Special Agenda Item No.1 Condolence Resolution on the sad demise of Hakim Shamim Ahmed Saeedi Member, Unani

It was noted that Hkm Shamim Ahmed Saeedi Member, Unani Committee was

expired on 16.01.11. The member of Executive Committee observed two minutes silence for the peace of departed soul and passed the following

resolution to forward to the member of the bereaved family:-

“The members of the Executive Committee were shocked to know the sad and untimely demise of Hkm Shamim Ahmed Saeedi. He devoted his life to the

cause of development of Indian Systems of Medicine in general and Unani in particular. Member of Executive Committee offer their condolence and sympathy

to the members of the bereaved family and pray to God that departed soul may rest in eternal peace.”

Agenda item No. 2 Confirmation of minutes of the 161st meeting of

Executive Committee held on 24.11.2010

It was noted that 161st meeting of Executive Committee was held on 24.11.2010.

The minutes of the same were placed before the Central Council in its meeting

held on 25.11.2010. The Central Council ratified the same without any

modification.

Executive Committee confirmed the same.

Agenda Item No.3 To decide the policy for conducting visitation of Ayurved, Unani and Siddha colleges for the year

2011-12.

It was noted that Government of India while granting/not granting the permission to Ayurved, Unani and Siddha Colleges for the year 2010-11 pointed

out certain shortcomings AND simultaneously asked the CCIM to conduct the suo-motto visitation of the colleges for verification of compliance of shortcomings for

consideration of the matter for permission for the year 2011-12.

It was further noted that election for the members of the CCIM in almost all the states is under process and members of the CCIM will be busy in respect of their election at least for 3 months.

After detail discussion, Committee took following decision in respect of

the colleges for the year 2011-12 falling under Section 13 C of IMCC Act, 1970:-

1. To avoid duplicity of teaching staff

all private colleges be visited on the same day and duration of visitation will be two days.

2. CCIM members may also be included in visitation team alongwith Government teachers.

3. All Government colleges also be visited on the same day and duration of visitation should be two

days.

4. Vice-Presidents (Ayurveda, Unani and Siddha) alongwith EC members of concerned systems will look after all the work of visitation including preparation of the list of visitors and visitation programme as per adopted policy with the

prior approval of the President, CCIM. 5. Government teacher should visit

other States’ colleges, not of their own State. 6. No further supplementary

documents will be accepted/asked in any respect from any college after the visitation. Assessment of available facilities of teaching and practical training will be made on the basis of availability on the day of visitation.

7. Provision of allied subject

approved by CCIM will be taken into consideration for assessing the eligibility of teaching staff.

8. Government of India again be requested to decide policy for granting permission for the year

2011-12. Agenda Item No.4 Reporting and ratification of the observations

made by the office sent to the Government of India.

It was noted that Government of India forwarded the documents submitted by

the college at the time of hearing to CCIM in respect of following colleges for examination, verification and comments/recommendations of the CCIM. The

documents were examined carefully by the office and following observations made by the office as per records submitted by the college at the time of hearing

was sent to the Government of India as per directions of President, CCIM without making any recommendations.

1. Deendayal Research Institutes Ajivan Swasthya Samvardhan Ayurved Chikitsa Mahavidyalaya Chitrakoot, Satna (MP)

1. At the time of visitation, list of 19 teaching staff out of which 14

teachers were eligible and 05 teachers were ineligible. 2. At the time of hearing, college submitted new appointment of 03 teachers. 3. 03 newly appointed teachers are treated as eligible in the following

5. Average attendance of patient in OPD from 1st Nov 2009 to 20th Oct

2010 as per the documents submitted by the college during hearing is 119.86 (Total No. of

patients attended OPD /Total No. of Working days = 35958/300) Above observations are on the basis of documents submitted by the college and forwarded by the Govt. of India. Moreover, physical verification has not been done by CCIM due to shortage of time and comments have been asked

by Govt. of India from CCIM at short span of time (2 to 3 days).

