District Report Card Commonwealth of Pennsylvania District District Report Card Report cards are an important source of information about performance and accountability. They allow districts to compare data in a consistent way and highlight opportunities for improvement. This report card will show not only the achievement of students overall, but also the progress that disaggregated groups are making in closing achievement gaps. Attendance and Graduation Measures

Pennsylvania’s accountability system includes school assessment based on attendance and graduation rates. Attendance rates measure the number of daysthat a student was both enrolled and present in the school. Research shows that a strong relationship exists between regular attendance and academic performance. Graduates are the number of students graduating in four years with a regular diploma. Cohort is described as first time entering 9th graders four years earlier plus “transfers in” over four years minus “transfers out” over four years. The graduation rate for any year is the number of graduates divided by the cohort for that year multiplied by 100.

Professional Qualifications of TeachersNo Child Left Behind requires that all public school teachers in core academic subjects be Highly Qualified. Teachers are generally required to be fully certified and to demonstrate their knowledge.

In Pennsylvania, a Highly Qualified teacher is one who: (1) holds full certification, (2) has at least a bachelor’s degree, (3) has completed a content area major, (4) has passed a content area test, and (5) has completed teacher education coursework.

National Assessment of Educational Progress (NAEP)

2009 NAEP Mathematics Pass Rate

The NAEP, also known as The Nation’s Report Card, is a national assessment of student achievement that is taken by samples of students representative of each state and of the nation. Tests in reading and mathematics are administered every two years and provide a means of comparing the progress of states in raising student achievement. The National Educational Assessment Program (NAEP) scores and the Pennsylvania System of School Assessment (PSSA) scores are not totally comparable. The NAEP scores are based on National Standards, and the PSSA measures standards that are unique to Pennsylvania. The data from the NAEP is based on a small sample, while the data from the PSSA is based on all students.
