Dear Members, Let me first wish all our members health and prosperity in 2014 and the hope that our activities can prosper in the coming year. This, however, is tempered by the bad news, of course, that Hong Kong will now not host the third leg of the Formula E motorsport event in Central on November 8. We thought the granting of the event was assured after the initial visit of the event’s organising committee, only to hear last month that our “slot” had been given to Rio de Janeiro. There was a lot of hard work and lobbying on behalf of HKAA activists and other local interested motorsport enthusiasts to get so far in the bidding and I would like to give a big thanks to all for helping make this dream almost true for us all. There is always next time.

This event would have seen local drivers being given a chance to shine on their own doorsteps and could also have been a big step towards an eventual Formula One debut in Hong Kong. We can only hope!

The Formula E event, if it had been held here, would have also promoted the domestic use of electric and hybrid cars in Hong Kong. The take-up of hybrid and electric cars has been slight at present but with at least eight major manufacturers with outlets in the city boasting hybrid cars of all sizes and performances, there could have been a surge in interest in these vehicles. Could this be the cue for the government to step up its incentives to boost sales of electric cars and hybrid vehicles? We hope so and will certainly be pushing for this to happen!

As an organisation, the HKAA has long campaigned to have an international motorsport event hosted in Hong Kong, having looked over our shoulder for years with envy at the success of the Macau Grand Prix, now heading for its 61st year, and the popularity of Singapore’s street circuit night event. To have failed in the final straight to snare the Formula E event is both frustrating and saddening but we will not be down heartened. We will continue with our quest to have live motorsport as a feature of Hong Kong’s sporting calendar.

We have all campaigned long and hard for this only to be disappointed, but all is not lost. We are looking at having a Formula E event in Hong Kong next year and now we have more time to work on track design and the other aspects that let us down this time round. 親愛的會員:新年伊始,我先恭祝所有會員身體健

康、新年進步,更期望本會今年舉辦的

活動都能獲得空前成功。但在這本是普

天同慶的日子裡卻蒙上了一層陰霾,因

為香港在 Formula E 第三站賽事的舉辦

城市遴選中失敗了。事實上,在 Formula E 賽事籌委會實地視察場地後,我們對

謝。這次雖然功敗垂成,我們的雄心卻

依舊熱熾。

本來,這項賽事在香港舉行的話,除可為

本地車手提供一個在主場揚威的機會外,

我們亦期望是向舉辦一級方程式賽邁出的

重要一步,只要不輕言放棄,我們依然相

信這天終會來臨!

假如香港能成功舉辦 Formula E 賽事,預

期能進一步推廣本地電動車及混能車的使

用率。雖然現時無論電動車或混能車的認

受性偏低,但在香港設有銷售點的8大車

廠均積極推出各種不同大小及性能的環保

汽車,應可提高用家對這類汽車的興趣。

但這對政府來說是否一個需要加快實施環

保汽車相關優惠措施的信號?但願如此,

而我們亦會採取積極行動,向這個目標進

發!

香港汽車會雖然一直協助澳門舉辦格蘭

披治賽事,但眼看賽事在澳門已超過一

甲子,而新加坡所舉行的街道夜賽也廣

受歡迎,也實在有點不是味兒,故多年

來亦歇盡所能,務求將國際賽車盛事帶

到香港。我們會加倍努力,把國際性賽

車活動現場帶到香港,成為本地體壇盛

事。

無容置疑,爭取 Formula E 舉辦權的歷程

漫長而艱辛,我仍要感謝政府在過程中的

積極參與,否則恐怕連取得 Formula E 舉辦城市的「入場券」也沒把握呢!

2014年的失敗並非賽翁失馬,我們有更

多時間設計賽道及準備運作,相信2015年的賽事一定會無比成功。

Question: I have lived in Hong Kong for over 20 years and have followed the debate about electric cars – the good, the bad and the ugly – being introduced here over the last decade. It seems that we are taking “baby steps” with this and without a real lead being taken by the HKSAR government, the flow of electric and even hybrid vehicles will be a trickle rather than a flood. With this in mind, I read with interest that one of the world’s remotest cities, Bhutan in the Himalayas, is in the process of partnering with Renault-Nissan to replace all government vehicles with Nissan electric counterparts and the government has said that taxis and private vehicles should soon follow suit. Why is there not an initiative such as this piloted by the HKSAR government, instead of the limp action we have seen so far?

Answer: A very valid comment well put, but there are a few points that have to be made and comparisons that have to be considered before totally pointing the finger of complacency at the government. The proposed collaboration, between Renault–Nissan and the government of the kingdom of Bhutan, is set to be launched in the capital Thimpu in March. Thimpu has a population of just 120,000 people, far less than any district in Hong Kong. The introduction of the scheme will see a relatively small number of Nissan Leaf cars replacing government vehicles while the next “target”, the city’s taxi fleet, numbers just 3,500, compared to over 18,000 taxis currently operating in Hong Kong. So, it is easy to see that by introducing, say, 2,000 Nissan vehicles in total to the country, Thimpu would become an “electric city”, whereas the same introduction in Hong Kong would hardly make a dent in the current situation. This, of course, is not saying that more electric vehicles in the SAR would not be welcomed.

However, that is not where the comparisons end. For a start, Bhutan’s main export is electricity (to India) and with the introduction of an electric-powered taxi, the driver/owner’s fuel bill would fall from just over HK$100 per day for each “recharging” (presumably for in excess of 250km) to just HK$1.25. That is an economy of scale that could not be matched in Hong Kong. So, having said this, it would appear that the “business model” being mapped out for Bhutan

would not be favourable for Hong Kong.

