Hao Ping

郝平,男, 1982年8月参加工作,北京大学国际关系学专业毕业,研究生学历,博士学位,教授。

现任教育部副部长、党组成员,中国联合国教科文组织全国委员会主任。

Zhang Xiuqin

张秀琴

  张秀琴,1978年2月考入天津外国语学院英语系,同年获中国政府奖学金赴英国杜伦大学留学.1986年获英国文化委员会奖学金在英国利兹大学学习获教育管理硕士学位.

张秀琴女士自1981年起在中国教育部工作,历任留学生司美大处副处长,外事司美大处处长,国际合作与交流司副司长.期间,1988年派驻中国驻美国大使馆任三秘(教育);1995年-1998年任中国驻多伦多总领事馆教育参赞.张秀琴于2004--2007年任国家留学基金管理委员会秘书长.2008年1月出任教育部国际司合作与交流司司长。

ZHANG Xiuqin Director-General, Department of International Cooperation and Exchanges Ministry of Education, P. R. China

Madame Zhang Xiuqin was born in Tianjin in 1955. She entered Tianjin Foreign Languages Institute in 1978. In the same year, she won a Chinese government scholarship to be an exchange student at Durham University, England for three years. In 1986, she was awarded a British Council scholarship and got her Master Degree of Education Administration from Leads University, UK.

Madame Zhang started her career as an international educator in 1981 with the Department of Study Abroad, Chinese Ministry of Education. In 1988, she was posted as Third Secretary (for education) at the Chinese Embassy in Washington DC. From 1995 to 1998, she was the Counselor for Education of the Consulate General of the People’s Republic of China in Toronto, Canada.

Madame Zhang was appointed Secretary General of the China Scholarship Council in 2004 after serving as the Deputy Director-General of the Department of International Cooperation and Exchanges, Chinese Ministry of Education for six years. In 2008, she took up the current position as the Director-General of the Department of International Cooperation and Exchanges, Chinese Ministry of Education.

Du Kewei

杜柯伟,男,1987年毕业于清华大学机械工程系,曾先后在中国东北师范大学留日预备学校和英国西敏斯特大学(Westminster University)学习日语和英语,1992年在日本大阪大学获工学硕士学位。

曾任日本鸿池运输株式会社(Japan Konoike Transportation Limited)项目经理(Project Manager)、中国国家留学基金管理委员会(China Scholarship Council)出国事务部(Division of Studying Abroad Affairs)副主任、中国教育部办公厅秘书、教育部办公厅(General Department of MOE )综合处处长,2008年至今任教育部基础教育一司副巡视员。

Yang Jun

杨军

教育部国际合作与交流司副司长。1988年获上海外国语大学英语专业学士学位,2003年获英国克兰菲尔德大学工商管理硕士学位。

1988年进入教育部,开始从事国际教育交流方面的工作。曾负责教育部与联合国开发计划署、联合国儿童基金会、联合国人口基金等国际组织的合作项目。1995年至1999年,在中国驻英国大使馆教育处工作。1999年完成任期回国后,加入美大地区事务处,先后担任副处长(1999-2004)、处长(2004-2011)。2012年1月起担任教育部国际司副司长。

Yang Jun is Deputy Director-General of the Department of International Cooperation and Exchanges, Ministry of Education of the People’s Republic of China.

He studied in Shanghai Foreign Languages Institute (currently named Shanghai International Studies University) majoring in English language and literature, and got his first degree in 1988. He studied in Cranfield University of England under the British Chevening Scheme and got his MBA in 2003.

Mr. Yang started his career in the Ministry of Education in 1988 and has since worked in the field of international cooperation and exchanges. He started as a Programme Officer overseeing cooperative projects with aid of UN agencies such as UNDP, UNICEF and UNFPA. He was posted overseas to serve as third secretary in the Chinese Embassy in London from 1995 to 1999. When he returned, he joined the Division of America and South Pacific, serving as Deputy Director (1999-2004) and Director (2004-2011), overseeing bilateral exchange programs with countries of America and South Pacific. He was promoted to be Deputy Director-General in January, 2012.

1968年出生,男,汉族,北京市人。1991年7月参加工作,北京师范学院地理系地理教育专业毕业,大学学历,理学学士。中学特级教师。曾任北京市第二中学副校长,东城区教委副主任,市教委基础教育处处长,基础教育二处处长。2012年7月任现职。

Li Yi, Deputy Director-General of Beijing Municipal Education Commission

Mr. Li Yi was born in Beijing, in 1968. He graduated as a B.S. from the Department of Geography, Beijing Normal University, majoring in geography education. He started working in July, 1991. He won the title of the Distinguished Teacher on the municipal level, and successively served as Vice Principal of Beijing No. Two Middle School, Deputy Director of Beijing Dongcheng District Education Commission, and Director of Division II of Basic Education, Beijing Municipal Education Commission. He has been working as Deputy Director-General of Beijing Municipal Education Commission since July, 2012.

From September 1977 to December 1978, he served as an editor in the Editorial Office of the New Education journal hosted by South China Normal University. From January 1979 to May 2001, he served as an editor and the President of Guangdong Education Press. Mr. Huo Jiankang graduated from the Department of Chinese Language and Literature at Guizhou Normal University, China, in 1982. Since the beginning of 1982, Mr. Huo has worked in the Education Department of Guizhou Province, holding successively such posts as: staff of the Admission Office, staff of the Student Affairs Office, deputy director of the Office at Education Department of Guizhou Province, director of the Office at Education Department of Guizhou Province, director of the Finance and Accounting Division, and Director of Education Department of Guizhou Province. 欧阳建平,男,1955年10月11日出生,湖南省湘潭县人。

1980年6月中国地质大学(原武汉地质学院)地质系地球化学专业毕业,1983年7月北京大学地质系地球化学专业硕士毕业,获理学硕士学位;1989年12月中国地质大学研究生院地球化学专业博士毕业,获理学博士学位。

1991年评聘为副教授,1996年评聘为教授。

1983年8月至2010年3月,在中国地质大学(武汉)工作,多年从事地球化学和高等教育管理教学与研究工作。1995年至1996年任地球科学学院副院长,1997年至2004年元月任中国地质大学(武汉)教务处处长,2004年2月至2010年3月任中国地质大学(武汉)副校长。2010年3月至今任湖北省教育厅副厅长。

Ouyang Jianping, male, born on October11th of 1955 Xiangtan County of Hunan Province. In June of 1980, he graduated from China University of Geosciences, majoring Geochemistry in the department of Geology ; in July of 1983, graduated from Beijing University, majoring Geochemistry in the department of Geology, with a master degree of Science in December of 1989, graduated from the graduate school of China University of Geosciences, majoring Geochemistry, with a doctor degree of Science. In 1999 he was elected as an associated professor; in 1996, elected as a professor. From August of 1983 to March of 2010 he worked in China University of Geosciences (Wuhan), and took the position of teaching and researching on Geochemistry and Higher Education; from 1995 to 1996, worked as the vice dean in the faculty of Geosciences; from 1997 to January of 2004, worked as the director in the academic affairs office of China University of Geosciences (Wuhan); from February of 2004 to March of 2010, worked as the vice president of China University of Geosciences (Wuhan); from March of 2010 till now, he is the deputy director-general of Hubei Provincial Department of Education.

1995年任南京农业大学副校长。2001年任中国药科大学党委书记。2006年始任江苏省教育厅副厅长,现分管基础教育、体卫艺教育、教育督导、教育研究等方面的工作。

胡金波先生2003年赴美国宾夕法尼亚大学短期学习。此后曾赴美、加、英、法、意等国做高等教育访问考察。

Hu Jinbo, Deputy Director-General of Jiangsu Provincial Department of Education, research fellow, was from Huai’an, Jiangsu Province, P. R. China. He graduated from Hohai University, majoring in management of technical economics with doctoral degree in management. Currently, he is also Vice President of Chinese Society of Education and National School Inspector.

