God se genade. Sy uitsonderlike genade is vir ons van veel
groter waarde as enigiets anders in die lewe. Hoeveel van
ons het „n besluit in 2015 geneem en nie eens naby daar
uitgekom nie.
Dan is daar van ons mense wat alweer sy tweede wenpaal
verby gegaan het na „n beter lewe. Daar is deesdae so baie
haat en nydigheid in ons gemeentes families en gesinne dat
as mens stil sit en jy aanskou hierdie lewensloop wonder jy
of ons nog vir GOD eerste stel. Ons sit vandag met mense
wat hul eie mense sal “verkoop” net om te kan bo-uit styg.
Nou vra ons onsself af waar is die opvoeding van die voor-
ouers. Hulle was die mense wat jou die mens waardigheid
geleer het, hoe om na jouself om te sien en hoe om jou
lewe te verbeter. Met ander woorde hulle het jou geleer om
jou waardigheid te ontdek. Die hele punt is ons bruinkind-
ers beweeg agteruit want ouma slinger op straat baie dronk
en geen skaamte. Ek praat met my mense,my ras want ek
kan nie noem hulle het „n kultuur nie, want as hulle een
gehad het dan het dit in die toilet beland. Kom bruinkind-
mens ek weet jy is met Christelike waardes grootgemaak
waarom moet ons so laag daal om net weer „n vloerlap te
moet wees. Nee!!Nee!!Nee!!Nee!!!!!
Jy sit met TALENTE „n seening van Die Allerhoogste al
het jy net een ontvang wil jy hom maar begrawe of wil jy hê
dit moet vrugte dra en raakgesien word. Talente is „n seen
nie „n meulsteen, staan op en gebruik jou talent want drink
en dwelms gebruik is nie „n talent ook nie om mense te
roof of hul goed te vat of beskadig wat nie aan jou behoort.
Ja,nee ek verstaan die samelewing druk en ons eie mense
wat aan die stuur is wil ons net in die grond indruk veral as

“The project entailed the enhancement of
the amenities to facilitate additional space
for clinic staff and/or HCT practitioners, to
make counselling space available in the clin-
ics. This is part of a requirement to provide
a „stigma free‟ and/or private space for
counselling and testing. This assists the clin-
ic in providing dignified services to pa-
tients,” says Gabriels.
KFW, the German Development Bank,
partnered with the National Department of
Health to upgrade the clinics using DBSA
as implementing agents, in a bid to address
health challenges including HIV/AIDS,
foetal alcohol syndrome, TB, substance
abuse and other primary health issues like
diabetes and hypertension in the Northern
Cape.
Upgrades performed at the Upington clin-
ics involved the advancement of the facili-
ties, and various additions to the existing
clinics to enable them to offer HCT ser-
vices.
The contractor appointed through an open
tender process by the DBSA is Kwagga
Holdings. As part of the tender conditions,
Kwagga was also required to make use of
various local enterprises in performing their
work, DBSA confirms.
Kwagga Holdings employed an approxi-
mate number of 22 local labourers to refur-
bish the clinics.
Of the 26 clinics earmarked for refurbish-
ment to enhance HIV counselling and test-
ing, 12 facilities have been successfully
completed – while the remaining 14 will be
concluded by end of June 2016.
“Most planned interventions were specifi-
cally targeted as an extension to the clinic to
improve privacy in HCT and to provide
dignified care for patients,” Gabriels reiter-
ates.
Gabriels confirms a small amount of furni-
ture must still be placed in the completed
clinics – a process which is currently under-
way.
About the project:
The clinics were identified for refurbish-
ment through a process of previous cyclical
works completed, planned/budgeted inter-
ventions, and researching. The project start-
ed in 2003, and came about as a result of
the Deutsche Gesellschaft für Internatio-
nale Zusammenarbeit (GIZ) government
collaborative initiative to combat
HIV/AIDS. The German government has
GIZ office in every country and they con-
duct studies on the social aspects and „aide‟
needs of the country. GIZ in collaboration
with the National Department of Health
(NDOH) completed a study to combat
HIV and AIDS through:
a. The enhancement of VCT/HCT by,
Improving infrastructure in clinicsIncreased
uptake of services (marketing services avail-
able at improved facilities)Better co-
operation between Public and Private
health service offering
b. This study was completed and KfW
(German Development Bank) funded the
proposal. DBSA were thus appointed as the
Implementing Agent via an Agreement be-
tween KfW and National NDOH. EOH
were appointed to complete an evaluation
of 30 clinics in the Northern Cape on:
a. The status of the HCT service offer-
ing, staffing and equipment
b. The infrastructure available for the
HCT service offering.
A first phase was successfully completed in
KwaZulu-Natal and the Eastern Cape in
2010.
The next phase was initiated in 2013 when
the Northern Cape clinics were selected by
the Provincial Department of Health fol-
lowing an evaluation process which was
completed in 29 clinics.
Of these, three clinics were
considered to have complet-
ed works, or as already hav-
ing funding allocated to
complete an intervention.
Thus, 26 clinics were ear-
marked for refurbishment at
a cost of approximately R24
million

