裝修及維修從業員職安健意識的基準調查(下)
討論及總結近年,涉及裝修維修工程的工傷
事故有上升的趨勢,相關的工業意外從
2000年佔建造業整體工業意外的 28.5%
上升至 2009年的 50.1%,即是每 2名受
傷的建築工人便有 1名從事裝修及維修
業。為了防止裝修及維修行業的職安
健狀況繼續惡化,防範於未然,勞工
處及職安局攜手推出 系列的「裝修、
維修、改建及加建工程」與「高空工作」
行業有關的職安健宣傳推廣活動。為
了確保宣傳推廣計劃得以成功推行,
以及評估宣傳活動的成效,職安局進
行了是次裝修及維修從業員意識的基
準調查。調查的目的有兩個:( )探
討從業員對裝修及維修行業的職安健
意識、態度和行為,作為評估宣傳推
廣活動成效的基準;(二)了解從業員
對不同媒體的使用習慣,聽取他們對
不同宣傳推廣方法和途徑的看法和意
見,為將來的宣傳推廣活動提供依據。
調查於 2010年 6月至 8月期間進
行,目標對像是從事裝修及維修行業
的從業員。在建造業工人註冊管理局
和屋宇署的鼎力協助下,我們成功邀
請了 1,550位從業員參與調查。所有參
與調查的從業員 (100%)現正從事與裝
修及維修行業有關的工作,其中 68.7%
主要從事裝修維修,其餘 487人不但從
事裝修維修,同時,亦有參與其他建築
工程的工作,他們的工作涉及多項不同
的工種,包括電氣(佔 39.2%)、油漆╱
牆面修緝(佔 33.2%)、水喉╱渠道(佔
32.1%)、冷氣╱通風系統(佔 28.1%)、
窗╱玻璃(佔 24.8%)和木工(佔 23.6%)
等等。此外,與高空工作有密切關係
的工序,包括金屬棚架╱通架搭建和
竹棚架搭建,分別佔 8.8%和 7%。
在 1,550位從業員當中,男性有
1,317人(佔 93.8%);女性有 87人(佔
6.2%),近 8成受訪者從事裝修維修工
作超過 5年。當中三成多受訪者為裝修
維修工程公司東主;自僱人士與非自僱
人士分別佔受訪者的 47.8%和 52.2%;
超過八成受訪者 (83.7%)現正全職從事
裝修、維修、改建或加建工程,其餘
(16.3%)表示是兼職從事裝修維修;只
有三成受訪從業員(佔 32.6%)表示自己
的公司為屋宇署的註冊小型工程承建
商或正在申請註冊中。
近四成受訪者主要從事電氣工種,
但報稱為註冊電工的只有兩成多;從
事竹棚架搭建的 109名受訪者中,只
有 80%擁有棚架合資格人士及棚架受
訓工人的資格;在 136名從事金屬棚
架搭建的受訪者中,只有 79人 (58%)
接受過「安全使用流動式通架」安全訓
練。在 1,550位受訪從業員中,有 941人
(60.7%)需要進行高空工作,雖然他們
參加的強制性基本安全訓練課程(平
安咭課程)都有 般高空工作的安全訓
練,但只有兩成受訪者參與特別高空工
作安全訓練。當他們被邀請回答有關
高空工作必須掌握的基本安全知識的
問題時,當中約 半受訪者 (51.4%)能
正確回答所有 5條問題,例如有 86.9%
從業員能正確答出安全帶應扣在獨立
救生繩上,而不是扣在窗框或棚架上,
83.9%的從業員能準確答出支撐吊棚的
狗臂架最少需要用 3粒爆炸螺絲來錨
固,有八成受訪者知道在兩米或以上的
高度工作須要用安全工作台。調查結
果顯示,裝修維修從業員的安全訓練
必須要繼續加強,僱主╱自僱人士應
了解員工╱自己的職安健訓練需要,
並確保有提供和參與相關的職安健訓
練。在參與調查的從業員中,只有兩
成人(佔 25.3%)表示,在過去 年內曾
參與過有關職安健的活動、訓練或講
座。至於工傷缺勤方面,表示曾因工
傷而需要停工休息者佔 6.9%,而當中
有近 7成人因工傷停工達 3天或以上。
經計算,在這組受訪從業員群體中,
他們的千人意外率為 45.4%,較 2009年
整體建造業的千人意外率 54.6%低,原
因可能有兩個:第( )參與此次調查
的從業員的工傷率真正低於其他從業
員;(二)受訪者在回答問卷時可能出
現記憶上的偏差,這是許多問卷調查
都可能出現的現象。
在職安健的關注程度方面,大部分
從業員認為自己很關注職安健的問題,
認同市民大眾十分關注他們行業的職
安健的有 41.9%;大部分從業員 (72.1%)
認同家人的提醒有助提高自己或其他
工友的安全意識;超過七成從業員表
示,判頭於開工時有為他們提供安全
設備;大部份從業員同意政府需要加
強對裝修維修業職安健的監管和執法
(69.7%),與及對裝修維修業職安健的
宣傳教育 (78.2%)。此外,79.5%受訪者
同意大部分的裝修維修業意外是可以
預防的。同樣地,對於家人的職安健,
絕大部分從業員(佔 88.5%)表示關注或
非常關注,顯示受訪者不但關注自己
的安全健康,更加關注家人的安全和
健康,同時,認為家人提醒有助提高
自己的安全意識。所以通過社區開展
裝修維修安全推廣活動,應是我們提
高業界人士安全健康意識的重要策略
之 。
在承擔裝修維修業職安健的責任
上,受訪從業員 致認為裝修維修從
業員與判頭的責任最大,其次為物業
管理公司、業主立案法團,責任最少
的是業主╱住戶。當然,業界人士必
須負起職安健的主要責任,但業主╱
