1. RULES1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).1.2. RRS Appendix P, Special Procedures for Rule 42, will apply.1.3. For Medal Races, ISAF Addendum Q, Umpired Fleet Racing, available on the ISAF website (www.sailing.org), will apply

and changes a number of racing rules. The version that is current when the regatta begins will appear in full in the Sailing Instructions.

1.4. Sonar class only: This will be a Sonar Class Association Appendix B - Alternative Rules event. Not applicable for non-pa-ralympic competitors.

1.5. No national authority prescription will apply.1.6. If there is a conflict between languages the English text will take precedence.

2. ADVERTISING AND BOW NUMBERS2.1. Boats may be required to display bow numbers and advertising chosen and supplied by the Organising Authority.2.2. Competitors aboard the boats ranked first, second and third in the series at the beginning of each day, shall wear yellow,

blue and red bibs respectively while racing. The bibs will be provided by the Organising Authority.

3. ELIGIBILITY AND ENTRY3.1. Competitors and coaches shall enter by completing the online entry form on the event website www.manage2sail.com and

paying the required fees. Entries must be received no later than 01 June 2014 to qualify for the Early Entry Fee. Entry in the event is not final until registration is completed.

3.2. ISAF Eligibility shall apply. Each athlete shall be registered as an ISAF Sailor on the ISAF website: www.sailing.org/isafsailor3.3. Competitors shall produce evidence of membership of the appropriate class association at the time of registration as may

be required by the organizing authority.3.4. Olympic gender requirements will apply for each Olympic event however mixed teams are eligible to compete in the wo-

men’s 49erFX event. Women are not eligible to compete in men’s events. Only competitors or teams that meet Olympic gender requirements will be scored for EUROSAF Champions Sailing Cup series points.

3.5. Competitors under 18 years of age shall present a signed and completed parent (or guardian) consent and declaration form at registration. The forms are available for download on the event website www.kieler-woche.de.

3.6. For the Paralympic events, only competitors or teams that meet Paralympic Eligibility criteria will be scored for EUROSAF Champions Sailing Cup points. Other teams are eligible to compete in each event.

3.7. The regatta is open to boats competing in events chosen for the 2016 Olympic Sailing Competition and the 2016 Paralympic Sailing Competition.

3.8. The Organising Authority may cancel an event if the minimum number of entries have not been received by midnight (local time), 01 June 2014. Competitors will be notified of cancelled events by e-mail and posting on the event website. The entry fees for cancelled events will be refunded.

4. IFDS FUNCTIONAL CLASSIFICATION4.1. Disabled sailors shall have valid International Classification under the IFDS Functional Classification System.4.2. Protests regarding classification may be filed not later than “first appearance. ”However, protests will not be decided at the

regatta.

5. FEES5.1. Fees are stated in Euro and include any local taxes. Entries received not later than 01 June 2014 will qualify for the Early

Entry Fee.

5.2. Not applicable.5.3. All boats sailing in split fleets shall pay a fee of 5,00 € for the coloured streamers for group identifications as provided at the

Check-In. The fee will be refunded on return.

6. FORMAT6.1. For Olympic events.6.1.1. The regatta will consist of an Opening Series and a Medal Stage. The Opening Series may be divided into a Qualifying

Series and a Final Series.6.1.2. The top TEN finishers in the Opening Series of each event will advance to the Medal Stage, provided a minimum of 3 races

have been completed in the Opening Series.6.1.3. There will be ONE Race in the Medal Stage in ALL events except for Men’s Skiff and Women’s Skiff for which there will be

THREE Races. 6.2. For Paralympic events, the regatta will consist of a single series. 6.3. Other formats may be used as authorized by the Champions Sailing Cup Steering Committee.

7. SCHEDULE7.1. Registration for competitors, coaches and team leaders is scheduled to begin 1400 hrs on 20 June at Olympic Center

Kiel-Schilksee.7.2. The first briefing for coaches and team leaders is scheduled for 0900 hrs on 21 June.7.3. Competitors welcome and briefing is scheduled for 0930 hrs on 21 June.

7.4. The warning signal for the first race will be not earlier than 1200 hrs on 21 June.7.5. The schedule of races including Medal Races, if any, and dates of racing is as follows:7.6. On the last day of racing, no warning signal will be made after 1400 hrs.7.7. The Price Giving Ceremoney is scheduled to begin 1630 hrs on 25 June.

8. EQUIPMENT INSPECTION8.1. Each boat shall have a valid measurement certificate (if required by class rules). Boats shall use the approved Nationality

Code Letters on their sails as required by the RRS. 8.2. Boats shall be available for inspection from 1400 hrs on 20 June or as agreed in writing with the Organising Authority.

Details of pre-first race equipment inspection, location and schedules will be posted on the official notice board.8.3. Boats may be subject to inspection at any time during the event. The procedures for inspections will be specified in the

Sailing Instructions or Equipment Inspection Regulations (EIR).8.4. The equipment limitations as specified in the class rules shall apply.

9. SAILING INSTRUCTIONSThe Sailing Instructions will be available at registration. Other documents governing the event will be published with the Sailing Instructions and on the website.