前開始出現有關電動車普及化的話題,到

今天依舊意見紛紜,令我不禁覺得香港在

這方面仍在「原地踏步」,加上特區政府

方面並無積極政策和措施,以致本地電動

車和油電混合車數量增長極為緩慢。反觀

位於喜瑪拉雅山脈的不丹——世上其中一

個最偏遠的國家——當地政府現已與雷諾

日產合作,所有政府車輛將轉用日產電動

車,並宣佈當地計程車及私家車即將全面

轉為使用電力推動。究竟為什麼香港特區

政府仍然維持現時毫無成效的政策,而不

借鏡不丹的成功例子?

答:這真是一針見血的意見,但在完全把

責任歸咎政府之前,我們首先要考慮幾點

和對比前提。雷諾日產與不丹政府的合作

項目將在3月于首都辛布實行,而項目初

期將只有少數日產Leaf電動車取代政府車

隊的車輛,緊接著的目標將以電動車取代

3,500輛現役計程車,這個數目要比全港

18,000輛計程車少得多,因此,只要有

2,000輛日產電動車在路上行駛,辛布便

成為名副其實的「環保汽車城」;雖然政

府並非不歡迎電動車的出現,假若在香港

依樣葫蘆的話,以現時的情形來說將恐怕

是效果不彰。

但是兩地的分別更不止於此。由於不丹的

出口業以出口電力至印度為主,在引進電

力驅動計程車後,司機或車主的燃料成本

將由每日略高於港幣100元,降低至每次

充電只需港幣1.25元(以每次充電約可行

走250公里),香港實在很難取得如此規

模的經濟效益。另外,由於辛布的公共運

輸基建並不完善(不知道港鐵公司有沒有

計畫到不丹擴展業務?),投入服務的鐵路

和幹線數量非常有限,致使大部份居民只

能依賴計程車代步,因此在不丹使用的模

式在香港反而難見其利。話雖如此,我們

將繼續督促政府加快推出電動車優惠措

施,並期望規模能比政府車隊及警隊引入

Renault Mégane更大。

Question: Having lived in Kennedy Town for some years and being a driver with a public car parking space, I am a little concerned about the impact on the traffic infrastructure with the opening of the new MTR stations in the area. At present, there can be long tailbacks coming out of Kennedy Town/ Western towards Central. Are there any plans in place to cater for the extra numbers of taxis, buses and other vehicles that will be “dropping off” and passing by these new stations?

Answer: It is very hard to say what will occur when these stations come into being and it certainly does not seem evident that there have been many or any main changes to the road design and traffic flow patterns, although this may come in the fullness of time. Kennedy Town has become a “bottleneck” at various junctions over recent years with the creation of new residential and commercial buildings, particularly for drivers trying to reach Victoria Road. Hopefully, the Highways Department has had previous consultations with the MTR Corporation to ensure that sanity prevails when the rush to these new stations takes place. However, as things stand at present, there is a likelihood of an increase of traffic around the stations at “rush hour” times so the easy way out of this situation could be the introduction of double yellow lines around the stations with an army of traffic wardens on hand to ensure that each of the areas become a “no stopping” zone.

問:本人是堅尼地城的老街坊了,平日我

都會把車泊在公共停車場。我很關注港鐵

西港島線通車後對區內交通運輸基建的影

響。現時由堅尼地城和西區至中環的路面

已是經常大排長龍,政府對即將大量增加

的港鐵站接駁交通或行經西港島沿線車站

的各種車輛,例如計程車、巴士及其他交

通工具路線等有沒有完善的安排?

答:現時實在很難估計西港島線通車後的

實際情況,暫時似乎並無跡象顯示有需要

對區內交通作任何或重大改變,但亦不排

除在更遠的將來可能有這個需要。近年堅

尼地城因地利關係——區內新的住宅和

商業大廈相繼落成,特別是需要到域多利

道的駕駛人士增多,已成為區內的「樽頸

位」。我們希望路政署跟港鐵公司在事前

有足夠的溝通,並準確判斷實際通車後

可能出現的人車流量。但就目前的情況看

來,在繁忙時段港鐵站附近路面交通壓力

增加的機會很大,最簡單的解決方法就是

在港鐵站出口附近設立雙黃線禁區,同時

安排交通督導員加強巡邏,防止車輛在港

鐵站出口停泊。在解決擠塞情況而言這是

個痛苦但簡單有效的方法,可是對駕駛人

士、公眾以及計程車司機來說卻不能說是

一個好消息了……

Dear Members,Firstly, let me thank all of you, our members, for supporting the HKAA over the past year and I wish you the best of health and prosperity for the coming year.

Looking back to last year, a most memorable event was the Eco Drive competition on Lantau, which saw the then unseasonal weather break to give us glorious sunshine for the fuel-saving drive from Kowloon Bay to Lantau and its surrounding villages.

I would like to thank all the sponsors especially NP360, Caltex and IVE Shatin for the tremendous support they gave to the event both before and on the day and another heart-felt thanks to all of the volunteers – almost 300 of them – who helped ensure that the whole day ran like clockwork . . . or as smoothly as a finely-tuned engine. It is events like the Eco Challenge that help raise the profile of the HKAA, so future events like this one are most valuable to the HKAA. And, in saying this, we are sure that the Eco challenge will grow from the unqualified success it was last year to an even bigger event nearer the end of this year, with a bigger carnival atmosphere and a big jump in the number of teams and individuals taking part. We are already looking at several ways to expand the event and make it more attractive to not just our members but the driving public all over Hong Kong. It was indeed a pleasure to officiate at the event and take part in the many activities, in between checking the clock to see who was recording the best times on the day.

