WHOグローバルフォーラム：高齢者のためのイノベーション

概 要

世界保健機関健康開発総合研究センター（WHO 神戸センター・WKC）が主催する本フォーラムでは、高齢者

がより健康でいられることに関心を持つ多様な関係者が議論や交流を行い、それによって新たなイノベーシ

ョンを促進させる場所＝プラットフォームを提供し、高齢者のニーズに対応しうるフルーガル・イノベーシ

ョン*の実現を目指します。この課題はあらゆる国々に共通する関心事ではありますが、とりわけ、急速な

高齢者人口の増加がみられる中低所得国に焦点を合わせた討議を行います。

高齢者ができる限り健康で、生産的かつ独立性を保って生活できるようにするためには、最も求められてい

るニーズに対応でき、安全で、効率的かつ手頃で、誰もが享受でき、どこでも手に入り、利用者にとっても

受け入れ可能なイノベーションが必要とされています。

* frugal innovation: 直訳すると「質素なイノベーション」あるいは「倹約イノベーション」。 具体的には、身近な道具を使い、

機能を最小限に抑えることにより、発展途上国や新興国の人々のニーズを満たそうとする発想。

開催目的 3日間に渡るフォーラムでは、以下の事柄について協議を行います。

高齢者のための技術的・社会的イノベーションに関する主要な医療保健システムについて、これまでの研究

から得られた情報・見解・教訓を交換する場を提供する

イノベーションの具体的な成功事例をから認められる知見と課題の解決策を明らかにする

高齢者のためのイノベーションをサポートするために、WHOが取り組むべき今後の

優先課題を特定する

フォーラム参加者は、研究開発における取り組みから得た知見について、また、イノベーションの有用性を高めるため

に今後必要とされる研究分野に関して意見交換を行います。関連する課題については以下のとおりです。

a) 政策立案者：

高齢者のためのそれぞれの状況に応じたニーズ

革新的で効率的かつ適切な技術とそれぞれの地域の高齢者の要求に応えうるアプローチ

さらなるイノベーションの促進、対象範囲の拡張、

アクセスの向上を図るための政策展開、またその際に考えられる障壁

医療コスト削減の可能性

b) 研究者及びイノベーター：

イノベーションの傾向と実情

イノベーション促進のための方策（高齢者の状況に応じた要件とニーズへの対応など）

c) 医療・介護ケア従事者、ケアサービス提供者：

高齢者を支えるために認識すべきニーズや障壁

議論の促進のための方策

高齢者がより長く健康で活動的かつ自立した状態を保てるよう適切な技術や解決策

d) 医療・介護技術生産者：

中低所得国を含めた資源の少ない環境において、高齢者が直面している特定の保健ニーズや課題に

関する実態の把握

イノベーション活用の拡張戦略についての教訓、今後の見通し、情報ニーズ

e) 患者・利用者：

その国の事情や社会経済的背景をふまえた高齢者のニーズ

イノベーション・シンポジウム: 高齢者のためのイノベーション （ ３会場 同時進行 ）

シンポジウムの目的： 機能低下を防止し、自立性を保ち、入院を減らす

同時進行で開催される３つのシンポジウムでは、参加者それぞれの立場からの活発な意見発表・交換の場を提供しま

す。高齢者の健康で生産的、かつ自立した状態を保つためには、それぞれの生活の様々な段階、そして健康な時期

から人生の終末期まで、異なった保健（医療及び介護）技術が必要となります。資源の乏しい環境や国々では安全で、

特定の状況下でも調整可能で、効率的かつ手頃で、誰もが享受でき、どこでも手に入り利用者にとっても受け入れ可

能な、フルーガル・イノベーションが必要とされています。
