序

経済産業省は、我が国鉱工業の生産活動の動向を明らかにする

ため、毎月、生産動態統計調査を実施し、調査結果を公表してお

ります。

本年報は、平成22年に実施した生産動態統計調査のうち、機械

器具に関する調査結果について取りまとめたものです。本年報が、

各方面で広く活用されることを期待しております。

本年報の発行に当たり、毎月の統計調査に御協力を頂いており

ます皆様に対し厚く御礼申し上げます。

利用上の注意

この年報は、経済産業省調査統計部の機械統計に関する年次報告として刊行されている「機械統計年報」の第５９号

です。

この年報は、統計法に基づく経済産業省生産動態統計調査規則（基幹統計）により実施された機械器具に関する平成

２２年の調査結果を編集公表するものです。

毎月の調査結果は、「機械統計月報」として公表していますが、月報公表後、数値の訂正が行われることがあります。

この年報ではこれを補正しています。

１．調査の範囲

この年報に収録した調査票の種類及び調査の範囲は、第１表のとおりです。

２．調査項目の定義について

(1) 製品 ① 生産

ア．調査の対象事業所（以下「調査対象」という。）が、国内で実際に生産（受託生産を含む。）した製品の数

量をいいます。ここでいう製品とは、修理改造、再製品を除く最終の社内検査又は立ち会い検査を完了したも

のをいいます。なお、生産には、調査対象で他の製品に加工又は消費するために生産したものも含みます。

イ．生産金額は契約価格又は生産者販売価格により評価したものをいいます。

ここでいう契約価格又は生産者販売価格とは、企業の販売価格から積込み料、運賃、保険料、その他の諸

掛りを除き、消費税を含めたものです。

② 受入

調査対象の工場又は倉庫に次の事由により受け入れた製品の数量をいいます。

ア．他企業から購入したもの(輸入を含む。)

イ．同一企業内の他工場から受け入れたもの

ウ．委託生産品及び委託加工品を委託先の工場(下請工場を含む。)から受け入れたもの

エ．返品(戻入れ)されたもの

③ 消費

調査対象が他の製品の原材料、加工用として消費した数量をいいます。

④ 出荷

調査対象及び調査対象が契約の主体となって借り受けている倉庫又は保管場所から、実際に出荷した数量を

いいます。

（販売）

次の事由による出荷を「販売」としています。

ア．販売業者又は消費者である他企業に直接販売したもの

イ．販売することを目的として本社、営業所又は中継地などに出荷したもの

ウ．受託生産品を販売業者（消費者を含む。）である委託者へ出荷したもの

エ．同一品目群に属する製品（同一調査票に掲げる品目、以下同じ。）を生産していない同一企業内の他工場

に出荷したもの（全くの転売品）

オ．販売金額は生産金額と同一の基準で評価しています。

（その他）

次の事由による出荷を「その他」出荷としています。

ア．同一品目群に属する製品を生産している同一企業内の他工場に出荷したもの

イ．同一品目群に属する製品を生産している他企業に出荷したもので、転売することが明らかなもの

ウ．委託生産又は委託加工のため出荷したもの

エ．受託生産品又は受託加工品を同一品目群に属する製品を生産している生産業者(委託者)へ出荷したもの

オ．自家使用したもの（自工場施設などへの設備投資、見本用、贈答用、試験研究用など。）

カ．自己消費したもの（ただし、消費を調査していない場合のみ。）

⑤ 月末在庫

調査対象が生産した調査品目の製品及び受入品で、調査対象及び調査対象が契約の主体となって借り受けて

いる倉庫又は保管場所に、実際に保管してある製品の数量をいいます。

(2) 労務 ① 月末常用従業者数

実際に生産及び管理その他の業務に常時従事する従業者数をいいます。

② 月間実働延人員

実際に生産などに従事した常用従業者の１か月間の累計をいいます。

３．その他

(1) この年報で使用している記号の区分は下記のとおりです。「０」は単位未満「－」は実績なし「…」は不詳

「ｒ」は訂正「ｘ」は秘匿「▲」はマイナス

(2) 単位未満を四捨五入しているため、内訳の積み上げと合計が一致しない場合があります。 (3) この年報に掲載された統計を他に転載するときは、必ず「機械統計年報（経済産業省）」による旨を明記してください。