Finally, I would like to commend the Macau Grand Prix Committee for two superb weekends in November to celebrate the 60th running of the Macau Grand Prix. Quite memorable.

一屆昂坪360香港慳油駕駛比賽」。

比賽當天,從九龍灣出發至大嶼山昂

為一貫陰寒的12月帶來難

們將繼續積極籌辦類似的活

AFTER an absence of 16 years from top-class LMP1 racing, Porsche has entered two new hybrid prototype cars for this year’s World Endurance Championship, starting at Silverstone in April and including the famed Le Mans 24-Hours event in June as the highlight of the season.

Australian former Red Bull F1 ace Mark Webber reinforces an already confirmed line-up of 2010 Le Mans winners, German Timo Bernhard and Frenchman Romain Dumas, along with Swiss-born Neel Jani on the Porsche driving roster.

Porsche wound up their 2013 prototype development programme with Webber making an early appearance for the team. Although not due to join the German marque until January 1 this year, Webber was given the chance to climb aboard the new Porsche LMP1 racecar earlier than expected after Red Bull Racing gave the Australian permission to join test driving at the Autódromo Internacional do Algarve circuit near Portimao in Portugal, even though he was still under contract to the Milton Keynes-based Grand Prix team.

Changes to WEC regulations may prove testing for some drivers as the rules now stipulate that manufacturers have to run hybrid vehicles in the top LMP1 class, and, in developing the all-new Porsche race car, which features a highly efficient, high-performance drive system, Porsche engineers have designed a new four-cylinder petrol engine with direct injection mated with two energy-recuperation systems. The recovered energy is stored in a battery until retrieved by the driver, with a powerful electric motor providing additional drive to the front axle.

However, WEC rules also limit the amount of fuel as well as the electrical energy – or boost – available to the driver on each lap, making fuel economy as critical an issue as top speed.

In detailing its full endurance racing programme for its Night of Champions in Weissach in December last year, Porsche revealed that its new LMP1 racecar will be called the 919 Hybrid, which is something like the 918 Spyder . . . only faster. With a four-cylinder engine and a pair of electric motors, the 919 Hybrid will be taking on the top class at Le Mans, In addition to its driver line-up, Porsche has assigned its works driver Marc Lieb and former F1 test driver Brendon Hartley to the effort.

The factory is also supporting teams that will compete in the 911 RSR in the FIA World Endurance Championship as well as the United SportsCar Championship in the US, taking Porsche off the pit wall So, Porsche now heads into the 2014 season with the most extensive motorsport programme ever. Porsche North America will also contest the new Tudor United Sportscar Championship with CORE autosport as the race team. The new season kicked off at the Daytona 24 hour race on January 25.

The DriversPorsche Motorsport’s driver squad has also grown to record size. For the upcoming season, Porsche has signed on 20 drivers including four Porsche juniors and a scholarship candidate chosen from the international one-make race series. All current Porsche factory pilots have received a contract for the 2014 season. “We’ve never had such a large driver line-up in the history of the company,” said Wolfgang Hatz, a Board Member for Research and Development at Porsche AG.

“We are very proud of our strong international driver line-up. Three of the six drivers come from our own Porsche driver squad, two were even Porsche juniors. This is something we are particularly proud of.” Hatz continued: “The vehicle name 919 hybrid follows on from the tradition of the Le Mans-winning 917, but it is also with a view to the 918 Spyder, and acknowledges the company’s embarkation into the hybrid future. With hybrid sports cars like the Cayenne as a SUV, the Grand Touring Panamera, and the 918 Spyder three-litre super sportscar, we are on the right track. But to continue leading the way in the future and to merge sportiness with sustainability, we need to keep learning. Maximum efficiency in energy consumption is the directive of the new WEC regulations for the works-entered class 1 prototypes – and that is also the direction for the automobile future.”

Fritz Enzinger, Head of LMP1, added: “We had a substantial number of applicants from all classes for the two 919 hybrids. We were looking for experience, sheer speed, technical understanding, and we wanted team players because this is more important in endurance racing than in any discipline.”

Frenchman Frédéric Makowiecki (33) will join the ranks of Porsche Motorsport’s GT squad this season and pilot a 911 RSR. Makowiecki, who prefers to be called Fred Mako, is a regular competitor behind the wheel of Porsche race cars. He has over nine years of experience in the cockpit of the 911. One of his greatest achievements was clinching the title of the Porsche Carrera Cup France in 2010.

“Frédéric Makowiecki is one of the fastest and most experienced GT pilots,” said Porsche Head of Motorsport Hartmut Kristen. “He has a great deal of experience on virtually all international race tracks and he knows precisely how to drive a Porsche 911 fast. I’m very much looking forward to working with him.”

Porsche Mobil 1 Supercup continues with Formula 1The Porsche Mobil 1 Supercup continues to run as part of the Formula 1 weekends. The successful partnership, which began back in 1993, has now been extended for another three years, up to and including the 2016 season. For more than two decades, the flagship of Porsche’s one-make race series has been regarded as one of the major launching platforms for an international GT career.

“The Supercup is the crown of Porsche’s brand trophy series. It has everything that makes international motor racing great. Many of our works drivers are the best sports car pilots in the world and they came from the Supercup,” said Porsche Motorsport boss Hartmut Kristen. “We’re delighted to be able to continue offering our partners and fans exciting racing in such an attractive environment like the top league of motorsport.”

The Porsche Mobil 1 Supercup heads into its 22nd season on May 11 in Barcelona. Nine events with a total of ten races make up the calendar. A highlight of the season will be on October 12 at the Supercup debut on the new Formula 1 circuit in the Russian Winter Olympic city of Sochi.