10. VENUE10.1. The regatta will be at Kiel-Schilksee Olympic Center. Addendum B shows the location of the regatta harbour.10.2. The racing area will be Kiel Bay, Kiel-Schilksee, Germany. Addendum A shows the location of the course areas.

11. THE COURSESThe courses will be Windward/Leeward or Trapezoid except that any other courses adopted by ISAF for the 2016 Olympic Sailing Competition or approved by the Champions Sailing Cup Steering Committee may also be used.

12. PENALTY SYSTEMFor the Men’s Skiff, Women’s Skiff, Mixed Two Person Multihull and Paralympic One Person Keelboat events, RRS 44.1 and RRS P2.1 are changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13. INTERNATIONAL JURYAn International Jury will be appointed in accordance with RRS 91(b). Its decision will be final as provided in RSS 70.5.

14. SCORING14.1. The Low Point System of RRS Appendix A will apply except that a boat finishing first shall be scored zero points. This

changes RRS A4.1.14.2. At least 3 races are required to be completed to constitute a regatta.14.3. In Medal Races, a boat’s score shall be double the number of points specified in RRS Appendix A4.1, and the score for that

race shall not be excluded from the series score. This changes RRS A4.1.14.4. Ties in the series score between boats with different medal stage point scores shall be broken in favour of the boat that

scored better in the medal stage. This changes RRS Appendix A8.14.5. Other scoring systems, as approved by ISAF may be used and will be stated in full in the Sailing Instructions.

NOR ADDENDUM C - EUROSAF CHAMPIONS SAILING CUP

C.1. REGATTASThe 2014 EUROSAF Champions Sailing Cup Series is comprised of the following regattas:• Trentino Garda Olympic Week - Riva del Garda, ITA• Delta Lloyd Regatta - Medemblik, NED• Sail for Gold Regatta - Weymouth and Portland, GBR• Kieler Woche - Kiel, GEREUROSAF may add additional regattas to the series in the future.

C .2. PROPERTYThe EUROSAF Champions Sailing Cup is owned by EUROSAF.

C .3. PRIZES AND EUROSAF CHAMPIONS SAILING CUP RANKING POINTSC.3.1. EUROSAF will award prizes to the top 3 boats, in each class, in the Champions Sailing Cup competition.C.3.2. The date, time and location of the of the EUROSAF Champions Sailing Cup prize giving, if any, will be announced by

EUROSAF.C. 3.3. A boat placing first, second or third in this regatta will forfeit their EUROSAF European Sailing Cup Rankings points if they

fail to attend the prize giving ceremony without prior written permission from the Organising Authority.

1. REGELN1.1. Die Veranstaltung wird nach den aktuellen Regeln,

wie in den Wettfahrtregeln Segeln (WR) definiert, gesegelt.

1.2. Der Anhang P, Sofortstrafen für Regelverletzungen nach RRS Regel 42, kommt zur Anwendung.

1.3. Die Vorschriften des nationalen Verbandes finden keine Anwendung.

1.4. Bei unterschiedlichen Interpretationen ist der englische Text maßgebend.

1.5. Jury-Hearings können nach dem Arbitration System verhandelt werden.

2. WERBUNG UND BUGNUMMERN2.1. Boote können aufgefordert werden, Bugnummern und

Werbung zu zeigen. Dieses wird durch den Veranstal-ter bereitgestellt.

2.2. Während der Rennen müssen die ab Tagesbeginn erst-, zweit- und drittplatzierten Teilnehmer entspre-chend gelbe, blaue oder rote Trikots tragen. Die Tri-kots werden vom Veranstalter gestellt.

3. ZULASSUNGSKODEX UND MELDUNG3.1. Die Wettfahrten sind für die in Punkt 5 genannten

Klassen offen ausgeschrieben.3.2. Teilnehmer und Trainer werden aufgefordert sich über

das Onlinemeldeformular auf www.kieler-woche.de anzumelden und das entsprechende Meldegeld zu bezahlen. Meldungen müssen bis zum 01. Juni 2014 eintreffen, um die „Early Entry Fee“ zu sichern.

3.3. Es gilt der ISAF Zulassungskodex.3.4. Teilnehmer sollen den Nachweis der Mitgliedschaft

in der entsprechenden Klassenvereinigung bei der Anmeldung vorzeigen.

3.5. Minderjährige Teilnehmer unter 18 Jahren müssen eine von ihren Eltern (Vormund) unterzeichnete Ein-verständniserklärung vorlegen. Die Vorlagen stehen zum Herunterladen auf www.kieler-woche.de zur Verfügung.

3.6. Die minimale Anzahl der Meldung je Klasse beträgt 20 Boote.

3.7. Nur 420er Klasse: Die Meldebeschränkung für deut-sche Segler beträgt 100 Meldungen. Die ersten 2/3 der in der deutschen Rangliste positionierten Steuerleute sind berechtigt zu melden. Es gilt die Rangliste zum Zeitpunkt des Meldeschlusses. Im Zweifel entscheidet die Deutsche 420er Klassenvereinigung.

3.8. Nur 29er Europameisterschaft: Qualifizierte Teilneh-mer melden auf der Seite www.29ereuropeans.org

5. MELDEGELDER5.1. Die Meldegelder sind in Euro ausgewiesen. Meldun-

gen, die bis zum 01. Juni 2014 eingehen, haben das in der Spalte „Early Entry Fee“ ausgewiesene Meldegeld.

