Agenda Item No.1. Confirmation of minutes of 198th meeting of Executive Committee held on 21.08.2014 at

New Delhi.

It was noted that 198th meeting of Executive Committee was held on 21.08.2014 at

New Delhi. The minutes of the same were sent to all the members of the Executive

Committee on 25.08.2014 by email followed by speed post with the request to

suggest addition/deletion if any in respect of correctness of the minutes.

However, the same will also be placed before the Committee at the time of

consideration of the same.

Agenda Item No.2. Action Taken Report of 197th meeting of EC

held on 13.08.2014 at New Delhi.

It was noted that the meeting of 197th Executive Committee was held on

13.08.2014 at New Delhi.

Executive Committee noted the same.

Agenda Item No.3. Regarding sanction of one year leave to

Asstt. Registrar (Siddha) in CCIM

It was noted that Dr. K. Natarajan, Asstt. Registrar (Siddha) in the Central Council

vide his application dated 26.8.14 has stated that as informed by him earlier, now

his son Mstr. Yugi (aged 2 ½ years) is under treatment for Autism Spectrum

Disorder (ASD)/Attention Deficit Hyperactivity Disorder (ADHD) at Chennai. As

explained by him to the office through his previous communications to the office, he

and his wife are nursing/taking care of the child under the supervision/advice of the

Physician. As the treatment for the said disorders mainly involves occupational

therapy and speech therapy accompanied by strict diet restrictions, his presence is

essential for the child for assisting him in home exercises/workouts which are

prescribed by the therapists for the improvement of mental as well as vocal and

sensory integration.

He has also requested to consider his situation for leave for at least 1 year from

1.9.14 onwards, as his presence is mandatory for his son and family during the

treatment period. He has also enclosed the copies of his son’s medical

report/prescription for reference.

However, the details in respect of leaves available in his leave accounts and the

leaves availed by him as well, is as under:-

1. Dr. Natarajan, AR (Siddha) applied on 13.02.2014 for 3 months E.L. & other kind

of leave available in his leave account from 18.02.2014 to 17.05.2014 due to

son’s illness.

2. Accordingly, following kinds of leave available in his leave accounts were

granted:-

(i) 49 days =E.L.= 18.02.2014 to 07.04.2014

(ii) 30 days =H.P.L= 08.04.2014 to 07.05.2014

(iii) 10 days = Leave without pay= 08.05.2014 to 17.05.2014 (as on

kind of leave was at credit in his leave account)

3. Before expiry of leave period on 17.05.2014, he applied on 15.05.2014 to extend

his leave for another 6 months from 18.05.2014 to 16.11.2014 due to ongoing

treatment of his ailing son by enclosing papers issued by an under- Graduate

Physician of Siddha.

4. 15 Days leave without pay was granted.

5. While Office Order was to be issued, another e-mail dated 27.05.2014 was

received from Dr. Natarajan requesting for leave on medical ground of his own

(due to low backache) and no leave of any kind was at credit in his leave

account, therefore, leave without pay was granted for 26 days from 18.05.2014

to 12.06.2014.

6. In continuation of his e-mail dated 27.05.2014, two e-mails dated 10.06.2014 &

23.06.2014 received.

(i)In his e-mail dated 10.06.2014, he requested to extend his leave on

medical ground upto 20.06.2014.

(ii)In his e-mail dated 23.06.2014, he again requested extend leave for one

month i.e. upto 20.07.2014 on the basis of his medical certificate

enclosed.

7.Office Order dated 16.07.2014 was issued intimating to have granted leave

without pay from 18.05.2014 to 20.07.2014 with reference to his requests dated

15.05.2014, 27.05.2014, 10.06.2014 & 21.07.2014 and in no case, his leave will

be extended further and also to submit his medical prescription/tests/reports in

this regard.

8.As he was supposed to attend the office on 21.07.14 by submitting his medical

prescriptions/tests advised/test reports as per this office order dated 16.07.14,

his email dated 22.07.14 was received and this time he requested for 15 days

leave from 21.07.14 to 04.08.14 due to his son’s illness.