Timo Bernhard and Romain Dumas were the first drivers to be selected. The two bring the experience of seven overall victories each from 24 hour races – Nürburgring, Daytona, Spa and overall victory together in Le Mans with Audi. In July 2013, the ex-Formula 1 test driver Neel Jani joined the team, with Mark Webber onboard since the end of the 2013 Formula 1 season. Brendon Hartley and Marc Lieb now complete the squad.

Hartley left his New Zealand homeland early to advance his racing career in Europe. Following on from successes in the Formula Renault and Formula 3, came the long-awaited Formula 1 contract – as a test driver but with precious little chance to race. Hence, parallel to his F1 commitments, Hartley turned to sports car racing. He said: “I’m incredibly proud that Porsche has chosen me. I was deeply impressed at my first outing in Le Mans. But to compete there in the LMP1 for an iconic company like Porsche is another dimension completely.”

Marc Lieb was 20 years old when his career as a race driver at Porsche took off. In 2000, he won the Porsche Junior driver selection and, in addition to a raft of class victories, he also scored five overall wins at 24 hour races, four times on the Nürburgring, once at Spa. “I have been fortunate enough to celebrate victories with Porsche all over the world,” said Lieb. “Even in the GT class at Le Mans, people there always asked when we would return to the LMP1 class. Since the project was given the go-ahead, I only wanted one thing: to be involved. Le Mans and Porsche, I can’t even begin to describe how excited this makes me feel.”

Mark Webber said: “For me a lot of it is familiar, a lot is foreign, everything is special. I’m absorbing every bit of information I can and I’m already looking forward to the next tests.” The nine- time Grand Prix winner took the wheel of the 919 hybrid for the first time in December in Portimão, Portugal.

Timo Bernhard has a few more kilometres to his credit. He said: “I’ve been with Porsche for 15 years and I feel an immense responsibility that comes with the return to LMP1. In the development, all your skills as a driver are required. The first premise is not to drive fast, it’s more to feel what the car is doing and to share even the smallest details with the engineers.”

Romain Dumas, who celebrated his 36th birthday on the Night of Champions, added: “We are a good team for the development of the 919 hybrid. We have a lot of work ahead of us. The 2013 class victory with Marc Lieb and Richard Lietz in the factory-run Porsche 911 RSR was really great, but now we’re heading into new territory, and with all the complex technical innovations, our new squad faces an enormous challenge.”

Neel Jani said: “It has always been my goal to one day fight for overall victory in the WEC and Le Mans. To do this you have to be part of a good works squad, and this is where I am right now. To compete for Porsche is a great honour and it comes with a lot of responsibility. We want to write a new chapter in the great history of Porsche motorsport, even if it takes time. The technology is completely new and we need to grow together as a team.”

Martin Ragginger wins Porsche CupAfter a successful season in international GT racing, Austrian Martin Ragginger (25) celebrated winning the Porsche Cup as the best Porsche private driver in the world. On the occasion of the Night of Champions on December 14 in the R&D Centre at Weissach, Ragginger accepted the Porsche Cup from Dr. Wolfgang Porsche, chairman of the Supervisory Board at Porsche AG.

Porsche has acquired a 51 percent stake in Manthey Racing GmbH and as such continues to expand its long and successful collaboration with the race outfit from Meuspath at the Nürburgring. “I’m sure this will help us to prepare even better for the challenges we are facing together in the WEC and I look forward to working with Olaf Manthey, Nicolas Raeder and Martin Raeder,” said Wolfgang Hatz.

While it is a dubious prospect in a place like Hong Kong, there is no doubt that an all-wheel drive system is generally safer and offers more sure-footed car control in all conditions. The new MINI Paceman offers what makers BMW call ALL4. Introduced in mid-2013, the Paceman is just one more variant in the increasingly diverse MINI line-up. And of course, the MINI is anything but “mini”. Compared to the 1959 Alec Issigonis phenomenon, which offered a wheel at each corner, minimal interior space, two doors (and originally sliding windows), the BMW version, launched in 2001, featured every creature comfort you could wish for, but it came with a significant increase in overall dimensions.

The MINI Paceman is truly anything but mini but it is an impressive piece of machinery. Featuring five doors and comfortable seating for four, it maximises both passenger and cargo space. Available with a six-speed automatic transmission (six-speed manual is available to order), the Paceman also benefits from an electromagnetic centre differential that distributes drive force at continuously variable levels between the front and rear axles. Its electronic control system is integrated directly within the DSC (Dynamic Stability Control) control unit, enabling it to direct drive torque quickly and precisely to where it can be most effectively transformed into drive.

A number of other safety systems are standard, including ABS, electronic brake-force distribution (EBD) and something called “cornering brake control”, which does exactly that to prevent the driver hitting the brakes too hard when turning.

Power comes from the proven BMW 1.6 litre engine (built at Hams Hall in the UK, whereas the vehicle itself is built in Austria) that delivers 122 bhp (90kW) at 6,000 rpm. Maximum torque output is 190 Nm at the relatively low engine speed of 4,250 rpm. The benchmark standstill to 100 km/h mark is reached 11.7 seconds, while maximum speed is a respectable 183 km/h.

