year’s "Tour of China 2013" was again an ambitious promotional journey across China organised as a joint project between the EU Member States, the Associated Countries and the EU Delegation in Beijing. This year’s TOUR laid the foundations of an annual event demonstrating the strong mutual interest for cooperation on Research and Innovation between Europe and China. The Wallonia-Brussels Delegation in China accepted to be head of this project task force for the 2013 edition.

The objective of the second “Tour of China” was to enlarge the scope of existing Research and Innovation cooperation between the European Union and China, open avenues for new EU-China collaboration and strengthen bilateral relations. Overall, it was hoped that the “Tour of China 2013” would help to boost the visibility of Research and Innovation collaboration between Europe and China and position Europe as THE strong partner for China in these fields. Building on the success of the 2012 edition of the Tour, this year's programme highlighted the collaboration opportunities offered by the European Union’s new Framework Programme Horizon 2020 and the individual National Schemes of the EU Member States and Countries Associated to the EU Framework Programme. Kicked off in the middle of October, the Tour visited China's most prolific universities in the field of research and innovation, stopping in 9 major Chinese cities: Harbin, Shenyang, Xi'an, Wuhan, Chongqing, Tianjin, Nanjing, Shanghai, and finally concluding in China's capital, Beijing. European Counsellors from 13 EU Member States and Associated Countries: Belgium (Wallonia/Brussels Delegation), Czech Republic, Denmark, Germany, Spain, France, Italy, Hungary, Netherlands, Austria, Romania, Finland, Norway, together with the EU Delegation and EURAXESS Links China presented opportunities for research and innovation collaboration at research-intense universities in these cities. Throughout October and November, the 2013 Tour showcased Europe’s wide array of research and innovation opportunities in these Chinese cities by reaching an audience of more than 800 Chinese researchers, scientists and innovation stakeholders. Also, the Tour engaged with Local Authorities

and provided a clearer picture of what sets Europe apart as a world-class destination for research. As a grand finale, the Tour's closing event was held at the Embassy of Italy in Beijing on 20 November 2013 on the eve of the 16th EU-China Summit, providing a rare opportunity for Chinese stakeholders to engage with the EU's leading officials on research and innovation. Mr Xing Jijun, DDG of China Science and Technology Exchange Centre under the Ministry of Science and Technology gave some remarks before the official closing speech of the TOUR which was given by Ms. Maria Cristina Russo, RTD Director for International Cooperation at the European Commission.

Participation

Audiences:

Approximately 800 participants attended the seminars of the campaign. Participants were mainly academic researchers and university professors and also a mix of S&T students, PhDs and Post Docs.

Speakers:

• The number of participants in the audiences increased from 600 in 2012 to around 800 in 2013, which means reaching a larger group of existing and potential partners for research collaboration and a wider reputation of European Research and Innovation programmes in China.

• The amount of European speakers has also increased from 23 in

2012 to 29 in 2013, meanwhile the number of Member States and Associated Countries that participated in either organizing the tour or giving speeches during the tour has increased from 9 in 2012 to 13 in 2013.

• The growth in numbers obviously shows that more European countries are involved in the Tour, and the experience of coordinating European countries to work together during the Tour will also contribute to a better cooperation between European countries.

Meeting with Local Authority

Also in terms of quality this year’s TOUR marked a significant development, with events going beyond merely promotional seminars. The Counsellors reached out to local authorities and university decision makers in research and innovation to discuss, in targeted meetings, the future possibilities for cooperation. Promotion of the Tour

Official Launch in Beijing

The launching cocktail and press briefing of the Tour or China 2013 took place on 17 October in the Galileo Meeting Room of EU Delegation. The EU Ambassador Dr. Markus Ederer offered the opening speech. Mr Philippe Nayer, Delegate of Wallonia-Brussels in China presented the content of the Tour of China. Representatives of the EU Member States, the China Science and Technology Exchange Centre under the MoST and also other stakeholders participated in the launching reception. 31 journalists from Chinese and foreign media were attracted to come. Promotion on Weibo and e-flyers

In order to reach the maximum possible audiences in each city, quite a few online promotions on Weibo (a widely-used Chinese social media microblog platform) were updated regularly to spread the event information in different cities.

Dragonstar and CECO

Apart from being promoted by the MS& AC and the EU Delegation, the TOUR was also promoted by the Dragonstar project and the China-EU Science and Technology Cooperation Promotion Office (CECO). Information about events was spread to stakeholders and counterparts through their systems in several of the visited cities, which was also helpful to enlarge the audiences group and enhance the connection with Local Authority.

Information distributed during the event

Information made available during the campaign was paper-free, environment-friendly and convenient for participants. The information was made available on USB sticks and distributed to all participants (and "relay persons") in the campaign. A total of 1300 USB sticks has been produced and distributed in the 9 cities. USB sticks included slides presentations of:

Cost-sharing

The cost of the campaign was shared the following way:

• Each speaker covered his/her own travel and accommodation cost.

• Participation in the events was free of charge.

• For each tour event outside Beijing, the host institution provided the meeting room for the conference and in some cases lunch / dinner between the Counsellors, Local Authorities and participants in the event. Some lunches and dinners were also offered by the event coordinators.

• The EU Delegation covered the cost for 1300 USB sticks (cost in total is 44200 RMB).

• In the Closing ceremony in Beijing, the fee was divided into four parts: The embassy of Italy provided the meeting room and facilities, the Embassy of France provided the catering (coffee & buffet lunch), the Embassy of the Netherlands provided the simultaneous interpretation; the EU Delegation provided the banner and the promotion.

Feedback and Recommendations

After the series of events for the Tour of China 2013, the EU Del received quite some feedback from all the participants, speakers, and coordinators. Based on these comments and the following discussions during the Science Counsellors’ Meeting on 3rd December we can conclude the following recommendations and lessons learned from the 2013 Tour of China:

Content of Presentation

- The presented topics could be more focused towards those specific fields showing the excellence of research for a specific country, instead of giving a general overview of each country. Member states are advised to highlight those research fields of their unique feature in the presentations, and to make the presentations more targeted and effective for the participants. - More synergy between the presentations is needed to avoid internal competition among Member States. For example, presenting "country A is the ranking first in this field" is fine, but to avoid showing the statistics of other European countries which might shed a more negative light on them. - An introductory presentation about “What is the European Union” and "Why is Europe attractive for research and innovation collaboration" is suggested to be given before all the Member States' presentations, in order to give a general idea of "Europe as a whole" for participants instead of differentiating the boundary of nationality from the very beginning. - Before the Tour, agreement should be reached on the messages that should be delivered to the audience to give focus and structure. - A specific template for the presentations should be agreed upon and applied by all participating countries. - Thematic workshops to be held in parallel to the general presentations. - Sectorial/thematic events could follow the EU-China common research interest (i.e. food, modern agriculture, biotech, energy, urbanization, etc…), or the local sectors (like car-industry for example in Chongqing) - Following the presentation a round-table with Chinese representatives of relevant institutions could be organised to make the event more interactive

The selection of visiting cities

- To choose the same cities as 2013, as they are all major research and innovative centres in China. We can choose different host institutions in the same city in the next year. - To choose several other cities among second-line/third cities in China, which might not be as famous as those major cities but could provide more potential researchers in order to promote the event to a wider scale; - To coordinate closer with Chinese government and organizations, such as MoST and CECO, and to hold the Tour of China 2014 together with their events. - To involve local authorities in the organisation and promotion to reach out to more institutions in one region. - To invite key members of the universities' international offices to Beijing for a systematic tailor-made training on Horizon 2020 by professional EU trainers - ideally experienced trainers stemming from the NCP-network in Europe. Targeting key personnel responsible for international scientific cooperation could indeed be beneficial as they may then further train and disseminate the information widely within their networks.

Logistics

- A closer cooperation between participating countries and the coordinators is needed: to confirm the attendance of each event; to collect the PPTs; to arrange the logistics details in advance. Very late cancellation in this year from some member states did bring quite a few inconveniences to the event organizer. - A closer cooperation between coordinator and host institutions is needed: to spread the event information also to other institutions in the same city instead of just keeping participants from the host institution informed. In this case, to visit different institution in the same city from this year is suggested. - More time for preparation time is needed to mobilise budgets – therefore a clear planning of the Tour should be consolidated in the beginning of next year. - A support letter by MoST to be provided to the organizers as soon as possible before the local events

Promotion of events

- Based on what we have done on promotion of events in this year, such as building an exclusive website for "Tour of China" in EU Del's website and spreading information online by using Weibo, we could update information during the tour more immediately and frequently online in the next year. - Member States are encouraged to forward and spread information about the event more actively on their websites in the next year.

Conclusion

This second edition of the European Research and Innovation Information Campaign was a consolidation of the ground built by the first "testing" Tour in 2012. It fulfilled the goals by bringing awareness and visibility of the European countries to the S&T community in China. The campaign had also a strong impact in terms of image by showing the strength, unity and diversity of Europe. The "Tour" was also an excellent occasion to strengthen personal links between Science Counsellors from Member States, Associated Countries and the EU Delegation. It was agreed with the EU Member States S&T Counsellors during the meeting of December 3rd 2013, that this initiative should be pursued in 2014.

• In 2014, the Tour of China will still be held, and it will be co-organized by Member States and Associated Countries and the EU Delegation.

• More member states as well as associated countries should be involved in next year's event, and put all the interested member states and associated countries to work together instead of working separately.

• A closer collaboration with Chinese counterparts, such as MoST and CECO, and Local Authority related to S&T, should be sought.

• (More conclusions will be confirmed in the finalized version after collecting the feedback from MS&AC)

It is suggested to have an early meeting about the Tour of China 2014 in the beginning of the year, confirming the interest of the Tour 2014 from each Member State and Associated Country and defining the responsibility of the Tour 2014 as early as possible. The EU Delegation would like to warmly thank all European countries for their great support in this "Tour of China 2013".

What is the seminar about? The Delegation of the European Union and EU Member State Embassies, in cooperation with Chinese science and technology organisations are holding a series of information seminars across China. The events aim to raise awareness among research and innovation stakeholders about the R&D collaboration opportunities Europe offers, including mobility schemes. Who are the speakers? Throughout October and November 2013, European Science and Technology Embassy Counsellors and representatives of research organisations from several EU Member States present and discuss the new EU Framework Programme for Research and Innovation (Horizon 2020) in nine Chinese cities.
