海巡署「巡護二號」長征1,420浬!

第五(高雄)海巡隊接棒偵辦成功救援我籍船員

今(99)年4月20日我漁船「昇財旺7號」遭同船

上多名外籍漁工挾持,船長陳金龍趁隙,利用衛星電

話要家人請求海巡署援救。經過一番波折與等待,5月

5日上午九時許,海巡署直屬船隊所屬「巡護二號」

艦,成功地將「昇財旺7號」漁船安全戒護到港,同

時,這一趟任務也寫下了海巡署戒護航程最遠距離的

一次記錄。

On April 20, 2010, the fishing-boat of "Shengcaiwang

VII" was hijacked by several alien sea-workers, the Captain

Chen Jin-long asked his families for help from Coast Guard

Administration (CGA) through the satellite telephone.

After quite a long struggling and waiting, the fishing-boat of

"Shengcaiwang VII" safely arrived the port at 9:00 am on

the morning of May 5, protected successfully by the CGA

subordinate fleet "Xunhu II" warship, meanwhile, this task is the

longest record of guarding and protecting voyage of the CGA.

The fishermen and fishing boat Shengcaiwang VII was escorted back to the harbor by " Xunhu II".

整起案件,據當時陳金龍船長的電話通聯資料中

瞭解到:船長因不滿船上印尼籍漁工未依規定當班,

於是要求該名員工值班,就在催促該名員工的過程中

與其產生口角及肢體衝突,造成船長眼部及鼻子受

傷。接著,船長為保性命,將自己與輪機長反鎖於駕

駛艙內,機警地掌握對外聯繫的重要位置,而漁工則

是盯哨在駕駛艙外,形成對峙!幸運的是,「昇財旺

7號」漁船船長陳金龍能夠利用每日與岸上回報海上漁

船狀況,不間斷與海巡署保持聯繫,這使得直屬船隊

確實掌握到人、船位置與船上情勢,同時間並擘劃與

展開救援任務。

According to the telephone communication data of Captain

Chen Jinlong, the whole story is: the captain was dissatisfied

with the Indonesia sea-worker because he did not abide by the

schedule to be on his duty . Quarrel and body conflict occurred

when the captain urged the staff to take his duty. The captain

was hurt on his eyes and nose. Later, the captain locked himself

with the chief engineer officer in the cockpit for the purpose

of security. He alertly mastered the important position for

contacting with the outside. The s sea-worker gazed at him

from the outside of the cockpit all the while, which broke out

the confrontation! Fortunately, the Captain Chen Jinlong of

the "Shengcaiwang VII" had kept the contact with the CGA by

reporting the daily situation of the fishing boat, which enabled

the CGA's subordinate fleet to control precisely everything about

the crew, the position and situation of the boat. Meanwhile, the

rescue operation was carried out.

4月21日午間,海巡署「巡護二號」艦艇整備完

成,艦上共計11名人員出港執行「昇財旺7號」漁船戒

護任務,就漁船位置研判,預計在同月26日與該船會

合,但雙方會合的時間卻受海象不佳而一再更改。直

屬船隊副隊長蔡勝利說:「當時授命前往的『巡護二

號』早已超過值勤時數,除了原規劃中的海上巡護工

作之外,該艇又再連續處理二件海上突發案件後,獲

報「昇」船案件的當時,正朝高雄碼頭返航,準備卸

下任務。但由於直屬船隊接獲救援『昇財旺7號』的時

間非常急迫,因此,『巡護二號』全船人員犧牲休假

時間,在艦艇靠岸後,迅速補給裝備,準備再出發!

其實,包含漁民家屬在內,討海漁民對於類似『昇財

旺7號』的海上挾持案件並不陌生,甚至是恐懼的,稍

有鬆懈或者怠忽細節,潛藏的危險一觸即發!身為執

法人員,更是不能輕忽。」的確,「巡護二號」負載

許多執法人員的沉重壓力及岸上家屬們等待佳音的焦

急情緒,而外籍漁工的情緒又牽動著船長及輪機長的

生命安危;多變的海象影響著航行期程及救援的黃金

時刻,眼前未知的考驗,隱隱地暗自洶湧。

After the preparation had been finished on the noon of April

21, The "Xunhu II" of CGA, equipped with the crew of 11, set out

to implement the guard and protection task of "Shengcaiwang

VII". It was estimated that the warship would meet the fishing

boat on April 26, according to the position of the fishing boat.