(4) 調査対象事業所の見直しなどにより、数値の接続しない品目があります。詳細については「第２表品目別接続係数について」を参照してください。

なお、第２表に接続係数が記載されている品目の対前年比を求める場合は、以下の例を参考に計算してください。

調査対象事業所の見直し等により、発生年月以前の数値と発生年月以降の数値をそのまま比較できない品目があります。

これらの品目については、以下の接続係数を発生年月の前月以前の数値に乗じて、発生年月以降の数値と接続してご利用ください。

平成21年12月以前の数値を使用して前年同月比を求める場合は、下記の係数を前年の数値に乗じて計算してください。

Notes for Utilization

This yearbook is No. 59 of the Yearbook of Machinery Statistics, which is published as an annual report on machinery statistics compiled by the Research and Statistics Department of the Ministry of Economy, Trade and Industry.

This yearbook includes the results of the 2010 Current Survey of Production (Fundamental Statistics) concerning machinery and equipments, which is conducted under the METI’s Regulations for the Current Survey of Production. The results of the Monthly Current Survey of Production are published as a “Monthly Report of Machinery Statistics”. After being published in the monthly report, numbers may be revised. This yearbook revises those numbers.

1. Subject of the survey The kinds of questionnaires and scope of the survey in this yearbook are as in the following table 1.

2. The definition of survey items (1) Product ① Production

a. The total quantity of products actually produced (including produced as a consignee) by the establishment that is the object of the survey (hereafter, “the survey object”).

In this connection, “products” mean those products that have undergone either final in-house inspection or witnessed inspection within the research period, and repairs and reconstruction are not included in production.

b. Contract prices or producers selling prices assess the financial amount of production. In this connection, “contract prices” or “producers selling prices” are enterprises’ selling prices excluding shipping charges, transport costs, insurance costs and other costs.

② Receiving The quantity of products received by factories or warehouses the same survey commodity items due to

the following circumstances: a. Purchased from other enterprises (including imports). b. Received from other factories belonging of the same enterprises. c. The commissioned products and commission-manufactured products received from the consignees

(including subcontract factories). d. Returned products (including purchase return).

③ Consumption The quantity of products consumed as materials in “the survey object”.

④ Shipment The quantity of products actually shipped from “the survey object” warehouse or rental warehouse

which “the survey object” mainly uses. (Sales)

Shipments made in the following circumstances are counted “Sales” a. Products directly sold to distributors or consumer enterprises. b. Products shipped to the headquarters/sales offices or relay points for the purpose of selling. c. Commissioned products shipped to consigners that are sales dealers (including consumers). d. Products shipped to other factories of the same enterprise which are not producing products

belonging to same group of items, and that are subsequently to be resold.

e. Value as evaluated by the contract price of producer’s selling price. (Other)

Shipments owing to the following circumstances are counted as “Other”. a. Products shipped to other factories of the enterprise which are producing products belonging to the

same group of items. b. Products shipped to other enterprises which are producing products belonging to the same group of

items. c. Products shipped for use in the commissioned products or commission-manufactured products. d. The commissioned products or commission-manufactured products shipped to the manufacturers (consigners) that are producing products belonging to the same group of items.

e. Products used in-house (equipment investment for an enterprise’s own factory, use for samples, use for gifts, use in testing and research).

f. Products consumed in-house (only in the case of the no consumption survey item). ⑤ Inventory at the end of the month

The quantity of products produced or received by “the survey object” which are actually stored in “the survey object” warehouses and rental warehouses which “the survey object” mainly uses.

(2) Labor ① Month-end number of full-time employees

The number of employees that actually and regularly engage in production, management or other operations.

② Gross number of employees that worked during the month Cumulative numbers of employees that actually engaged in production, etc. for the survey month.