5.2. Die Meldegelder werden nicht rückerstattet, es sei denn, die Klasse wird vom Veranstalter abgesagt.

5.3. Alle Boote, die in ihrer Klasse in Gruppen segeln, müssen eine Gebühr in Höhe von 5,00 € für farbige Gruppenfähnchen beim Check-In bezahlen. Diese Gebühr wird bei Rückgabe zurück erstattet.

5.4. Nur 29er Europameisterschaft: Das Meldegeld be-inhaltet die beiden Rahmenveranstaltungen (s. 7.2).

6. FORMAT6.1. Für den Fall großer Meldezahlen kann der Veranstal-

ter die Flotte in Gruppen teilen. In Gruppen geteilte Flotten segeln eine Qualifikations- und Finalserie.

6.2. Nur 29er Europameisterschaft: Die Regatta besteht aus einer Qualifikations- und Finalserie.

7. ZEITPLAN7.1. Alle Klassen, außer 29er Europameisterschaft:7.1.1. Teilnehmer, Coaches und Teamleiter können sich Mitt-

woch, 25. Juni 2014 ab 09:00 Uhr im Check-In regis-trieren.

7.1.2. Die erste Steuermannsbesprechung für Teilnehmer, Trainer und Gruppenleiter findet am Donnerstag, 26. Juni 2014 um 10:30 Uhr im Olympiazentrum Kiel-Schilksee statt.

7.1.3. Das Ankündigungssignal für die erste Wettfahrt am Donnerstag, 26. Juni 2014 wird nicht vor 13:00 Uhr gegeben.

7.1.4. Am letzten Wettfahrttag wird kein Ankündigungssignal nach 14:00 Uhr gegeben.

6. FORMAT6.1. If a class has a large number of entries, the Organi-

zing Authority may split the fleet. Splitt fleets will sail a qualifying series and a final series.

6.2. 29er Europeans only: The regatta will consist of a qualifying series and a final series.

7.1.2. The first briefing for competitors, coaches and team leaders is scheduled for 1030 hrs on Thursday, 26 June 2014 at the Olympic Sailing Center, Kiel-Schilk-see.

7.1.3. The warning signal for the first race will be no earlier than 1300 hrs on Thursday, 26 June 2014.

7.1.4. On the last day of racing, no warning signal will be made after 1400 hrs.

7.2.3. The Opening Ceremony is scheduled for Tuesday, 24 June 2014.

7.2.4. The first briefing for competitors, coaches and team leaders is scheduled for 1000 hrs on Wednesday, 25 June 2014 at the Olympic Sailing Center.

7.2.5. The warning signal for the first race will be no earlier than 1200 hrs on Wednesday, 25 June 2014.

7.2.6. The BBQ of the class association is scheduled for Thursday, 26 June 2014.

7.2.7. On the last day of racing, no warning signal will be made after 1400 hrs.

7.2.8. The schedule of races and dates of racing is as fol-lows:

10. VENUE10.1. The Events will be hosted at the Kiel-Schilksee

Olympic Center.10.2. The Race Office will be at the Schilksee Olympic

Sailing Center, Kiel-Schilksee. Addendum B shows the location of the regatta harbour.

10.3. The racing area will be Kiel Bay, Kiel-Schilksee, Germany. Addendum A shows the location of the course areas.

11. COURSESThe courses will be defined in the Sailing Instructions.

7.2. Nur 29er Europameisterschaft:7.2.1. Teilnehmer, Coaches und Teamleiter können sich ab

Sonntag, 22. Juni 2014 11:00 Uhr im Check-In regis-trieren.

7.2.2. Die Vermessung findet am Montag, 23. Juni und Dienstag, 24. Juni 2014 in den 29er Vermessungspa-goden statt.

7.2.3. Die Eröffnungsveranstaltung findet am Dienstag, 24. Juni 2014 statt.

7.2.4. Die erste Steuermannsbesprechung für Teilnehmer, Trainer und Gruppenleiter findet am Mittwoch, 25. Juni 2014 um 10:00 Uhr im Olympiazentrum Kiel-Schilksee statt.

7.2.5. Das Ankündigungssignal für die erste Wettfahrt am Mittwoch, 25. Juni 2014 wird nicht vor 12:00 Uhr ge-geben.

7.2.6. Das Grillen mit der Klassenvereinigung findet am Donnerstag, 26, Juni statt.

7.2.7. Am letzten Wettfahrttag wird kein Ankündigungssignal nach 14:00 Uhr gegeben.

7.2.8. Folgende Rennen sind geplant:

8. KONTROLLVERMESSUNG8.1. Jedes Boot muss einen gültigen Messbrief haben.8.2. In Ergänzung der WR 78.2 kann der Messbrief wäh-

rend der Veranstaltung überprüft werden.8.3. Nur 29er Europameisterschaft: Alle Boote werden

vor der Regatta auf Klassenkonformität vermessen.8.4. Nur 29er Europameisterschaft: Nur ein Satz Segel

und ein Vorstag darf auf der Regatta genutzt werden.