住戶的影響力亦不能忽視,假如他們
於選擇工程判頭時,可考慮他們是否

有能力安全地進行工程(例如要求他
們出示相關安全訓練證書),又或者於
工程進行時,阻止他們的不安全行為
(如有),對防止意外發生有極大的作
用。大部分受訪者表示,曾目睹關於
裝修維修工程中的不安全工作行為,
例如高空工作時沒有佩戴安全帶或「夾
梯」,當中 42.1%從業員平均每月見過
1至 2次,每月見到 3次或以上的更有
19.7%。當受訪者目睹有不安全的工作
行為時,雖然大部分人聲稱會勸止當事
人 (73.1%),但只有 3.6%表示,會向勞
工處舉報;表示不加理會更有 23.3%。
針對此現象,我們成立了「裝修維修工
作安全職安健大使」團隊,若看到裝修
維修工程施工時有不安全行為時,可
以及時向勞工處通報,預防意外。
職安健意職方面,有超過三成受
訪從業員不認為自己完全了解關於他
們工作的安健法例要求;有近兩成受訪
者認為,個人防護裝備的作用不大;更
有 12.5%受訪從業員認為,參與職安健
訓練是浪費時間;23.7%受訪從業員表
示,有時為了趕工而沒法理會安全措
施;超過 半受訪者 (56.2%)同意有些
工友同行不太注重安全;13.2%表示,
開工前未必會留意或不會留意四周環
境。但大部分從業員 (74.5%)會留意電
視或者報章報導關於行內的意外個案。
是次調查應用了本局所研發的「安
全氣候指數應用軟件」,探討受訪從業
員對「冒險行為及對工作風險的認知」
及「對安全守則及程序的認知」兩大因
素的看法,並與 2009年所進行的「全
港工作安全氣候」調查結果比較。「安
全氣候指數」用於評估業界人士對企
業安全健康事宜的整體看法。結果能
反映行業當前之安全文化水平。裝修
維修從業員的「冒險行為及對工作風
險的認知」指數為 59.0,而「對安全守
則及程序的認知」指數則為 42.8(滿分
為 100)。香港企業這兩項指數分別為
62.3及 54.3,而整體建造業則為 58.9及
49.3。結果顯示,裝修、維修、改建及
加建工程從業員之「冒險行為及對工作
風險的認知」指數與整體建造業的指數
相若,但低於全港企業的安全氣候指
數。在「對安全守則及程序的認知」指
數方面,建造業較全港企業的指數低,
而裝修維修業比整體建造業更低,顯示
裝修維修從業員對遵守安全守則及程
序的認知程度不足,他們較其他建造工
程的員工更不了解及不遵守安全規則
和程序。這項結果可能可以解釋 部
分裝修維修工作意外數字持續高企的
原因。
當我們對「冒險行為及對工作風險
的認知」及「對安全守則及程序的認知」
這兩大因素的問題進行更深入的分析
時,雖然發現大部分受訪從業員了解
自己工作上的風險 (85.9%),但超過
半會覺得有時需要冒險才可以完成工
作,更多的受訪者 (73.3%)認為有些工
作很難安全地進行,而同意風險控制措
施沒有阻礙他們工作的人只有 35.5%。
當分析「對安全守則及程序的認知」這
因素時,發現大部分被訪者 (46.6%)
認為有些安全守則和程序沒有反映現
時的工作情況,並覺得有些安全守則
或程序很難遵守 (46.9%),更有近四成
的被訪者同意相對裝修維修的風險,
這些安全程序是過於嚴謹,亦只有小
部分人 (11.7%)認為,在裝修維修時安
全守則和程序被嚴格遵守。調查結果
顯示了部分從業員的心態,他們會低
估裝修維修工程的危險,認為他們所
從事的小型工程較地盤工程的危險性
低;裝修維修工作施工期間,由於地
方小,令很多安全措施難以進行,加
上他們自覺自己工作經驗豐富,不會
那麼容易發生意外,故此,很多時會
不遵守安全規則。
另 部分的從業員,雖然他們了
解到工作上的風險,亦關注自己的安全
問題,但是卻抱着「吃得鹹魚抵得渴」
的心態,認為有些工作很難安全地進
行,有時要冒險才可以完成工作,而
且風險控制措施會阻礙他們的工作進
度,所以我們應在這方面加強宣傳和
教育,例如近期我們推廣的「裝修要安
全,唔駛搵命博」宣傳策略,扭轉業界
人士冒險與「博 博」的心態。至於對
「安全守則及程序認知」因素指數偏低
的問題,我們認為可以從兩個方面著
手,從業界來說,所編寫的行業安全守
則及程序,應簡潔易明,準確表明員
工要遵守的安全要求,並要進行有效
的溝通和培訓,確保員工明白安全守
則和程序;而對從業員來說,應讓他
們明白遵守安全守則及程序對預防工
傷意外的重要性,安全守則和程序是
根據危害識別及風險評估的結果而制
定,必須嚴格遵守,不可有半點馬虎。
有 81.8%受訪者表示,有聽過關於
裝修維修業的職安健宣傳訊息,但參
與職安健活動的只有 25.3%,當中大部
分是透過免費電視獲得宣傳訊息,其
次是報紙、電台、職安健單張╱書籍╱
海報、交通工具上的廣告╱影像節目。
此外,超過七成受訪者認同職安健的
宣傳訊息,會影響自己對職安健的態
度和行為。當中 57.7%受訪者表示宣傳
訊息「增加自己對職安健的關注」;37%
表示由此「減少了不安全行為」;33.1%
表示「工作時更加顧及其他工友及附近
人士的安全」;30.6%表示會「提醒他人
注意職安健」;28.8%表示「增加╱使用
個人防護裝備」;26.8%表示增加使用