On the RoadIn reality it could be any small BMW you were driving: visibility is excellent, all the ancillary controls fall readily to hand and acceleration, although not startling, is perfectly adequate for Hong Kong roads. Because of the central differential, it will operate in two-wheel drive mode for the majority of driving, although the driver will be unaware of this. The Frozen Black metallic paint finish is created using a complex manufacturing process exclusive to the BMW Group. Attached exterior parts such as the model-specific front and rear aprons and the exterior mirror caps are finished separately in the paint finish Frozen Black metallic. Due to the labour intensive process used to apply this exclusive body colour during production it is limited to a restricted number of cars. Frozen Black metallic is of the same high quality as the other paint finishes available for MINI in terms of abrasion resistance and colour fidelity. The finish is completely weather resistant and car wash resistant; however hand washing does require special care as spot cleaning of the surface using wax or polish can leave an unwanted gloss effect. For this reason the BMW Group offers care products developed specially for treating the Frozen Black metallic paint finish.

For more than a decade, the Ngong Ping 360 cable car on Lantau Island has taken visitors on countless stunning journeys between Tung Chung Town Centre at sea level to the soaring highland of Ngong Ping.

From concept to realityThe Ngong Ping 360 cable car system is an engineering marvel that was a long time in the making. “Ngong Ping 360 was conceived not as one single project but as five separate projects, with each structure along the cable way presenting its own requirements and challenges,” Shao said.

The conceptual seed of the cable car network was planted in September 2002, and the operational permit was granted in May 2006. Ngong Ping 360 was launched in 2009, complete with glass-bottomed crystal cable car cabins providing guests with the soaring experience of walking on air.

Reliability is the key to successNgong Ping 360 has installed a set of precise sensors in its cable car system to closely monitor the operation of the cable cars. Nearly 30,000 signals are detected and managed every single hour to ensure that the cable car operation adheres to the highest safety standards. In addition, scheduled maintenance works are arranged every year.

One of Hong Kong’s most coveted tourist attractions Ngong Ping 360 has been lauded with worldwide acclaim, which is reflected by the many awards it has received over the years. These include twice winning the “Asia Excellence Brand Award”, organised by Yazhou Zhoukan magazine in recognition of the most influential brands from Hong Kong, mainland China, Taiwan, Singapore and Malaysia. Sophie shines in the sun

A Hong Kong-based solar car, partly sponsored by the HKAA, has just completed a successful stint in Australia, placing third in the 3000km World Solar Challenge.

SOPHIE, the fourth-generation solar-powered car developed by the Vocational Training Council’s IVE Engineering Discipline, began the epic journey from the city of Darwin, and sped through deserts, grassland and rocky terrain as part of the international solar car race that attracted 40 teams from 23 countries and regions. The effort put into enhancing the design, the comprehensive planning and the perseverance to overcome the barriers in the race saw the IVE team, a novice participant, finish the GoPro Adventure Class race as third runner-up.

First developed in 2009, the solar car took part in the Shell Eco-marathon Asia in Malaysia last year, but the World Solar Challenge was to prove much more taxing and challenging, with a longer distance and being required race on regular roads rather than a designated track. This meant that SOPHIE only became capable of joining the biennial contest after more than a year of improving and fine-tuning its design.

The SOPHIE team, which consisted of IVE students and staff members, took six days to complete the race, as they were only allowed to run the vehicles from 8:00am to 5:00pm, and they also had to reach the 10 control stops before each deadline. If one team did not arrive in the stops before the closing time twice, it would have been disqualified.

Driving SOPHIE is totally different from driving a regular vehicle. “I had to almost lie down and lift my legs at heart level when driving SOPHIE, so your legs could go numb very easily,” said Shek Chi-keung, a student who was hand-picked to drive the sun-powered car. “I was quite nervous on the first day. I wasn’t really afraid of the winds but road trains, a kind of truck that pulls four or five wagons, could affect the control car so I had to ensure that the solar car stayed on its course. We also analysed its energy level to formulate a race strategy.” After its success in Australia, the Sophie team is now looking for new challenges to conquer.

參與 World Solar Challenge 賽事的香港戰車SOPHIE,

是職業訓練局轄下香港專業教育學院工程科研發出的第

四代太陽能車,這項吸引來自23個國家及地區共40隊

車隊參與的國際性太陽能車賽事,以達爾文市為起點,

途經沙漠、草原與岩石嵯峨的地表。IVE團隊在這項賽

事中雖然是「新手」,卻能以無比毅力,在參賽車輛的

設計及整體計畫上精益求精,應付多變的路況,最終完

成了 GoPro Adventure 級別賽事,並奪得季軍殊榮。

SOPHIE於2009年首次面世,去年也參加了在馬來西亞

舉行的 Shell Eco-marathon Asia 賽事,但相對 World Solar Challenge 的難度而言,包括在一般道路而非特

定賽道上駕駛更遠距離,所需投入的心力和挑戰要大得

多,因此SOPHIE亦花了超過一年時間在設計上不斷作

出改良和修正,才正式出戰這項雙年賽事。

由IVE師生組成的SOPHIE團隊在每天「朝8晚5」的行車

限制下,僅6天就完成了整個賽程,並比規定時間更早

到達全程的10個中途檢查站。任何參賽隊伍若有兩次

逾時到達中途檢查站的話,將被取消參賽資格。

駕駛SOPHIE與駕駛一般汽車完全是兩回事。「在駕駛

SOPHIE時我幾乎是平躺著,同時雙腿屈曲,膝蓋碰到

胸口,所以雙腳很容易發麻。」被指定負責駕駛戰車的

石志強同學表示。「賽事第一天我真的很緊張。儘管不

怕強風對車輛的影響,但公路列車,那是一種後面拖著

4、5個貨卡的公路列車,就造成很大問題,所以我必

須極力將車子保持在既定路線上。我們亦對SOPHIE耗

能水平方面進行詳細分析,以制定比賽的戰略。」

在澳洲賽事取得輝煌成績後,SOPHIE正摩拳擦掌,面

Hong Kong motorsport fans’ dreams of having a “Formula” event on home spoil later this year crashed when the FIA’s E Championships third leg was awarded to Rio de Janeiro.