Dit is „n 16 duisend liter water brandweer voer-
tuig, wat beteken dit het die kapasiteit om „n
grood brande te bestry.
Die voertuig kan ook skoon water vervoer. Dit
kan in gevalle waar daar water nood is aangewend
word.
Die water tenker gaan as „n groot aanwins vir die
musipaliteit dien. Dit kan plaaslik herstel en
onderhou word.
Die voertuig gaan ook die munisipaliteit help om
vinniger en beter op brande te reageer.
Die Premier van die Noord Kaap het onlangs in
haar Provinsiale rede aangekondig dat „n 4miljoen
aan die munisipaliteit bewillig word om „n bykom-
mende
vol
toegerusde brandweer trok te koop.
Weereens is dit die enigste brandweer diens in die
Provinsie wat hierdie hulp gaan ontvang.
The World today, including our own country and
province is under the grip of a resilient and con-
strained economic environment. It is not an en-
vironment which is incubated within the health
sector, especially health practitioners and more
so the people who deserve quality public health
care services. This, notwithstanding, the South
African health policy and legislation over the past
years, has been phenomenal.
Honourable members, these policy shifts took
place in the context of declining economic
growth, the monetary constraints in the budget
baseline, and diminishing donor funding for
health care financing. It shows there is insuffi-
cient fiscal space to afford and sustain much
needed interventions and achieve health targets.
Its implication, particularly our Province which
contends with multiple challenges is not simple.
Neither is it an environment created by the poor,
the aptly termed “Have Nots”, who desire state
activism to meet their basic needs as enshrined in
our constitution. A living document whose 20th
Anniversary of its promulgation we will observe
later this year.
Maternal Mortality in facility ratio improved
from 112.5/ 100 000 to 124/100 000,
Total of Patients on Anti-Retroviral Therapy in-
creased from 15 233 to 48 298,
The proportion of HIV amongst clients tested
was reduced from 11.4% to 5.5%
The mother to child transmission of HIV has
been reduced and stabilised at 2%, our objective
is to reduce this figure to 1.5% by the end of the
financial year,
We also stabilized the prevalence of HIV and
AIDS with a visible reduction in the escalation of
mortalities as a consequence of AIDS related
deaths,
The number of people infected with TB (all
forms) was slightly reduced by 2% between 2013
and 2014, and
The annual TB case load decreased from 7 016
in 2013 to 6 879 in 2014.
We righted ourselves to an extent with the cur-
rent qualified opinion that we received for two
successive years from the Auditor General and
therefore are at that stage of the Duikelaar,
“swinging widely back and forth for the mo-
ment”. We have come thus far; the destination is
visible. We must henceforth seamlessly and rap-
idly move forward. We have it within us to
achieve the coveted clean audit status and pro-
vide heightened service excellence to our people.
Gratitude must go to the Premier, the colleagues
in the Executive Council and our glorious move-
ment the ANC that has provided zealous sup-
port to the department. This translates to sup-
port for the health of the people. It characterizes
the positive outlook that we share.
Where others despair we see hope. In the face of
challenges, we see opportunity. We must move
forward together!