安全措施和設備,以及表示遵守安全
規則的有 25.5%。通過不同渠道宣傳推
廣職安健,對提高從業員的工作安全
意識,轉變他們對職安健的態度,是
提升行業的職安健水平的重要措施。
在宣傳職安健訊息的媒體上,從
業員 致表示最常收看的節目為「新
聞╱財經」節目;黃金時段為晚上 7:00
至 10:59,是大部分受訪者選擇的慣性
收看時段。此外,六成從業員有收聽
電台的習慣,他們多選擇與「新聞╱財
經」相關的電台節目。九成從業員表示
有閱報習慣。至於最常乘搭的交通工
具,43%從業員表示最常乘搭地鐵,
38%選擇巴士。至於宣傳方法方面,受
訪從業員認為「電視廣告╱節目」最能
引起他們的注意。
在採用哪種方法宣傳裝修維修業
的職安健最能夠引起人們注意的問題
上,從業員認為電視廣播最能引人注
意,但對從業員來說,報紙亦是 個
很重要的傳遞訊息的方法。至於,以
哪種方法對改善裝修維修業的職安健
最有效,從業員認為提供資助計劃購
買安全設備最有效,顯示從業員較傾
向採用改善硬件的方法。
此次調查為我們將來能更有成效
推動裝修維修的職安健提供了非常有
價值的資料,不但進 步了解裝修維
修界的職安健生態,亦探討了從業員
對工作安全的意識、態度和行為,同
時,亦為將來的宣傳推廣活動提供了
依據,雖然此次調查亦有其局限性,
例如由於時間和現場環境的限制,從
業員的調查不能以隨機抽樣的方式進
行,而收回的問卷亦有缺失的情況,
但並不是太嚴重,加上此次調查的樣
本多,精確度較高,誤差率較低,相信
結果可反映業界的概況和從業員的意
見和訴求。
職安局 向以來都大力推廣建造
業工作安全健康,近年更重點向市民
大眾,特別是物業管理公司、中小型
裝修承建商及前線員工宣傳裝修維修
職安健訊息。我們主要通過更緊密的
夥伴合作計劃,在不同社區,接觸業
界人士,宣傳職安健,並通過大眾傳
媒進行宣傳活動。
近年,本港不少地區,特別在舊式
樓宇林立的區域例如深水埗、葵青、
荃灣 帶都進行不少裝修維修保養、
改建及加建等小型工程。要接觸這些
將進行裝修工程的住戶或承接裝修工
程的公司,最有效的方法是從社區出
發,利用緊密的安全社區網絡傳播有
關高空工作、維修、保養、改建及加建
等小型工程的安全知識。本局與各社
區組織合作舉辦研討會、聯同小型承
建商及業主立案法團簽署「裝修維修工
作安全約章」,共同承諾關注及推動區
內裝修維修工程的安全。
大眾傳播媒介提供了 個良好的
平台,讓社會各個階層人士都認識到
「高空工作、維修、保養、改建及加建
等小型工程」安全的重要性,營造 個
社會氣氛,讓公眾更關心相關工程的安
全要點。職安局與無綫電視翡翠台合
作製作多個特備節目,探討有關裝修
維修及高空工作安全,並且委任著名
藝人黎耀祥先生為裝修維修工作安全
大使,在 2010年 12月 21日舉行的「裝
修維修推廣啟動禮」上,與百多個裝修
維修大使分享經驗。
除了電視媒介外,職安局亦在電
台播放裝修維修工程安全健康資訊,
包括於香港電台第 台「精靈 點」節
目、商業 台雷霆 881及新城知訊台。
職安局更會透過路訊通在千多架巴士
上播放「裝修維修開心工程」,宣傳高
空工作、維修、保養、改建及加建等小
型工程的安全訊息。
與此同時,職安局亦與多個長期
合作夥伴,包括建造業工會、商會及
房屋協會合作推廣維修及加建等小型
工程安全。到訪正在進行裝修維修工
程的工地及竹篾廠派發套件,希望將
安全健康資訊直接傳送到前線工友的
手上。職安局為中小企提供多元化的
職安健資助計劃,包括「高空工作防墮
繫穩裝置資助計劃」、「中小企安全梯
具資助計劃」、「樓宇維修安全視察資
助計劃」;協助小型承建商及業主立案
法團建立安全健康的工作環境。
我們在現行的「職業安全健康大使
計劃」中成立了「裝修維修工作安全職
安健大使」團隊,協助在工作間及社區
中,推廣裝修維修安全知識,若看到裝
修維修工程施工時,有不安全行為時,
可以及時向勞工處通報,預防意外。
推動裝修維修業職安健,任重道
遠,職安局將不遺餘力,透過不同途
徑進行宣傳教育。我們相信只要業界
各持份者齊心合力、眾志成城, 定
能扭轉裝修維修工程工傷意外事故上
升的趨勢,讓業界人士能夠更安全及
更健康地工作。

青少年工作安全
• 熟悉工作場所的逃生路線、緊急事故安排及急救處理程序。
• 保持工場整潔,避免積聚雜物,盡快清理傾瀉在地面上的液體或碎片,若未能即時處理,應隔開及妥善圍封受影響的範圍。
• 將物料整齊而穩固地疊放,避免阻塞通道。
• 電線不應橫置於通道上,以免造成絆倒意外。
• 確保走火通道暢通,切勿阻塞消防設備的使用。
機器操作除特定的機械受年齡限制外,青
少年員工操作其他的電動機器時應:
• 穿上合適整齊的工作服,將長髮束好,並且避免穿戴飾物,例如頸鍊、手鍊或戒指等,以防纏進機械的危險部分。
• 了解機器的運作和危險部分,並確保危險部分已加上保護罩才可操作。
• 操作位置應避免設置於接近繁忙的通道上,以防受到碰撞而產生危險。
• 手濕時,不應觸摸電掣和使用機械,並且盡量保持環境乾爽。
• 若機械發生故障,應立即停用及掛上危險警告牌。
• 切勿於機器運作時進行清潔工作。• 嚴格遵守正確的操作程序(例如不
