COLLEGE FINANCIAL AID GRANT forJUNE 2012 TAMARAC HS GRADUATES

The Finance Committee of the Center Brunswick UnitedMethodist Church announced that it will award $1000 to astudent to be selected from the Tamarac High School Class of2012. The money may be used for any type of expenses relatedto further education. MAGIC” at TROY LIBRARYThe Troy Public Library is pleased to announce the program,“Adelaide Herrmann: Queen of Magic,” on Tuesday, April 17th,at 6:00 p.m. at the Main Library. Margaret Steele is a magician, historian and editor of the newbook, Adelaide Herrmann, Queen of Magic: Memoirs, PublishedWritings and Collected Ephemera. Adelaide Herrmann andher husband, magician Alexander Herrmann, developed thefirst Grand Illusion show. Just six weeks after her husband’ssudden death, Madame Herrmann stepped into the magician’srole, unheard of for a woman in that time, and re-opened theshow at New York’s Metropolitan Opera House. Taking thetitle, “The Queen of Magic,” Adelaide Herrmann starred as amagician in American Vaudeville and European theaters foranother three decades, until her retirement in 1928 at the ageof seventy-four. MEDICAID TAKEOVER A STEP IN THE

RIGHT DIRECTIONRensselaer County Kathleen M. Jimino is calling the SenateMajority’s acceleration of the State takeover of the local costsof Medicaid a step in the right direction to achieving theessential mandate relief that is vital to maintaining local servicesand limiting the property tax burden on homeowners acrossupstate New York.“Homeowners deserve a break from the overwhelmingproperty tax burden they face that is brought on in large partby the cost of the unfunded mandates the State imposes. InRensselaer County, 90 cents of every local tax dollar collectedis used to pay for these State programs deemed necessary byour state leaders and bureaucrats all while those same stateleaders and bureaucrats when unable to pay the bills fromtheir $130 billion State budget send them to Counties andtheir local taxpayers to foot the bill,” said Rensselaer CountyExecutive Kathleen M. Jimino.New York requires the highest local contribution towardsfunding the Medicaid program with local governmentscontributing approximately $8 billion towards the cost of theprogram. The next highest State is California which requiresits local governments to provide a total of $1 billion in support.“I commend the Senate Majority for recognizing the need forproperty tax and mandate relief by accelerating the Governor’sproposal to reduce the property tax share of Medicaid butcaution that Counties and taxpayers need results now. HIGHEST SCOUTING RANKTech Valley High School senior Nate Moseley has earned the toprank in the Boy Scouts of America.With TVHS Principal Dan Liebert, teacher Ed Coolidge and othersfrom the TVHS family looking on, Moseley was awarded EagleScout rank during a tradition packed-ceremony on Sunday.“It shows tremendous dedication and great personal growth toachieve such an honor,” said Liebert. “It’s so rare an occurrence -only 2 percent of scouts achieve the honor and a fraction of thepopulation - this is truly a great honor for Nate.”For his Eagle Scout project, Moseley, of Boy Scout Troop 63 inHoosick Falls, constructed a lean to in the Pittstown State Forest.Moseley, who had to carry and haul all materials for the enclosurethrough a wooded area without any trails, said it is the first lean-to to be constructed on public land in Rensselaer County.Moseley is currently the student of the month at TVHS.Moseley joins a select few that include President Gerald Ford,Astronaut Neil Armstrong and film director Steven Spielberg. Heis the second student from Tech Valley High School to achieve thehonor. Last year, then-senior Cody Rogers, from Green Islandachieved the same honor.

PROPOSED PENSION REFORM PLANMembers of the majority of the Rensselaer County Legislatureare endorsing a proposed pension reform plan that has earnedbroad and bi-partisan support from elected officials acrossNew York State.Costs for pensions have risen dramatically in recent years,with statewide costs climbing from $1.7 billion in 2002 to $12.4billion in 2012. The reform plan would help control costs andprotect both taxpayers and those receiving pensions.Introduced by Governor Cuomo, the pension reform plancenters around creation of a Tier VI for any employees whohave yet to be hired and join public service. The proposal hasreceived strong and bi-partisan support from elected officialsfrom across the state.Chairman of the Legislature Martin Reid said the plan is a solidstep toward controlling pension costs and creates a partnershipbetween the state and local governments in dealing with theissue. The reform plan will help control costs without diminishingbenefits for any current recipient, according to the proposal.“Pension reform is a crucial issue for government at all levels.The reform plan put forward will help control costs in thefuture and help protect taxpayers and needed services,” saidReid.“It is no secret that pension costs have ballooned in recentyears, at a time when local governments can least afford it.As a former mayor, there was nothing more stressful thangetting the pension bill from the state,” added Legislator HarryTutunjian, who served two terms as Troy mayor.“Pension costs have gone up to such an extent that localgovernments are under tremendous strain to meet theobligation. This package has received strong bi-partisansupport because leaders on both sides recognize the need forcomprehensive reform,” said Vice Chairman of the Legislaturefor Finance Phil Danaher.