In 1995, he was appointed as Vice President of Nanjing Agricultural University and in 2001, as Secretary of the CPC Committee of China Pharmaceutical University. Since 2006, he has taken the position of Deputy Director-General of Jiangsu Provincial Department of Education, responsible for basic education, physical, health and art education, educational supervision and educational research.

In 2003, he joined a short-term training program in the University of Pennsylvania, since then he has paid visits to the United States, Canada, the U.K., France and Italy successively for educational studies.

Mr. Yin Houqing was born in January 1953. A former senior/head teacher at a secondary school, he received a B.A. in Chinese from East China Normal University and graduated from the Department of Educational Management at East China Normal University after completing postgraduate studies on educational management.

Currently, Mr. Yin serves as Deputy Director General of Shanghai Municipal Education Commission (Director-General Ranking), and concurrently as School Inspector and non-resident Research Fellow of the National Center for Education Development Research. He is vice chairman of the Chinese Society of Education, vice chairman of Shanghai Society of Education, Adjunct Professor at the East China Normal University and Shanghai Normal University, and non-resident Research Fellow at the Institute of Schooling Reform and Development, a key base designated by the Ministry of Education for research in humanities and social sciences.

Mr. Yin has led, or participated in, the drafting of a number of major reform proposals and policies concerning schooling. He has undertaken research projects including “Research and Drafting of An Outline on the Implementation of Inquiry Learning”, a project in support of curriculum reform for K-12 education initiated by the Ministry of Education.

Yang Meng

杨孟女士在美国康奈尔大学获得理学硕士学位,在北京对外经济贸易大学获得文学学士学位。她曾作为中加政府交流学生在加拿大皇后大学文理学院进行为期两年的学习。

  杨孟女士曾任北京对外经济贸易大学助理教授和讲师。在80年代中期至90年代初,她曾在中国驻华盛顿大使馆教育处先后担任三秘、二秘职务,负责中美教育交流项目。

目前,杨孟任职业技术教育学会常务理事、中国人才研究会妇女人才专业委员会理事、常务理事、中国艾森豪威尔学者联谊会高级顾问、中国教育国际交流协会副秘书长。在此之前,她曾先后担任纽约中国留学服务中心主任特别助理及教育部国际司欧洲处处长的职务。

Ms. Yang has been an assistant professor and lecturer at the University of International Business and Economics in Beijing. She has worked in the Education Office, the Embassy of the People’s Republic of China, Washington DC, Third and Second Secretary in mid 1980’s and early 1990’s responsible for US-China education exchange programs.

Since October 2000, Ms. Yang has been Deputy Secretary General of China Education Association for International Exchange (CEAIE). Prior to that, she was Special Assistant to the President, Chinese Service Center for Students Exchange, New York Branch; and Director of the Division of European Affairs, Department of International Cooperation, Ministry of Education, People’s Republic of China.

She studied in the Faculty of Arts and Science, at Queen’s University, Kingston Ont. Canada, for two years on the Student Exchange Agreement between Governments of China and Canada.

Kai Ming Cheng is a professor and the Chair of Education at the University of Hong Kong (since 1995). He also serves as the Senior Advisor to the Vice-Chancellor (since 2003). sherrill W. ParrisDeputy state superintendent of Education, Division of teaching and learning

Mrs. Sherrill W. Parris serves as the Deputy State Superintendent of Education. She has responsibility for the Division of Teaching and Learning in the State Department of Education. Mrs. Parris joined the Alabama Department of Education in July 1999, as the assistant director of the Alabama Reading Initiative. Prior to her appointment as Deputy State Superintendent, Mrs. Parris served as Assistant State Superintendent, with leadership responsibility for the Alabama Reading Initiative; the Alabama Math, Science; and Technology Initiative; Assessment and Accountability; and Curriculum and Instruction. She represents Alabama on the Advisory Board of SECC-SEDL and on the Council of Chief State School Officers (CCSSO) Deputies’ Organization. Additionally, she

received the Professional Women’s 2007 Excellence of Leadership Award and the University of West Alabama 2012 Alumni Achievement Award. Mrs. Parris received her B.S. degree from Auburn University. Jeannie Oropeza is the Deputy Superintendent of the Services for Administration, Finance, Technology & Infrastructure Branch for the California Department of Education (CDE). The Branch oversees the CDE budget, accounting, information systems, and personnel services; apportionment of state and federal resources to local educational agencies (LEAs); and assistance to LEAs for fiscal and business aspects of public schools. Mike BuckChief Academic Officer