9. SEGELANWEISUNGENDie Segelanweisungen werden beim Check-In verfügbar sein.

10. VERANSTALTUNGSORT10.1. Der Veranstaltungsort ist das Olympiazentrum

Kiel-Schilksee.10.2. Das Regattabüro ist im Olympiazentrum Kiel-Schilksee.

12. STRAFSYSTEMFür die Klassen 29er, Folkeboot, Formula 18, H-Boot, Hobie 16, J/24 und Musto Performance Skiff wird die WR 44.1 so geändert, dass die 2-Drehungen-Strafe durch eine 1-Dre-hung-Strafe ersetzt wird.

13. INTERNATIONALE JURYEs wird eine internationale Jury berufen in Übereinstimmung mit WR 91(b). Die Entscheidungen sind endgültig wie in WR 70.5 ausgewiesen.

14. WERTUNGSSYSTEM14.1. Das Low Point System der WR Appendix A wird

angewendet.14.2. Es sind drei Wettfahrten für eine Serie notwendig.

14.3. Boote, die in der Gesamtwertung auf den ersten drei Plätzen liegen und ohne vorherige schriftliche Genehmigung des Veranstalters bei der Siegerehrung nicht anwesend sind, verwirken ihr Anrecht auf die Preise.

14.4. Nur 29er Europameisterschaft:14.4.1. Fünf Wettfahrten sind nötig, um die Qualifikationsse-

rie zu beenden. Wurden weniger als 5 Wettfahrten in der Qualifikation gewertet, wird die Qualifikation fort-gesetzt.

14.4.2. Eine Wettfahrt je Gruppe der Qualifizierungsserie ist für die Regatta notwendig.

14.4.3. Falls Gruppen am Ende der Qualifikation nicht die gleiche Anzahl von Wettfahrten abgeschlossen ha-ben, werden die letzten Rennen der Gruppen mit mehr Wettfahrten gestrichen.

14.4.4. Die Regel A4.2 wird so geändert, dass die Ergebnis-se immer basierend auf die größte Flotte gerechnet werden.

14.4.5. Außer für die in 14.4.7 genannten Ergebnisse, sind die Punkte eines Bootes die Summe aus den Punkten der einzelnen Finalwettfahrten addiert mit der End-platznummer aus der Qualifikationsserie.

14.4.6. Jede Gruppe der Finalserie wird separat gewertet. Im Finale muss nicht jede Gruppe gleich viele Wettfahr-ten gesegelt haben, um gewertet zu werden. Die Boo-te der Goldflotte werden am höchsten gewertet, etc.

14.4.7. Wertung (wird separat für Qualifikations- und Finalse-rie angewandt): a) Falls 5 oder weniger Wettfahrten abgeschlossen wurden, zählen alle Wettfahrten.b) Falls 5 bis 8 Wettfahrten abgeschlossen wurden, zählen alle Wettfahrten abzüglich der schlechtesten.

c) Falls 9 oder mehr Wettfahrten abgeschlossen wurden, zählen alle Wettfahrten abzüglich der zwei schlechtesten.

ABSCHNITTE 15 BIS 24Sind in den Kapiteln „Für alle Teile geltende Bestimmungen“ und „Versicherung und Haftungsausschluss“ als Teil dieser Ausschreibung ausgewiesen.

12. PENALTY SYSTEMFor the classes 29er, Folkeboot, Formula 18, H-Boot, Hobie 16, J/24 and Musto Performance Skiff RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13. INTERNATIONAL JURYAn International Jury will be appointed in accordance with RRS 91(b). Its decisions will be final as provided in RRS 70.5.

14. SCORING14.1. The Low Point System of RRS Appendix A will apply.

14.2. A minimum of three races is required to be completed to constitute a series.

14.3. If a boat placed first, second or third in the regatta failed to attend the Prize-Giving-Ceremony without prior written permission from the Organizing Authority, it will forfeit its claim on prizes and trophies.

14.4. 29er Europeans only: 14.4.1. Five races are required to be completed by each fleet

to constitute a qualifying series. If 5 races are not com-pleted as scheduled, the qualifying series will be ex-tended to complete them.

14.4.2. One qualifying race is required to be completed by all fleets to constitute a regatta.

14.4.3. If at the end of the qualifying series some boats have more race scores than others, scores for the most recent races will be excluded so that all boats have the same number of race scores.

14.4.4. For the qualifying series, rule A4.2 is changed so that the scores are based on the number of boats assigned to the largest fleet.

14.4.5. Except for race scores excluded under 14.4.7, a boat’s regatta score will be the total of her race scores from her final-series races plus points equal to her qua-lifying-series rank.

14.4.6. Each final series fleet will be scored separately. Dif-ferent final series fleets need not have completed the same number of final races. The boats in the Gold fleet will be ranked highest, etc.

14.4.7. Series Scores (apply separately to qualifying and final series):a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.b) When from 5 to 8 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.c) When 9 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

1. RULES1.1. The regatta will be governed by the rules as defined in

the Racing Rules of Sailing (RRS).

1. REGELN1.1. Die Veranstaltung wird nach den aktuellen Regeln,

wie in den Wettfahrtregeln (WR) - Segeln definiert, gesegelt.

1.2. Zusätzliche Regelungen kommen zur Anwendung:• ISAF Offshore Special Regulations • “Meisterschaftsordnung Seesegeln” des DSV für die

Internationale Deutsche Meisterschaft

1.3. Im Fall eines Konfliktes zwischen den oben genann-ten Regeln und den Segelanweisungen, gehen die Segelanweisungen vor.

1.4. Jury-Hearings können nach dem Schlichtungsverfah-ren (Arbitration System) verhandelt werden.

1.5. Bei unterschiedlichen Interpretationen ist der engli-sche Text maßgebend.

2. WERBUNG UND BUGNUMMERNBoote können aufgefordert werden, Bugnummern und durch den Veranstalter bereitgestellte Werbung zu zeigen.

3. ZULASSUNGSKODEX UND MELDEGELD3.1. Für alle Wettfahrten gilt:3.1.1. Bei weniger als acht Startern in einer Klasse behält

sich der Veranstalter vor, die Zulassung der Klasse ge-gen Rückerstattung des Meldegeldes zurückzuziehen.

3.1.2. Wenn mehr als acht Boote einer Bootsklasse mel-den und diese vom Veranstalter anerkannt ist, behält

sich der Veranstalter vor, diese baugleichen Boote in Einheitsklassen einzuteilen. Mit vorheriger Zustim-mung des Veranstalters darf diese Klasse dann nach Klassenregeln segeln.

3.1.3. Eigner und Steuerleute müssen Mitglieder ihres na-tionalen Verbandes oder eines Mitgliedvereins ihres nationalen Verbandes sein.

8. OPENING HOURS AND LOCATION OF RACE- OFFICE AND CHECK-IN

8.1. KYC = Kieler Yacht-Club Hindenburgfer 70, Kiel-Düsternbrook.Olympic Center = Olympic Sailing Center Kiel-Schilksee.Thereafter the Race Office (Olympic Sailing Center) will be open daily 0800 to 2000 hrs.

8.2. Boats not registered at least one hour before their first warning signal may be scored DNC.

9. MEASUREMENT AND WEIGHING9.1. Each boat must have a valid measurement certificate.9.2. In addition to RRS 78.2 the measurement certificate

may be inspected throughout the event.9.3. Boats to be measured:9.3.1. ORC-Yachts shall submit a valid ORC-Measure-

ment certificate not later than the entry deadline (Notice of Race 4).This change RSS 78. The Orga-nization Authority may reject the entry under RRS 76.1 or invoice the higher Entry Fee.

9.3.2. The ORC-Int. and ORC-Club boats will be divided into

classes. The recommendations of the DSV apply. The class bands of the DSV apply (www.dsv.org).

9.4. The schedule for crew weighing and measurement checks will be available with the registration.

8. ÖFFNUNGSZEITEN UND LAGE DER REGATTA-BÜROS UND DES CHECK-IN

8.1. KYC = Kieler Yacht-ClubHindenburgufer 70, Kiel-Düsternbrook.Olympic Center = Olympiazentrum, Kiel-Schilksee. Das Regattabüro (im Olympiazentrum) ist danach täg-lich von 08:00 bis 20:00 Uhr geöffnet.

8.2. Boote, die nicht bis eine Stunde vor ihrem ersten Vorbereitungssignal registriert sind, können als DNC gewertet werden.

9. VERMESSUNG UND WIEGEN9.1. Jedes Boot muss einen gültigen Messbrief besitzen.9.2. In Ergänzung der WR 78.2 kann der Messbrief wäh-

rend der Veranstaltung überprüft werden.9.3. Vermessene Boote:9.3.1. ORC-Yachten müssen in Abänderung der WR 78.

gültige ORC-Messbriefe spätestens mit dem Mel-deschluss (Ausschreibung 4) abgegeben wer-den. Dieses ändert WR 78. Der Veranstalter behält sich vor die Meldung anderenfalls nach WR 76.1 zurückzuweisen oder das Meldegeld nach Melde-schluss zu berechnen.

9.3.2. Die ORC-Int. und ORC-Club Boote werden in Start- / bzw. Wertungsgruppen eingeteilt. Die Empfehlungen des DSV werden angewendet. Es gelten die Klassen-grenzen des DSV (www.dsv.org).

9.4. Der Zeitplan für Kontrollvermessungen und Crewwie-gen wird bei der Registrierung festgelegt.

ABSCHNITTE 15 BIS 24In den Kapiteln „Für alle Teile geltende Bestimmungen“ und „Versicherung und Haftungsbegrenzung“ sind als Teil dieser Ausschreibung verbindlich ausgewiesen.

15. TRAINERBOOTE15.1. Alle Coachboote müssen registriert sein, die gelten-

den gesetzlichen Bestimmungen und Auflagen und die Coachbootregeln der Veranstaltung erfüllen. Der Veranstalter kann Registrierungen zurückweisen und spätere Registrierungen nach eigener Einschätzung zulassen.

15.2. Coachboote mit Teamleitern, Trainer und anderen Personen müssen außerhalb der Bahngebiete sein, in den Boote von dem Vorbereitungssignal der ersten Startgruppe bis alle Boote durch das Ziel gegangen sind, oder die Wettfahrtleitung eine Startverschiebung, einen Gesamtrückruf oder einen Abbruch signalisiert hat.