可移去保護罩來操作機器等)。
處理灼熱物件• 妥當擺放盛載滾熱液體的容器。• 容器切勿盛載過滿。• 在運送滾熱東西時,應向旁人發
出警告,避免碰撞。• 在廚房內,鍋子的手柄不可伸出
通道及橫越在燃燒的爐頭上。• 接觸灼熱的物件時,應使用合適
的個人防護裝備如隔熱手套。• 勿讓冒升的蒸氣所傷,打開受熱
容器蓋封時:
僱主保障青少年工作安全要點• 提供及維持 個安全及健康的工
作環境。• 提供入職訓練,讓青少年員工了
解安全規則和緊急應變措施。• 避免指派危險工作。• 加强職安健的督導。
青少年工作安全要點個人工作安全及一般工作場所整理要點
工作間危機四伏,稍有掉以輕心便很容易引致意外發生,導致身體受傷。青少年應好好裝備自己,及早培養應有的工作安全態度,以避免工作時受傷。職安局 向致力推廣青少年工作安全及健康,積極向剛投身社會及正在求學階段的青少年灌輸正確的職安健知識,以下是青少年工作時應注意的安全事項:
• 認識及遵從公司設置的安全及健康標誌和守則,不應冒險走捷徑。
• 工作時,切勿嬉戲或騷擾別人。• 長髮、寬鬆的衣服、領帶、圍巾和
飾物等都會容易纏繞機器,引致意外發生,所以工作時須將長髮束起及穿著適當服飾,並要保持工作服清潔,因為骯髒的工作服可引致皮膚病。
• 遇有懷疑或發現不安全的情況,不可擅作決定,應立即向主管呈報及查詢。
• 正確佩戴個人防護裝備,如發覺裝備已過期或損壞,必須安排更換。
➣ 穿戴隔熱手套;➣ 採用乾毛巾;➣ 與容器保持距離;及➣ 慢慢將蓋子由較遠 邊開始
揭開。
使用手工具• 選用合適的手工具,經常進行檢
查及確保手工具沒有損壞。• 須抹去手工具上的油污,以防因
滑溜而造成意外。• 正確使用手工具,不可用作其他
用途。• 不應將手工具置放在工作面的邊
緣位置,以免工具墮下傷及他人。• 提取或擺放鋒利的手工具時,切
勿將鋒利的表面指向自己或別人。• 若需要攜帶多件手工具,應以工
具箱盛載。
處理化學品• 安全行為
➣ 在工作地點不可吸煙。➣ 在工作地點不可嬉戲。➣ 保持地面清潔,以免搬運化
學品時滑倒。➣ 保持通道暢通無阻,以免搬
運化學品時絆倒。➣ 搬運化學品時,不要跑步以
免引致碰撞而傾倒化學品。➣ 不要大力搖動化學品容器,
劇烈振動會令化學品揮發產生過量壓力而洩出。
➣ 搬運化學品時,盡量使用適當工具以防止傾倒而引致化學品外洩。
➣ 要清楚了解在意外發生時的應變措施,包括化學品外洩時的處理方法。

青少年工作安全
的顯示屏幕工作間設計外,還需要員工配合正確的操作姿勢,才能確保工作安全及健康並促進工作效率。
預防中暑從事戶外工作暑期工,可以從工
作地點及以下的安排著手,預防中暑:
• 工作地點應以陰涼、空氣流通和沒有太陽直接照射的地方為首選。
• 提供輔助設備或運送設備的安排,減少體力勞動。
• 安排及分配工作時間,減少在烈日下進行體力勞動。
• 增加休息時間及次數,避免員工過度疲勞。
• 如切實可行,加設吹風設備或風扇,加強空氣流通。
• 提供足夠飲水設備。• 員工亦應穿著合適的工作服:
➣ 穿著淺色及通爽的衣服,減少熱能的吸收及增強散熱。
➣ 避免穿著貼身的衣服,以免阻礙汗水揮發。
➣ 佩戴適當的帽子等。
相關規例的安全要求職安健法例保障• 不論是暑期工或其他員工,在工
作時同樣受有關的職安健法例保障。根據《職業安全及健康條例》訂明,僱主必須遵守以下的 般性責任,在合理可行的情況下,確保僱員在工作時的安全及健康,包括:
➣ 提供及維持安全的作業裝置及工作系統;
➣ 妥善使用、處理、貯存及運載有關的作業裝置或物質;
➣ 提供充足的資料、指導、訓練及監督予員工以達至職安健的要求;
➣ 提供及維持安全進出工作地點的途徑;
➣ 提供及維持安全及健康的工作環境。
如僱主沒有遵守《職業安全及健康條例》的 般性責任,即屬違法, 經定罪,最高可被判罰 50萬港元及監禁
長至 12個月。而青少年員工也要遵守僱員的 般責任,包括在合理可行範圍內,照顧自己及其他人的安全和健康,及與僱主合作,協助僱主遵守有關的安全規例。
勞工法例與暑期工所有僱員,無論他們是全職或兼
職僱員、散工或替工,甚至是暑期工,均受勞工法例保障。
• 《僱用兒童規例》附屬於《僱傭條例》的《僱用兒童
規例》規管在所有行業僱用兒童的事宜。兒童是指不足 15歲的人士。規例的主要條文包括:
➣ 禁止僱用未滿 15歲的兒童在所有工業經營內工作。
➣ 13歲及 14歲的兒童可受僱於非工業機構內工作,但如他們未完成中學三年級課程,則須接受全日制學校教育及符合其他旨在保障他們的安全、健康和福利的條件。
➣ 禁止未滿 13歲的兒童受僱。然而,為了發展藝術及培訓人才,勞工處處長可特別批准兒童受僱為藝員,並訂定某些嚴格的條件。
《僱用兒童規例》不適用於與根據《學徒制度條例》(第 47章)註冊為學徒的兒童有關的情況。
• 《僱用青年(工業)規例》附屬於《僱傭條例》的《僱用青年
(工業)規例》對受僱於工業界青年的工作時間及 般僱傭條件加以管制。青年是指年滿 15歲但未滿 18歲的人士。規例的主要條文包括:
➣ 規定僱主需於工作場所當眼處張貼經勞工處審閱的青年工工作時間表,列明青年工的工作時間及休息日安排。