Dr. Buck has 29 years of experience in education having served as a teacher, coach, and administrator at the elementary, middle and high school levels. Prior to becoming the Chief Academic Officer for the Georgia Department of Education, he served as the Assistant Superintendent of Rome City Schools and served for seven years as the principal of Rome High School. He earned his B.S.Ed., M.Ed., and Ed.D. degrees from the University of Georgia and his Ed.S. degree from Augusta College. Dr. Buck resides in Rome, Georgia with his beautiful wife and three beautiful children.

Iowa

Ryan Wise Director of strategic Planning

Ryan Wise graduated with a BA in history from Creighton University. Following graduation, Wise taught American History in Mississippi as a Teach For America corps member. He went on to complete a teacher certification program at Creighton University and taught for three years at Omaha Central High School. He also earned a Master’s degree in Public Administration from the University of Nebraska at Omaha. Wise was the founding Executive Director of Teach For America – South Dakota. In the spring of 2008, he joined Teach For All to lead its engagement with entrepreneurs around the world who were at the early stages of developing the Teach For America model in their country. He helped these leaders successfully start programs in China, Malaysia, Pakistan, Israel,

Argentina, Peru, Brazil, Bulgaria, Spain, and Austria. In 2010, Wise was selected to join the Harvard Graduate School of Education’s new Ed.L.D (Doctor of Education Leadership) program. Wise is currently completing his doctoral residency at the Iowa Department of Education. Jacque Bott Van Houten World language and International Education Consultant

Jacque Bott Van Houten is the world language and international education consultant for the Kentucky Department of Education. She has served as president of the National Network for Early Language Learning (NNELL) and the National Council of State Supervisors for Languages (NCSSFL), advisor for STARTALK, The College Board and the Confucius Institute, and board member of the Joint National Committee on Languages and the National Council for Language and International Studies. Penelope talley Chief Performance Officer

Penelope Thornton Talley was appointed Chief Performance Officer with the Maryland State Department of Education in February of 2013. In this capacity, she provides leadership, guidance, administration and supervision to the Agency’s core monitoring and support activities with a focus on Race to the Top and ESEA Flexibility. She manages the Office of School Effectiveness which includes direct supervision of Assistant State Superintendents for the Divisions of Academic Policy and Innovation, Educator Effectiveness, Student, Family and School Support, The Breakthrough Center and the Office of School and Community Nutrition Programs. She also is an Adjunct Professor of Business and Management at the University of Maryland University College. Prior to this

appointment, Penelope served as the Deputy Chief of Staff/Interim Chief of Staff for the Office of the Deputy Mayor for Education in Washington, DC. Her extensive career has included work in the non-profit, start-up and corporate sectors. She served as Senior Vice-President of Operations and Support Services at AARP. Massachusetts

Mitchell Chester Commissioner of Elementary and secondary Education

Mitchell Chester began serving as Commissioner of the Massachusetts public schools in May 2008 after being unanimously selected by the Board of Elementary and Secondary Education in January.

Dr. Chester began his career as an elementary school teacher in Connecticut, and later served as a middle school assistant principal and district curriculum coordinator. From there he moved to the Connecticut State Department of Education where he oversaw curriculum and instructional programs. In 1997 he was named the Executive Director for Accountability and Assessment for Philadelphia, where he headed the offices of Assessment, Research and Evaluation, Student and School Progress, and Pupil Information Services. In 2001 he moved to

Ohio, where he served as the Senior Associate Superintendent for Policy and Accountability for the Ohio Department of Education, where he oversaw standards, assessments, accountability, policy development, and strategic planning.