However, the meeting time changed all the time due to the

bad situation of the sea. Cai Sheng-li, the vice captain of the

subordinate fleet, said that " Except for the maritime patrol

planned and another two emergency cases, "Xunhu II" had

completed its duty hours and was returning back to the

Kaohsiung Dock for taking its leave when it was informing of the

case about "Shengcaiwang VII". Because the time of rescuing

the ship was impressing, all the crew of "Xunhu II" gave up their

holiday and rapidly supplemented the equipment for departing

as soon as they arrived the dock. As a matter of fact, the fishers

including their families were all familiar with the hijack case on

the sea such as the case of "Shengcaiwang VII". They were

even feared as any stacking or careless will cause the potential

danger! They, as the law-executors, must be more careful. In

deed, the "Xunhu II" embraced much heavy pressure of the law-

executors and the anxious emotion of the families who were

waiting for the good news on the shore. The lives of the captain

and the chief engineer officer were affected by the alien sea-

workers. The changeable sea situation influenced the voyage

time and the golden occasion for rescue. The unknown test in

the near future hid the potential danger.

接下來的許多天,船長持續利用駕駛艙的通訊系

統向漁業署回報人船狀況,雖然船長與輪機長暫無生

命危險,但情勢卻是岌岌可危。暗夜裡,艦艇持續使

勁地朝救援目標航行,在一望無際的大海中,濺起的

浪花就像眾人的期盼,附和著艦艇劃出一道長而遠的

航跡。另一方面,在「巡護二號」出發數日後,航行

位置逼近鄰國海域,海象變化越趨劇烈,使得雙方預

計會合時間,不得不一再更改!4月27日晚間,也就

是會合當日,風浪瞬間可達六、七級,海象對登檢行

動相當不利,「巡護二號」船長陳永昌說道:「當本

艦靠近漁船時,海象非常不好,船安人安是我首要的

責任,當時壓力真是不小,因為下放搭載登檢人員的

小艇時,毫秒之差就有可能發生意外,而舵盤毫釐的

微調更是影響登檢人員的性命安危。」當時被搭載在

小艇上的直屬船隊小隊長蘇思明也說到小艇上的情

形:「登檢人員搭乘自『巡護二號』下放的小艇環視

該漁船四周,由於浪差大的時候恐怕高達一、二層樓

的高度,經過多次嘗試後才順利登船,控制情勢。」

最後,擔任本次任務的帶隊官余金衛對這次任務總結

說明:「為了因應登檢時可能發生的突發事件,所有

艦上人員在最後預計到達日期的前二天不斷模擬各種

行動,增加應變能力。所幸,當艦艇靠近漁船時,船

上印籍漁工顯露出害怕及緊張的神情,在執法人員登

檢時,也未做出抵抗的行為,這完全是意料之外的狀

況,『巡護二號』依照先前通聯、喊話、請對方船長

停船的標準程序進行檢查,同時也順利救出了困在駕

駛艙多日的船長與輪機長,由於『昇財旺7號』船長連

日受到驚嚇,為確保自身安全,於是請求本艦將船上

的10名印籍漁工全數戒護回台。」俟後數日,「巡護

二號」戒護「昇財旺7號」漁船,直到5月5日抵達高雄

碼頭才卸下了來回距離長達1,420浬的救援任務。

For several consecutive days, the captain reported

continuously about the situation of the personnel and the boat

with the communication system in the cockpit. Though the

captain and the chief engineer officer were safe, the situation

was even worse . The warship drove constantly to the rescue

target at night. The spoondrift on the vast sea seemed like the

expectation of the people and formed a long and far voyage

trace with the warship. On the other hand, the voyage position

of the warship was close to the maritime area of the neighboring

country after setting out for several days and the sea situation

changed more violently, which made the meeting time changed

again and again! The moment wave could be Level six or

seven at the night on April 27. The sea situation was bad for

the rescueoperation. The Captain Chen Yong-chang of "Xunhu

II" said that: "The sea situation is very terrible when the

warship gets close to the fishing boat. My main responsibility

is to guarantee the security of the boat and the crew. The

pressure at that moment is very heavy indeed. As the accident

may occur when loading the skiff for rescue personnel and

any small adjustment of the helm will influence the security of

the security of the rescue personnel." Boarding on dinghy, the

team leader Su Si-ming of the subordinate fleet also said :"The

rescue personnel check the situation around the fishing boat

on the dinghy. Since the maximum height of the wave might

be up to one or two stories, the rescue personnel successfully

get in the boat and control it finally after several tries." Yu Jin-

wei, in command of this operation, concluded for this task:

"For dealing with the possible emergent events when boarding

and inspecting the ship, all the crew simulate various actions to

enhance the strain ability in two days before the expected arrival

date. Fortunately, the foreign fishing workers were terrified and

get nervous when we get close to the fishing boat. It is out of

expectation that they do not resist at all when the law-executors

get in the fishing boat. The "Xunhu II" demands the captain of

the fishing boat to stop for examination according to the former

contact and communication. The captain and the chief engineer

officer get free, who are stranded in the cockpit for several days.

As the captain of the "Shengcaiwang VII" has been scared for

several days, he asks the warship for sending the ten Indonesia

fishing workers to Taiwan for the purpose of guarantee

his security." After several days on May 5, the operation

of 1, 420 nautical miles voyage of guarding and protecting

"Shengcaiwang VII" fishing boat was accomplished when Xunhu

II arrived Kaohsiung Dock.

「巡護二號」一回到高雄碼頭後,隨即由第五

(高雄)海巡隊接續偵處。該隊三組組主任許程祥說

明後續情形:「由於該案涉及相關移送事宜、案件關

係人的刑事責任以及海巡人員登檢後是否有逮捕、拘

提動作……等等權責及尚待釐清的案情,因此針對

該案,本隊第一個責任是報由漁船所轄屏東地檢署指

揮偵辦,接著就是按照事前的分工任務開始著手調

查。」另外,第五(高雄)海巡隊隊長黃坤文也說

了:「有關於海上漁船發生的各類案件,嚴格說來,

該由主管機關及協辦單位分別擔起應負之責,海巡署

雖是協辦單位,但從戒護到救援以至於後續的案情偵

辦,仍戮力完成使命,然而,不足之處,尤其語言上

的隔閡,相當需要通譯從旁協助,但許多事項又都牽

涉經費運用,這都是亟待解決的問題。同時,對於不

眠不休、疲於奔命的執法同仁們,在超出負荷的情形

之下克服障礙,進而完成工作,單位主管的加油、打

氣以及實質的獎勵,才是讓同仁感受到最大的鼓舞與

安慰。」而關於本案,目前由於船長與漁工之間未正

式提出告訴,此案仍視雙方動作,再進一步辦理。

In addition, Huang kun-wen, the leader of Offshore Flotilla 5

(Kaohsiung), also said that "Strictly speaking, the command

authority and the assist departments should assume respectively

the responsibilities for the diversified cases of the fishing boat

happened on the sea. Being an assistantdepartment, CGA has

accomplished the tasks from the guard and protection to the

rescue and the consecutive inspections as well. However, we are

short of help about language translation, especially the language

misunderstanding. Those matters that involve expense are to be

solved urgently. Meanwhile, to the work associates who overcome

the obstacles and accomplish their jobs by overload working day

and night restlessly, the encourage and material rewards from the

person in charge of the department are the greatest inspirations

and consolations. For this incident , owing to no case is submitted

by the captain or the fishing workers, there is some further to be

proceeded.

Undeniably, the work of rescue and investigation work

on the sea is a delicate task as no other eyewitnesses can

provide the clue except the crew on the boat. It is very difficult

to breakthrough theclues. Luckily, because of the coast guard

personnel's perseverance and their 1,420 knots voyage,

the bloody crisis can be relieved and those relatives of the

crew who are waiting for good new on the shore feel easy.

While the gorgeous lights appear on the Gaoxiong Dock and

fishermen's lamplights are everywhere on the sea, another

coast guard personnel is patrolling in shifts. It seems that the

reconnaissance spirit of the subordinate fleet and the Offshore

Flotilla 5 (Kaohsiung) protects the security of the fishing boats

going into and out of the ports all the time.

不可否認的,海上案件的救援與調查工作是一項

極為細密的任務,因為案發現場除了船上人員之外,

不會有其他目擊者提供線索,想要突破案件總是難上

加難,幸賴海巡人員不畏苦,長征1,420浬解除喋血危

機,讓在岸邊引頸期盼的家屬,放下心中一塊大石。

看著高雄碼頭華燈初上,海上漁家燈火點點,出港巡

邏的海巡人員又換了一班人馬,好像直屬船隊與第五

(高雄)海巡隊接力偵辦本案的精神,時時刻刻守護

海上漁船,平安出港、進港。