➣ 禁止更改許可工作時間及休息日,除非在更改實施前的48小時,已將更改通知書送達勞工處處長。
➣ 禁止青年超時工作、在夜間工作,以及在休息日和法定假日工作。
➣ 禁止青年在拔場或石礦場從事地底工作,或在工業經營內擔任涉及開掘隧道的工作,以及搬動對他們的年齡和體格來說,屬過重的物品。
➣ 禁止青年受僱於危險行業。
工業界青年的工作時限工作時數和工作日數的上限
每天工作時數 8小時(只可在上午 7時至晚上 7時之間)
每星期工作時數 48小時每星期工作日數 6天連續工作時數的上限
5小時,其後須有不少於半小時的用膳或休息時間。
建造業工作須知根據現行法例,18歲以下的人

Independent Sickness Absence Review of Great Britain (2011)
I n Feb rua r y 2011 , M i n i s t e r s
announced an independent review
of the sickness absence system in
Great Britain1. The review has been
set up to assess whether the costs
of i l l health and sickness absence
among the working age population,
for many of whom it results in long
term or permanent worklessness ,
can be reduced . There wi l l be a
focus on incentives that might serve
to reduce absence and on whether
the distr ibut ion of costs between
employers, individuals and the state
is optimal and if not, how it might be
improved.
The review is led by David Frost
CBE, the Director General of the
British Chambers of Commerce, and
Dame Carol Black, National Director
of Health and Work. It will build on
the findings and recommendations of
Dame Carol Black’s 2008 review of the
health of the working age population,
Working for a Healthier Tomorrow2. The
recommendations of her review were
designed to help keep people fit and in
work, and to reduce the economic and
social burdens of long-term sickness
and loss of work.
BackgroundI n G re a t B r i t a i n , t h e re a re
approximately 28 mill ion people in
employment – about 70% o f the
working age population. Five million
people work in the public sector and
over 3 million are self-employed.
In an average year between 5 and
6 working days per worker are lost as
a result of sickness absence per worker
– a total across the whole GB economy
of over 140 million days. However,
about 20% of the total time lost is due
to long-term absence (defined as more
than 20 days absence). Employers bear
the costs of sickness absence for up to
28 weeks through Statutory Sick Pay
(SSP) or more generous Occupational
Sick Pay (OSP) schemes.
Although most people return to
work after sickness absence, each year
1% of the employed population, that is