Hong Kong was due to host the third race in the Formula E series on November, with the first race kicking-off in Beijing on September 20, then moving on to Putrajaya, Malaysia, for an October 18 event, before coming to Tamar.

But hopes of that scenario were dashed when the FIA decided the Hong Kong street circuit was not up to scratch and switched the event to South America. A FIA delegation had initially visited the track site and had made observations, which seemed to be surmountable.

The FIA and authorities in Hong Kong had some difficulties over one part of the paddock design, which included two tunnels that would, effectively, slow the cars down. The track, as it was laid out, was less thaneight metres in length, which did not match FIA standards. Despite the race being scheduled over a weekend, not all parties could agree to the layout. The length of the track was to be shortened from 2.6 km to 2.1 km, but this version was apparently also unacceptable.

The HKAA had been heavily involved in bringing the event to the city, arguing that as Formula E utilises electric cars on a road circuit there can be few objections to bringing a world-class event to Hong Kong.

HKAA president Lawrence Yu Kam-kee said the usual obstacles critics raised when the motoring organisation previously mooted introducing motorsport events to Hong Kong, such as environmental pollution and noise pollution, now had no foundation in relation to the Formula E racing series.

It appears that only the track issue remained to be resolved.

“We had been working on the details for over a year and we believed we did not have to worry about the lack of a proper F1 track. The coast seemed clear because obstacles like noise no longer exist in Formula E racing,” Yu said.

香港賽車迷翹首以待,極可能於年底在本地舉辦的 Formula E 第三站電動方程式賽事的夢想,終在國際汽車聯會宣佈將在里

約熱內盧舉行的一剎破滅。

Formula E 賽事的第一站將於9月20日在北京揭幕,10月8日移師

馬來西亞的Putrajaya作第二站比賽,然後在香港進行第三站賽事。

但香港賽車迷這個願景落空了,因為國際汽車聯會代表團初步

視察賽道場地後的結果顯示,香港街道仍未達賽道標準,而根

據他們觀察所得,這些問題看來暫時仍然難以克服,故第三站

舉辦權最終花落南美。

國際汽車聯會與香港政府特別對政府總部對開的一部份的賽道有很

大的保留,那是接近政府總部大樓出口的賽道似乎不堪承受如此

大的流量。儘管賽事已安排在週末舉行,仍然未能獲得全體一致通

過。而將賽道由2.6公里縮短至2.1公里的方案似乎亦難以接受。

為把 Formula E 賽事帶到香港,香港汽車會已歇盡所能在各方面

努力斡旋,並指出賽事的重點乃是採用電動車,在現成路面作

賽,因此這個國際性賽事應不會引起太多的反對聲音。

香港汽車會會長余錦基太平紳士表示,多年前當汽車會提出把

賽車活動引入本地時已知道,必然會出現種種阻力,例如對環

境可能造成的污染及噪音問題,但今次 Formula E 的賽事卻不會

有這些憂慮。

看來要解決的問題就只剩下賽道及後場區了。

「我們花了一年多時間完善賽事活動細節的設計,而舉辦賽事

的障礙例如噪音問題,由於 Formula E 車輛的獨特性已經不再存

在,因此我們相信無須擔憂沒有符合一級方程式標準的賽道,

障礙經已掃清。」余會長表示。

「加上 Formula E 對賽道的要求並不像傳統方程式賽事那樣嚴

格,換言之並不需要由零開始興建比賽場地,但出乎意料的,

問題竟然出在街道賽事路段。」

余會長補充,他早應著手推動本地車手參與這項賽事。

「我本期待看到香港賽車手在主場參賽,更希望在未來10年甚

至更長時間都能作為 Formula E 的比賽場地,以推動本地賽車運

動。」他說。

本地賽車迷多年來為將大型賽車活動引入香港,貢獻良多,余

會長表示這次在最後關頭失落舉辦權對他們的努力是一個很大

的打擊。

「多年來我們主動向世界汽車運動理事會、香港政府以及商業

機構協商指出,香港絕對有能力舉辦賽車活動。就在我們所付

出心血將獲得回報時傳來落選的消息,實在令人極度失望。」

實事上,數年前紅牛車隊贊助,在同一路段展出旗下F1賽車,

已吸引超過4萬人到場一睹其風采,足證香港的賽車迷不在少

數,故此香港汽車會各人無不認為 Formula E 賽事將成為本地萬

眾矚目的盛事。

賽道問題令香港喪失國際性賽車舉辦權

“Moreover, the track needed for the race does not have as stringent regulations as the traditional formula races. That means there is no need to build a course from scratch, but we did not anticipate the road circuit problem.”

Yu added that he would have been pushing for local drivers to take part in the event.

“I was hoping to see Hong Kong drivers be a part of this event in their home town. I also wanted this race to be run in Hong Kong for the next decade or more for the betterment of local motor sports,” the HKAA president said.

a major event for many years and Yu said that this hard work had been dented at the final hurdle.

“Over the years, we took the initiative to negotiate with the World Motor Sport Council, the Hong Kong government as well as business enterprises, convincing them that it is doable. And now, all the effort and tears we shed seemed to have paid off, then we were rejected” Yu said. “It is very disappointing.”

HKAA officials perceived a great local interest for the event, pointing to the fact that when Red Bull exhibited its F1 car in Hong Kong on the proposed street circuit several years ago, more than 40,000 people turned up to the event.

Laws covering the use of safety seats and belts for children in private cars may change in the coming year in the wake of a Transport Department proposal made to the government after consultations with various statutory bodies.

