INTRODUCTION

TheprograminPsychologicalandCounselingServices(PCS)consistsoftwodegreetracksinbothcounselingandpsychology.Thecounselingtrackconsistsoftwomajors:CareerCounselingandMentalHealthCounseling.TheMentalHealthCounselingandCareerCounselingM.S./Ed.S.degreemajorsatFloridaStateUniversityreflectapractitioner-orientedmodelandtheprofessionalexperienceandresearchinterestsofthefacultywithinthecontextofthemissionoftheCollegeofEducation.FacultymembersinthePsychologicalandCounselingServicesProgramhaveworkexperienceandresearchinterestsrelatedtotheprovisionof:(1)careercounselingservicesforadolescentsinschoolsettingsandadultsinpostsecondary/highereducationsettings,and(2)mentalhealthcounselingofchildrenandadolescentsincommunityandschoolsettings,andadultsincommunity,agency,andeducationalsettings.

MISSIONANDOBJECTIVESTheCounselorEducationdegreeprogram’smissionistoprovidehighqualitytrainingandprepareprofessionalcounselorsforpositionsinpublicandprivatesettings.ThecurriculumforMS/EdScounselingmajorswillleadtoeligibilityforcertificationandlicensureasprofessionalcounselors.Professionalcounselorspromotethesocial,psychological,physical,andspiritualhealthofindividuals,families,communities,andorganizations.ThePCSCounselorEducationprogramprovidesstudentswiththeopportunitytoobtainawealthofcommoncoregeneralistcounselorknowledge,whilespecializingincareercounselingormentalhealthcounseling.Themissionisachievedthroughthefollowingobjectives:A. ToprovideaqualityeducationtopersonspursuingaMasterofScienceandEdSdegreeinCounselorEducation,whilespecializinginCareerCounselingorMentalHealthCounseling;

B. ToprovideMaster's-levelgraduatestudentswithqualityclinicaltrainingandunderstandingofprofessionalissuesintheareasofmental

C. Toprovideeffectiveindividualandgroupcounselinginamultitudeofsettings;

D. Toconductneedsassessmentandresearchinthefieldofcounseling;E. Toeffectivelyaddressissuesandconcernsrelatedtodiversepopulations;and

F. Toapplyethicalandlegalprinciplesinthepracticeofcounseling.

ThecounseloreducationdegreemajorsalsorelatetotheCollegeofEducation’smissionstatement,whichistoenhancethelearningcapacityofchildren,adolescents,andadults,thusimprovingthequalityoflifeofindividualsandenablingthemtocontributeeconomically,socially,andpoliticallytotheadvancementofapluralisticsociety.Wenotethatenhancingthelearningcapacityofchildren,adolescents,andadultswithinapluralisticsocietyincludesaddressingpresentandprojectedcounselingandhumandevelopmentneeds.Thismissionisachievedthroughthefollowingefforts.1. Preparingteachers,faculty,administrators,andhumanservicesspecialistsaccordingtothehighestprofessionalstandardsofappropriatestate,regional,andnationalaccreditingagenciesandsocieties.Wenotethathumanservicesspecialistsincludecareercounselorsandmentalhealth.Wealsonotethateachacademicofferinghasbeendesignedtomeetcurrentaccreditationstandards.ThemajorsinCareerCounselingandMentalHealthCounselingarecurrentlyaccreditedbytheCouncilforAccreditationofCounselingandRelatedEducationalPrograms(CACREP,www.cacrep.org).

2. Developingknowledgeoflearningthroughfacultyandstudentresearch;applyingknowledgegainedinresearchtoaddressemergingproblemsinlearning;anddisseminatingknowledgeoflearningthroughpublicationsandpresentationsatstate,regional,national,andinternationalprofessionalmeetings.Wenotethatstudentsareencouragedtoparticipatewithfacultyinthecreationanddisseminationofknowledgethroughresearch.

3. Servingschools,institutions,agencies,andotherorganizationsengagedinpromotinglearningthroughfacultyandstudentinvolvementinteaching,consulting,evaluating,planning,andpolicydevelopment.Wenotethatstudentsarerequiredtoprovidedirectservicestoschools,institutions,humanserviceagencies,state/federalagenciesorotherorganizationsaspartofthecurriculum.

4. Theprimaryfocusoftheseeffortsisonthelearningneedsofchildren,adolescents,andadultsoftheStateofFlorida,buttheirimpactisexpectedtoextendintoregional,national,andinternationalarenas.Wenotethatwhiletheprimaryfocusofstudentactivitiesisonassistingchildren,adolescents,andadultswithintheStateofFlorida,thesupervisedpracticeofsomestudentsoccursoutsideofthestate.

