　本協会は、わが国の教育・学術の発展並びに国際

間の理解と親善に寄与することを目的に、日本人学

生及び外国人留学生等に対し、必要な援助を行うと

ともに、外国人の日本語能力及び日本語教育の水準

の向上に必要な事業を行っています。

沿革History

　日本国際教育支援協会は、1957（昭和32）年に

財団法人日本国際教育協会（以下、AIEJ）として設

立されました。当時、文部省においては、国費留学

生制度を創設するとともに、多くの留学生を受入れ

るための施策を積極的に進めていましたが、留学生

受入れ支援のための中心的な機関を設置する必要が

あり、民間企業6社の寄付のもとにAIEJが創設さ

れることになりました。以来、AIEJは我が国の外

国人留学生受入れの中核的な機関として活動してき

ました。

　2004（平成16）年、AIEJは特殊法人日本育英会・

財団法人内外学生センター・財団法人国際学友会・

財団法人関西国際学友会とその業務を整理統合し、

独立行政法人日本学生支援機構が創設されるととも

に、AIEJは財団法人日本国際教育支援協会（JEES）

として改組されることとなりました。その結果、学

生に係る保険事業、留学生の宿舎補償事業等を他法

人から承継するとともに、新たに日本学生支援機構

が行う学資貸与に係る機関保証事業等を実施するこ

ととなりました。

　2012（平成24）年には、公益法人制度改革に伴

い公益財団法人に移行し、日本人学生及び外国人留

学生等に対する支援事業をさらに拡充させてきまし

た。

The Japan Educational Exchanges and Services (JEES) was fi rst established in 1957 as the Associa-tion of International Education Japan (AIEJ). At the time, the Japanese Government Scholarship Program had been established by the Ministry of Education as part of a raft of measures aimed at actively attracting large numbers of overseas students. However, a core organization was needed that would assist with the acceptance of overseas students, so the AIEJ was founded with the help of donations from six private-sector companies. From that point on, the AIEJ served as Japan’s core agency for accepting interna-tional students.In 2004, the AIEJ consolidated its operations with the Japan Scholarship Foundation, the Center for Domes-tic and Foreign Students, the International Students Institute and the Kansai International Students Insti-tute to form the Japan Student Services Organization (JASSO). At the same time, the AIEJ was restructured and became Japan Educational Exchanges and Services (JEES). As a result, it inherited the student insurance and overseas student accommodation compensation operations from other organizations along with other roles, including the loan guarantee program for scholarship loans managed by JASSO.In 2012, following the reforms to public corporations system, JEES transitioned to a public interest incor-porated foundation and further broadened its range of support programs for both Japanese and overseas students.

　企業又は個人等からの寄付を募り、協力を得られ

る企業、個人等の名を奨学金の名称に冠する「冠奨

学金」を実施しています。

　この奨学金は1998（平成10）年の事業開始から

2020（令和2）年3月末現在までに、企業、個人等

からご寄付をいただき、これまで92件の奨学金に

より延べ8,925人に奨学金を支給してきました。

The Sponsor-Crowned Scholarship was established by JEES to allow scholarships to bear the name of corporations and individuals who have made dona-tions to the scholarship fund.From the program’s inauguration in 1998 until March 2020, 92 scholarships supported 8,925 students.

外国人留学生等の民間宿舎入居促進のための補償事業（留学生住宅総合補償　略称：留補償）

Loan Guarantee Programs to Facilitate Foreign StudentsMoving into Private HousingComprehensive Renters’ Insurance for Foreign Students Studying in Japan (“Ryuhosho”)

　外国人留学生が民間宿舎へ入居するにあたり、保

証人を探す困難さと保証人の精神的・経済的負担を

軽減し、民間宿舎等への円滑な入居を支援すること

を目的とした補償制度です。

　留学生が借用戸室の失火等で家主等に対して法律

上の損害賠償をしなければならない場合、また家賃

の未払い等により連帯保証人が家主から保証債務の

履行請求を受けて支払った場合に補償を行います。

　2020（令和２）年3月末現在の加入者は15,802

To facilitate the smooth transition of international students moving into private housing, JEES offers insurance which alleviates the difficulty of finding a guarantor and reduces the guarantor’s psychological and fi nancial burden.The policy insures against cases in which an interna-tional student is held legally liable to the landlord for any damage to the rented property caused by ac-cidental fire etc. or when the landlord requests due compensation from the guarantor for the incurred loss.As of March-end 2020, there were 15,802 members.