300,000 people, flow on to sickness-
related state benefits. These account
for about 50% of all working age people
who move on to such benefits.
David Frost has observed that:
‘Dame Carol’s 2008 Review estimated
that the total cost of sickness absence
and lost output when people fall out of
work is £100bn a year – that’s around
6% of GDP. The current review will look
at changes that could be made to the
system with the aim of helping more
people stay in work and reducing costs.
Sickness absence has a huge impact on
businesses – particularly on smaller
firms that struggle with the processes
and procedures required.’
Dame Carol adds: ‘The review
will explore a wide range of options
for structural reform and rebalancing
incent i ves in the management o f
s ickness absence , with the aim of
reducing the overall cost of the sickness
absence system. It will also consider
whether the balance of these costs
between the State and employers is
correct.’
In the current system, after 8 days
of sickness, employees must obtain
certification of sickness from a Doctor.
This entitles employees who are absent
to sick pay from their employer (paid at
a minimum of £81 a week, for up to 28
weeks). Around half of all GB employers
choose to pay more than this. The
current system does not include any
leg is lat ion requir ing employers to
manage sickness absence in any way
or to rehabilitate staff, although most
large employers do make efforts to do
this and some smaller employers do.
The State only plays an active role by
assessing people for work capability, and
assigning people to the most relevant
welfare benefit at the point that people

flow from work on to disability or
unemployment benefits.
The rev i ew i s c h a r ged w i t h
making a radical examination of the
existing sickness absence system. It is
consulting with occupational health
and employment experts, employers
and the i r representa t i ves , hea l th
pro fes s iona l s , and ind i v idua l s , to
gather evidence from this country and
other countries which have addressed
similar problems, to learn from their
experience and identify valid examples
of best health, employment and welfare
practice.