CAREERCOUNSELINGPROGRAMOVERVIEWFSU’sCareerCounselingProgramisoneofnineCACREP-accredited

programsinthenation.Itisdesignedtoenablestudentstoobtaintwograduatedegreessimultaneously,theMasterofScienceandtheEducationalSpecialist.Itisa68-hourprogramthatincludestwoyearsofacademiccourseworkandpracticaandinternship.Studentsareprovidedwiththeoptionfortrainingandsupervisedworkexperienceinthenationallyandinternationallyrecognized,comprehensive,fullserviceFSUCareerCenter.Workexperienceincludescareeradvising,careercounseling,collegeteaching,workshopandoutreachpresentations,andprogramdevelopment.Theprogram’sapproachtocareercounselingserviceshasevolvedfrom30yearsofsuccessfulinteractionbetweentheory,practiceandresearch.Studentsgainexperienceinapplyingcareertheory,includingcognitiveinformationprocessingtheory,inpracticeduringtheirtimeintheprogram.

CareercounselorsareprofessionalcounselorswhoworkinmanyprofessionalsettingssuchasPreK-12schoolsystems,institutesofhighereducation,andbusinessestohelpindividualswithcareerandeducationaldecision-making.Interventionsincludeindividualandgroupcounseling,consultation,computer-basedguidancesystems,assessments,informationresources,referral,careercourses,andworkshops,andaddressavarietyofcareer-relatedissuesincludingchoiceofacareerorfieldofstudy,jobhunting,andlifestyleplanning.

MENTALHEALTHCOUNSELINGPROGRAMOVERVIEW

TheMentalHealthCounselingProgramisa69-credithourprogramthatconsistsoffivefullsemestersofacademiccoursework,practica,andinternship(typicallycompletedintwoyears).TheprogramisfullyaccreditedbytheCouncilforAccreditationofCounselingandRelatedEducationalPrograms(CACREP),andgraduatesareeligibleforlicensureinFloridaandotherstatesasamentalhealthcounselor.Graduatesoftheprogrampracticeinavarietyofsettings,includingindependentpractice,communityagencies,managedbehavioralhealthcareorganizations,hospitals,themilitary,hospicecare,employeeassistanceprograms,studentcounselingcenters,prisonsandsubstanceabusecenters.Theprogramemphasizesworkingwithpersonswiththefullrangeofmentalhealthproblems.Studentsarealsoexposedtoprevention,earlyintervention,andpromotingwellnesswithnormalpopulations.

Mentalhealthcounselorsarehighlyskilledprofessionalswhoengageinavarietyofservices,includingdiagnosisandassessment,psychotherapy,treatmentplanningandutilizationreview,briefandsolution-focusedcounseling,alcoholismandsubstanceabusetreatment,consultation,prevention,andprogramevaluation.Themajorityofgraduatesfindemploymentinthementalhealthcarefieldsoonaftergraduation.Theoutlookisverypromisingformentalhealthcounselorsnationwide.

PRACTICUMANDINTERNSHIPGUIDELINES

ThepurposeofthePCSinternshipprogramistoallowcounselingstudentstoapplyknowledge,skills,andprofessionalvaluestoactualpracticesettingsinthecommunity.Theon-siteworkexperienceprovidesanopportunitytointegratetheoryandpractice.Theclinicaltrainingexperienceisareciprocalarrangement:Studentsexchangetheirworkinreturnforon-the-jobsupervisionandexperienceinthefield.Theendresultisultimatelythepromotionofprofessionaldevelopment,integrationofknowledgeandskills,anddevelopmentofprofessionalcompetence.Theclinicaltrainingprogramisdesignedtosolidifyasenseofprofessionalcounseloridentity.Thecounselingsetting,theinteractionwithstaffandclients,therealitiesandresponsibilitiesofthehelpingprocess,andtheconsciousapplicationofethicalprinciples,combinetoresultinthepersonalknowledgeandcommitmentnecessarytoenterthefieldofcounselingandhumanservices.

CACREP/PROGRAM/STATESTANDARDSFORPRACTICUM TheCACREP/PROGRAM/STATEstandards(2016)stipulatethefollowing:Studentsmustcompletesupervisedpracticumexperiencesthattotalaminimumof100clockhoursoveraminimum10-weekacademicterm.Eachstudent’spracticumincludesallofthefollowing:1. Atleast40clockhoursofdirectservicewithactualclientsthatcontributestothedevelopmentofcounselingskills.

2. Weeklyinteractionthataveragesonehourperweekofindividualand/ortriadicsupervisionthroughoutthepracticumbyacounseloreducationprogramfacultymember,astudentsupervisorwhoisunderthesupervisionofacounseloreducationprogramfacultymember,orasitesupervisorwhoisworkinginconsultationonaregularschedulewithacounseloreducationprogramfacultymemberinaccordancewiththesupervisioncontract.

3. Anaverageof11/2hoursperweekofgroupsupervisionthatisprovidedonaregularschedulethroughoutthepracticumbyacounseloreducationprogramfacultymemberorastudentsupervisor.Thegroupsupervisionmustbeprovidedbyacounseloreducationprogramfacultymemberorastudentsupervisorwhoisunderthesupervisionofacounseloreducationprogramfacultymember.

4. Thedevelopmentofprogram-appropriateaudio/videorecordingsforuseinsupervisionorlivesupervisionofthestudent’sinteractionswithclients.

5. Evaluationofthestudent’scounselingperformancethroughoutthepracticum,includingdocumentationofaformalevaluationafterthestudentcompletesthepracticum.

CACREP/PROGRAM/STATESTANDARDSFORINTERNSHIP TheCACREPstandards(2016)aretheguidelinesforuseinimplementinginternship,inconjunctionwithprogramandstatestandards.TheFloridaStateUniversityCounselorEducationmajorsworkhardtomaintainCACREPaccreditationandtobeincompliancewithFloridalicensurerequirements(formentalhealthcounselingstudents),andthusitisimperativethatboththeinternshipsiteandexperienceadheretothefollowingstandards:

1. Thecompletionof900supervisedinternshipclockhoursforMHCstudentsand600supervisedclockhoursforCareerCounselingstudents.

2. Includesaminimumof400hoursofdirectserviceworkformentalhealthcounselingmajors;aminimumof240hoursofdirectserviceworkincareercounseling.

3. Includesaminimumofonehourperweekofface-to-faceindividualsupervisionbyoneofthefollowingcertifiedorlicensedprofessionals:MentalHealthCounselor,LicensedProfessionalCounselor,NationalCertifiedCounselor,Psychologist,MarriageandFamilyTherapist,orLicensedClinicalSocialWorker;

4. Includesaminimumofoneandone-halfhoursperweekofgroupsupervisionbycounseloreducationprogramfacultymemberorastudentsupervisor.Thegroupsupervisionmustbeprovidedbyacounseloreducationprogramfacultymemberorastudentsupervisorwhoisunderthesupervisionofacounseloreducationprogramfacultymember;

5. Allowsthestudenttobecomefamiliarwithavarietyofprofessionalactivitiesotherthandirectservicework;

6. Allowsthestudenttoobtainreceivelivesupervisionofclientinteractionsoraudioand/orvideorecordings,foruseinindividualsupervision,ofthestudent'sinteractionswithclienteleappropriatetothestudent'sspecialization;

7. Allowsthestudenttogainsupervisedexperienceintheuseofavarietyofprofessionalresourcessuchasappraisalinstruments,technology,printandnon-printmedia,professionalliterature,andresearch;

8. Includesformalevaluationofthestudent’sperformanceduringtheinternshipbythesiteandcounseloreducationprogramfacultymembersupervisors,and;

9. Iscommensuratewiththelicensureand/orcertificationrequirementsfortheareaofspecialization.

AGENCYEXPECTATIONSANDREQUIREMENTSTherespectivesupervisingagencyexpectsstudentstoreportasprofessionalstaffmembersandtobehaveinallrespectsasprofessionalsthroughoutthe

clinicaltrainingexperience.Studentsareexpectedtodressandactprofessionally,andtocalltheiragenciesiftheywillbelateorabsentforanyreason.Anagency’semphasiswillbeongettingthestudentinvolvedandparticipatingintheagencysettingfromthefirstdayoftheinternshipexperience.Anagencyprovidesthefollowingsupportandresources.(1)Sufficienttimetosupervisestudents.Day-to-daysupervisionmustbeby

personswhomeetthelicensureorcertificationqualificationsandarewillingtoperformtherequirementsdescribedbelow.

(2)Adequatefacilities,equipment,andmaterialstoenablestudentstofunctiononaprofessionallevel.

(3)Anatmospherewherebystudentshaveanopportunitytobenefitfromtheexperienceof,andworkingwith,othermembersonthestaff.

(4)Anorientationtoagencyprogramcomponentsaswellasobservation,information,andexperienceinareassuchas:a.historyandphilosophyoftheagency,b.counselingandinterviewingsessionswithclients,c.evaluationofcasematerials,d.clericalandadministrativeproceduresincaseloadmanagement,e.relatingmedical,psychological,economic,andsocialknowledgetocounseling,f.utilizationandinteractionwiththecommunityandprofessionals,g.testingandresearch,andh.jobdevelopmentandplacement(whenapplicable).

(5)Workrulesandguidelinesusedbytheprofessionalstafftoaidthestudent’sorientation.