１．一般概況

― ２２年の生産は３年ぶりの上昇 ―

平成２２年の鉱工業生産指数は、94.4（前年比 16.4％）と

３年ぶりの上昇となった。

四半期別の動向をみると、１～３月期は輸送機械工業、

一般機械工業、電子部品・デバイス工業等が上昇したことに

より前期比 7.4％の上昇となった。４～６月期は一般機械工

業、電気機械工業、電子部品・デバイス工業等が上昇したこ

とにより同 0.7％の上昇となった。７～９月期は輸送機械工

業、電子部品・デバイス工業、鉄鋼業等が低下したことによ

り同▲1.0％の低下となった。１０～１２月期は輸送機械工

業、食料品・たばこ工業、電子部品・デバイス工業等が低下

したことにより同▲0.1％の低下となった（第１図、第１表）。

このような中にあって、２２年の機械工業（除く、船舶・

鉄道車両。以下、機械工業、輸送機械工業は、それぞれ船舶・

鉄道車両を除いたものである。）の生産は前年比 26.9％の上

昇となった。これは、輸送機械工業、一般機械工業、電子部

品・デバイス工業など全ての業種が上昇したことによる。

出荷は同 27.4％の上昇となった。これは、輸送機械工業、一

般機械工業、電子部品・デバイス工業など全ての業種が上昇

したことによる。

在庫は前年末比 12.3％の上昇となった。これは、電気機械

工業、一般機械工業などが低下したものの、電子部品・デバ

イス工業、輸送機械工業、情報通信機械工業が上昇したこと

による。

なお、在庫率は前年比▲29.8％の低下となった（第２図、

第２・３表）。

２．機械工業の動向

(1) 一般機械工業

２２年の一般機械工業の生産は、前年比 37.3％と３年ぶり

の上昇となった。これは、化学機械などが減少したものの、

半導体・フラットパネル製造装置、一般機械器具部品、風水

力機械・油圧機器などが増加したことによる（第３図、第４・

５表）。

四半期別にみると、１～３月期は一般機械器具部品、半導

体・フラットパネル製造装置、風水力機械・油圧機器などが

増加したことにより前期比 16.5％と３期連続の上昇、４～６

月期は半導体・フラットパネル製造装置、風水力機械・油圧

機器、金属工作機械などが増加したことにより同 10.9％の上

昇、７～９月期は半導体・フラットパネル製造装置、土木建

設機械、その他の一般機械などが増加したことにより同

4.7％の上昇、１０～１２月期はボイラ・原動機、風水力機

械・油圧機器、運搬機械などが増加したことにより同 2.4％

の上昇となった。

出荷は、前年比 35.3％と３年ぶりの上昇となった。これは、

化学機械などが減少したものの、半導体・フラットパネル製

造装置、一般機械器具部品、風水力機械・油圧機器などが増

加したことによる。

内外需別にみると、国内向けは、前年比 30.3％の上昇と

なった。これは、半導体・フラットパネル製造装置、一般機

械器具部品、風水力機械・油圧機器などが増加したことによ

る。輸出向けは、同 46.7％の上昇となった。これは、半導体・

フラットパネル製造装置、一般機械器具部品、金属工作機械

などが増加したことによる。

四半期別にみると、１～３月期は一般機械器具部品、半導

体・フラットパネル製造装置、土木建設機械などが増加した

ことにより前期比 17.7％と３期連続の上昇、４～６月期は半

導体・フラットパネル製造装置、ボイラ・原動機、風水力機

械・油圧機器などが増加したことにより同 9.8％の上昇、７

～９月期は半導体・フラットパネル製造装置、土木建設機械、

金属工作機械などが増加したことにより同 3.4％の上昇、１

０～１２月期はボイラ・原動機、土木建設機械、風水力機械・

油圧機器などが増加したことにより同 3.8％の上昇となった。

在庫は、前年末比▲5.5％と２年連続の低下となった。こ

れは、一般機械器具部品などが増加したものの、土木建設機

械、冷凍機・同応用製品、農業用機械などが減少したことに

