1 TNC 森林项目：What We Do 我们致力于TNC uses many different strategies to Conserve and protect

forest ;

TNC 用不同方式保护森林，关注森林资源保护，恢复，管理及公共

政策；Especially in terms of Forest Certification, we support the use

and development of forest certification as a market-based tool to

ensure and recognize sound management practices.

我们也支持利用森林认证这种市场化的手段推动和确保森林良好经营。

The Global Forest Partnership 建立了全球森林伙伴框架致力于The Nature Conservancy’s Global Forest Partnership works to advance

responsible forest management practices, high-impact conservation

transactions and public policies that protect, restore and manage the world’s

forests.

２． TNC China Program

Invited by Chinese government, started working in NW Yunnan Province in 1998 ;受中国政府邀请１９９８年开始在云南开展保护工作So far TNC China Program have 5 field offices ， 70 or so staffs.目前协会总部在云南昆明 , 下设北京 , 丽江，香格里拉，中甸，得钦 5 个实地办公室 . 员工７０人左右 .

世界各国木材绿色政府采购政策实施进展

3.3.2 政策影响1 ）促进中国国家林业局与区域相关利益者就非法木材采伐及贸易问题的对话；From 2005 prompted dialogue between SFA and regional stakeholders on combating to illegal logging and trade. HK meeting, Turkey meeting, Cebu meeting.

2) 2006 年 9 月与国家林业局及其他国际组织合作在北京召开了第 3 次森林对话机制会议 , 就保护区可持续发展与国有林可持续经营等议题进行了深入研讨 ;

Co-sponsor the 3rd Forestry Dialogue with SFA in 26-28th September 2006 in Beijing which included the topic about sustainable forest management in state own forest areas.

3) 2006 年 11 月 11日到 24日，组织国家林业局相关政府官员考察印度尼西亚及澳大利亚就森林可持续经营、认证及木材非法采伐和贸易主题进行实地考察交流 ;

From 11 to 24 NOV 2006, organized SFA high level officials visit Indonesia and Australia to learn and communicate the illegal logging and trade and SFM issues

4) ２００６年底以来协助林业局制定＜中国林业企业海外木材采伐，造林，林产品采购指南＞

From late 2006, Assisting SFA in developing national guidelines on

regulating Chinese forestry business's afforestation, harvest, wood

purchase behaviors oversea;

5 ） 2006 年以来与商务部、海关等部门就可持续林产品贸易议题进行交流座谈 ;

Communicated with Ministry of Commerce and Customs agencies on

sustainable forest products trade from 2006

6) 2006 年以来与国家环保局 ,财政部就绿色林产品政府采购政策采纳进行交流Discussing with SEPA and Ministry of Finance on green wood public

procurement policy from 2006

2.3.3 实地工作 field work

1 ）与企业部门的合作 cooperated with wood business

走访中国东南亚木材最大进口港张家港；field trip to Zhangjia gang Port

走访 5 家林产加工企业 , 并在瑞丽了解林产企业原料产销监管链情况Field trip to some wood process companies, explain and

encourage them clarify the COC, adopt the wood source control

system

２）从 2007 年开始支持中国国家森林认证标准示范点建设 supporting SFA national forest certification pilot work in 2007

2007 年 3 月 16日 TNC 与国家林业局科技发展中心共同举办了“森林认证试点工作会议” 。总结分享了 2006 年国家林业局开展的6 个 (吉林、黑龙江、浙江、福建、广东、四川 ) 森林认证国家标准试点单位的经验和问题，并为 2007 年第二批 7 个 (黑龙江、内蒙古自治区、安徽、广西壮族自治区，海南、云南、河北 )试点工作顺利开展提供意见和建议。In 16th March 2007 co-sponsored the

“Forest Certification Pilot

Review Meeting” with SFA in Beijing.

TNC 将协助 2 个试点单位实地工作TNC will support 2 pilot places in 2007

2.4 Next step 下一步工作计划政策层面：（ bi-lateral level and national level)

--- Negotiating to co-sponsor the EU-China International Symposium on Sustainable Forestry Trade” in 2007 in Beijing;

商讨 2007 年协助举办“中欧林产品可持续贸易国际研讨会”

--- Organizing a delegation consist of officials from SFA and MOC to the US to discussion about sustainable forest products trade in 2007.

　　加强中国与最终消费国就林产品可持贸易进行对话．

--- Progress works laid out in the MOU between China and Indonesia, while also assisting SFA to conduct a feasibility analysis on establishing an intra-governmental mutual recognition mechanism for accrediting legally sourced timber products in 2007.

　　推动中国与印尼打击非法木材采伐和贸易ＭＯＵ的进一步履行，探讨政府间木材合法来源互认机制的建立

--- Assisting SFA in developing national guidelines on regulating Chinese forestry business's harvest, a/reforestation, wood purchase behaviors oversea ;

　协助国家林业局编制“中国企业海外木材采伐、造林和林产品采购技术指南“

--- Catalyzing green wood procurement policy be adopted in private and public sectors ;