Dr. Chester holds a doctorate in Administration, Planning, and Social Policy from Harvard University, as well as advanced degrees from the University of Connecticut and the University of Hartford.

Jonathan landman Assistant Commissioner for teaching and learning

Dr. Landman’s career in education spans thirty years. His career in education began in 1983 when, in the second half of his junior year abroad in the People’s Republic of China, he landed a job at Nanjing University teaching English to the University’s Master’s and Doctoral students. In the intervening years, he earned a B.A. from Brandeis University, an M.A.T. from Tufts University, and a Doctorate in Teaching and Learning from Harvard University. Dr. Landman has served in a variety of capacities in both urban and suburban Massachusetts public school systems: as a history and social studies teacher; as a Principal; as Assistant Superintendent for Curriculum and as a Superintendent. In his current role as Assistant Commissioner, Dr. Landman oversees Curriculum and Instruction at the Department, and

has lead responsibility for the RETELL initiative, “Rethinking Equity and Teaching for English Language Learners.”

Mike P. Flanagan state superintendent

Mike Flanagan was appointed State Superintendent by the State Board of Education on May 18, 2005 . He directs the Michigan Department of Education; chairs the State Board of Education; and advises the State Board of Education, the Governor, and the state Legislature regarding public education in Michigan.

Mike has been a local school superintendent, regional superintendent, and served as the Executive Director of the statewide associations that represent Michigan public school superintendents and intermediate school districts in the state.

Superintendent Flanagan has degrees from the University of Notre Dame and Eastern Michigan University.

North Carolina

Helga Fasciano section Chief for K-12 Program Areas

Helga Fasciano, a graduate of Lenoir-Rhyne University and the University of Florida, is the Section Chief for K-12 Program Areas (Arts Education, English as a Second Language, Health and Physical Education, and World Languages) at the North Carolina Department of Public Instruction (NCDPI). She is a former teacher of French and German. She served as staff to the North Carolina State Board of Education Task Force on Global Education in 2011-2013. Artemio is an architect and a graduate of the University of Oregon School of Architecture. Mark Oettinger General Counsel

Mark Oettinger has been General Counsel of the Vermont Agency of Education (AOE) since 2006. He is a graduate of Dartmouth College and of Albany Law School. He was a judicial clerk at the Vermont Supreme Court, and a trial, business and international lawyer in Burlington, Vermont for 23 years. He teaches at Vermont Law School, and has taught at Dartmouth College, Champlain College, the University of Vermont and at Petrozavodsk State University Law Faculty (Russian Federation) as a Senior Fulbright Scholar in 1995. Mark was 2012 Chair of the National Council of State Education Attorneys (NCOSEA), and during that year, served ex officio on the National Association of State Boards of Education (NASBE) Board of Directors. He also is a

member of the AOE’s legislative advocacy team, and overseas the AOE’s rulemaking processes. Patricia I. Wright superintendent of Public Instruction

Dr. Wright was appointed Virginia’s superintendent of public instruction by Governor Tim Kaine effective October 1, 2008, and was reappointed by Governor Bob McDonnell on April 16, 2010. As superintendent, Dr. Wright serves as the executive officer of the Virginia Department of Education, which is the administrative agency for the commonwealth’s public schools. Before coming to VDOE in 1985, Dr. Wright taught mathematics for 10

years at the secondary and middle school levels in Sussex County and Chesterfield County public schools. Dr. Wright received her doctorate in mathematics education from the University of Virginia, a master’s degree in mathematics education from Virginia Commonwealth University and a bachelor’s degree in mathematics from James Madison University.

scott Jones special Assistant

Dr. Scott Jones is the Special Assistant to State Superintendent Tony Evers of the Wisconsin Department of Public Instruction (DPI). Dr. Jones has been in education for twenty-eight years working at the local, state, and national levels. In addition to his work at the DPI, he has been a teacher, counselor, curriculum specialist, and an adjunct professor. He has a bachelor of science degree in education from Illinois State University, a masters degree in school guidance and counseling from Eastern Illinois University, and a doctorate in Curriculum and Instruction from the University of Wisconsin-Madison.

