1l.General Correspondence - Personal Letter
Informal letters
Informal or personal letters are written to people we know fairly well. The style.
register. lone and vocabulary of each personal letter win not be the same, but will
change according to who we are writing to. A letter to a friend's father, for example,
will be more formal than one to a friend of the same age.
It is best to use simple words and short sentences in informal letters. The style can be
I colloquial, and the content will, of course, vary from letter to letter. In general, a
personal letter will include topics of general interestvcomrnents on the weather.
personal questions, questions and comments about friends' news and greetings to
other people, such as parents or brothers and sisters.

Dear Sir /Madarn,
_tis.with regret that I have to inform you of the disgraceful behaviour of one of your
sales assistants. -
Last Monday, 23rd March, I purchased acassette player, model number 23056. I
checked. that the machine worked while I was inthe shop. Onarriving home and
trying out my new purchase, I found that the volume knob was not functioning
correctly. I returned to the shop that afternoon to have the item replaced. To my
astonishment, not only did the sales assistant that sold me the cassette player refuse
to replace or even repair it, but he was also extremely rude to me. I finally demanded
that I have a full refund, at which point he physically pushed me out of the shop.

1 regard this incident as a very serious matter, but have, as yet, stopped short of
informing the police of the assault. I will, however, have no hesitation incontacting
the Consumer Council i f the matter is not resolved to mlsatisfaction. 1
While I was willing to accept a replacement for the cassette player at the time,ll!!.
afraid I have lost confidence in doing business with your shop. I therefore see the I!
onlysatisfactorv outcome as being a full and prompt refund for the defective item. I I
would also expect the sales assistant concerned to be disciplined so that other !customers do not suffer the same indignity that I had to go through.
I look forward to receiving your reply.

9. Formal Letter - Letter to the Editor 1 3
In a newspaper. you will find a number of letters 00 all kinds of topics. These letters
can be divided into the following types:
10 personal complaint (you wish to complain about a bus company or a restaurant.etc)
You write a letter to a restaurant you visited recently to complain about the
poor quality of service. After failing to get a reply directly from therestaurant manager, you put pressure on the restaurant by giving them bad
publicity in the letters page of the newspaper.
2 a personal message (you wish to thank a government department or a taxi driver.etc)
,'I:
Yoti left your bag - containing your wallet, mobile phone and importantdocuments - in a taxi. The next day, the taxi driver called you to say he had
found your bag. He later returned the ba.g to you with nothing missing. You
write a letter to the newspaper thanking the taxi driver for his honesty and
thoughtfulness.
3 matters of public interest and controversy (eg social or political issues -smoking. advertisements, racism, educational standards, etc)
You wish 'to express your concern that cigarette advertising ~ncourages
young people to smoke. You state in your letter your opini&n that all
cigarette advertising should be banned.
4 rephesteotber people's letters
You write in support of or disagreeing with one of the third type of letters. I f·
you are the Public Relations Manager of the Tobacco Institute. for instance;you would reply to the letter suggesting that all cigarette advertising be
banned by expressing an opposing point of view. .
Style and content
• Most letters to the editor are Short and concise, but this can depend on the topic.• The present perfect tense i s often used in a letter to the editor to discuss events that
have happened recently and which are still affecting us. This tense can be used to
comment on recent news stories, describe personal experiences and relate the
present effects of past events.• You must give your name and address to the newspaper, but if you don't want them
to print that information. you can ask to be anonymously referred to as 'Name andaddress supplied' .

Police Department Should accept responsibility
I would like to express myconcem about the lack of road safety information available
10 our children. Surely this is one area where the Police Department could effectively
help in reducing the number of pedestrian accidents? The more information children
have about how to behave on the busy roads of Hong Kong, the less chance th~ is efthem being seriously .njured;' ,' ..
Perhaps the Police Department should consider sending officers to schools to give talks
on road safety ..Leaflets and posters would be another way of makingchildren aware ofthe potential dangers. .
I understand that th e number of pedestrian causalties this year is higher than it has been
in the last nine years. It' 5 time that the Police Department took its responsibilities
seriously and made an effort to reduce this terrible toIL

Noise pollution can cause stress

create a lot of noise. We have to
put up with noise from aircraft,

Many young people risk getting
hearing problems because of
listening to loud music on their

Your main aim is to convince your readers to agree with your point of view.
You should use the simple present tense for stating your arguments. Of course, you may
use other tenses elsewhere in your essay, such as the simple past tense when giving an
example from the past, or the simple future tense when predicting future situations .:

Trams provide art economical means of transport for commuters on Hong Kong Island ..
The bus and MTR fares are hardly comparable to the low fare of trams, which.is just.
over a dollar for adults. Many people still depend heavily' on them for everyday'transport. The fact that trams are often crowded, as pointed out by 0 Wu, is evidence
of this.
Trams are actually more efficient for short journeys than buses or the MTR. Ido agree
with a Wu that it takes an unreasonably long time to travel from Kennedy Town to
Shau Kei Wan by tram. However, lor short journeys, such as that between two MTR
stations, trams are ideal. Recently, most of the tram track has been restricted for trams
only, so travelling time has been greatly reduced,
If
I
Trams have a high historic value. They have been on Hong Kong's roads for nearlyone hundred years. They really are ancient as described by 0 Wu. Ifwe are preserving
historic monuments, I think we should definitely pr~serve trams.
I. .
The light-rail system is nota suitable substitute for trams. First of all, traffic congestion
would result from its construction on the narrow roads. A Iight- rail system would be '.
quite expensive and traffic accidents would be more likely to occur. Simply take a .
look at the LRTirt Tuen Mun and you will see what the situation would be like,
{ In short, tr~m,s.pro,~ide a ~he~p and c.onvenie~ts:rvice. We have a responsibility to