2. Devki Mahaveer Ayurved College & Research Hospital at Fariathiya, Garhwa, Jharkhand 1. At the time of visitation college has submitted the list of 22 teaching

staff out of which 02 teachers were eligible and 20 teachers were not

eligible. 2. At the time of hearing, college submitted a revised list of 16 teachers by

adding 02 new teachers and deleting 08 teachers from previous list. 3. Both newly added teachers are treated ineligible on account of following

reason

Note:- There is wide difference noted in the list alongwith documents

submitted by the college at the time of visitation and hearing. The teachers

who were previously treated ineligible on account of long gap of teaching, now submitted the experience of in between time which is also not

mentioned in their affidavit. All those teachers shown the experience of Dhanwantri Ay. College, Buxar and RNM A.M.C. Motihari, Bihar. But, the name of teachers not found in the visitation report of year 2008-09. So,

treated under submission of false experience of particular duration.

first and last page of every month has been submitted as supportive document.

2. Average attendance of patient in OPD from 1st January to 30th September 2010 as per the documents submitted by the college

during hearing is 167.27(Total No. of patients attended OPD /Total No. of Working days = 37637/225).

3. Total No. of patients admitted from 1st January to 30th September 2010 were 28887. Total No. of Bed days occupied were 28219 as

per the documents submitted by the college during hearing. Bed Occupancy = No of bed days occupied x 100 (from 1st Jan to 31st Sept

2010) Total No. of beds x 273

= 28219 x 100

In view of the above, college in addition to the UG seats fulfilling the criteria for starting PG course in above said 02 subjects. Above observations are on the basis of documents submitted by the college

and forwarded by the Govt. of India. Moreover, physical verification has not been done by CCIM due to shortage of time and comments have been asked by Govt. of India from CCIM at short span of time (2 to 3 days).

Executive Committee ratified the same.

Agenda Item No.5 Reporting of decision of Govt. of India in respect of

Ayurved, Unani and Siddha colleges permitted/not permitted by Govt. of India for the session 2010-11.

It was noted that Government of India was conveyed the decision in respect of following Ayurved, Unani and Siddha college permitted/not permitted by

Agenda Item No 6 Creation of the new post for the office of the

CCIM.

It was noted that work of the office of the Central Council of Indian Medicine has been increased at manifolds but no new post for the office of the CCIM has been created after the year 1986. Due to increase of work there is acute shortage of

technical as well as ministerial staff in the office of the CCIM. There is no intermediate post like Section Officer, Assistant, Deputy Secretary, Deputy Registrar etc. In the Medical Council of India which is similar body and dealing only in one system of Medicine have intermediaries post of Asstt. Section Officer,

Deputy Secretary, Technical etc. It was, therefore, proposed that the Executive

Committee may kindly create following posts for the office of the CCIM as per provision of Clause 59 which reads as under:- “ The Executive Committee shall create posts for the office of the Central Council

in the approved pay scales applicable to the corresponding posts in the offices of the Central Government under section 12 of the Indian Medicine Central Council Act, 1970.”

Agenda Item No.7 Ratification/approval of the minutes of

meeting of President, Registrar of the State Boards/ Councils held on 23 and 24 March,

2010 at New Delhi

It was noted that a meeting of President and Registrars of the State

Boards/Councils was organized by the CCIM on 23 and 24 March, 2010 at New Delhi. The Minutes of the same were considered by Executive Committee. Executive Committee approved the same.

Dr Boopathiraj Dr Boopathiraj has informed through E-Mail dated 28 June, 2010

that due to ill health he is unable to attend the meeting to be held on 28-30 June 2010.

In this connection the provision of clause (2) of section 7 of the IMCC Act, 1970

provides as under :- “An elected or nominated member shall be deemed to have vacated his seat if he

is absent without excuse, sufficient in the opinion of the Central Council, from three consecutive ordinary meetings of the Central Council or, in the case of a

member elected under clause (a) of sub-section (1) of Section 3, if he ceases to be enrolled on the concerned State Register of Indian Medicine, or in the case of a

member elected under clause (b) of that sub-section, if he ceases to be a member of the faculty or Department (by whatever name called) of Indian Medicine of the

University concerned.”

