Mission Acquire and sustain command, control, communications, and counter improvised
explosive device systems to enable the Marine Corps Air-Ground Task Force to
accomplish their mission.
Priorities/Vision Support the Operating Forces (deployed or preparing to deploy).
Develop and sustain world-class, high performance command, control,
communication; counter improvised explosive device; and counter radio-controlled
improvised explosive device warfare systems capable of operating in an integrated
MAGTF, Joint, and coalition environments, and do so affordably and efficiently.
Develop work force (military and civilian) through appropriate acquisition and
professional training, education, certification and leadership development; enhance
project planning processes; support workforce with adequate space and computer
resources.
Ensure effective integration and support of all MC3 programs into overarching
portfolio; consolidate MC3 into a high performing “team of teams” providing essential
capabilities to the warfighter.

commander and his staff need to be networked into the major
subordinate elements (MSE) to command and facilitate
coordination and information flow. Improved communications,
over-the-horizon, on-the-move, will aid in facilitating information
flow.

Characteristics of MAGTF C3 Systems
– Common: Command echelons use the same equipment. Unique
MAGTF sensors and intelligence feeds enter via a standard
gateway.
– Modular: C2 and communications system are designed to enable
component utilization that logically supports a variety of
configurations for various C2 echelons across the MAGTF.
– Scalable: Software and hardware components are added and subtracted
to facilitate C2 functions for all MAGTF operations centers.
– Interoperable: C2 and communications system must possess the
interoperability necessary to ensure success in joint and
multinational operations as well as interactions with other
government agencies (OGAs) and nongovernmental
organization (NGOs).
– Agile: To support expeditionary forces and operational concepts, the
communications system must be agile. The key dimensions of C2 and
communications system agility are: Responsiveness, Flexibility,
Innovation, Adaptation, Reliability, Security, Survivability.
– Trusted: C2 and communications system users must have confidence in
the capabilities of the network and the validity of the information made
available by the network.

System Description:
The current TDN Family of Systems (FoS)
consists of Gateways (TDN GW), Data Distribution Systems (TDN
DDS/DDS-R/DDS-M), and Information Assurance Boundary
(IAB). Together these systems provide the backbone data
communications infrastructure to the MAGTF Commander in the
form of an integrated data network. The TDN FoS data
communications GWs, DDS’, and IABs are interconnected with one
another and their subscribers via a combination of common user
long-haul transmission systems organic to the FMF, LANs, single
channel radios, multi-channel comm. systems, and commercial and
tactical switched telephone systems. The DDS provides the
capability to create email, share files, and perform information
assurance (IA), Integrated Services Digital Network
(ISDN) and Internet Protocol (IP) Video Teleconference (VTC)
bridging, multimedia capture, streaming & distribution, electronic
message handling, provides transparent routing & switching of digital
messages between the LAN, circuit switch, and EPLRS sub
networks. This network provides its subscribers with basic data
transfer & switching services; access to strategic, supporting
establishment, joint, and other service component tactical data
networks; network management capabilities; and value-added
services such as message handling, directory services, file sharing &
storage, and terminal emulation support. DDS-R provides the same
capabilities found in the legacy DDS. DDS-R increases scalability
and modularity. This design allows units to implement the system
according to mission needs. DDS-R’s functional modules are the
COMSEC Module (CSM), Application Server Module (ASM), LAN
Services Module (LSM), LAN Extension Module (LEM), Power
Module (PM), Configuration Module (CM) and Data Storage Module
(DSM). These modules provide the functions of: CSM –
configuration port management, communications security (KIV-7M
and KG-175B) and signal conversion (NRS, CDI and fiber optic);
ASM – directory services, e-mail, message handling and
authentication; LSM – LAN to WAN routing, copper and fiber optic
Ethernet switch distribution, GPS network time service; LEM – LAN
extension and subscriber/TDS access; PM – power backup and
conditioning; CM – system configuration, monitoring, and
administration; DSM – distributed, managed system backup and
restoration, and managed & unmanaged data storage. A single DDS-
R consists of one each of the following modules: CSM, ASM, LSM,
DSM, and CM; and four each of the following modules: LEM and
PM. DDS-M will replace all of the legacy AN/TSQ-228 variants in
the inventory and consists of the following re-designed functional
modules: CSM, ASM, LSM, LEM, DSM, CM which now contain an
integrated 1U UPS excluding the CM (referred to as the core
modules). The core modules provide the same function as those in
Tactical Data Network (TDN), AN/TSQ-228 Data Distribution

capabilities found in the legacy DDS. DDS-R increases scalability
and modularity. This design allows units to implement the system
according to mission needs. DDS-R’s functional modules are the
COMSEC Module (CSM), Application Server Module (ASM), LAN
Services Module (LSM), LAN Extension Module (LEM), Power
Module (PM), Configuration Module (CM) and Data Storage Module
(DSM). These modules provide the functions of: CSM –
configuration port management, communications security (KIV-7M
and KG-175B) and signal conversion (NRS, CDI and fiber optic);
ASM – directory services, e-mail, message handling and
authentication; LSM – LAN to WAN routing, copper and fiber optic
Ethernet switch distribution, GPS network time service; LEM – LAN
extension and subscriber/TDS access; PM – power backup and
conditioning; CM – system configuration, monitoring, and
administration; DSM – distributed, managed system backup and
restoration, and managed & unmanaged data storage. A single DDS-
R consists of one each of the following modules: CSM, ASM, LSM,
DSM, and CM; and four each of the following modules: LEM and
PM. DDS-M will replace all of the legacy AN/TSQ-228 variants in
the inventory and consists of the following re-designed functional
modules: CSM, ASM, LSM, LEM, DSM, CM which now contain an
integrated 1U UPS excluding the CM (referred to as the core
modules). The core modules provide the same function as those in
Tactical Data Network (TDN), AN/TSQ-228 Data Distribution