外国人の日本語能力及び日本語教育の水準向上のための事業Programs to Improve Japanese Language Profi ciency andJapanese Language Education Standards for Foreigners

　日本語を母語としない者を対象として、日本語能

力を難易度によりN1からN5の5段階に分けて測

定し、認定することを目的とした試験です。

　年2回7月と12月に実施しており、海外におい

ては共催の独立行政法人国際交流基金が実施を担当

しています。

　2019（令和元）年の試験は、国内、海外合わせて

1,362,167人が応募しました。

日本語教育能力検定試験

日本語教育の振興に係る奨学金等の実施

　日本語教員となるために学習している者等を対象

として、日本語教育の実践につながる体系的な知識

及び多様な現場に対応する能力が基礎的な水準に達

しているかを検定する試験です。

　毎年1回10月に実施しており、2019（令和元）

年の試験は、11,699人が応募しました。


　日本語能力試験N１の合格者および日本語教育能

力検定試験合格者のうち、成績優秀者に対し、奨学

金の給付を行っています。

日本語教育普及奨学金 Scholarship for the Promotion of Japanese Language Learning

The Japanese Language Teaching Competency Test is aimed at individuals who are studying to become Japa-nese language instructors, and others. The test exam-ines two things to see if they meet basic standards: the examinees’ practically-oriented systematic knowledge and the examinees’ ability to cope with the variety of sit-uations that arise in the practical teaching of Japanese.The test is held once a year in October. In 2019, 11,699 individuals applied for the test.

Through payment of a set premium, students who are recipients of scholarship loans from the Japan Student Services Organization may apply for a loan guarantee from JEES, which will serve as the guaran-tor organization and ensure disbursement and repay-ment of the scholarship loan.This program allows for capable and highly motivated students to become fi nancially independent and pur-sue a higher education at their own discretion and responsibility. In addition, students can become the recipient of scholarship loans without having to ap-point a joint guarantor or guarantor.Further, JEES will guarantee repayment of the loan upon receipt of the set premium from the student until the scholarship loan is repaid in full. If the loan pay-ment is delinquent, JEES will pay back the requisite amount to the Japan Student Services Organization on behalf of the student (subrogated payment) after which the student is obligated to reimburse JEES, the guarantor organization, for the subrogated payment amount. 日本学生支援機構が行う学資の貸与に係る保証事業Loan Guarantee Programs Associated with Scholarship LoansProvided by the Japan Student Services Organization

　日本学生支援機構が実施する奨学金の貸与を受け

る学生から、一定の保証料の支払を受け、同奨学金

の貸与及び返還の保証事業を実施しています。

　本事業により、意欲と能力のある学生が経済的に

自立して自らの意志と責任において高等教育機関で

学ぶことができます。又、連帯保証人や保証人を立て

ることなく奨学金の貸与を受けることができます。

　保証料を受領したときから奨学金の返還が完了す

るまで保証が継続し、万一、何らかの理由で奨学金

の返還を延滞した場合、本人に代わり、日本学生支

援機構に返済（代位弁済）されます。代位弁済後、本

人は保証機関である本協会に代位弁済額を返済する

ことになります。

学生の教育研究活動における災害補償事業（学生教育研究災害傷害保険　略称：学研災）

Compensation Programs Providing Personal Accident Insurancefor Students while Engaged in Education ActivitiesPersonal Accident Insurance for Students Pursuing Education and Research (“Gakkensai ”)

　学生が教育研究活動中に被った災害に対して必要

な給付を行い、大学の教育研究活動の充実・発展に

寄与することを目的とした保険制度です。

　加入者は、教育研究活動に合わせて以下を付加す

ることができます。

　2019（令和元）年においては、全国の大学生のう

ち約280万人（86.3%）が学研災に加入しています。（巻末資料集・事業別情報 p.22 ～24）

For the purpose of encouraging the development and enrichment of the students’ educational and research environment, this insurance plan protects against inju-ry resulting from disaster while students are engaged in curricular activities.Members can choose from the following options in ac-cordance with their educational and research activities.

This policy provides indemnity against any injuries, illnesses, accidents, loss of or damage to personal effects, or rescuer costs incurred while studying outside Japan.

令和元年5月1日現在の留学生総数　312,214人（前年度比　13,234人増）

中国・ベトナムからの留学生を合わせると、全留学生に占める割合は63.4％（前年度62.6％）となっている。令和元年5月1日現在