よる。

なお、在庫率は、前年比▲47.5％と４年ぶりの低下となっ

た。

次に、細分類業種別にみると以下のとおりである。

① 半導体・フラットパネル製造装置の生産は、前年比

74.1％、出荷も同 74.1％とともに４年ぶりの上昇と

なった。生産を品目別にみると、半導体製造装置は、国

内及び台湾、韓国、米国向けなどが増加したことにより

前年比 121.5％と３年ぶりの増加となった。また、フ

ラットパネル・ディスプレイ製造装置は、国内向けが減

少したものの、台湾、韓国、中国向けなどが増加したこ

とにより同 6.6％と２年ぶりの増加となった（第４図）。

② 風水力機械・油圧機器の生産は、前年比 52.6％、出

荷は同 48.8％とともに３年ぶりの上昇となった。

生産を品目別にみると、空気圧バルブ、空気圧シリン

ダは、韓国、中国などのＩＣ製造工程、自動車製造工

程向け、欧州、米国のＩＣ製造工程、リチウムイオン

電池製造工程向けに増加したことにより前年比

114.3％、同 96.3％とそれぞれ４年ぶり、３年ぶりの

増加となった。油圧バルブは、中国の土木建設機械向

けに増加したことにより同 106.8％と３年ぶりの増加

となった。一方、ポンプは、同▲5.0％と３年連続の減

少となった（第５図）。

③ 土木建設機械の生産は、前年比 84.1％、出荷は同

75.6％とともに３年ぶりの上昇となった。

生産を品目別にみると、ショベル系掘削機械は、国

内リース・レンタル業向け及び欧州、東アジア、中国

向けなどが増加したことにより前年比 129.0％と３年

ぶりの増加、ブルドーザは、国内向け及び欧州、米国

向けなどが増加したことにより同 104.1％と２年ぶり

の増加となった。一方、建設用クレーンは、国内向け、

輸出向けともに減少したことにより同▲27.9％と２年

連続の減少となった（第６図）。

④ 産業用ロボットの生産は、前年比 142.9％、出荷も同


生産を品目別にみると、数値制御ロボットは、デジタ

ル家電などの電子部品の実装用を中心に、国内向け及び

中国、韓国などの東アジア向けが増加したことにより、

前年比 152.4％と４年ぶりの増加となった。また、プレ

イバックロボットも中国向けなどが増加したことによ

り同 129.6％と３年ぶりの増加となった（第７図）。

⑤ 金属工作機械の生産は、前年比 64.1％、出荷は同


生産を品目別にみると、マシニングセンタは、中国の

自動車関連産業向けなどの増加により前年比 77.6％、数

値制御旋盤は、自動車関連産業向け及び米国、ＡＳＥＡ

Ｎ向けの増加により同 66.2％、数値制御ボール盤は、中

国、ＡＳＥＡＮ向けの増加により同 427.2％といずれも

３年ぶりの増加となった。研削盤は、自動車関連産業向

け及び中国、韓国向けの増加により同 34.3％、また数値

制御放電加工機は同 73.6％とともに４年ぶりの増加と

なった（第８図）。

⑥ 化学機械の生産は、前年比▲20.8％、出荷も同▲

20.7％とともに７年ぶりの低下となった。

生産を品目別にみると、反応用機器は、国内向けが

減少したことにより前年比▲34.1％と４年ぶりの減少、

熱交換器も、国内向けが減少したことにより同▲

26.1％と２年連続の減少となった。一方、混合・かく

はん・粉砕機は、東アジア、中国向けが増加したこと

により同 0.6％と２年連続の増加となった（第９図）。

２２年の電気機械工業の生産は、液晶パネル用バックライ

ト、非標準変圧器などが減少したものの、太陽電池モジュー

ル、サーボモータ、電気測定器などが増加したことにより前

年比 19.6％と４年ぶりの上昇となった。

これを業種別にみると、回転電気機械、電気計測器、開閉

制御装置・機器など全ての業種が増加となった（第１２図、

第６・７表）。

四半期別にみると、１～３月期は開閉制御装置・機器、回

転電気機械、電気計測器など全ての業種が増加したことによ

り前期比 10.7％と４期連続の上昇、４～６月期は電気計測器、

民生用電気機械、回転電気機械などが増加したことにより同

1.8％の上昇、７～９月期は民生用電気機械、回転電気機械、

静止電気機械などが増加したことにより同 1.9％の上昇、１

０～１２月期は民生用電気機械、その他の電気機械、回転電

気機械が増加したことにより同 0.8％の上昇となった。

これを業種別にみると、その他の電気機械などが増加した

ものの、民生用電気機械、配線・照明用器具、電気計測器が

減少となった。

なお、在庫率は、前年比▲14.7％と３年ぶりの低下となっ

た。

次に、細分類業種別にみると以下のとおりである。

① 回転電気機械の生産は、一般用タービン発電機が減

少したものの、サーボモータ、小形電動機、非標準三

相誘導電動機などが増加したことにより前年比 41.7％

と３年ぶりの上昇となった。品目別にみると、サーボモータは、半導体製造装置、

液晶パネル製造装置用途などが国内、中国向けに増加

したことなどにより前年比 181.0％と２年ぶりの増加、

小形電動機は、国内の自動車メーカー向けなどが増加

したことなどにより同 27.4％、非標準三相誘導電動機

は同 9.7％とともに３年ぶりの増加となった。一方、

一般用タービン発電機は、中東、米国向けなどが減少

したことにより同▲32.8％と４年ぶりの減少となった

減少したものの、プログラマブルコントローラ、低圧

開閉スイッチ、電磁リレーなどが増加したことにより

前年比 15.3％と２年ぶりの上昇となった。

品目別にみると、プログラマブルコントローラは、

半導体製造装置、液晶パネル製造装置用途などが国内、

中国向けに増加したことなどにより前年比 64.9％、低

圧開閉スイッチは同 48.9％とともに２年ぶりの増加、

電磁リレーは同 56.6％と３年ぶりの増加となった。一

方、開閉制御装置は、監視制御装置が国内の電力会社、

鉄道会社向けに減少したことにより同▲3.3％と２年

連続の減少となった（第１４図）。

③ その他の電気機械の生産は、液晶パネル用バックラ

イトが減少したものの、太陽電池モジュールが増加し

たことにより前年比 37.4％と３年連続の上昇となった。

品目別にみると、太陽電池モジュールは、国や自治

体による補助金制度の効果で住宅用途が国内向けに増

加したことにより前年比 63.9％と３年連続の増加と

なった。一方、液晶パネル用バックライトは、液晶テ

レビ用途が国内向けに減少したことにより同▲41.3％

と４年連続の減少となった（第１５図）。

出荷は、前年比 51.6％と３年連続の上昇となった。

これは、太陽電池モジュールが同 83.3％と３年連続の

増加となったことによる。一方、液晶パネル用バック

ライトが同▲45.6％と４年連続の減少となった。

在庫は、前年末比 11.1％と５年連続の上昇となった。

これは、太陽電池モジュールが同 14.8％と５年連続の

増加となったことによる。一方、液晶パネル用バック

(3) 情報通信機械工業

２２年の情報通信機械工業の生産は、携帯電話、はん用コ

ンピュータなどが減少したものの、液晶テレビ、カーナビ

ゲーション、入出力装置などが増加したことにより前年比

9.8％と３年ぶりの上昇となった。

これを業種別にみると、民生用電子機械、電子計算機、そ

の他の情報通信機械が増加し、通信機械が減少となった（第

１６図、第８・９表）。

四半期別にみると、１～３月期は電子計算機、民生用電子

機械、その他の情報通信機械が増加したことにより前期比

1.2％と４期連続の上昇、４～６月期は民生用電子機械、電

加したことにより同1.6％の上昇、１０～１２月期は同0.0％

の横ばいとなった。

出荷は、前年比 26.8％と３年ぶりの上昇となった。

これを業種別にみると、民生用電子機械、電子計算機、そ

の他の情報通信機械が増加し、通信機械が減少となった。