Executive Committee considered the matter and decided that after obtaining the clarification from respective members the matter be put up.

Agenda Item No.9. Ratification of the Action Taken by the

President, CCIM

(a) Inclusion/Recognition of Mahire-Tib, MD (Unani) and Mahir-e-Jarahat, MS (Unani) of Rajiv Gandhi University of Health Sciences,

Bangalore in Second Schedule to IMCC Act, 1970.

It was noted that the Post-Graduate degree awarded by Rajiv Gandhi University

of Health Sciences, Bangalore was not included in the Second Schedule to IMCC Act, 1970. The letter was sent to University to apply to Govt. of India for

inclusion/Recognition of Post-Graduate degree in Second Schedule to IMCC Act, 1970 as required under Section 14(2) of IMCC Act, 1970.

The Government of India vide letter No. V.27016/1/2010 Ay. Desk dated

06.08.2010 was forwarded the request of the University for comments of the CCIM as required under Section 14 (2) of IMCC Act, 1970.

After examination of the application, the following observations were made:-

1. University is following the syllabus of the CCIM for conducting the course. 2. University is following the Curriculum of the CCIM for conducting the

course. 3. University is following the nomenclature of degree as prescribed by CCIM.

President, CCIM agreed to send the recommendations to Government of India for inclusion of degree of Rajiv Gandhi University of Health Sciences, Bangalore in the

Second Schedule to IMCC Act, 1970 as under:-

Therefore, the recommendations was sent to Ministry vide letter No. 11-

Executive Committee ratified the same. (b) To Enhance the tenure/period of retainership of Sh. T.K Josph Retainer of the Council.

It was noted that the tenure period of retainer Sh.T.K. Josph, Advoate and retainer of the Council was expired on 08-01-2011. Matter to enhance tenure/period of retainership was placed before the President, CCIM. As per the

orders of the President, CCIM retainership period was extended for one year from 9.1.2011 to 8.1.2012. Executive Committee ratified the same.

(c) Information in respect of work distribution of official of the CCIM

It was noted that work of Post of Assistant Registrar (Regn.) was given to Smt. Bimla Wadhwa, O.S, work of OS was given to Smt. Vijay Laxmi UDC and work of

Daftary to Sh. Dharamvir Peon on the pay-scale of their previous post.

Executive Committee ratified the same.

(d) Enhancement of entitlement of Vice- Presidents for T.A./D.A.

It was noted that the Executive Committee in its meeting held on 24-11-2010 while considering the proposal of Dr. Rashidullaha Khan, Member of Executive

Committee authorized President, CCIM to take the decision in view of the

provisions of the F.R.S.R. for enhancement of entitlement of TA/DA for the Vice

Presidents.

President, CCIM has agreed to provide the reimbursement of Hotel accommodation upto Rs. 3000/- as per provision of F.R.S.R. applicable to “Y”

category.

Executive Committee decided to take opinion of Government of India in the matter.

Agenda Item No 10. Reporting of the decision of the Govt. of India

in respect of the following colleges.

It was noted that after receipt of report of CBI/or after reassessments by the CCIM it was requested to Government of India to transfer the admitted student of

following colleges including Punjab Technical Education Society Ayurved College to other permitted colleges of the State. The Govt. of India has issued the letter to State Govt permitted college and university to transfer the admitted student to

other Colleges of State.

of Roga Nidan.

It was noted that there is a query in respect of nomenclature of the Department of Roga Nidan to decide the nomenclature. In this regard It was noted that nomenclature as mentioned among the 14 departments in the minimum standards

and requirements of Ayurved college and hospital is as Rog Nidan Whereas under concerned Regulations 1989 the name of subject is as Rog Vigyan Avam Vikriti Vigyanam.

Executive Committee decided to change the nomenclature of the

Department of Roga Nidan & Vikriti Vigyan.

Agenda Item No. 12 Extension of tenure of Siddha Expert.

