從「世界書香日 /世界書籍與著作權日」 探討閱讀的力量

Since1996,UNESCO(UnitedNationsEducational,Scientific,andCulturalOrganization)hascooperatedwith3cross-nationalNGOs(non-governmentalorganizations)—International PublishersAssociation, InternationalFederationofLibraryAssociationsandInstitutions,andInternationalBooksellersFederation—and selected 1“WorldBookCapital” everyyear.These“WorldBookCapitals” are responsible for promoting reading- orpublisher-centeredsocialjusticebymakingthebestuseoftheirlocalcommunitiesorinternationalinfluences.
從 1996 年開始,聯合國教科文組織 (United Nations Educational, Scientific, and Cultural Organization; shortened as UNESCO) 與三個跨國性非政府組織 -- 國際出版社聯盟 (International Publishers Association)、 國 際 圖 書 館 協 會 聯盟 (International Federation of Library Associations and Institutions)、 國 際 書 商 聯盟 (International Booksellers Federation)— 合作、每年挑出一個城市成為「世界書香首都」(World Book Capital), 運 用 該 城 市 的 在 地 社 群 (local communities) 或國際間的影響力、推動以閱讀或出版業為核心的「落實社會正義」行動。
Theofficialestablishmentof“WorldBookCapital”started from2001.Thesecapitals for thepast15yearswere:Madrid,Spain (2001),Alexandria,Egypt (2002),NewDelhi, India (2003),Antwerp,Belgium (2004),Montreal,Canada (2005),Turin, Italy (2006),Bogotá,Columbia (2007),Amsterdam, theNetherlands (2008),Beirut, Lebanon (2009),Ljubljana, Slovenia (2010),BuenosAires,Argentina(2011),Yerevan,Armenian(2012),Bangkok,Thailand(2013),PortHarcourt,Nigeria(2013),andIncheon,SouthKoreafor thisyear.Wrocław,Polandwilltakeoverthetitlefor2016.
而「世界圖書日首都」正式設立是從 2001 年開始;過去 15 年分別為:西班牙馬德里 (Madrid)、埃及亞歷山卓 (Alexandria)、印度首都新德里 (New Delhi)、比利時安特衛普 (Antwerp)、加拿大蒙特婁 (Montreal)、義大利都靈 (Turin)、哥倫比亞首都波哥大 (Bogotá)、荷蘭阿姆斯特丹 (Amsterdam)、黎巴嫩首都貝魯特 (Beirut)、斯洛維尼亞首都盧比安納 (Ljubljana)、阿根廷首都布宜諾斯艾利斯 (Buenos Aires)、亞美尼亞首都葉里溫 (Yerevan)、泰國首都曼谷 (Bangkok)、奈及利亞哈科特港 (Port Harcourt)、和今年的南韓仁川 (Incheon);2016 年則為波蘭弗羅茲瓦夫 (Wroclaw)。

為什麼「世界書香日」的推動可以有助於落實「社會正義」 (social justice)、或提高在地人民的全球意識 (global awareness) 呢? 在迎接今年的「世界書香日」前夕,聯合國教科文組織發表了一項聲明:

"UNESCO is leading the fight against illiteracy […].Literacyisthedoortoknowledge,essentialtoindividualself-esteemandempowerment.Books,inallforms,playanessentialrolehere.With175millionadolescentsintheworld-–mostlygirlsandyoungwomen--unabletoreadasinglesentence,UNESCOiscommittedtoharnessinginformationandcommunicationtechnologies,especiallymobile technology, tosupport literacyand to reach theunreachedwithqualitylearning."
「聯合國教科文組織是對抗文盲率(illiteracy)的領頭羊…因為識字率的提升 (literacy) 帶領我們通往知識的殿堂、而且是增進個人尊嚴和自主性 (self-esteem and empowerment) 的重要關鍵;而書本是其中重要的媒介。目前全世界約有一億五千七百萬的青少年或孩童—絕大多數為女性—完全不識字,聯合國教科文組織致力於 -- 透過現今影響力漸增的行動科技 (mobile technology)—支援任何有關提升識字率和「有品質的學習」(quality learning) 的行動。」
Weknow from this excerpted announcementthatreadingforindividualswholiveinhigh-literaryanddevelopedcountriescouldbeanactivityforcultivatingone’smind;however, readingcanbe anunrealizabledreamforpeople living in long-termwar-riddenareas.Researchhasshownthatincreasingliteracyinwar-riddenareas isbeneficial forbroadeningindividuals’horizons,knowing current social issues, and even enhancingyoungadults’ lifeexperiencesbyencouraging themtogofor furthereducation. Indeed,publication,purchase,distributionandreadingofpaperbooksplaythekeyroleinthisprocess.However,latestresearchonreadinghabitstoldus that thefastdevelopmentofdigital technology,ande-bookmarkethasradicallychangedthemarketingofpaperbooksandshownusnewdirectionstoincreasingliteracy.The reason is very obvious—e-books arenormallylessexpensivethantheirpapercounterparts;thecostfore-bookdeliveryisalsomuchcheaper.
由這份聲明摘要可得知,閱讀在個人層次上—特別是識字率高、經濟生活水準中等以上的國家中 --也許是種陶冶心性的活動、或課餘時間的娛樂,但對於許多開發中、甚至深處長年戰亂中的地區居民而言,閱讀卻是遙不可及的夢想。許多教育或社會正義相關的研究顯示,提升上述地區的總體識字率有助於拓展個體的視野、認識所處環境所面臨的社會議題、甚至藉由後續教育程度的持續提升扭轉生命圖像。誠然,實體書本的出版、購買、分送和閱讀扮演關鍵的角色;然而,在最新有關閱讀習慣的研究中,學者們發現數位科技 (digital technology)、電子書技術與市場的快速發展,不僅改變了實體出版業的生態、更為提升識字率帶來新的方向—因為電子書的價位普遍比實體書要低、攜帶與分送的運送成本也更為便宜。
Let’s take a look at one example:more andmore internationallyfamouspublishers, tofightagainstthe threatcausedby theshrinkingpaper-bookmarket,strategicallyprovidetemporaryfree-downloadserviceto“real-bookreaders.”Once they transforminto“e-bookreaders,”thesepublisherswouldcanceltheirfreeserviceandstarttochargeforreadinge-booksstepbystep.
舉例來說:越來越多國際知名出版社、為了抗衡實體出版市場的萎縮,策略性地推出階段性免費電子書的下載服務、待吸引一批「電子讀者後」、再逐步提高收費。
Inaddition to thischangeofmarketingskill,publishers cooperatewith engineers and devotethemselves to enlargingdiskor cloud storage—thecapacityfor“virtuallibraries”thusbecomepotentiallyindefinite.Anotherexample:fewyearsago,thelibraryinmyalmamater(TheUniversityofBritishColumbia,Canada,whereIreceivedmymasterdegree)wasawarethat thecapacityforstoringrealbookswouldbecomesmallerandsmallerastheuniversitygrowsolder.Thelibraryhadthendecidedtopurchasebothelectronicandpaperversionsofnewlypublishedbooks.Therefore,readerscanaccessbothversions—butIwouldliketoemphasizethate-booksarenotonlyreadableonlinebutalso,according theregulationsofdifferentpublishes,downloadable and printable.There aremore than140,000e-booksinthislibrarynow.
加上雲端或實體硬碟的容量擴充、使得「虛擬書庫」的容量大為增加 ( 如 : 我在碩士階段就讀的加拿大英屬哥倫比亞大學,其圖書館—因為意識到實體書籍佔據的館藏空間會日益減少—所以近年來最新出版的書籍、都會提供紙本與電子版的借閱服務,而電子版部分除了可以在線上閱讀、還可以 -- 依據每家出版社的開放權限 -- 部分或全部下載並列印。目前已有超過 14 萬本的電子藏書量 )。
April 23 ismerely apeak and a symbol forcommemorating the significanceof literature in theprocess of enhancing reading awareness, becauseevery“WorldBookCapital”woulddevelopnumerousyearlong reading festivals on the basis of its ownspecific literaryhistory.For instance, theevents inIncheon thisyear includea seriesofdiscussionsonKoreanliteratureanditspublicationhistory,aswellasaconferenceondigitalpublishing.Tosumup,wemightassume that readingactivitieswouldnotbe theonlyspotlightinfuture“WorldBookandCopyrightDays”;instead,moreandmore technology skilledworkerswouldbeinvolvedintotheprocessofenhancingliteraryaroundtheworld.
4/23 其實只是一個活動高峰和紀念文學重要性的象徵,因為每個「世界書香首都」都會根據該地特殊的文學歷史、發展為期一年的各式閱讀節 (reading festivals)。而今年在仁川主辦的「世界書籍與著作權日」的活動中,除了探討韓國的文學與出版歷史外、也將有個專門討論數位出版 (digital publishing) 的研討會。因此,我們可以推測未來的「世界書香日」、也許不光用於推動閱讀活動;而是結合更多科技人才,為電子書市場改善全世界識字率的願景、注入更多創新的能量。