REQUIREDCREDENTIALSFORSITESUPERVISORSAllCounselorEducationpracticumandinternshipstudentsmustbesupervisedbyanappropriatelycredentialedsitesupervisor.BasedontheCACREP2009Standards,sitesupervisorsarerequiredtomeetthefollowingqualifications:

•Holdaminimumofamaster'sdegreeincounselingorarelatedprofession

withequivalentqualifications;•Holdappropriateprofessionallicensesand/orcertifications;•Haveaminimumoftwoyearsofprofessionalexperienceintheprogram

areainwhichthestudentisenrolled;•DemonstrateknowledgeofthePsychologicalandCounselingService’s(PCS)

Program'sexpectations,requirementsandevaluationproceduresforclinicalexperiences;and

•Haveappropriatetrainingincounselingsupervision.•ProvidedocumentationofthesecredentialsbycompletingtheSupervisor

DataFormandtheonlineSupervisorTrainingSurvey.SITESUPERVISIONREQUIREMENTSSitesupervisorswillreceiveinputfromthefacultysupervisorindesigningtheclinicaltrainingexperience.Supervisorsshouldalsoexpecttheinternstoassistthemincarryingacaseload.Sitesupervisorsmustparticipateintheprogram’sonlineSiteSupervisorOrientation.Atthebeginningofthesemester,sitesupervisorswillreceiveanemailfromthefacultysupervisorwithalinktotheonlinetrainingandsurvey.Inadditionthetrainingsurvey,allsupervisorsmustalsocompletethefollowingformsduringthesemester:SupervisorDataForm(thisformissubmittedthesemesterpriortotheclinicaltrainingexperience),Practicum&InternshipAgencyAgreements,andstudentevaluationforms.Copiesoftheseformsareincludedinthismanual.Sitesupervisorsareexpectedtosetasideatleastonehourperweektoprovideinternswithdirect,individualsupervision.Inaddition,practicumstudentsandinternsmustreceiveoneandone-halfhoursofgroupsupervisionperweekthatisprovidedbythefacultysupervisor.Studentsshouldhaveinformalaccesstothesupervisorduringtheweekastheneedarises.Thisneedcanbemetthrougharrangementsmadebetweenthe

supervisorandthestudent.Sitesupervisorsmustsignthestudent’slogformsthatdocumenttheirclinicaltrainingandindividualsupervisionhours.Thesitesupervisorwillcompleteaminimumofamid-termandfinalevaluationreportduringthesemesterofPracticumandthefirstsemesterofInternship,andafinalevaluationduringthelastsemesterofInternship.Thesereportsshouldbesubmittedtothefacultysupervisorbytheinternandshouldbediscussedwithandsignedbytheinternpriortosubmissiontotheuniversity. PROFESSIONALRECOGNITIONOFAGENCYSITESUPERVISORSTheFloridaStateUniversityextendsaCertificateofParticipation(waiver-of-tuitionprivileges)toprofessionalswhoserveassitesupervisorsforitsstudentcounselors:ThisCertificateentitlestheholdertoexemptthetuitionfeeforuptosixhoursduringonetermofinstruction,includingcreditcoursesofferedthroughcontinuingeducationprograms,atanyStateUniversity.TheholderwillberequiredtopayallcurrentfeesapplicableatthetimeofregistrationandcomplywithallapplicablestatutesandpoliciesoftheStateofFloridaanditsagenciesregardingadmissionandregistration.TheCertificatemaybeissuedonlyuponthecompletionoftheactivityorprogram,excepttopersonswhoattendarequiredtrainingsessionasapprovedbytheUniversity.ACertificateisnon-transferableandmaybeusedonlyforthepurposedesignatedbythestatedpoliciespriortothedateofexpiration(whichis36monthsafterissuance).ThecertificatemustbesurrenderedtotheappropriateUniversitypersonnelatthetimeofregistration.TheholderofthiscertificatemustotherwisecomplywithallotherrulesandpoliciesregardingitsawardorusageasmayberequiredbyaUniversityoranyotheragencyoftheStateofFloridaatthetimeofissuanceorusage.SitesupervisorswishingtoreceiveaCertificatemustsubmitallrequiredinternshipdocuments,includingacompletedCertificateofParticipationform,tothesupervisingfacultymember.ThefacultywilltheforwardtheCertificateformtoOfficeofAcademicServicesandInternSupport(CollegeofEducation).

ThisofficeprovidesthenameofthecooperatingteachertotheDeanofFaculties.TheOfficeoftheDeanofFacultiesissuesthecertificateofparticipation.ThenameandlastfourdigitsofthesocialsecuritynumberoftherecipientwillappearontheCertificateofParticipation.Note:AllrequiredformsforthepracticumandinternshipcanbefoundintheBlackboardsiteforthecourse.Itisthestudents’responsibilitytoprovidetheseformstothesitesupervisorpriortobeginningtheirclinicaltraining.