budget speech as an account
of the work done over the
last financial year and pre-
senting our plans for the
2016/17 financial year
amidst very challenging and
distressful weather condi-
tions that are leading to con-
tinuous natural disasters and
unless humanity does some-
thing drastic to save our
planet, we will have nothing
to bequeath the next genera-
tion. In the midst of this
presentation, there are
doomsayers who will disa-
gree with us even though
deep down the truth dwells
and will one day gush out
like water from a geyser
about the performance of the
ANC led government. In our
quest to enhance and service
the agricultural sector and
rural communities in our
Province, we are constantly
reminded of the cruelty of
colonial subjugation in our
country and the devastating
effect it has had on the indig-
enous people of Africa and
the cruel system of capital-
ism. It is therefore impera-
tive that when we engage
with the performance of the
economy we take into cogni-
zance the fact that the capi-
talist economic system is
characterized by booms and
busts.
We present the policy state-
ment for budget vote 12
against the backdrop of sub-
dued economic growth; ex-
pressed impact of drought
on production; increases in
food prices; and the high lev-
els of unemployment particu-
larly amongst the youth. The
severe drought experienced
across the country and in
parts of the province remains
the main constraint to the
sector. Low rainfalls were
recorded leading the South
African Weather Service to
declare 2015 the driest year
since 1904. In addition, the
province experienced heat
waves towards the end of
2015 and the beginning of
2016.
These weather conditions
resulted in agricultural disas-
ters that had an adverse im-
pact on many aspects of the
sector. Inter-alia, the heat
wave coupled with very low
humidity and less than aver-
age rainfall prevented large
areas from planting summer
crops particularly in dry land
areas of our country. For
instance during the 2015/16
summer production season
estimated maize production
in terms of yield per hectare,
decreased from an average of
13.7 tons per hectare in the
previous year to 12.7 ton per
hectare. This decrease in
yield can be ascribed to the
severe temperatures that
were experienced during the
critical pollination stage of
the crops. This resulted in
poor grain fill of the maize
cobs.
South Africa move from a
net surplus exporter of maize
for 2014/15 (approximately
15% exported of production)
to a net surplus importer of
maize for 2015/16. Given
the latest crop estimates of
around 7 million tons of
maize for 2016, it is estimat-
ed that a minimum of 2.5
million tons of maize will
have to be imported before
the 2017 harvest
The impact on livestock pro-
duction (mostly red meat
production of natural grazing
for Northern Cape) was also
negative. Apart from losses
in production (lower repro-
duction and lower carcass
mass) and increased produc-
tion cost due to increased
fodder purchases, producers
had to decrease animal num-
bers to offset the negative
factors as described. This
led to a short to medium
term increase in supply of
live animals which in turn
has led to lower prices during
this period.
The rain during January 2016
brought relief to producers,
but also led to a drastic re-
duction of supply of animals.
Consequently, many abat-
toirs have reported very low
volumes and some have de-
creased the number of
slaughtering days.
Northern Cape agricultural
production which in turn has
led to increases in food pric-
es at a consumer level. The
consumer price index (CPI)
for bread and cereals was 4.5
percent higher in January
2015 compared to January
2014, but by December 2015
it was 7.5 percent higher than
December 2014.
This situation is expected to
remain and increase for
2016. The CPI for meat was
8.7 percent higher in January
2015 compared to January
2014, but the increase in sup-
ply because of the drought
eased the pressure and in
January 2016 it was 4.3 per-
cent higher than in January
2015. It should be kept in
mind that other production
factors such as transport,
packaging, salaries and wages
and energy play a large role
in the price of food on a
consumer level (especially
processed foods) and price
changes in these production
factors may play a more im-
portant role as the changes in
the commodity.
The price changes at a pro-
ducer (commodity) level
were much more drastic with
the Produce Price Index
(PPI) for cereals and other
grain crops was 17,5 percent
lower in January 2015 than in
January 2014 but changed
drastically to 79,2 percent
higher in January 2016 in
comparison to January 2015.
This is expected to increase
in 2016 with PPI almost 100
percent higher than in 2015
for this category. On a pro-
ducer level, live animal prices
were 13, 7 percent higher in
January 2015 compared to
January 2014. The decreased
supply of live animals during
2016 will lead to an increase
in animal prices but the
tough economic climate will
limit this increase.
The increases in grain related
prices will benefit producers
on the short to medium
term, but the depreciation of
the Rand also means in-
creased input prices that tend
to remain after the spike in
commodity prices returns to
normal levels. The drought
has left the major dams in
the Vaal- and Orange River
systems at low levels and if
the coming rain season in the
catchment areas is not above
average, water restrictions
might impact irrigation pro-
duction in the Northern
Cape. Livestock producers
had to reduce stock numbers
in 2015. With the rain of
2016 and the reduced stock,
producers should be able to
make it through the winter
period.
We are encouraged by other
key economic indicators that
include the Statistics South
Africa First Quarter 2016
Labour Force Survey which
found that although employ-
ment levels declined quarter-
to-quarter in all industries, in
Agriculture it grew by
16 000. Furthermore, the
high temperatures and dry
conditions leading up to
March 2016 did not adverse-
ly affect the table grape in-
dustry. Accordingly, the
province experienced a very
good season and a record
high of 18.5 million cartons
of grapes were exported; this
is an increase of 900 thou-
sand cartons compared to
the previous marketing sea-
son.
The raisin production of
35 thousand tons was real-
ized, compared to the ex-
pected production of
50 thousand tons. On the
other hand, the January rain
event with accompanying
lower temperatures, benefit-
ed wine grapes and the pro-
duction increased from the
132 thousand tons of the
previous season to approxi-
mately 140 thousand tons for
this season.
We have also noted that, in
the irrigation areas of the
Northern Cape Province,
there is rapid expansion of
Pecan nut orchards. In an
area such as the Vaalharts
Irrigation Scheme which is
known for its maize, wheat
and groundnut production,
almost half of the entire area
has been planted under Pe-
can orchards. Despite these
constraints on the service
delivery front, we present a
good report on the commit-
ments made in the previous
financial year and further
commit ourselves to be inno-
vative about service delivery
in the current context.
Let me therefore take this
opportunity to reflect briefly
on commitments made in the
previous financial year. We
do this bearing in mind that
most of our major projects
are multi-year guided by our
5-year strategic plan which
derives its mandate from the
commitments of the Nation-
al Development Plan (NDP)
(vision 2030) and further elu-
cidated in the Medium-Term
Strategic Framework (MTSF)
commitments and actions.

(35jr) in Le Roux straat, Upington, in
besit betrap met tikdwelms. Sers.
Rispel het beslag gelê op die dwelms
en die verdagte gearresteer op aanklag
van besit van dwelms.
„n Verdagte (29jr) is deur Kst.Vuyani
Hlahla gearresteer vir handel in dagga
nadat daar na bewering ongeveer 56
vooraf verpakte pakkies dagga op
hom gevind is. Die verdagte is in
Bassonstraat gearresteer.
Kst. Jacques Bezuidenhoudt het „n
verdagte in Markstraat gevisenteer en
tikdwelms in sy besit gevind. Die
verdagte (33jr) is gearresteer vir han-
del in dwelms.

Die Speurtak van Upington SAPD
ondersoek „n klagte van bedrog nadat
„n 34 jarige vrou van Upington op „n
bedrieglike wyse, na bewering
R33 000-00 (Drie en dertigduisend
rand) verloor het.
Die vrou het „n oproep ontvang van
„n ene, Jenine, wie haar ingelig het dat
sy meer as R21 miljoen in „n lotto
trekking, gewen het.
Voordat die prysgeld egter uitbetaal
kan word, moes daar eers vooraf geld
aan Jenine betaal word.
Die beweerde inbetalings het geskied
tussen 22 April 2016 en 17 Mei 2016.
Die vrou het nie die prysgeld ontvang
nie en verder kontak met Jenine, het
misluk.

Vraag: "Wat sê die
Bybel oor hoe om
‘n Christen moeder
te wees?" Antwoord: Om „n moeder te wees is „n baie belangrike
rol wat God gekies het om aan baie vrouens te gee. „n
Christen moeder moet haar kinders liefhê (Titus 2:4-5),
sodat sy geen verwyte sal hê nie en daardeur seker te
maak dat God se Woord nooit in diskrediet bring sal

Kinders is „n gawe van God (Psalm 127:3-5). In Titus
2:4 word die Griekse woord philoteknos gebruik hoe
moeders hul kinders moet liefhê. Hierdie woord ver-
duidelik daardie spesiale “moederlike liefde”. Die idee
wat van hierdie woord kom gaan oor omgee, versorg-
ing, liefdevolle benadering, bevrediging van behoeftes
en om elke kind te sien as „n spesiale geskenk van God.

Toeganklikheid – ogend, middag en aand

Onderig – God se Woord en die Bybelse siening van

Opleiding – help on die kind se bekwaamheid te on-
twikkel en sy goeie eienskappe te erken en te verbeter
(Spreuke 22:6) asook die ontwikkeling van die kind se
geestelike gawes (Romeine 12:3-8 en 1 Korintiers 12).
Dissipline – dat God gevrees moet word, om „n kon-
stante lewe te lewe, liefdevol en standvastig (Effesiers
6:4; Hebreërs 12:5-11; Spreuke 13:24; 19:18; 22:15;
2 3 : 1 3 - 1 4 ; 2 9 : 1 5 - 1 7 ) .
Versorg – konstante beskikbaarheid, vryheid om wel te
kan faal, aanvaarding en onvoorwaardelike liefde (Titus
2:4; 2 Timoteus 1:7; Effesiers 4:29-32; 5:1-2; Galasiers
5 : 2 2 ; 1 P e t r u s 3 : 8 - 9 ) .
Die vorming van integriteit – lewe wat jy sê, om „n
voorbeeld te stel vir die kind deur „n godelike lewe te
lei (Deuternomium 4:9; 15; 23; Spreuke 10:9; 11:3;
P s a l m 3 7 : 1 8 , 3 7 ) .
Die Bybel se nêrens dat elke vrou „n moeder sal wees
nie. Dit sê wel dat die wat God kies om moeders te
wees moet die verantwoordelikheid ernstig opneem.
Moeders het „n unieke rol in die lewens van hulle
kinders. Moederskap moet nooit as „n moeilike of
harde werk gesien word nie. Net soos „n moeder die
kind tydens swangerskap versorg en omgee behoort dit
ook so te wees tydens die kind se lewe, maak nie saak
of dit nou tydens tienerskap of volwasse tydperke is
nie. Terwyl moederskap wel verander en ontwikkel
moet die basis van liefde, versorging en ondersteuning
nooit verander nie.
Die manier hoe jy jou kind motiveer of dissiplineer,
kan die verskil tussen sukses en mislukking vir hom
beteken.Daar is nog „n hele paar maande oor voor die
skooljaar tot „n einde kom en daar is reeds elke middag
„n oorlog in die kleine oor huiswerk wat gedoen moet
word.Jy wil nie straf en skree, karring of kla nie, maar
gaan hy ooit besef hoe belangrik dit is om van jongs af
verantwoordelik te wees?
Wanneer moet jy dissiplineer en hoe kan jy hom mo-
tiveer sonder om sy moed te breek?
Wietske Boon, „n spelterapeut, sê dit is beslis nodig om
jou kind te dissiplineer én te motiveer.“Dissipline is die
straf of gevolge vir verkeerde of negatiewe gedrag.
Wanneer „n kind gedissiplineer word, is dit belangrik
dat hy verstaan waarom die straf toegedien word. Mo-
tivering help „n kind om harder te werk om sy doelwit-
te te bereik. Positiewe motivering is enige gedrag wat „n
kind rede gee om sy volle potensiaal te bereik.”
Dís dissipline!
Wietske sê dissipline is nie noodwendig fisieke straf
nie. “Vir die skoolgaande kind kan dissipline byvoor-
beeld die vermindering van ontspanningstyd beteken.
Voor dissipline egter toegepas word, is dit belangrik
dat jou kind weet watter gedrag op watter manier
gestraf gaan word. Straf behoort gepas te wees vir die
oortreding en jou kind se ouderdom. Laat ruimte vir
ongeveer twee waarskuwings voordat die straf toege-
dien word.”
Wietske se wenwenke:
Albei ouers (al is hulle geskei) moet dieselfde reëls of
straf vir dieselfde oortreding hê.Leer jou kind van
kleins af as hy nie op „n sekere manier optree nie, kan
hy „n sekere gevolg te wagte wees. As hy byvoorbeeld
nie sy skoolklere opgehang het nie, mag hy nie TV kyk
nie.Gee net twee waarskuwings, die derde keer moet
jou kind gestraf word.Moenie leë dreigemente maak
nie. Daar is niks so frustrerend soos „n ma wat sê: “Ek
gaan jou slaan, ek gaan jou slaan, ek gaan jou slaan” en
dan weet die kind dit gaan nooit gebeur nie.
Straf moet ouderdomsgepas wees. Laat jou kleuter in
die hoekie sit, verbied jou laerskoolkind om TV te kyk
of verminder jou tiener se selfoonlugtyd. Onthou om
toepaslike strafaanpassings te maak soos wat jou
kinders ouer word.
Motiveer mooi
'n Kind is die grootste deel van die dag met skoolver-
wante aktiwiteite besig en daarom is dit belangrik dat
hy op akademiese gebied gemotiveer word om hard te
werk.
Dit is ongelukkig so dat party kinders onder druk voel
wanneer hul ouers hulle probeer motiveer, omdat hul
eie verwagtinge van hul ouers s‟n verskil.“Positiewe
motivering kan verbale bemoediging of belonings
insluit. Motivering kan kinders help om beter te pres-
teer en hul beste te gee,” sê Wietske.
Sy sê ouers moet „n punt daarvan maak om aanmoedi-
g i n g v i r g o e i e g e d r a g t e g e e .
“Motivering kom in twee vorms voor. Die eerste is
wanneer jou kind homself motiveer om „n doel te
bereik en die tweede wanneer jou kind deur „n ander
persoon (jy of dalk „n onderwyser) gemotiveer word
om „n doel te bereik. As jy jou kind motiveer, leer jy
hom as ‟t ware om homself te kan motiveer. Selfmo-
tivering is een van die belangrikste bestanddele vir
sukses in jou kind se latere lewe en daarom is dit bel-
angrik dat jy hom van vroeg af motiveer sodat hy kan
leer hoe om homself later te motiveer. Dit is juis mo-
tivering wat jou kind die energie gee om aan „n spe-
sifieke doelwit te werk,” sê Wietske.
Sy stel voor dat jy jou kleiner kind help om met sy
huiswerk aan die gang te kom, maar dat hy self besluit
watter huiswerk hy eerste wil doen.
“Laat hy van kleins af self besluite neem. Bespreek dit
met hom en motiveer hoekom dit nie gaan werk nie,
sou die keuse wat hy uitoefen nie toepaslik wees nie.”
Wietske sê gesonde en positiewe motivering gee „n
kind die moed om sy beste te gee en sy prestasies te
verbeter. Dit is ook dié soort motivering wat kinders
selfs tot in jong volwassenheid sal aanspoor om „n
sukses van hul loopbaankeuse of beroep te maak.
Wietske se wenwenke
Motiveer jou kind uit liefde en met begrip.
Gee vir hom die redes hoekom sy skoolwerk belangrik
is. Sê iets soos: “As jy nie nou somme kan doen nie,
gaan jy volgende jaar nie wiskunde baasraak nie en dit
kan jou doelwitte om later te gaan studeer, beïnvloed”.
Help hom om spesifieke, haalbare doelwitte vas te stel.
Wanneer jy in die gewoonte is om „n doenlysie vir
akademiese werk en sportdoelwitte op te stel en daar-
heen te werk, lyk die oorkoepelende oogmerk nie so
onbereikbaar nie. Vir elke doelwit wat jou kind behaal,
moet daar „n positiewe gevolg (bv goeie rapport) wees.
Vestig „n roetine tuis waarin jou kind kan floreer.
“Kinders is minder angstig as daar „n vaste roetine tuis
is, want dit leer hulle om iets binne „n spesifieke tyd af
te handel. Jou kind sal later self weet as sy huiswerk
16:00 klaar is mag hy tot 17:00 buite speel.”

The MEC for Environment and Nature Conser-
vation Ms Tiny Chotelo, will host the 7th annual
Eco-Schools awards ceremony on Thursday, 26
May 2016, at 19:00, Eldorado Hotel in Kuruman.
The implementation of the Eco-Schools Pro-
gramme across the province was initiated by the
Awareness Raising Unit of the Department in
2009.The initiative has grown from strength to
strength over the past 6 years. The awards range
from Bronze certificates to Defending Green
Flags.
The Eco-Schools programme aims at improving
environmental learning at the school and the
management of the school environment in the
respective areas. In South Africa, this programme
supports the National Curriculum Statement
from grade R up to Grade 12. The Department
of Environment and Nature Conservation
(DENC), serves as a coordinating body for the
Eco-Schools Programme and support all schools
within this province.
Every Eco-School chooses a theme/themes and
corresponding action project/s depending on the
status that they registered for. A portfolio per
Eco-School is required for evaluation to award
the respective status accordingly. Awards are
granted depending on the success of the portfo-
lio.
Currently the Northern Cape has 97 Eco-Schools
which are rated very high in the country for the
high standard that is maintained and is seen as
the fast growing region, worldwide.
As National Child Protection Week kicks of today,
Casual Day has more good news about the impact that
the funds raised by the campaign are having in com-
munities all over South Africa. Wheelchair swings and
a round-about custom-designed for learners in wheel-
chairs were recently installed at the campus of Basizeni
Special School in eMbalenhle, Evander, in Mpuma-
langa Province, bringing much joy and pleasure to the
learners.
They were purchased with the proceeds of last year‟s
Casual Day donations and are „bringing joy to our
wheelies‟, says Basizeni staffer Mariette Botha. The
school was the top performer in the province, raising
R115 590 in donations from the public. “A portion of
the donations are utilised by the school and the re-
mainder goes to create awareness of persons with disa-
bilities countrywide. We are very proud that not only
did we benefit but that we are able to make a contribu-
tion to the disability sector nationally. Our contribu-
tion was a significant R69 558,” says Botha.
The Casual Day funds have been put towards play-
ground development and the school has already done
some upgrades. Says Botha: “I wish I could convey the
joy on the faces of the children when they first experi-
ence the swings for the first time. As a teacher at
Basizeni I feel humbled and privileged to be involved
at this school. Our mission is to make a difference.
„Dis-abled learners‟ and „Differently abled learners‟ at
Basizeni School have many challenges, but with our
new principal, Mrs Mirriam Rampai at the helm, we are
prepared to face them.
“The school is 21 years old and needs
maintenance inside and outside. The
focus is on developing and creating
classrooms, workshops, play-ground
and sport environments with the neces-
sary educational equipment, giving each
learner the opportunity to develop to
his or her full potential.
“Basizeni has positive, enthusiastic staff
members and joyful learners. The only
obstacle standing in the way of us
achieving our vision is funding. We are
entering a new phase, revamping the
campus and getting a bus,” she adds.
Chairman of the School Governing Body, Louis Bo-
tha, adds: “It is a privilege to apply my expertise to
improve the lives of young children with special needs.
We are committed to improving life skills to provide a
space for every learner.”

The Northern Cape Department
of Agriculture, Land Reform and
Rural Development will be capac-
itating farmers on dairy goat in
Rietrivier Research Station out-
side Richie on 26 May 2016.
The purpose of the workshop is to
equip farmers with valuable infor-
mation that will assist them to farm
effectively and profitably. Various
topics such as animal handling, dis-
ease management, nutrition and the
importance of record keeping will be
discussed at the one day workshop.
About 80 dairy producers and small-
holder farmers from all the five dis-
tricts of the province are expected to
attend. The workshop is being or-
ganised in collaboration with the
South African Milch Goat Society.

was baie goed om te moet sien

hierdie geleentheid is baie dankbaar

probeer doen.

The Northern Cape Department of
Agriculture, Land Reform and Rural
Development‟s Veterinary Services
has sterilized about 121 animals since
March 2016 to date in Namakwa Dis-
trict near the Namibian Border. The
campaign is part of government‟s
efforts to deliver and speed up ser-
vices to the community, especially to
the far flung areas of the province.
The Department held a two day spay-
ing and neutering campaign in
Vioolsdrift and Kotzeshoop recently.
Spaying (ovario-hysterectomy) is the
surgical removal of reproductive or-
gans (ovaries, uterus and fallopian
tubes) of the female animal. While
Neutering is the surgical removal of
the reproductive glands (testes of the
male animal). Males and females
should be spayed or neutered by
when six months of age, while older
animals can be done as long as they
are in good health.
In males, neutering reduces problems
with territorial and sexual aggression,
inappropriate urination (spraying) and
other undesirable male behaviours.
In females, spaying decreases the in-
cidence of developing a serious and
potentially fatal infection of the uter-
us experienced by many mature un-
spayed animals.
The surgery also eliminates the heat
cycle and associated mood swings
and undesirable behaviour, messy
spotting (in dogs) and the attraction
of males to your yard. The success of
the campaign is been attributed to the
state of the ultra-modern truck that is
fully equipped and can bring services
closer to the community including
those in the far flung areas.
During the campaign the department
also rendered free services such as
dipping and vaccination of pets
against rabies. The Department‟s next
campaign will be in Port Nolloth and

through which women‟s contribu-
tion to the fight against poverty is
being recognized. It also seeks to
appreciate women who are leaving
an indelible mark in the sector.
The team‟s visit to various farms is
to verify information received
against what the farmers has. And
also to ascertain how far, female
farmers know what there are doing.
The closing date for the province‟s
best Female Entrepreneur Awards
2016 was since extended to give fe-
male farmers an opportunity to enter
the competition.
Since from the previous years the
scope of the competition has ex-
panded in alignment with the new
mandate of government to include
Fisheries and Forestry sectors. The
team started in Richie (29/05/2016)
and will proceed to Pixley ka Seme
District Munucipality.

GREAT excitement was generated at
the beginning of the year with the
opening of the new Kranskop Sec-
ondary School in the premises of the
old Dingleydale Primary School.
Currently there are 70 pupils in Grade
8, Grade 9 and Grade 10, Grade 11
and Grade 12 will be added in the
next two years.
There are three classrooms and a hall
with six teachers, including headmas-
ter, Mr O.N. Khanyile.

Telkom‟s share
price in Johan-
nesburg soared
around 10% on
Monday amid the
company‟s annu-
al financial results announcement.
The company reported that its
earnings before interest, tax and
amortisation (Ebita) was up by
16.1% and that its operational reve-
nue increased 13.9% to R37.3bn.
The company, though, recorded an
after tax profit fall of 25.4% follow-
ing its application of severance
packages.
But amid Telkom cutting almost 4
000 jobs during the period, the
market reacted positively.
And government, which is
Telkom‟s biggest shareholder with
an almost 40% stake, is pleased
with the telecoms company whose
share price opened at R64.50 in
trade on Tuesday.
“We welcome that Telkom has per-
formed steadily over the past four
years, especially given that there
were suggestions that it be sold,”
said Cwele in a statement.
“The current share price is a
demonstration of the correctness of
government‟s decision to keep its
investment in the company.
“The board and management team
have done well to change the for-
tunes of Telkom in this period. But,
more work still needs to be done,”
added Cwele.
Telkom on Monday further an-
nounced that it will pay a dividend
of R2.70 a share, up 10% on the
previous year.
“We are happy that once again we
will get a substantial dividend from
Telkom. While we know that the
dividend will go into the National
Revenue Fund, it is our view that
we should start to re-invest a sub-
stantial amount in the rollout of
modern ICT infrastructure,” said
Cwele.