9.Now, on 19.08.2014, Dr. Natarajan has joined the office from F.N. along with his

joining report, he has submitted his medical certificate for 25 days w.e.f

21.07.2014 (i.e. 21.07.14 to 14.08.2014) and fitness certificate issued on

14.08.14.

10. 18.05.2014 to 20.07.2014, leave without pay has already been granted, now

after joining on 19.08.2014, leave (leave without pay) is to be granted from

21.07.2014 to 14.08.2014.

Now he has again requested for one year leave on account of his son’s illness but

he has not mentioned Nature of Leave.

Alongwith his application, Dr. K. Natarajan has also attached a certificate dated

15.5.14 issued by a Graduate Siddha practitioner.

Executive Committee agreed to give one year leave (without pay) to Dr. K.

Natarajan, AR(Siddha) and keeping in view the workload in the office as

well as scarcity of regular tech. person authorized President, CCIM to

decide the matter to fillup the post against leave vacancy for smooth

functioning of the office.

Agenda Item No.4. DPC for promotion of Assistant Secretary

(Admn.) – regarding.

It was noted that as per the decision of Executive Committee in its meeting held on

07.7.2014, an O.M. No.12-1/2014-Estt. A.S. (Admn.) dated 28.7.2014 was sent to

The Secretary, ARCI, (International Advanced Centre for Powder Metallurgy and

New Materials), Balapur PO, Hyderabad – 500505 (A.P.) and a copy to Sh. Venu

Gopal Poduri also regarding his Selection for appointment to the post of

Assistant Secretary (Admn.) by transfer on deputation basis in CCIM for a

period of one year in which it is stated that in case, the offer of appointment is

acceptable to Sh. Venu Gopal Poduri, his acceptance may kindly be conveyed to

the office and he may be relieved to his parent duties with the direction to report

to CCIM, N.D. by 22.8.2014 .

In this connection, it was noted that an Email dated 20.8.2014 has been received

from Sh. Venu Gopal Poduri in which it is stated that his management will

relieve him on permanent absorption but not on deputation basis. He will

join the above position accordingly based on CCIM consent on permanent

absorption basis.

The above matter was put up before the President, CCIM and the Hon’ble President,

CCIM gave instructions to call DPC for promotion of Assistant Secretary (Admn.).

Accordingly, a letter dated 28.8.2014 has been sent to Government of India to

nominate a person of the rank of Joint Secretary (AYUSH) as nominee of

Government of India for the said DPC.

Executive Committee agreed to the same.

Agenda Item No.5. In-charge Office Supdt. of CCIM – regarding.

It was noted that Shri Mazhare Islam, UDC who is looking after the work of seat of

the Office Supdt. is suspended w.e.f. 25.8.14 (AN) vide order No.12-8/86-

Estt.(Enquiry) dated 25.8.14 therefore, as per instructions/orders of President,

CCIM Shri Nihal Miyan, UDC has been asked to look after the work of the seat of

Office Supdt. With immediate effect till further orders vide Office Order No.13-

9/2014-Estt.(OO) dated 27.8.14.

Executive Committee noted the same, EC further decided to issue

chargesheet to Sh.Mazhar Islam, Acting OS (UDC who is under suspension)

Agenda Item No.6. Purchase of air conditioners for the office of

CCIM – regarding.

It was noted that as per decision of 197th meeting of Executive Committee held on

13.08.2014 under Additional Agenda Item No.2, it was agreed by the EC to

purchase 9 air conditioners for the office of CCIM. Accordingly 2 ton (Hot & cold)

Voltas A.c has been purchased on recommendation of Sub-Committee constituted

for the purpose. The payment of Rs.4,46,648/- (Four Lakh Forty Six Thousand Six

Hundred and Forty Eight Only) has been made to M/s Jeet Air Conditioner Work,

New Delhi for the same with the approval of President, CCIM.

Executive Committee noted and ratified the same.

Agenda Item No.7. Recommendation of Screening Committee in

respect of Ayurved/Unani Colleges visited under Section13A for LOP – regarding.

It was noted that the meeting of Screening Committee (Unani) under the convenership of Dr. Rashidullah Khan (Vice-President-Unani) was held on 09.09.2014 to scrutinize the visitation reports of Unani Colleges under 13A. Present :-

The committee after going through the content of the visitation reports (Part –I & Part –II including all relevant documents & Annexure submitted by the visitors and college) of following Unani Colleges as well as in view of notified Minimum Standard & Requirements of Unani College and attached Hospital Regulations, 2013 and Govt. of India policy dated 17.06.2014 made the following recommendations:-

Executive Committee agreed to the recommendations of Screening

Committee and decided to send recommendation to GOI accordingly.

Agenda Item No.8. Reporting of decision of Govt. of India in

respect of Ayurved/Unani/Siddha Colleges permitted/not permitted by Govt. of India for

the session 2014-15.

It was noted that Government of India has conveyed the decision in respect of

Ayurved/Unani/Siddha Colleges permitted/not permitted for the session 2014-15 so

far in response of the recommendations of the CCIM. The list of Colleges are as under:-

197th EC (held on 13.08.2014) and EC decided that one more Junior Technical

Associate may be appointed from the waiting list. In the meantime one more Junior Tech Associate Dr. Anubha Yadav, has left the Council. The matter was placed

before President, CCIM and it was instructed to appoint one more Tech Associate

Addl. Agenda Item No.5. Financial assistance to State Registration

Board/Councils for Computerization/updation

of State Register of Indian Medicine

It was noted that as per 50th report of Parliamentary Standing Committee on Action

Taken Notes on the recommendations contained in the 40th report of the Committee

related to Deptt. of AYUSH regarding updating the Central Register of Indian Medicine, the Committee has taken strong view for not updation of Central

Registers of Indian Medicine and Homoeopathy in coordination with both the

Councils.

Further, in absence of updation of State Registers of Indian Medicine, the elections

of the CCIM are not being held at appropriate time. Besides, non updation of

Central Registers of Indian Medicine has also been objected by DGCAR several times.

The Registrars were asked to provide updated copies of State Registers alongwith CD thereof. Registrars of State Boards stated that they are having acute shortage

of staff and financial assistance from State Govt. However, in order to provide

financial assistance several letters have been sent to all State Boards/Councils with the request to inform about the estimated cost to be incurred by them for typing

work of the State Registers from the approved agencies per entry-wise. So that

financial assistance may accordingly by provided.

In this connection, it was noted that in response to the above said letters, several

State Boards/Councils submitted their financial requirement. But the same was not

in order/as desired by this Council. Resulting which, no further action could be taken in the matter.

It is further submitted that the this Issue was placed before the meeting of Registrars all State Registration Boards/Councils on 14.03.2013 at New Delhi in

the meeting Central Council assured to Registrars of Boards/Councils to provide

financial assistance for updation of State Register, if they submit estimated cost as desired by this Council. The minutes of the aforesaid meeting had been circulated

state Councils/Boards so far.

Executive Committee noted the same and decided that in the first instance,

office should write the letter to all State Registration Board to obtain the information in respect of availability of computer in the state

Registration/Board/Council.

Addl. Agenda Item No.6. Development of software for online data of

the colleges and registration – regarding.

It was noted that a lot of time and manpower is being consumed for assessing the

visitation report (Proforma part - I) submitted by the colleges at the office.

In this connection, it was noted that to automate the assessment of visitation

reports speedy and accurately, online submission of Visitation Report (Proforma part

I) by colleges may be adopted.

Some of the features required for the said online submission of Visitation Report:

1. A permanent database containing each and every matter mentioned in the visitation report part I has to be uploaded by college in the online proforma

maintained by CCIM which can be edited by college 24 X 7. Joining / resignation of

teacher / staff has to be updated immediately. 2. Every detail of teacher as per proforma will be online that can be assessed by

CCIM and College/teacher by means of separate ID and Password.

3. During the time of visitation printout of every detail (i.e. Proforma Part -I) in the

online database has to be taken by to the visitor for verification. 4. Thus time taken for typing / proof reading / correction of data of teachers

maintained by CCIM will be reduced.

Similarly, it was noted that online submission of state registers of state Councils /

Board may be adopted to reduce unnecessary delay in the registration / Gazettee

Notification of CRIM process.

Executive Committee noted the same and decided that in the first instance,

Addl. Agenda Item No.7. Regarding extension/recognition of the qualifications already included in the 2nd

Schedule to the IMCC Act, 1970 and

It was noted that Govt. of India, Deptt. of Ayush has forwarded the requests of

following colleges/institutions for inclusion of qualifications awarded by various

institutions in 2nd Schedule to IMCC Act,1970 as per provision of Section 14(2) as

Accordingly the reply was sent to Govt. of India Ministry of Health & Family Welfare,

Deptt. of AYUSH vide Council’s letter No. 16-3/2011-Commn. Matters dated

17.10.12.

Executive Committee decided to refer the matter to Legal Affair

Committee.

Addl. Agenda Item No.8. Minutes of Sub-committee in respect of matter related to copied thesis in reference to

Addl. Agenda Item No.14 of 197th EC -

regarding.

It was noted that a representation alongwith its enclosures from Dr. Azeem Ahmad

Syeed, Asstt. Prof. Govt. Nizamia Tibbia College, Hyd. in respect of case filed

against the Vice-Chancellor Dr. NTR University of Health Sciences, Vijaywada and Dr. Mohd. Ali Haider, Lecturer - Govt. Nizamia Tibbia College, Hyd. was placed

before 197th EC under Addl. Agenda Item No.14.

Executive Committee had decided to wait for order of Lokayukta and accordingly for

further action. EC also decided to constitute a Sub-Committee comprising of head

of the Deptt. of Tahafuzi wa Samaji Tib subject of reputed institutes. The number of

member’s alongwith their names will be suggested by Vice-President (Unani).

In the meantime, Council received the order of Lokayukta wherein comments of

Council have been asked in respect of reply of University in the matter. The matter

was put up before the competent authority and the meeting of sub-committee was

convened on 08.09.2014 under the Chairmanship of Vice-President (Unani) with the

Dr. Abdul Mobin Khan (AMU), Dr. M. Junaid Siddiqui (Jamia Hamdard) and Dr. Arish

Sherwani (NIUM, Bangalore). The committee decided as under:-

The Sub-Committee discussed the matter at large and is of the opinion that the

copy of both the thesis may be provided to the members of sub-committee and

their observation should be submitted to the Council at the earliest. Thereafter, another meeting may be called to give final opinion in the matter.

Addl. Agenda Item No.9. Minutes of Sub-Committee constituted to

open the quotation received in the Council to

hire the flat for President, CCIM- regarding.

It was noted that in pursuance of 197th EC decision under Addl. Agenda Item No.7, to hire a flat as President, CCIM’s Residence, for staying at Delhi, an advt. was

given in News papers (Hindustan Times and Navbharat Times) by the office for

inviting quotations to hire the flat 2BHK/3BHK for President’s Residence by 05.09.2014. The advertisement was published on 28.08.2014 in the Newspapers

(Hindustan Times & Navbharat Times). In response of advt., three quotations were

the office by 05.09.2014. The said committee opened all the sealed covers received

from the following agencies:-

In view of the above, it is suggested that final decision be taken by the competent

The minutes of sub-committee was placed before President, CCIM and President

agreed upon the report and directed to release 3 months’ rent as security deposit

and an advance cheque for one month salary to landlord namely Mr. Inder Parkash

Narula Besides, it was also agreed upon by the President, CCIM to bear half of the Registration and drafting expenses i.e. Rs.7000/- only plus Rs.1100/- to be paid by

the Council to DDO, DC, South East. Accordingly, a total amount of Rs.2,32,100/-

(Two Lakh thirty Two Thousand One Hundred only) has been paid by the Council with the sanction of President, CCIM. Further, President, CCIM has authorized Dr.

P.R. Sharma, Secretary, CCIM to sign on the lease agreement papers and other

legal papers in the matter on behalf of CCIM.