It was noted that as per decision of Executive Committee Dr. Natrajan was engaged on consolidated salary from 08.03.2010 to 07.02.2011 months. The period of 11 months of Shri Natrajan will expire on 7.2.2011.

Executive Committee extended the tenure of Dr. Natrajan for next eleven months.

Agenda Item No. 13 Letter of Dr. D Ramanathan, Member, EC. It was noted that Dr. D Ramanathan vide letter dated 28.1.2011 has forwarded the Gazette Notification No.G.O.(P) 116/2010/H&FWD dated 17.3.2010 of Government of Kerala allowing for registration of Naturopathy as ‘B’ category practitioner. The content of the letter are as under:- “Those who have passed 03 years Diploma in Yoga and Naturopathy course from Mahatma from Akhila Bharathiya Prakritik Chikitsa Parishad, New Delhi and Gandhi Smarak Nidhi, New Delhi, will also be approved for giving Provisional ‘B’ class registration. They are also exempted from the requirements of (i) passing any other examination and (ii) 10 years full time practice in Naturopathy and Yoga. Also informed that Government have already authorized Travancore cochine medical council registrar to provide B class registration to them. The Travancore medical council entirely constituted for ASU institutionally qualified doctors. So the CCIM immediately intervene this matter and ask to withdraw the notification with immediate effect. Otherwise it will badly affect the CCIM institutional practitioners.”

Executive Committee decided that legal opinion be obtained in the matter.

Agenda Item No. 14 Sanction of the Recruitment Rule of the post of Assistant Registrar (Unani and Siddha)

It was noted that Govt. of India vide letter No. V-27016/10/2009-Ay.Desk dated 19.01.2011 and V-27016/10/2007-Ay. Desk dated 19.01.2011 has conveyed the

sanction of Recruitment Rule for the post of Assistant Registrar (Unani) and

ANNEXURE-II

Central Council of Indian Medicine New Delhi

Proposal for creation of two more Post of Assistant Registrar- (Ayurved)

It is well aware that there is acute shortage of technical officers in the office of the CCIM. Whereas following non-technical posts are lying vacant:-

1. Peon 03 2. Safaiwala 01

3. Chowkidar 01

In view of the above, considering the present technical workload it has been decided to create two posts of Asstt. Registrar (Ayurved) by surrendering above said non-technical posts for the match saving purpose. The work of non–technical post will be availed on out

sourcing basis.

The detail justification for creation of two post of Assistant Registrar (Ayurved) and their duties and responsibilities are enclosed for your ready reference as Annexure I and II.

It is further submitted that as per requirement of Government of India match saving on creation of two post of Assistant Registrar (Ayurved) and surrendering above mentioned

post have been calculated. After going through the match saving by surrendering 03 Peon, 01 Safaiwala and 01 Chowkidar post, it seems that there is no substantial

expenditure on the same. However, details may be seen at Annexure –III. At present there is not a single technical post under the Secretary, CCIM to examine the

file of 262 UG & PG Ayurved colleges, 47 Universities having Faculty of Ayurved, State Government and Government of India. Therefore two technical post are required.

Justification

As Central Council of Indian Medicine is a Statutory Body constituted vide Indian Medicine Central Council Act, 1970 by the Government of India to prescribe the Minimum

Standards of Education of Indian Medicine i.e. Ayurved, Unani and Siddha therefore, the post of Ayurved is not related to only Administration but related to the technical work of Ayurved like preparing Syllabus, Curriculum, examination and assessment of visitation

reports. The work relating to Ayurved section can be dealt only by technically qualified person having recognized medical qualification of Ayurved Medicine included in Second

Schedule to IMCC Act, 1970 will be appointed on these posts. The Central Council is visiting the colleges frequently to ensure the available facilities of

teaching and practical training almost all the UG & PG Colleges every year. Three members from different places are deputed for visitation of the college. The detailed

information of each college regarding infrastructure etc. and the data of teaching staff of each college is also being collected and compiled. As a result of this, the work load of the

office of Central Council of Indian Medicine has been increased manifolds whereas no post has been created in the office of the Central Council of Indian Medicine after 1986

and there is acute shortage of staff. As a result, the work of the office especially Ayurved section of the Central Council of Indian Medicine is suffering badly due to lack of

manpower. Moreover, examination of the visitation reports (confidential) nature about 262 colleges is

also major component work of the office, therefore, it will not be appropriate to entrust the job on the person who have been engaged on contractual/outsource basis.