15.3. Alle Trainer und Begleitpersonen müssen Auftriebs-mittel tragen. Der Fahrer muss zu jeder Zeit über den Quick-Stopp mit dem Boot verbunden sein.

15.4. Nur EUROSAF Champions Sailing Cup und 29er Europameisterschaft: Alle Coachboote müssen zu jeder Zeit auf dem Wasser eindeutig sichtbar ihre Buchstaben Nationalcodes ihres ISAF zugehörigen nationalen Verbandes zeigen. Die Mindesthöhe der Zeichen beträgt 200 mm.

16. SCHWIMMWESTENEs wird auf die Grundregel 1.2 der WR verwiesen.

17. LIEGEPLÄTZEBoote sollen den ihnen zugewiesenen Platz an Land oder im Hafen behalten.

18. RESTRIKTIONEN ZUM AUS-DEM-WASSER-HOLEN

Kielboote dürfen während der Veranstaltung nicht aus dem Wasser geholt werden, außer es liegt eine schriftliche Erlaub-nis der Wettfahrtleitung vor.

19. TAUCHAUSRÜST UNG UND P LASTIKABHÄNGUNGEN

Geräte, um unter Wasser zu atmen, und Plastik Abhängungen oder vergleichbare Ausrüstung, sind für Kielboote in dem Zeit-raum vom Vorbereitungssignal der ersten Wettfahrt bis zum Ende der Veranstaltung nicht erlaubt.

15. SUPPORT BOATS15.1. All support boats shall be registered by the Organizing

Authority and will be required to comply with local le-gislation and event support boat regulations. The Or-ganizing Authority may refuse registrations and accept later registrations at their sole discretion.

15.2. Support boats with team leaders, coaches and other support personnel shall stay outside areas where bo-ats are racing from the time of the preparatory signal for the first fleet to start until all boats have finished or the Race Committee signals a postponement, general recall or abandonment.

15.3. All coaches and other support personnel shall wear personal flotation devices. The driver shall be connec-ted to the boat using the quick-stop at all time.

15.4. EUROSAF Champions Sailing Cup and 29er Euro-peans only: All support boats shall clearly display the three letter national code of their ISAF Member Nati-onal Authority at all times while afloat. The minimum height for the letters shall be 200 mm.

16. BUOYANCYAttention is drawn to (RRS) fundamental Rule 1.2.

17. BERTHINGBoats shall be kept in their assigned places in the boat park or harbour.

18. HAUL-OUT RESTRICTIONS

Keel boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the Race Committee.

19. DIVING EQUIPMENT AND PLASTIC POOLS

Under water breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.

20. FUNKKOMMUNIKATIONAußer im Notfall oder wenn der Veranstalter das Equipment ausgegeben hat, darf ein Boot während einer Wettfahrt weder Funkübertragungen, Textnachrichten oder Mobilfunkgespräche empfangen noch senden.

21. PREISE21.1. Olympische Klassen / EUROSAF Champions Sai-

ling Cup und Internationale Klassen: Die in der Gesamtwertung besten drei Boote jeder Klasse erhal-ten Punktpreise. Falls weniger als 10 Boote melden, behält sich der Veranstalter vor, die Anzahl der Preise anzupassen.

21.2. Offshore: Punktpreise werden nach folgendem Schlüssel vergeben: Je angefangene vier Boote je Klasse einen Preis, jedoch höchstens drei Punktpreise.

21.3. Weitere Sonderpreise und Wanderpreise für die ein-zelnen Klassen sind im Programm aufgeführt.

21.4. Jedes teilnehmende Boot erhält als Erinnerungsgabe eine Kieler-Woche-Plakette.

21.5. Preise, die auf der Siegerehrung nicht abgeholt wer-den, fallen an die Veranstalter zurück.

21.6. Teilnehmer sollen Wanderpreise bis zum 31. Dezem-ber 2014 an den Veranstalter zurück senden.

22. MEDIENRECHTE, KAMERAS UND ELEKTRONISCHE AUSRÜSTUNG

22.1. Durch die Teilnahme an der Kieler Woche oder dem EUROSAF Champions Sailing Cup übertragen die Teilnehmer den Veranstaltern, ihren Sponsoren und der EUROSAF entschädigungslos automatisch das zeitlich und räumlich unbegrenzte Recht für die Nut-zung von Bild-, Foto-, Fernseh- und Hörfunkmaterial, das während der Veranstaltung von den Athleten ge-macht wurde.

22.2. Teilnehmer können aufgefordert werden, Kameras, Mikrofone oder Positionierungssysteme an Bord zu montieren. Dieses Equipment wird von den Veranstal-tern gestellt.

22.3. Die drei bestplatzierten Teilnehmer sowie einzelne Tagessieger können aufgefordert werden, täglich an einer Pressekonferenzen teilzunehmen.

22.4. Teilnehmer können aufgefordert werden, bei der Re-gatta Interviews zu geben.

20. RADIO COMMUNICATIONExcept in an emergency or when using equipment supplied by the Organizing Authority, a boat shall neither make nor recei-ve radio transmissions, text messages or cellular phone calls while racing.