CHANGESRensselaer County Executive Kathleen M. Jimino has announcedthe appointment of John Turi as the County’s Public Defender,and Charles Wojton as the Director of Central Services. Theappointments stem from the retirements of long termDepartment Heads Jerome Frost and Timothy Holt.John Turi has been a practicing attorney since graduating fromAlbany Law School in 1987 and employed as an Assistant PublicDefender since 1999 where he handled major crimes whilespecializing in cases involving mental disease and defect. Mr.Turi’s appointment has been sent to the County Legislature fortheir confirmation.On Mr. Turi’s appointment, Rensselaer County ExecutiveKathleen M. David Martinsen, a Troy resident, has been picked as theoutstanding Active Guard and Reserve Non-comissioned Officerof the Year for the New York Army National Guard.As an Active Guard and Reserve (AGR) member of the Guard,Martinsen works full time as a Soldier at Joint ForceHeadquarters in Latham.A combat veteran, Martinsen, age 26, deployed in Iraq fromOctober 2007 to January 2009 while in the Active Army as amember of the 510th Human Resources Company and the101st Human Resources Company. He works as a humanresources specialist for the National Guard.Soldiers competing for the New York Army National Guard’sAGR Non-commissioned Officer of the Year Award are selectedby each brigade command in the organization based on a boardheld by senior sergeants. The Soldiers then compete againsteach in the areas of military knowledge and skills. All thecontestants are top performers in physical fitness andmarksmanship.Active Guard and Reserve Soldiers perform the administrativeand logistical functions which allow the bulk of the New YorkNational Guard’s 10,500 Soldiers who serve on a part-timebasis to train and perform their duties effectively.This year’s competition was held March 24-25 at New YorkNational Guard Headquarters in Latham.Soldiers also compete to be the best junior enlisted Soldier andthe best traditioanl part-time Non-commissioned Officer in theNew York Army National Guard.“I wanted to participate in this because I have participated inthis before when I was in the Active Army and never won thebig competition,” Martinsen said. So this meant a lot for me towin it this time because I was so close to winning the higherlevel before. It took a lot of hard work and time to do it though.I studied every night, some more than others on all the possibletopics I could be asked about.”“It really feels great to be the NCO of the Year. It really feelslike all my hard work paid off. Now I just have to continuestudying and ensure that I’m equally prepared for the nextlevel,” he said.Martinsen will represent the New York Army National Guard ata northeast states regional competition.

AND EASTER DECORATING

Eggs are symbolic of Easter. They’recolored, decorated, hidden, and usedin decorative items for the home. Theone caveat to eggs is that they arequite fragile, and even hard-boiledeggs can be rendered useless with oneaccidental drop or blow. Instead ofrelying on breakable eggs forEasterfun, consider making stronger onesinstead.Symbolic of rebirth and renewal, eggsare an integral part of setting thescene come early spring. Selecting aless fragile material to create the looksof real eggs can increase the potentialfor using them in many different applications. One of the easiestways to create harder-to-break eggs is to make them out ofclay.Modeling clay is a versatile medium that can be used to makeeverything from clay eggs to bunny figurines to religious itemssynonymous withEaster.A visit to the local craft store or even a chain retailer will likelyturn up different clay products, which come in a variety ofcolors. You can create pastel-colored clay by mixing primarycolors with white clay if you cannot find pastel colors in thestore.There are two main ways to create egg shapes out of a ball ofclay. One way is to roll a ball out of the clay and then roll itvertically between your hands to make the smaller end of theegg. Another is to use a plastic egg as a mold and stuff the clayinside. Pop open the top of the plastic egg and then gently tapthe clay out.You don’t even have to color your clay if you don’t feel up to it.You may also use white clay, allow to dry, and then paint themusing acrylic paints. Mix two clay colors together before forminginto an egg to achieve a marbled effect.Also think about adding embellishments like stickers, ribbon,bows, and flowers to the eggs, much in the same way youwould decorate real eggs.

To display clay eggs in a vase or to attach to a spring wreath,thread a dowel or piece of florist’s wire into the egg beforeallowing to harden completely. Then attach them as needed.Clay eggs can be used in place of regular eggs in just aboutevery traditional egg use — except of course for making eggsalad! Plus, making clay eggs is a fun and safe craft for all ages.Eggs in a NestHere’s a creative way to show off clay eggs.Materials:2 to 3 eggs depending on sizeMoss or raffiaRibbonFlorist wireWeave or shape the raffia or moss into a nest shape largeenough to fit the clay eggs. Secure as necessary with the wire.Decorate with bows made out of ribbon.Place the eggs into the nest and display where desired.

GRAFTON LAKES STATE PARK TO HOST WILDLIFE

PROGRAMS OVER SPRING BREAKWhy does the Bluebird sing? Where does the Brook Trout like to swim? These and many otherexciting questions will be answered during Grafton Lakes Spring Break programs. The Trout Discoveryand Stocking program is on April 10, Bluebirds with Bob is on April 13, and Habitat in a Jar will beoffered on April 14. Participants will meet the Brook Trout we’ve been raising since October duringour Trout Discovery program on Tuesday, April 10, from 1pm-3pm. Our river’s and stream’s “canariesin the coalmine,” the Brook Trout need clean and cool water to survive, so mountain streams like thoseon the Rensselaer Plateau are ideal habitat for this native fish. Indoor activities for families will befollowed by kids helping us stock the fish in the park. Please bring a bucket with you. Program is $2/person or $5/family, and proceeds help to fund the cost of our Trout aquarium.If you love to hear the birds singing their hearts out each Spring, then check out Bluebirds with Bobto learn about this beautiful New York State Bird on Friday, April 13, from 10am-12pm. Bird enthusiastand park staff member Bob Davis will share his knowledge of the Eastern Bluebird and some storiesfrom his encounters with them. Participants with suitable Eastern Bluebird habitat at their homes willbe able to take a free nesting box while supplies last. The program includes children’s activities.Program is $2/person or $5/family. On Saturday, April 14, learn about the different habitat needs ofvarious animals that call the Rensselaer Plateau home from 1pm-2pm before creating your own“habitat in a jar” to take home. The Plateau is home to river otter, beaver, turkey, and even black bear.Participants will create a miniature self-sustaining ecosystem in a jar. Program is $5/person.Space is limited, so pre-registration is required for all of the Spring Break programs by calling 279-1155.