Executive Committee noted alongwith the other terms and conditions likely

be stipulated in the Rent lease and ratified and EC further decided to

authorize both the president, CCIM and Dr. P. R. Sharma, Secretary, CCIM to sign the lease paper besides other Legal papers in the matter.

It was noted that Executive Committee dated 13.08.2014 and 21.08.2014 while considering the visitation reports of following colleges in respect of recommendation

Addl. Agenda Item No.15. Initiation of Legal Action against “Ayurveda

Mahasammelan Patrika” for publishing

adverse remarks for CCIM- regarding

It was noted that it has come to the notice of Council that Ayurveda Mahasammelan

Patrika in June 2014 publication in one of its articles with heading of “ Ayurved ke

Vikas Ke Liye Nai Neeti Ka Sujhav”; page 7-9 (author of the article –Vaidhya Shiv Kumar Mishra) has published adverse remarks for CCIM.

Executive Committee discussed that the author is the ex-member of

Council who was member for 12 years whereas the term of a member is

5years. EC decided to send the author a legal notice and an enquiry is to be

initiated of his duration as a member in the Council.

Addl. Agenda Item No.16. Minutes of the meeting of Legal Affairs Committee held on 09.09.2014 – regarding.

It was noted that in pursuance of 196th EC meetings held on 21.07.2014, the meeting of Legal Affair Committee was held on 09.09.2014 to frame the guidelines

for hiring/engaging Legal agency to look after the legal work of CCIM.

Executive Committee noted the same and authorized President, CCIM in

the matter to like the necessary action in the matter.

Addl. Agenda Item No.17. Letter dated 08.09.2014 received from

Dr. Rais-Ur-Rahman, Advisor (Unani),

Department of AYUSH- regarding.

A letter dated 08.09.2014 from Dr. Rais-Ur-Rahman, Advisor (Unani), Department

of AYUSH has been received in the Council. The contents of the letter are as under:-

“The Department of AYUSH has constituted a high level committee under the

Chairmanship of Dr Rais-Ur- Rahman Advisor (Unani), Department of AYUSH to

undertake a comprehensive review of the activities of Department of AYUSH in the

last 18 years. You are requested to kindly provide the detailed information to Dr

Rais-Ur- Rahman of the working and achievements of the

Department/Organization/Institution within 5 days. You are further requested to

also share about your future plan for the development of your organization.”

Executive Committee decided to send the required information sought from

Council to Department of AYUSH.

Addl. Agenda Item No.18. Minutes of the Sub-Committee held on

06-09-2014-reg.

It was noted that in pursuance of decision of 196th EC dated 21.07.2014 a meeting

of Sub-Committee was held on 12.08.2014 regarding hearing of Dr. Prajapati

Tripathi and Dr. Mantosh Jha. The minutes of Sub-Committee was placed before

197th EC held on 13.08.2014 and EC decided to refer the matter to next EC while

considering the minutes of Sub-Committee in 198th meeting of EC, EC decided that

Dr. Manish Rai(CCIM’s Visitor of the College) and Principal of Mayurbhanj Ayurved

College, Orrisa be called for hearing at their own expenses in the office of CCIM

before same sub-committee. In pursuance of decision of 198th EC a hearing was

given to the said persons before the sub-committee on 06.09.2014.

Executive Committee noted the same and decided that a warning is to be

given to the concerned member(s) not to repeat the same in future and a co-ordination must be made between the members of visitation before

proceeding to visitation.

Addl. Agenda Item No.19. Creation of three posts namely Joint Secretary

(Admn.), Joint Secretary (technical) and One

AR (Unani) – regarding.

The matter of scarcity of regular employees and increase of workload many times in

the office of CCIM was discussed in the meeting.

After detailed discussion, EC decided to create following three posts for

smooth functioning of the Council.

2. Joint Secretary (Admn.) - 01 3. Assistant Registrar (Unani) - 01

Addl. Agenda Item No.20. Workshop to prepare Standard Treatment

Guidelines for Siddha – regarding.

The matter was placed by Dr. Stanley Jones, Vice-President (Siddha).

EC discussed and decided to convenve a workshop to prepare Standard

Treatment Guidelines for Siddha System.