21. PRIZES21.1. Olympic Classes / EUROSAF Champions Sailing

Cup and International Classes: Point prizes will be awarded to the best three scored boats of each class. The Organising Authority may alter prizes if less than 10 boats are entered in an event.

21.2. Offshore: Point prizes will be awarded according to the following scheme: Each group of up to four boats one prize but not more than three prizes.

21.3. Additional special prizes and perpetual trophies for the individual classes will be listed in the program.

21.4. Every participating boat will receive a Kieler-Woche-Plaque.

21.5. Prizes not claimed at the Prize-Giving-Ceremony will remain with the Organizing Authority.

21.6. Competitors shall return perpetual trophies to the Organizing Authority by 31 December 2014.

22. MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT

22.1. By participating in an event of the Kieler Woche or EUROSAF Champions Sailing Cup competitors auto-matically grant to the Organizing Authority, their spon-sors and EUROSAF the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

22.2. Boats may be required to carry cameras, sound equip-ment or positioning equipment as specified and provi-ded by the Organizing Authority.

22.3. The top three competitors as well as the individual race winners may be required to attend a media press conference each day.

22.4. Competitors may be required for interviews at the regatta.

23. HAFTUNGSBEGRENZUNG UNTERWERFUNGSKLAUSEL

23.1. Die Verantwortung für die Entscheidung eines Bootsführers, an einer Wettfahrt teilzunehmen oder sie fortzusetzen, liegt allein bei ihm, er übernimmt insoweit auch die Ver-antwortung für seine Mannschaft. Der Bootsführer ist für die Eignung und das richtige seemännische Verhalten seiner Crew sowie für die Eignung und den verkehrssiche-ren Zustand des gemeldeten Bootes verantwortlich. Der Veranstalter ist berechtigt, in Fällen höherer Gewalt oder aufgrund behördlicher Anordnungen oder aus Sicher- heitsgründen, Änderungen in der Durchführung der Veran-staltung vorzunehmen oder die Veranstaltung abzusagen. In diesen Fällen besteht keine Schadenersatzverpflichtung des Veranstalters gegenüber dem Teilnehmer, sofern der Veranstalter den Grund für die Änderung oder Absage nicht vorsätzlich oder grob fahrlässig herbeigeführt hat. Eine Haftung des Veranstalters, gleich aus welchem Rechts-grund, für Sach- und Vermögensschäden jeder Art und de-ren Folgen, die dem Teilnehmer während oder im Zusam-menhang mit der Teilnahme an der Veranstaltung durch ein Verhalten des Veranstalters, seiner Vertreter, Erfüllungsge-hilfen oder Beauftragten entstehen, ist bei der Verletzung von Pflichten, die nicht Haupt-/bzw. vertragswesentliche Pflichten (Kardinalpflichten) sind, beschränkt auf Schäden, die vorsätzlich oder grob fahrlässig verursacht wurden. Bei der Verletzung von Kardinalpflichten ist die Haftung des Veranstalters in Fällen einfacher Fahrlässigkeit beschränkt auf vorhersehbare, typischerweise eintretende Schäden. Soweit die Schadenersatzhaftung des Veranstalters aus-geschlossen oder eingeschränkt ist, befreit der Teilnehmer von der persönlichen Schadenersatzhaftung auch die Angestellten - Arbeitnehmer und Mitarbeiter - Vertreter, Er-füllungsgehilfen, Sponsoren und Personen, die Schlepp-, Sicherungs-, oder Bergungsfahrzeuge bereitstellen, führen oder bei deren Einsatz behilflich sind, sowie auch alle anderen Personen, denen im Zusammenhang mit der Durchführung der Veranstaltung ein Auftrag erteilt worden ist. Die gültigen Wettfahrtregeln der ISAF inkl. der Zusätze des DSV, die Ordnungsvorschriften Regattasegeln und das Verbandsrecht des DSV, die Klassenvorschriften sowie die Vorschriften der Ausschreibung und Segelanweisung sind einzuhalten und werden ausdrücklich anerkannt.

23.2. Es gilt das Recht der Bundesrepublik Deutschland.

24. VERSICHERUNGJedes teilnehmende Boot muss eine gültige Haftpflichtversi-cherung abgeschlossen haben, die mindestens Schäden im Wert von 3.000.000 € deckt.

23. LIMITATION OF LIABILITY COGNOVITS CLAUSE

23.1. The responsibility for the decision to participate in a race or to continue with it is solely with the skipper; to that extent the skipper also accepts full responsi-bility for the crew. The skipper is responsible for the qualification and the correct nautical conduct of the crew as well as for the suitability and the transportsa-fe condition of the registered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realization of the event or to cancel the event. This does not constitute any liability by the organizer towards the participant, if the reasons for the changes or the cancellation do not result from a wilful or grossly negligent behaviour of the organizer. In case of a violation of obligations that do not consti-tute primary or material contractual duties (cardinal ob-ligations), the liability of the organizer for financial and property damages incurred by the participant during or in connection with the participation in the event and resulting from a conduct of the organizer, its represen-tatives, servants or agents, is restricted to damages that were caused wilfully or grossly negligent. When a violation of cardinal obligations occurs due to minor negligence, the liability of the organizer is limited to foreseeable, typical damages. To the extent that the liability for damages of the organizer is excluded or re-stricted, the participant also relieves the staff - emplo-yees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use from the in-dividual liability for damages, as well as also all other individuals who were instructed to act in connection with the realization of the event. The effective racing rules of the ISAF, the administrative regulations regat-ta-sailing and the articles of association of the DSV, the class rules as well as the regulations of the invitati-on to the competition and the sailing instructions are to be complied with and are expressly recognized.