David and Dame Carol explain:
‘ We ’ve a l re a d y s e e n s o m e ve r y
interesting examples of how other
countries manage long term sickness
absence. We’re also talking in detail
to employers, health and occupational
health experts as well as individuals
to get to the bottom of what system
is going to be right for the future. The
review will establish potential changes
that could be made to the current
system to keep people in jobs, reduce
the benefit bill, and ensure that our
economy can flourish.’
The review is mindful that delayed
return to work fol lowing sickness
absence is a high risk factor for long-
term sickness absence, and that people
who are absent sick for a long period
are at great risk of never working
again. For some this is an unavoidable
consequence of illness and resulting
disability. For many others this might be
a failure to intervene sufficiently early
when sickness threatens employment.
There is limited but consistent evidence
in support of early intervention to
help sick-certified individuals who do
not have life-threatening or seriously
d isab l ing condi t ions to return to
work ; a nd a common v i ew t h a t
such intervent ion should combine
b i o p s y c h o s o c i a l a n d vo c a t i o n a l
rehabilitation, reaching beyond the usual
limits of occupational health. It is also
widely held that referrals are potentially
best made by 7 weeks of certified
sickness absence.
These aspects are the focus
o f t h e p ro g r a m m e i m p l e m e n t e d
fol lowing the recommendations of
Dame Carol’s earlier review3. Early
experience has affirmed the significant
role of employers in initiating early
intervention to support employees on
sickness absence. The period during
which sick employees remain in close
contact with their employers offers
the best opportunity for referral to an
early intervention service that enables
optimal vocational rehabilitation. Such
an approach, whi lst taking proper
account of work capabil ity, should
reduce the risk of long-term sickness
absence.

IncidentAt the time of the accident, a
worker (later on the deceased, i.e. D/P)
was carrying out tyre inflation work
of a wheel loader. While doing so, the
wheel components suddenly burst out
and struck him. As a result, the worker
sustained fatal injury and passed away.
Circumstances1. The accident scene was an open
g ro u n d i n s i d e t h e c o n c re t e
batch ing p lant for park ing of
vehicles such as wheel loaders and
truck mixers.
2. The premises were under the
management and control of a
concrete company which was
engaged in manufacturing of ready-
mix concrete. The wheel loader
in question was used for debris
clearing and loading works inside
the concrete batching plant.
3. In early morning on the day of
the accident, D/P started working
to conduct inflation work of the
rear right tyre of the wheel loader
alone. A hose with tyre inflator
was connected to the outlet of an
air receiver with compressor to
inflate the tyre. He stood adjacent
to the rear right tyre and used his
hand to fit the tyre inflator to the
air valve at the wheel of the loader.
During the air inflation work, the
wheel components suddenly burst
out and struck D/P. As a result, D/P
sustained fatal injury.
Factual findings and observations1. The loader had four wheels. Each
wheel was composed of a rubber
tyre, a metal flange, a metal ring,
a seal and a metal rim (attached
to the axle of the loader). When
fitting the aforesaid components
together, a chamber between the
rubber tyre and metal rim was
formed for inflating air.
2. After the accident, the metal ring,
metal flange, seal and the rubber
tyre of the rear right wheel were
detached from the axle of the
wheel loader and were scattered
at various distances away from
the loader. A large patch of blood
stain was also found nearby on the
ground.
3. The surface of the metal ring,
m e t a l f l a n g e a n d m e t a l r i m
( inc lud ing the groove on the
outer diameter) of the rear right
wheel were covered with rust and
concrete.
4. The front tyres and the rear left
type mounted on the loader were
inspected and no substantial defect
was found.
5. A tyre inflation tool consisted
of a rubber hose and a tyre
inflator (without clip-on chuck)
was connected to an air receiver
with compressor was found at
the scene. No apparent defect
was found on the inflation tool.

6. The dimensions of the rubber
hose: 25 metres ( length) x 9
mm (inner diameter) x 1.5 mm
(thickness).
7. No hand tools such as screw-
driver, hammer and wrench were
found in the vicinity.
8. It was bel ieved that the main
causes of the accident were due to
the following:
a) Improper maintenance of the
wheel components : Rusts
and concrete were found
accumulated on the surfaces
of the metal flange, the metal
ring and the metal rim. The
pitting caused by the rust
might make the metal wheel
components crack or fai l .
The wheel components were
therefore not securely fitted
together. When the tyre
chamber was pressurised, the
components were likely to
dislocate and burst out.
b) Use of improper inf lat ion
tool: The inflation tool being
used was very primitive. It
consisted of a hose and a
simple tyre inflator connected
directly to an air receiver.
