ecdis, een kritische blik
DESCRIPTION

NL wetgeving:Gebruik officiële ENC’s in type-approved ECDIS systeem als primair navigatiemiddel is toegestaan (mits back-up aanwezig).

“paper based” • Prijs • Dekking

Wat is voor verbetering nodig?-Data
Ref. opm. Robert Ward in Hydro International“When the world’s national Hydrographers gathered in Monaco last year for the IHO’s Conference, they considered the state of hydrographic knowledge around the world and the uncomfortable truth that we have higher resolution maps of the Moon and Mars than we do of most of the world’s seas, oceans and coastal waters” (IHO president Robert Ward).
World’s fleet of survey ships has shrunk over the last 30 years.

Edition 3.0 - 1996
Edition 3.1 - 2000 (“active” but “frozen”)
• Edition 3.1 Supplement No. 1 - Januari 2007 (nieuwe IMO features toegevoegd, PSSA, ASL)
• Edition 3.1 Supplement No. 2 - June 2009 (o.m. aanpassing ZOC criteria)
Nog altijd een wereldwijd gebruikte standaard!
Koninklijke Marine2011 december 2013Hydrographic Society Benelux
S57 beperkingen Primair ontwikkeld voor IMO compliant ECDIS
Inflexibel onderhoud (“bevriezen” van edities)
Onvoldoende ondersteuning “nieuwe” wensen
gridded bathymetry, time-varying information, etc
Koninklijke Marine2111 december 2013Hydrographic Society Benelux

• Verbeteringen “in progress”

The use of DATEND and DATSTA
To improve the safety of navigation in the area off the coast of the Netherlands between Texel and North Hinder, the International Maritime Organization has approved extensive new and amended routeing measures to be implemented at 0000 UTC 1 August 2013.

We followed the instructions in the “Use of the Object Catalogue for ENC” :
2.6.1.1 Advance notification of changes to traffic separation schemes
It is important that mariners be provided with advance notification of changes to traffic separation schemes (TSS), which may include modification to an existing TSS, addition of a new TSS or removal of a TSS. In order to provide a consistent approach to mariners regarding advance notification of changes to a traffic separation scheme, the following procedure should be adopted:
1) At least one month before the changes to the TSS come into force, issue an updated data set (as an Update or a New Edition) which:
- Adds new or amended TSS component objects. These objects must have DATSTA populated with the date that the changes to the TSS come into force.
- Adds DATEND (populated with the date of the day before the changes to the TSS come into force) to any component objects of the existing TSS that are to be changed or deleted.
Koninklijke Marine3311 december 2013Hydrographic Society Benelux
In accordance with UOC 2.6.1.1 we produced ENCs with both the old and new situation using the attributes DATEND (before the change) and DATSTA (after the change). These ENCs had to be released at least one month before the changes to the TSS come into force.
Koninklijke Marine3411 december 2013Hydrographic Society Benelux
Shortly after the first ENCs were released, we received customer feedback:Quote
We notice that the proposed changes in Roueting measures, TSS etc as per T & P Notice 1840(P)/13 which comes into force only in August 01st 2013 has already been overlayed in the ENC chart NL400122 (Approaches to Europoort) which is now showing two TSS in the same area and also two sets of buoys (see MNW 1 & 2) in the area.
See attached screenshots from ENC and BA Chart 122 for your reference.

The customer saw this:
Koninklijke Marine3611 december 2013Hydrographic Society Benelux
Indeed very confusing!
Koninklijke Marine3711 december 2013Hydrographic Society Benelux
We did some investigation on this subject in our ECDIS, and it seems the user had his button [show outdated] on, which was the reason that both old and new situation were displayed. This can be solved as follows in Transas: 1) click [task list], 2) go to [charts], 3) go to tab [ENC], 4) make [show outdated] inactive.
There doesn’t seem to be any warning that this button is active, which is strange.
Koninklijke Marine3811 december 2013Hydrographic Society Benelux
Koninklijke Marine3911 december 2013Hydrographic Society Benelux
Although we have included a CTNARE in the ENCs with the following text: “This ENC includes all the information before and after the change, indicated by the attributes DATEND (before the change) and DATSTA (after the change) on the components of the scheme.”, the user had the “show outdated” switch on. So this was more a user training issue than a technical problem.
Koninklijke Marine4011 december 2013Hydrographic Society Benelux
Because of the potentially dangerous situations that may occur by this we have decided to issue an NtM:
Koninklijke Marine4111 december 2013Hydrographic Society Benelux
Although this seems to be a user training issue (the ENC was correctly encoded), the fact that you can very easily use an ECDIS in an incorrect display is somewhat worrying…
Whose problem? HO’s, industry, users?
