Le réfugié russe en question, Général Bngalitoheff,
est en possession d'un certificat d'identité délivré par
la sous-préfecture do Bayonne en date du 17 mars 1985 et
velable par conséquent jusqu'au 17 mars 1926. Il sollicite
la faveur d'un certificat délivré gratuitement, pour une
longue durée, et ne nécessitant paa de visas spéciaux
pour l'étranger. Or, voue savez que ces certificats
d'identité pour les réfugiés r usa os leur aor.t délivrés par
les gouvernements qui ont adhéré au système dans certaines
conditions, nous certaines restrictions, arrêtées par la
Conférence Inter-Oouvernementale de Juillet 1922 et que
d'entre pert ohaoue Etat a réservé sa complète autonomie en
ce qui concerne 1'octroi du certificat, 1'apposition de
visas, et l'impôt de certains tarifa.

November, In whloh I Informed you that Zwerner had
already eetabllshed a email sub-offloe In A then under
Xotelnlkof, who, you may remember, asilsted Corfe In the
early days of the High Commission. Kotelnlkof has, aa a
matter of fact, already performed very useful work In
Athens, whloh, I believe, met with the warm approvsl of
the ureek Government.
Iw am entirely in agreement with the second
proposal contained In your letter --r the organisation
by our delegations In Creeoe of c o ..vo/b of . rmonlans who
del8re to be transferred to Lrlvon. As a cetter of fact,
during the last 12 months, between 2 to 3000 Armenian
refugees have been ao tranaferred to Armenia, anâdea you
imOH, bb a reault of a very careful censue carried out
by Zwerner, no fewer than 15.000 refugees have reglatered
for evacuation to Armenia.
In prosecution of that policy, I continued about
thla time last year with Oustlnoff, the soviet Minister
In Athens, the negotlstlons which had been started by

the Assembly Dr. Nanaen was Informed that a definite
agreement on the subjeot had been reached by the lntereated
Oovernmenta. Childe end Zwerner naturally offered the
services of our delegatlona In Ore*oe for the purpoae of
organising refugee convoya, which Included the obtaining
of the neoeaaary vlaaa and other depi rture faollltlea,
and the securing of voluntary certificates from the
refugees. In accordance with established practice. Theee
offers were, however, declined by the Greek Government,
which Intimated that the Soviet representatives were making
the necessary arrangements.
It seemed necessary to accept that situation, but
Zwerner since received appeals for intervention from
numerous Armenian refugees, who oompialned on the one hand
that as political refugees it would be dangerous for they
to be sent to Armenia, and *n the other hand, that as
much as 400 drachmas $e r head were being demanded from
them for transporf'^emd^visa fees.
In view of the limited mandate conferred on the
tiefugee Service by the Governing Body, the Office d œ s
not feel called upon to intervene in an arrangement
between two Governments, but there can be no doubt that
Dr. Nansen, as High Commissioner for Refugees, has, by
virtue of the negotlatlona referred to above, accepted
a definite responsibility in the matter, and would be
placed In a difficult position if any of these refugees,
on arrival in Armenia, were subjeoWto any hardships as
a result of their ^ast political activities.
1On the other hand, it would seem that steps
should be taken to prevent the exploitation of the
refugees who ere entitled, as a result of the offer made
by the Greek delegation to the Council In June of laat
year, to at any rate free transport to Armenia, If not
to free entry visas. These dlffloultlea oould be avoided
If the refugees were evacuated to Armenia by means of the
machinery of our delegations, which has worked so well in
the pest.
I have therefore. In my old capacity of Assistant
High Commissioner to Dr. Nansen, requested him to make
appropriate recommendations In this sense to the respec
tive Governments, and should be grateful f<** enythlng
you oould do on the spot to further any proposals he may
make to the Greek Government.
The Greek Government's contribution for the
maintenance of our delegations In Greece expires on the
31st December, and I must oonfees to feeling, In view
of the existing situation, some considerable hesitation
In Inviting the Greek Government to renew Its contttbhtlon
for 1926.
I am sorry to encroach on your leave In this
■ay, but must plead my anxiety to avoid a repetition of
the Triton episode as my excuse.

students and professors in general, and more parti

sorry to state that It would be Impossible for us to fintf
the money asked for, all the money available from our
private funds being required for advancèng the trans
port expenses of the refugees who have found employment
In other countries. As you know, the sums at our
disposal are not very large, and it would be very
serious to deplete our capital at the ppesent time
by a sum of 5000 marks.

Informed me that you are in urgent need of 200 departure
visas for married men, and by this I presume she means men
with wives and possibly children.
As you know, it la somewhat difficult to obtain
contracts in France for other than single men, but during
e recent meeting of the Refugee Commlaslon in Paris, I was
given to understand by the représentative of the Société
Générale d'immigration that they would be prepared to
conalder issuing double contracts to married couplea, If the
witfeswould undertake certain farm or domestic duties. Will
you therefore be so good as to let me know oa soon as possible
how many married couples you have In Constantinople who are
qualified and willing to take advantage of this possibility.
At the same meeting, M. Lebelle intimated that
he vas now In a poaltion to receive furtner groupa of
refugees from Constantinople, who would be qualified to

Dear Mr. Oellati,
With reference to your letter no.501 of the 7th
November, I gathered during a recent meeting of the
Refugee Commission In Paris that If you could find 200
filles de ferme and 50 filles de laiterie among the
Russian refugees In Eathonia, for employment In r'renoe,
the Société Générale d'immigration would be willing to
accept an equal number of male agricultural workers.
Would you therefore be so good as to discuss this
matter with the representative of the Société Générale
d'immigration in Riga, and ascertain whether it would not
be possible to place 250 refugee agriculturist married
couples on the basis of this suggestion.
As you know, it is the general practice of the
Société Générale d 1 Ironigration to advance the transport
expenses of agricultural workers recruited by them, and
we of course prefer, whenever possible, to take advantage
of such advances. Nevertheless, es I am so anxious to
facilitate in every possible way the commencement of an
evacuation of Russian refugees from the Baltic States, I.
should be only too willing to recommend Dr. Nansen to make
an advance of the necessary transport expenses from his
funds, against adequate guarantees for their reimbursement
within a reasonable period.

several conversations with reference to the possibility
of introducing Hussian refugee labour IrA'Belgian coal mines.
I should therefore be interested to have
certain information regarding the Russian refugee miners
actually in Germany, and I should be very much obliged if
you would let me -mow, at your earliest convenience:
1) whether, among the rtusslan refugees who registered to
go to Brazil, there ere any qualified miners,
2) whether, from the 3000 miners mentioned in your census
figures, it would be possible to raise a group of about
400 to 500 to go to Belgium.
I should like to lay particular emphasis on the
fact that the greatest possible cere would have to be
exerciaed in selecting these refugees, as the result of a first
trans.'er would either open up interesting possibilities for
the introduction of refugee workers on a large scale, or would
close «Je door of Belgium to further Hussian refugee immigra
tion. It would therefore be absolutely essential that only
qualified minera should be selected, as it is feared that
workers who have had no experience of mining work would find
it uncongenial, and probably leave it before the termination
of their contracts, and I should be very grateful if you would
keep this fact in mind when carrying out the above enquiry.
