We quickly see the differences between the sites:

3) Very far away, no road, no water, potential conflicts with pasture users1) Good existing infrastructure + local govt willing to partially finance extension of road to deserve far away villages. But in the flood zone. Settlement downstream => problem to evacuate wastewater2) Seems better compromise: good infrastructure + protected from avalanches by dense forest. BUT partially on protected area => restrictions on construction. Need to cut small patch of forest that protects us against the floods => what future impact?

Forecasting is not an exact science but what can the climatic models tell us about the future of my potential sites

Because of higher frequency of extreme events, site 1) is now more at risk of floods

Because glacier upstream is melting, river of site 2) might have completely disapeared

Legal framework defines who produces what data, how can the data be exchanged, at what costs

Standards ensure that different datasets from different providers nicely fit together

Coordination ensures that we avoid the not-nice situations where a project, somewhere, builds data, information, knowledge that is hardly compatible with what is already existing

Basically, what we have with Klink for documents, we want to achieve it for data, at national levels