Speaking to Driven, Mr. Leung Tak-fai, Assistant Commissioner for Transport (Technical Services), said: “We have consulted the Transport Advisory Committee and the Legislative Council Panel on Transport on the proposal. In coming months, we will carry out a survey to gauge the views of private cars owners in order to the proposal forward. We plan to submit the legislative amendments to the Legislative Council for consideration in 2014/15.”

This would mean that all young children travelling in private cars and SUVs would be required to use safety seats and belts, if the proposal became law, although thoughts among government officials vary on the age limits for the proposal, with four options ranging from children up to eight years old or 11 years old.

The current Road Traffic (Safety Equipment) Regulations in Hong Kong maintain that all children aged under three must be placed in a secured carry cot or in a safety seat if they travel in the front seat of a private car, but these rules do not cover older children or those sitting in the back. Adults must wear a safety belt, whether they sit in the front or the back of a vehicle, according to the regulations.

A government paper submitted to the Legislative Council revealed that the stipulation for children could change. “It is noted that the number of private car child passengers killed or seriously injured in traffic accidents has been low in recent years … we think that there is room to further enhance the statutory requirement of [child safety] devices in private cars for their better protection,” the paper stated.

Booster seats for children aged over three years old cost at least HK$400 each, while safety seats for younger children cost as much as HK$6,600. Officials estimated 75,000 to 99,000 families could be affected.

Legco’s transport panel vice-chairman Gary Fan Kwok-wai said that while it was good to raise the requirement to protect children aged under eight, the transport bureau must be careful about whether it was appropriate to lift the limit even further. “Some foreign research suggests that if children are old enough, adults’ safety belts are good enough for them,” Fan said.

The majority of passenger cars these days are equipped with ISOFIX anchorage points that correspond to matching connectors on child safety seats. With this system the child seat is secure and permanently attached to the body of the car.

However, this safety feature is not mandatory in Hong Kong and is not covered by the Transport Department’s proposals on safety seats and belts for children.

When asked about this, the transport boss said: “We note that ISOFIX anchorage points are required in Japan and Europe. It is however not mandatory in other jurisdictions. We would continue to keep abreast of the overseas development of ISOFIX provision to see if there is a need to require such provision in Hong Kong.

“Nonetheless, an approved child restraint device (CRD) complying with the specified standards, with or without ISOFIX, provides safety protection to child passengers.”

Reducing riskIn the event of an accident, the child safety seat is slowed just as quickly as the car itself due to fixed, physical connection between the vehicle body and the seat. This reduces the strain on the cervical spine as well as the risk of head injury. Additionally, sideways movement of the child seat is minimised and the tipping movement to the front is intercepted.

In a frontal or side impact, ISOFIX reduces the force applied to the occupant of the safety seat, minimising the risk of injury. In a frontal collision, the ISOFIX system slows the seat at the same rate as the car, whereas if the child seat is secured by just a three-point seat belt, the rate of deceleration only takes effect when the belt has reached full stretch. This increases the force applied to the child.

Installation of the child seat is simplified by the ISOFIX system, which results in less risk of error. Britax estimates that only around 30 percent of child safety seats that are secured through the vehicle safety belt are correctly installed, whereas over 90 per cent are correctly installed when using ISOFIX. In general terms, if it is an older car or utility vehicle, it is not possible to retro-fit ISOFIX, but in some cases the manufacturer of the vehicle may offer an installation kit. It is advisable to check with the distributor.

Overseas law In the UK, the law requires all children travelling in cars to use the correct child restraint until they are either 135 cm in height or the age of 12, whichever they reach first. After this, they must use an adult seat belt. There are very few exceptions.

It is illegal to carry a child in a rearward-facing child seat in the front of a car if the car is equipped with a passenger airbag. In the rear, the child must be carried in the appropriate child safety seat. In a licenced taxi or hire car, a child may travel unrestrained if there is no child restraint available, but only in the rear of the vehicle.

隨著運輸署提交的一份建議,並向多個法定機構諮詢後,政

府有可能在今年對有關私家車使用兒童安全座椅及安全帶的法

例作出修訂。

運輸署技術服務科助理署長梁德輝先生接受Driven訪問時表示:

「我們已經就這個建議書諮詢過交通諮詢委員會及立法會交通

事務委員會,在未來數月內,我們將會向私家車車主收集意

見,以推行建議書當中提出的修訂。我們預計在2014/15年度

內向立法會提出相關的修訂法例。」

若這項修訂獲得通過,就代表所有乘坐私家車及SUV的小童將必

須使用安全座椅和安全帶,雖然政府官員之間對建議中所提出

的年齡限制,包括4個以8歲或11歲作為限的參考選擇,仍是意

見分歧。

目前香港的道路交通(安全裝備)條例中規定所有3歲以下小童

如坐在私家車前座,必須使用已固定於汽車座椅上的手提躺床

或安全座椅,卻沒有涵蓋年齡較大或坐在後座的兒童的安全指

引,但根據法例則規定成年乘客無論在前座或後坐都必須使用

安全帶。

一份政府提交立法會的檔中提出,兒童乘車安全的規定可作出

修訂。檔中指出:「鑒於乘坐私家車的兒童在車禍中喪生或重

傷的數字近年維持在低水平…我們認為在私家車兒童安全裝備

的規管上,仍有加強的空間,令他們得到更好的保護。」

購買一個3歲以上兒童適用的輔助車座椅最低消費為港幣400元,而適合年齡較大兒童的安全座椅價值更可高達港幣6,600元,官方估計有75,000至99,000個家庭將受到影響。