Anthony Jackson Vice President for Education

Anthony Jackson is vice president for education at Asia Society. He leads Asia Society’s Education Department which strives to enable all students to graduate high school prepared for college, for work in the global economy, and for 21st century global citizenship. Jackson oversees the Education Department’s multi-faceted approach which includes the International Studies Schools Network, a network of over 30 globally focused schools around the United States, the Chinese Language Initiative which provides national leadership to support learning of Chinese language and culture; development of curriculum materials, professional development, and other learning resources to support development of global competence; and the Global Cities Education Network that fosters collaboration between Asian and North American schools systems for mutual improvement.

Vivien stewart senior Advisor for Education, Chair of the Confucius Classrooms Initiative

Vivien Stewart is the senior advisor for education at Asia Society and chair of the Confucius Classrooms Initiative. From 2001 to 2009, she led the development of Asia Society’s programs to promote the study of Asia and other world regions, languages and cultures in American schools and to build connections between U.S. and Asian education leaders. Before her work at Asia Society, Stewart was the director of education programs at Carnegie Corporation of New York; she has also been a senior advisor on education at the United Nations. She has undergraduate and graduate degrees from Oxford University, and her new book, A World-Class Education: Learning from International Models of Excellence and Innovation, was published in February 2012 by ASCD.

Jeff Wang Associate Director for Education and Chinese language Initiatives

Jeff Wang is the Associate Director for Education and Chinese Language Initiatives at Asia Society, where he focuses on increasing awareness and capacity among educators and policymakers to create and advocate for youth partnerships and exchanges. He initiated and supports 100 pairs of sister-schools across the two countries. Previously, Jeff worked at the Connecticut Departments of Higher Education and Education, on the State’s academic exchange initiatives with Germany and China. He studied German, international relations and economics at Connecticut College and received his MA in International Studies specializing in comparative economic history from the University of Connecticut. A native of Shanghai, Jeff has lived, studied and worked in Connecticut, New York City and the Universität Heidelberg. He speaks Chinese, English, and German.

Council of Chief state school Officers

lois Adams-Rodgers senior Advisor

Dr. Lois Adams-Rodgers retired in 2003 after a 32-year career as a Kentucky educator at a variety of levels in urban, suburban, and rural school districts. She has served as a teacher, elementary and middle school principal, special education program coordinator, assistant superintendent, superintendent of schools, associate professor and director of programs at two universities, a state department official in multiple leadership roles, serving as deputy commissioner in the Kentucky Department of Education for three commissioners of education. She holds a bachelor’s degree, master’s degree, and doctorate of education from the University of Louisville. She joined the Council of Chief State School Officers in Washington, DC in 2003 and served as Deputy Executive Director, and now serves in a part-time capacity as Senior Advisor for CCSSO.

Chris Minnich Executive Director

Chris Minnich assumed his role as Executive Director of the Council of Chief State School Officers (CCSSO) in December, 2012. Chris has worked at CCSSO since 2008, when he was hired to direct the Council’s standards program-the work that would later become the Common Core State Standards (Common Core). In 2009 he assumed the role of Strategic Initiative Director of Standards, Assessment and Accountability, where he led the development and adoption of the Common Core in 45 states. In 2010, Minnich became the Senior Membership Director. In the last two years, Minnich has led the Council’s advocacy and communications teams in rallying states to collaboratively reform their standards and accountability systems. From 2005-2008, he held multiple positions at Harcourt (now Pearson), all focused on the advancement and improvement

of assessments. Minnich led the development and deployment of a teacher-centered online portal focused on assessment education. As the Director of Test Design and Implementation at the Oregon Department of Education from 2003-2005, Minnich led the statewide, online assessment implementation for the Oregon Department of Education. Minnich holds a Bachelor of Science in Political Science from the University of Washington, Seattle, as well as a Masters of Public Policy from the University of Maryland, College Park.