After amendment of the Indian Medicine Central Council Act, 1970 w.e.f. 2003 one of the object of the Central Council has been increased i.e. to make the recommendation to

Government of India on proposal received through the Government of India for establishment of Ayurved, Unani & Siddha colleges, increase intake capacity of UG & PG,

for staring Post – graduate course as required under section 13A of IMCC Act, 1970. There were only 35-50 colleges of Ayurved and at present there are near about 262 UG &

PG colleges of Ayurveda.

Revision of syllabus of UG & PG Course is a continuous process.

By introducing PG Diploma course, accordingly the work enhanced to consider and furnish the recommendation to Government of India on the proposal received from various institutes from Government of India for starting new PG Diploma course and

afterwards to increase intake capacity etc.

Revision of UG & PG Regulations time to time to incorporate the day to day development in the System of Medicine.

RTI work has also been increased where as no new posts have been created for the same.

At present, the work relating to this post are being managed by the Registrar-cum-Secretary who is only a Graduate of Ayurved. There is already lot of work relating to

Ayurved, Unani & Siddha education and all other work relating to Establishment, Accounts, Registration Section, Seminar, Workshop and meetings etc. are done by him.

He is also D.D.O. for the office of the CCIM therefore, it is not possible for him to complete the work of Ayurvedic education smoothly.

It is also noteworthy to mention here that there are 3-4 posts in the MCI of technical

nature i.e. Joint Secretary, Additional Secretary, Deputy Secretary etc. to examine the matter before submitting to the Secretary, MCI and President, M.C.I., Executive

Committee etc.

Agenda Item No.3 To decide the policy for conducting visitation of Ayurved, Unani and Siddha

colleges for the year 2011-12. It was noted that Government of India while granting/not granting the permission to Ayurved, Unani and Siddha Colleges for the year 2010-11 pointed out certain shortcomings AND simultaneously asked the CCIM to conduct the suo-motto

visitation of the colleges for verification of compliance of shortcomings for consideration of the matter for permission for the year 2011-12.

It was further noted that election for the members of the CCIM in almost all the states is under process and members of the CCIM will be busy in respect of their

election at least for 3 months.

After detail discussion, Committee took following decision in respect of the colleges for the year 2011-12 falling under Section 13 C of IMCC Act, 1970:-

1. To avoid duplicity of teaching

staff all private colleges be visited on the same day and duration of visitation will be two days.

2. CCIM members may also be included in visitation team alongwith Government teachers.

3. All Government colleges also be

visited on the same day and duration of visitation should be two days.

4. Vice-Presidents (Ayurveda, Unani and Siddha) alongwith EC members of concerned systems will look after all the work of visitation including preparation of the list of

visitors and visitation programme as per adopted policy with the prior approval of the President, CCIM.

5. Government teacher should visit other States’ colleges, not of their own State.

6. No further supplementary

documents will be accepted/asked in any respect from any college

after the visitation. Assessment of available facilities of teaching and

practical training will be made on the basis of availability on the day of visitation.

7. Provision of allied subject

approved by CCIM will be taken into consideration for assessing the eligibility of teaching staff.

8. Government of India again be requested to decide policy for granting permission for the year 2011-12.

OTHER POINTS

1. Visitation of private colleges be taken up first followed by Government

colleges.

2. Visitors should be appointed from the adjacent States. Inconvenience of the visitor should also be kept in mind.

3. Before suggesting the name, the visitor/teacher as well as Principal of the

College/Institute should be contacted over phone for their consent. 4. Members who have visited the college last year should not be re-appointed

visitor for the same college.