Memo is short for 'memorandum' which means 'something which must be
remembered'. Memos are notes or short letters sent between people working for the
same company or organization. Memos are a faster and more efficient way of
communicating than business letters and are more dependable than telephone calls.
Memos must be clear and concise so that people can read them quickly and easily;
Although usually written on paper, more and more memos are sent via a company's

School magazine article
I would like you to write an article for the school magazine on pollution in
Hong Kong and how we, the public, can help fight it. Please use this as an
opportunity to advertise OUf Pollution Prevention Fair, giving the date, time
(2-6pm) and place.
I have left you a few 'Letters to the Editor' which mention some of the kindsof pollution that the public is concerned about. There is also an interview on
the radio at 10 o'clock this morning with Helen Pang from Friends of the
Earth. This should be useful for getting more information about how the
public can help fight pollution. Let me know if you need any help, particularly
in organizing the exhibits and the workshops. However, I believe th e stalls for
the green organizations (eg Save the Earth) have already been arranged ..
Thanks.

Report 'on!ruancy
The purpose of this report is topresertt the results of research into truancy a t 01.1r
school and to suggest some ways of solving this problem. The report highlights
the fact that although the number of truants is a small proportion of the school's
population; it is significantly higher than the Hong Kong national average. The
report also discusses possible explanations for truancy amongststudents.
Nutnberof truantsA survey of all the students at our school indicates that three percent of them
truant on a regular basis an d that lO Q/o have truanted at least once. Eighty per cent
of students said they wouldnever truant. This leavesseven per cent whohaven't
truanted yet, but might in the future. When these figures are compared with those
for Hong Kong asa whole, we can see that truancy is a more serious problem at
our School than elsewhere. Nationally, Iess than two per cent.of.students truant at
any time duting their school life.
Reasons for truancy
Why do students truant? Research shows that there are several reasons, Firstly, it is
estimated that over half of truants do so because they find the content of lessonsboring. The second most common cause is peer pressure; 300
/0 of students who
truant say they do it because their friends do ..A third reason is that the truant is
avoiding school because he or she is the victim.of bulfying ..there.
Recommendations
Based on these findings, the following suggestions have been PlIt forward to reduce
theamount of truancy. Firstly.students should be allowed to havesome input.inte
the content of the lessons, providing they stay within the set-syllabus. Secondly,
thE:principal or an outside speaker should address all students on the subject of
peer pressure. Thirdly, acounselling service should be introduced to provide
support for students who are victims of bullying. Finally, it is suggested that staff
are asked to be more aware ofwhether.and how often, students are absent from
school and report those missing from lessons,
It is hoped that these recommendations are given seriousconsiderarionin the light
of the findings of this report.

An official statement is most often given to the police by a witness to a crime or an
accident. The purpose of a Statement is to relate •.in a clear and simple way, exactly
what happened. Facts and details are very important in statements, but opinions are
not. If you do give an opinion. you should make it dear that it is not a fact,
The general points to note when writing a statement are:
. • keep your sentences short and to the point
give details of the time and place the incident happened; include descriptions
of people (eg age, nationality, clothes), but only if such information is useful .
(eg in identifying a criminal)
use past tenses: the past simple and past continuous tenses (and, ifnecessary •
the past perfect tense) will be used most often

I am here today to speak against the motion before us.
It is undeniable that teenage crime is on the increase. Police statistics show this to
be the case. Many people would also say that there has been a decline in the standard
of classroom discipline. This does not mean. hQw~veII that g _ l J , x _ s . i ~ ~P.!jL. the answer. It is true that, insome cases, the threat of such punishment deters
troublemakers, but what about those who continue to misbehave?
I'd like to suggest to you that corporal punishment is both a cruel and ineffective
way of dealing with young people. No one can deny ilia_!nflicting pain is barbaric.
It only serves to alienate the recipient when the object should be to make him or
her understand what they have done wrong. It also contravenes human rights as it
is, at best, a form of torture. Our message to young people should notbe 'if you do
wrong, you will be beaten', Instead, we should be providing support for those
who have been led astray. Of course, there should be some.form of punishment,
Nobody should get away with doing wrong, but there are many effective ways of
punishing young people that do not involve physical pain, such as stopping them
from doing their favourite activity or giving them school detentionsor community
service.

To sum up. I don't believe that anybody should be subjected to physical punishment
because it is ineffective and inhumane. I strongly urge you to oppose th:ismotion. lThank you. ..,.j
Notes on sample speech
• The writer has chosen to oppose the motion. In this case, this is by far the
easier option as it is in favour of the situation as it is at the moment.
• After a formal introduction, the speech starts with an acknowledgement of
the problems and that corporal punishment does have some effect.
• In the main body of the speech, the arguments against corporal punishment
are given with suitable reasoning, An alternative is offered.
• A short summary of the speaker's views is given as the conclusion.

A press release is an article ina newspaper. Instead of reporting a
news event, such as an accident and a robbery, it states a program or
an event which has been held or wilt take place very soon, e.g, an
exhibition and a concert, Itusually states the date, place, aimsof the
event and the people involved first, followed by some detail information
of the event and sometimes a short interview.