Carissa Moffat Miller Deputy Executive Director

Carissa Moffat Miller serves as Deputy Executive Director at CCSSO. Miller most recently served as the Deputy Superintendent of the 21st Century Classroom Division at the Idaho State Department of Education where she has been for 3 and a half years. As the Deputy, Dr. Miller oversaw all assessment, content, and school choice programs. Dr. Miller was elected and has served as the co-chair of the Smarter Balanced Assessment Consortium Executive Committee since July 2011 and was an elected member of the executive committee at the beginning of the grant in October 2010. Dr. Miller was the lead in writing and negotiating Idaho’s ESEA waiver and a new growth model for statewide deployment. Dr. Miller has a strong connection to higher education having spent four years conducting research and evaluation on federal grants at Boise State University

and more than a decade working in student affairs at Marymount University (VA), the University of Wyoming and College of Southern Idaho. Dr. Miller currently serves on the Institutional Review Board for Boise State University and has served as a reviewer for the National Research Council. Dr. Miller received her doctorate in education from the University of Idaho. She received her master’s degree in sociology from the University of Wyoming and bachelor’s degree in journalism from the University of Nebraska-Lincoln.

Harvard University

susan Moore Johnson Jerome t. Murphy Professor in Education

Susan Moore Johnson studies and teaches about teacher policy, organizational change, and administrative practice. A former high-school teacher and administrator, she has a continuing research interest in the work of teachers and the reform of schools. She has studied the leadership of superintendents, the effects of collective bargaining on schools, the use of incentive pay plans for teachers, and the school as a context for adult work. Currently, Johnson and a group of advanced doctoral students are engaged in a multiyear research study, The Project on the Next Generation of Teachers, that examines how best to recruit, support, and retain a strong teaching force in the next decade. The project, which is funded by several foundations, includes studies of hiring practices, alternative certification programs, new teachers’

attitudes toward careers, and new teachers’ experiences with colleagues. Johnson served as academic dean of the Ed School from 1993 to 1999. She has taught in the School’s summer institute programs for administrators and teachers since 1989. William C. Kirby Professor of China studies

William C. Kirby is T. M. Chang Professor of China Studies at Harvard University and Spangler Family Professor of Business Administration at the Harvard Business School. He is a Harvard University Distinguished Service Professor. He serves as Director of the Fairbank Center for Chinese Studies and Chairman of the Harvard China Fund. A historian of modern China, Professor Kirby’s work examines China’s business, economic, and political development in an international context. His current projects include case studies of contemporary Chinese businesses and a comparative study of higher education in China, Europe, and the United States. Before coming to Harvard in 1992, he was Professor of History, Director of Asian Studies, and Dean of University College at Washington University in St. Louis.

At Harvard, he has served as Chair of the History Department, Director of the Harvard University Asia Center, and Dean of the Faculty of Arts and Sciences. Professor Kirby holds degrees from Dartmouth College, Harvard University, and (Dr. Phil. Honoris Causa) from the Free University of Berlin and the Hong Kong Polytechnic University. He is Honorary Professor at Fudan University, Chongqing University, Peking University, Nanjing University, East China Normal University, Zhejiang University and the Shanghai Academy of Social Sciences. He has held appointments also as Visiting Professor at University of Heidelberg and the Free University of Berlin. He is a Fellow of the American Academy of Arts and Sciences.

Robert schwartz Francis Keppel Professor of Practice in Educational Policy and Administration

Robert Schwartz has since 1996 been a faculty member at Harvard Graduate School of Education, where he is currently the Francis Keppel Professor of Practice in Educational Policy and Administration. From 2006-2011 he served as the school’s Academic Dean. From 1997-2002 while a faculty member he also served as the first president of Achieve, Inc, a national non-profit established by a bipartisan group of governors and corporate leaders to help states strengthen academic performance. He previously played a variety of roles in education and government, including high school teacher in California and principal in Oregon; education advisor to Boston mayor Kevin White and Massachusetts governor Michael Dukakis; executive director of The Boston Compact; and education program director

at The Pew Charitable Trusts. He currently co-chairs The Aspen Institute’s Education and Society Program and serves on the boards of The Education Trust, The Noyce Foundation, National Academy Foundation, The Rennie Center for Education Research and Policy, and the US Education Delivery Institute. He has written and spoken widely on such topics as standards-based reform, the transition from high school to postsecondary education and employment, and public/private partnerships. He has degrees from Harvard College and Brandeis University.

U.s. Department of Education

Adriana A. De Kanter Director, Policy and technical Analysis support Division

Directs the Policy and Technical Analysis Support team responsible for special projects like the Doing What Works website and the much acclaimed U.S.-China E-Language Project. The e-language project was a pioneering effort to build a free Internet application for the teaching of English and Chinese using cutting edge technologies and state-of-the-art language learning pedagogy. Currently, also serves as the Coordinator of the Asia Pacific Economic Cooperation (APEC) forum’s Education Network. Successfully coordinated and chaired a major research symposium in Moscow preparing for the 5th APEC Education Ministerial Meeting and oversaw the implementation of the Ministerial Meeting in GyeongJu, Korea in May 2012. Served as the partnership liaison in the Office of Elementary

and Secondary Education. Worked as a special advisor on afterschool issues to Secretary Richard Riley. Served as the Deputy Director for Planning and Evaluation Service. Coordinated the Secretary’s Partnership for Family Involvement in Education from 1994 to 1998. From 1991-1993, directed the Congressionally mandated study of the government’s $8 billion Title I program that serves children identified at risk of academic failure and administered by the U.S. Department of Education. Graduated with a B.A. from Mount Holyoke College in South Hadley, Massachusetts. Received her masters in public affairs from the LBJ School of Public Affairs at the University of Texas at Austin.

Deborah s. Delisle Assistant secretary for Elementary & secondary Education

Deb Delisle was nominated by President Obama (January 2012) & confirmed by the US Senate (April 2012) as Assistant Secretary for Elementary & Secondary Education at the Department of Education. In this role, she plays a pivotal role as principal adviser to the US Secretary of Education on all matters related to pre-k, elementary & secondary education as well as directing, coordinating & recommending policy for programs designed to assist state & local educational agencies with improving elementary & secondary school student achievement. Prior to joining the Department, Delisle served as Ohio’s 35th State Superintendent of Public Instruction (2008 – 2011) where she lead successful application for the US Department of Education’s Race to the Top Program, which secured $400 million

to boost student achievement through innovative programs & numerous statewide reforms. Deb has received several honors & awards highlighting her creativity and innovation to her calling & service as an educator.

Maureen A. Mclaughlin senior Advisor to the secretary and Director of International Affairs

Maureen McLaughlin leads the U.S. Department of Education’s international activities, including the development of the Department’s first international strategy, bringing three decades of experience working on education policy and management issues in the United States and internationally. In 2002-2010, Maureen worked at the World Bank as Lead Education Specialist and Education Sector Manager on education issues in the Europe and Central Asia region. Prior to joining the World Bank, Maureen was a Ian Axford Public Fellow in New Zealand. Between 1988 and 2002, Maureen held several senior positions at the U.S. Department of Education including Acting Assistant Secretary for Postsecondary Education at the beginning of two new administrations (1993 and

2001) and Deputy Assistant Secretary for Policy, Planning and Innovation after 1993. Maureen joined the U.S. Senior Executive Service in 1990 and was awarded the highest awards for government service, the Distinguished Presidential Rank Award (1998) and Meritorious Presidential Rank Award (1996). From 1979-1988, Maureen was an analyst at the U.S. Congressional Budget Office. Maureen holds a Master of Public Policy from University of Pennsylvania and a Bachelor of Arts from Boston College, majoring in Economics and graduating Summa Cum Laude, Phi Beta Kappa.