As there was neither a ir
regulator nor pressure gauge
fitted onto the inflation tool,
the pressure might rise above
the allowable limit and caused
the over-inflation of the tyre
and subsequent bursting.
c) Worker was not kept out of
the dangerous zone: Since the
tyre inflation tool had no clip-
on chuck, D/P had to hold the
tyre inflator for connection
to the air valve and stayed in
the vicinity of the tyre during
the inflation work. Hence,
D/P was not able to stay out
of the trajectory path when
inflating a tyre.
9. D/P was not informed of the
danger ar i s ing f rom the tyre
inflation work. He did not know
the recommended tyre inflation
pressure of the tyre. He was not
instructed of any safety measures
about the tyre inflation work. He
was allowed to work alone and
carry out the work by his own
method. He did not know the
proper procedures for the tyre
inf lat ion work and receive no
relevant training.
Prevention recommended1. A safe system of work for tyre
in f lat ion of the wheel loader
should be provided and maintained
to ensure the health and safety of
all persons employed. The system
of work should include, but not be
limited to, the following:
a) r i s k a s se s sment on t y re
in f l a t ion work should be
conducted so as to identify
the potential hazards and to
establish appropriate safety
measures;
b) proper maintenance of the
loader, including the wheel
c o m p o n e n t s s h o u l d b e
carried out;
c) the tyre assembly condition
should be checked before the
commencement of the tyre
inflation work;
d) proper inflation tool should
be provided and maintained
for tyre inflation work; and
e) safe work procedures for
tyre inflation work should be
devised, e.g. workers should
stay out of the trajectory
path when inflating a tyre.
2. Necessary information, instruction,
training and supervision should be
provided to any worker involved in
the tyre inflation work.

information, instruction, training
and supervision as was necessary
to ensure, so far as reasonably
practicable, the health and safety at
work of the persons employed at
the industrial undertaking.

number of empty cargo containers
onto a mainland coaster. During the
process, the captain of the mainland
coaster acted as the signaler, and two
crewmembers were responsible for
hook hanging.
A ro u n d n o o n , t h e m a i n l a n d
coaster was receiving the last cargo
container. The derrick operator hoisted
the container from the dock with the
derrick boom and slewed it to the
left, and put it in a corner of vessel at
a stack of 5 tiers high. After finishing
this task, the derrick operator raised
the derrick boom slowly and prepared
to move it back to the lighter. At this
moment, the captain walked down the
deck to discuss with the tally about
the transaction. At the same time, the
slewing wire of the lighter slipped into
the space between containers at the
top of the container stack and swept
two containers off. The captain heard
the noise and looked up immediately.
He saw the containers dropping and
ducked, but the containers stil l hit
him and injured his head. Luckily, the
container fell on the coaming of the
cargo hold instead of straight onto the
deck floor. This saved the injured from
serious injury. After the accident, the
injured climbed out from the space
under the container and was sent to
hospital where he rested for over 10
days before getting back to work.
Accident (2): Steel Wire
of ‘Slewing Mechanism’
Snapped Causing the
Death of a Crewmember
When the derrick boom of the
‘slewing mechanism’ slews horizontally
to 90˚ from its centre line (it is usual
for derrick boom of DSL to slew to
this angle when transferring cargo), the
slewing wire of the left-right slewing
mechanism would be almost parallel
to the derrick boom and the effective
force for changing direction or stopping
the derrick boom drops almost to zero.
Changing direction places enormous
stresses on the components of the
slewing mechanism. A fatal accident as a
result of this happened in March 2010:
On the day of the accident, a DSL
anchored at Kellet Anchorage No.3.
An ocean-going vessel and a mainland
coaster anchored on either side of it. At
midnight, the cargo handling company
used the ocean-going vessel’s cranes to
hoist two sheet metal coils onto the
lighter, and then used derrick boom of
the lighter to hoist them to the coaster.
At the same time, 4 crewmembers of
the coaster were preparing to receive
the sheet metal coils. When the sheet
metal coils had almost reached the
cargo hold bottm of the coaster sparks
appeared on the steel wires of the
‘slewing mechanism’ on the top of the
derrick boom on the starboard side
of the lighter, and the wire snapped
in two. The sheet metal coils struck a
crewmember in the back, injuring him
fatally.
After investigation, it was found
that the broken steel wire was seriously
corroded and had lost its flexibility.
When the derr i ck boom s l ewed
horizontally to the left at about 90°,
the slewing wire experienced enormous
stresses and snapped.

lighter for violating the Hong Kong
Ordinance CAP 548I section 26:
