    INTRODUCTIONThisInformationSheetisoneofaseriesproducedbytheLEIASafetyandEnvironmentCommitteeontopicsrelevanttotheLiftandEscalator Industry. Whilsteveryefforthasbeentaken intheproductionofthesesheets, itmust be acknowledged that they should be read in conjunctionwith the relevant legislation,codes of practice etc. They should not be taken as an authoritative interpretation of the law but asguidancetoit.LIFTINGPLANSTheLiftingOperationsandLiftingEquipmentRegulations1998(LOLER)Regulation8requiresthateveryemployershallensurethateveryliftingoperationinvolvingliftingequipmentis

    (a) Properlyplannedbyacompetentperson;(b) Appropriatelysupervised;and(c) Carriedoutinasafemanner.

    TheProductionofaLiftingPlancanensurecompliancetothislegalrequirement.Liftingplanscanbedividedintotwocategories.

    Routine(nospecificplanrequired) Special(morecomplexlifting,mustbedocumentedwithaspecificplan)

    TherearedefinedcircumstanceswhenaLiftingPlanmustbewritten,butawrittenplanisrecommendedforallbutthesimplest,routinelifts.Forroutineliftingoperationsaninitialplanmayonlyberequiredoncebutyoumayneedtoreviewitoccasionallytomakesurethatnothinghaschangedandthisgenericplanremainsvalid.Wheretwoormoreitemsofliftingequipmentareusedsimultaneouslytoliftaloadawrittenplanshouldbedrawnupandfollowed.Awrittenplanmayalsoberequiredifyourinternalprocessesoryourcustomersprocessesrequireit.WHOSHOULDPREPAREALIFTINGPLAN?Theemployershallensurethateveryliftingoperationinvolvingliftingequipmentisproperlyplannedbyacompetentperson.Thecompetentpersonshouldhaveadequatepracticalandtheoreticalknowledgeandexperienceofplanningliftingoperations.Competenceisnotdefinedinthelegislation,butcanbedescribedassomeonewith:

    Appropriateexperience Sufficientandrelevanttraining Suitableskills Aptitudeforthetask

    INITIALPREPARATIONOFALIFTINGPLANAliftingplanneedstoaddresstherisksidentifiedbytheriskassessmentandidentifytheresourcesrequired,theproceduresandtheresponsibilitiessothatanyliftingoperationiscarriedoutsafely.Initialplanningrequiresthepersonpreparingtheplantoensurethatliftingequipmentissuitableforthetasktakingaccountof:
