    INTRODUCTION TOTHE NOACA SFY 2012 2015 TRANSPORTATION IMPROVEMENT PROGRAM (TIP)

    Overview

    On J uly 6, 2012, President Obama signed into law the Moving Ahead for Progress in the 21st Century Act (MAP-21).

    MAP-21 took effect on October 1, 2012. This legislation builds on and refines many of the highway, transit, bike, and

    pedestrian programs and policies established in 1991, and consolidates the program structure into a smaller number of

    broad core programs. Many smaller funding programs are eliminated, including most discretionary programs, with the

    eligibilities generally continuing under core programs.

    The Highway Trust Fund (HTF) is the source of funding for most of the programs in the Act. The HTF is comprised of

    the Highway Account, which funds highway and intermodal programs, and the Mass Transit Account. Federal motor fuel

    taxes are the major source of income into the HTF.

    MAP-21 restructures core highway formula funding programs. Activities carried out under some existing formula

    programs the National Highway System Program, the Interstate Maintenance Program, the Highway Bridge Program,

    and the Appalachian Development Highway System Program are incorporated into the following new core formula

    program structure: National Highway Performance Program (NHPP), Surface Transportation Program (STP),

    Congestion Mitigation and Air Quality Improvement Program (CMAQ), Highway Safety Improvement Program (HSIP),

    Railway-Highway Crossings (set-aside from HSIP) and Metropolitan Planning.

    MAP-21 also created two new formula programs. The Construction of Ferry Boats and Ferry Terminal Facilities,

    replaces a similarly purposed discretionary program. Also, Transportation Alternatives (TA) a new program

    encompasses most activities funded under the Transportation Enhancements, Recreational Trails, and Safe Routes to

    School programs under SAFETEA-LU.

    The Transportation Infrastructure Financing and Innovation Act (TIFIA) program provides federal credit assistance to

    eligible surface transportation projects. This program is further discussed in Appendix A

    MAP-21 continues and enhances the metropolitan and statewide transportation planning processes to incorporate

    performance goals, measures, and targets into the process of identifying needed transportation improvements and

    project selection. Public involvement remains a hallmark of the planning process.

    With respect to transit, MAP-21 furthers several important goals, including safety, state of good repair, performance, and

    program efficiency. MAP-21 gives the Federal Transit Administration (FTA) significant new authority to strengthen the

    safety of public transportation systems throughout the United States. The act also puts new emphasis on restoring and

    replacing our aging public transportation infrastructure by establishing a new needs-based formula program and new

    asset management requirements. In addition, it establishes performance-based planning requirements that align federal

    funding with key goals, and tracks progress towards these goals. MAP-21 improves the efficiency of administering grant

    programs by consolidating several programs and streamlining the major capital investment grant program known as

    New Starts. These, and other important changes, are summarized in this document.

    Under MAP-21, J ob Access and Reverse Commute activities are now eligible for funding under the Urbanized Area

    Formula program (5307) and also the Rural Area Formula program (5311). Activities eligible under the former New

    Freedom program are now eligible under the Enhanced Mobility of Seniors and Individuals with Disabilities program

    (5310).

    MAP-21 grants FTA the authority to establish and enforce a new comprehensive framework to oversee the safety of

    public transportation through the following new programs. These includes Safety Authority (5329), State of Good Repair

    Grants (5337), Asset Management (5326), Bus and Bus Facilities Formula Grants (5339), Public Transportation

    Emergency Relief (5324) and Transit Oriented Development (TOD) Planning Pilot Grants (20005(b) of MAP-21).

    The Urbanized Area Formula Grants (5307) program provides grants to urbanized areas to support public

    transportation. Funding is distributed by formula based on the level of transit service provision, population, and other

    factors. The program remains largely unchanged, but it now funds job access and reverse commute activities, expandedeligibility for using Urbanized Area Formula Funding for operating expenses, passenger ferry grants and state safety

    oversight grants.

    MAP-21 also modified programs such as Fixed Guideway Capital Investment Grants (5309), with respect to adding new

    eligibility, streamlining development processes, project evaluation, reorganization and other provisions. Other programs

    modified with MAP-21 include Metropolitan and Statewide Planning Programs (5303, 5304 & 5305), Research,

    Development, Demonstration, and Deployment (5312), Technical Assistance and Standards (5314) and Human

    Resources and Training (5322).

    Requirements for a long-range plan and a short-term Transportation Improvement Program (TIP) continue, with the

    long-range plan to incorporate performance plans required by the law for specific programs. The long-range plan must

    describe the performance measures and targets used in assessing system performance and progress in achieving the

    performance targets. The TIP must also be developed to make progress toward established performance targets and

    include a description of the anticipated achievements.

    Federal law requires that all transportation projects using federal aid under the Federal Transit Act or Title 23 U.S.C.

    provisions must be listed in the TIP. The projects are sponsored by various implementers and coordinated through

    NOACA, which is the metropolitan planning organization for the northeast Ohio region.

    The NOACA region includes Cuyahoga, Geauga, Lake, Lorain and Medina counties. The Transportation Improvement

    Program (TIP) is a document containing proposed highway, bikeway, enhancement and transit projects for the region.

    These projects are expected to be implemented within the next four years and beyond.

    The TIP Development Process

    NOACAs TIP was developed using a comprehensive and coordinated process. It began with coordination with project

    sponsors and program managers (i.e. local communities, county engineers, Ohio Department of Transportation ODOT

    Districts 3 and 12 and the transit operators) for cost, scope and schedule updates. This information was collected and

    assembled into the TIP. The TIP also contains various elements as required by the Ohio Biennial STIP/TIP

    Development Standard specifically for state fiscal year (SFY) 2014 - 2017 STIP. The requirements are included as

    appendices. Copies of the March 1, 2013 draft TIP were distributed to ODOT Central Office in Columbus, District 3 and

    12 for their review and comment.

    The TIP, dated March 1, 2013 contains all required appendices. Appendix A is a financial assessment of the overall

    transportation program demonstrating that the TIP can be implemented with the financial resources that are expected to

    be available to the NOACA area. This section also includes the fiscal constraint analysis of NOACA controlled funds

    (Table 2) and also includes innovative financing strategies.

    Appendix B contains a summary of activities NOACA implemented during the TIP public and stakeholder involvement

    period for NOACAs SFY 2014 2017 TIP, and also its SFY 2014 Overall Work Program (OWP). The public and

    stakeholder involvement strategy developed for the TIP is consistent with NOACAs Public Interaction Policy.

    Appendix C contains excerpts from NOACAs Regional Transportation Investment Policy (RTIP) which involve the

    procedures employed in the review, selection and prioritization of transportation projects placed on the Transportation

    Plan, TIP and the priority list of projects.

    Appendix D includes a list of major projects from the SFY 2012 2015 TIP that were implemented (i.e. sold, obligated or

    advertised up to February 14, 2013). Also included is a list of major projects from SFY 2012 2015 that were delayed.

    This list also depicts these projects revised program status.

    Appendix E includes a list of projects from the SFY 2012 2015 Transportation Improvement Program (TIP) that were

    implemented (i.e., sold or encumbered) with federal and state funds between April 20, 2011 and February 14, 2013).

    Appendix F contains a summary of how the regions transportation system is being and will be adequately maintained as

    evidenced by the types of expenditures either obligated or programmed in the TIP, and summarizes how the

    implementation of the proposed highway and transit projects will help to maintain the existing infrastructure.

    The air quality conformity and environmental justice (EJ ) analyses are being conducted for NOACAs Transportation

    Plan. The TIP will rely on the air quality determination and EJ analyses for the Plan.