23.2. The German law shall prevail.

24. INSURANCEEach participating boat shall be insured with valid (and for the racing area suitable) third-party liability insurance with a mini-mum cover of 3,000,000 € per event or the equivalent.

fenvorfeld während der Veranstaltung sind vor Beginn der Veranstaltung beim Veranstalter anzumelden und bedürfen dessen Genehmigung.

I .2. Organisation:Für nicht-olympische Teilnehmer des internatio-nalen Teils: Ein Einlass der Teilnehmerboote und Coachboote in den Hafen Kiel-Schilksee ist vor Mittwoch, 25. Juni 2014 ca. 08:00 Uhr, nicht mög-lich. Wegen der logistischen Überschneidung der Teile 1 und 2 kann am Mittwoch die Einfahrt zum Hafengelände vorübergehend geschlossen wer-den. Die Fahrzeuge werden dann auf den Parkplatz “Tempest” umgeleitet. Alle Teilnehmer werden dringend gebeten, bei Ankunft die Verkehrsschilder zu beachten und den Anordnungen der Polizei und der im Auftrag der Veranstalter tätigen Ordner kooperativ zu folgen. Weitere Richtlinien erhalten die Teilnehmer bei Einfahrt in das Hafenvorfeld.

I 3.2. Kurzzeitiger Zugang zum Hafengelände: Eine tem-poräre Einfahrt in das Hafengelände ist nach Hinter-legung einer Kaution in Höhe von 50 € mit Gültigkeit von einer Stunde möglich. Sie wird nach rechtzeitigem Verlassen des Hafenvorfeldes an der Ausfahrt erstat-tet.

I 3.3. Parken: In der Nähe des Olympiazentrums Kiel-Schilksee sind ausreichend Parkmöglichkei-ten für Fahrzeuge vorhanden. Folgen Sie bitten den Verkehrszeichen zu den Parklätzen. Das Parken an der Fördestraße ist verboten. Fahrzeu-ge werden abgeschleppt!

I .4. Das Belassen von Fahrzeugen oder Trailern im Hafen-gelände ist nicht gestattet.

I .2. Organisation:For non-Olympic participants arriving for the inter-national part: Competitor and coach boats could not enter the Kiel-Schilksee harbour before Wed-nesday, 25 June 2014 approx. 0800 hrs. Due to the logistic overlap of part 1 and 2, the entrance to the harbour area may be temporarily closed on Wed-nesday. Vehicles will then be diverted to the par-king area “Tempest” Schilkseer Straße. I .3. Traffic regulations:During the Kieler Woche an altered traffic regulation will apply in the Kiel-Schilksee Olympic Centre area. All participants are urgently requested to observe the traffic signs when approaching Kiel-Schilksee and to cooperate with the police and the Organizing Authority. Further instructions will be given at the entrance to the harbour area.

I 3.2. Temporary Access to the Marina: You may enter tem-porarily the marina by paying a deposit of 50 € valid for one hour. The deposit will be returned at the exit after having left the harbour area on time.

I 3.3. Parking: Sufficient parking slots for cars are available near the Kiel-Schilksee Olympic Sailing Centre. Plea-se follow the road signs to the public parking areas. Parking alongside Fördestraße is forbidden and cars will be towed away.

I .4. It is not permitted to leave cars or boat trailers in the harbour area.

I .5. Kranbenutzung: Kielboote, die auf dem Landwege an-reisen, können von den im Olympiahafen Kiel-Schilk-see vorhandenen Kränen mit eigenem Geschirr zu Wasser gebracht und wieder an Land genommen wer-den. 1x Zu Wasser und 1x An Land ist im Meldegeld enthalten.

I .7. Die Veranstalter weisen darauf hin, dass das Führen von Schlauch- oder sonstigen Motorbooten den Sport-bootführerschein See - bei Ausländern den entspre-chenden Führerschein ihres Heimatstaates - besitzen müssen.

I .8. Die gesetzliche Höchstgeschwindigkeit in der Stran-der Bucht beträgt 10 kn.

I .5. Cranes: Keelboats arriving by trailer may be launched and hauled out with their own connection wire by the cranes in the Kiel-Schilksee Olympic Centre only. Du-ring the event a craning fee for one launching and one haul-out is covered with the Entry Fee.

I .6. Boats may also stay or be craned in the harbour of Strande. Arising fees have to be paid by the owners and will not be refunded by the Organizing Authority.

I .7. The Organizing Authority draws attention to the fact that the responsible drivers of rubber- or other mo-torboats have to have the German “Sportbootführer-schein See” or an equivalent powerboat license of his home country (e.g. RYA level 2 powerboat or internati-onal certificate of complience).

I .8. The legal speed limit in Strande Bay is 10 knots.