立法會交通事務委員會副主席范國威認為,提高對8歲以下兒童

保障的規定無疑是好事,但運輸署必須慎重考慮進一步提高年

齡上限是否合適。范國威表示:「有外國研究顯示,若兒童已

到較大年紀,成人安全帶對他們的保護已經足夠。」

現時大部份載客車輛的常規安全設備均已包括符合ISOFIX國際標

準,並固定在車身上的可銜接兒童安全座椅的固定系統,這個

系統讓兒童座椅可永久地固定在車上。

但是在香港,安裝這個系統並非強制性,而運輸署在關於兒童

安全座椅和安全帶的建議書中亦未提及。

當被問及這一點時,助理署長表示:「我們瞭解到日本和歐洲

均要求汽車安裝ISOFIX固定系統,但在其他地區則並非一個硬性

規定。我們會繼續密切注意ISOFIX系統在海外的發展情況,研究

香港是否有需要有這些安全設備。」

有了ISOFIX系統,安裝兒童安全座椅就變得簡單,出錯的機會亦

因而減少。Britax公司估計只有大約30%的汽車正確地把兒童安

全座椅與安全帶接合,而其中超過9成安裝正確的兒童安全座椅

的汽車均使用ISOFIX系統。一般而言,舊款汽車或多用途車輛都

無法改裝至可以使用ISOFIX系統,但有部份這些汽車的製造商會

提供相應的安裝工具套裝,建議車主在安裝設備前向分銷商查

詢。

外國相關法例英國法例規定,所有身高135公分以下或12歲以下的兒童乘車

時,必須使用正確的安全設備,而超過此限的兒童則必須使用

成人安全帶,很少有例外情況。

根據英國法例,即使車輛已配備防撞氣囊,前座乘客如抱著面

向車尾的小孩乘車亦屬違法;後座的兒童則必須使用適當的兒

童安全座椅。至於計程車或計程車輛,若車上並無此類兒童安

全設備則不在此限,但亦只限於在後座的兒童。

Hong Kong Land Rover Club (HKLRC)

Round The World 2013 (RTW 2013)HKLRC ‘RTW 2013’ car team set off on 9.6.2013 from Hong Kong to proceed the round the world trip.

‘RTW 2013’ comprised 4 sections. Section A started from Hong Kong, through mainland China, Kazakhstan, Russia, Belarus, Poland, Czech, Germany, Holland, Belgium, France, then to UK; section B from UK, through France and Spain, to Moroco in North Africa, thence to

Portugal; section C from Halifax, east coast of Canada, through Montreal, Toronto, then to Vancouver, Canada; and section D from Tianjin, Beijing, Shanghai , Wuzhou, Shenzhen, back to Hong Kong. The distance of the whole journey was about 33000 Km. Most vehicles returned to Hong Kong by shipping from Portugal. Two cars continued to proceed the journey of sections C and D. They completed the round the world trip and returned to Hong Kong on 2.11.2013.

In section A, the car team had an opportunity to stay a while at the Red Square, Moscow, and had a photo taken. In Paris, they passed through the Arc de Triomphe and Eiffel Tower. In London, they ran around the Buckingham Palace, Westminster Abbey, Big Ben, and the Tower Bridge. Most impressive of all was that they could be able to visit the Land Rover Plant in Solihull on 18.7.2013 as planned, to celebrate the 65th anniversary of manufacturing Land Rover car. The whole was greeted warmly by the factory management and all the working staff. In addition, in the early two weeks in July, the team crossed a few famous rivers in Europe, namely the Moscow River in Russia, the Vltava River in Czech, the River Rhine in Germany, the La Seine in France, and the River Thames in UK. Certainly there are some more fantastic places and situations, let it be expressed in the other coming articles.

The following data are recorded by Mr. Eric Ma, one of the team leaders. He drove his Land Rover Defender NL1405, and being one of the two vehicle drivers running round the world: car running days-82, no. of countries visited-15, cities and towns-70, mileage done-33447 Km, no. of refueling-74, fuel consumed-3462 L (diesel).

環球三萬里 2013 (RTW 2013)HKLRC ‘RTW 2013’車隊在2013年6月9日從香港出發, 環繞地

球跑一圈。

整項旅程分四段: A段由香港出發, 經中國內地、哈薩克斯

坦、俄羅斯、白俄羅斯、波蘭、捷克、德國、比利時、荷蘭、法國, 到英國; B段由英國, 經法國、西班牙、北非摩洛哥, 至

葡萄牙; C段由加拿大東岸哈利法斯, 經蒙特利爾、多倫多, 到西岸温哥華; 而D段從天津, 經北京、上海、湖州、深圳等

市,回到香港。 全程三萬三千多公里。大部份車輛在葡萄牙運返香港。 有兩台車到北美洲, 繼續C段及D段行程, 環繞地球一

圈, 他們在同年11月2日經內地從陸路駛回香港, 完成環球行壯舉。

在A段, 車隊曾到莫斯科紅場留影, 駛經巴黎鐵塔及凱旋門, 在倫敦繞

過白金漢宮, 西敏寺, 大笨鐘, 塔橋等, 而最重要的是, 車隊在原定日

期-18.7.2013, 探訪越野路華在英國總廠, 慶祝品牌生產65週年, 車隊

受到車廠管理層及員工熱烈歡迎。 此外, 車隊亦在7月上中旬拾幾日內

跨越過歐洲幾條着名河流, 為俄羅斯莫斯科河, 捷克伏爾塔瓦河, 德國萊

茵河, 法國塞納河, 英國泰晤士河等。有關其它路段的精彩處, 待下次再

講述。
