臺中縣、市依地理環境、產業狀況、交通網絡及人文生態..等條

件，早已形成一綿密不可分的都會生活圈，成為臺灣中部地區最

具潛力及競爭力的都市。

2009年6月經行政院審查核准臺中縣市合併昇格，並將於2010年

12月25日正式改制，開啟了「大臺中國際都會」的新時代，此

後，臺中都會區域建設必須放眼於全球競爭、胸懷著領導周邊地

區共同肩負居民與企業繁榮的重任，併延續臺中縣市的社會與各

界領導人士的傳承：合作、努力、促進『大臺中』市民和企業的

福祉。

為站穩腳步、展望未來，本論壇特邀請國內外政府官員、專家、

學者等智慧激盪與深入探討研析『大臺中』未來展望與願景，並

祈創造合理、均衡、共榮之中臺區塊。

臺中縣、市位處臺灣中部區域發展核心，在經貿、產業、教育、

人文、自然景觀各面向均嶄露蓬勃生機，面對未來更迫切、複雜

與多元化的全球競爭需求，合併升格改制為「臺中市」更是區域

治理結構中不可或缺的政府體質改革。

全球化競爭已具體展現在全球都市競爭上，未來大臺中在面對國

際城市競爭時，臺中縣市擁有豐富的產業發展、文化創意、展演

場館、歷史古蹟及獨特文化節慶資產，在在顯示大臺中產業、人

文與藝術的多樣性及獨特性，不僅作為中臺灣創意產經中心，也

將發展為全球化城市之重要節點。

因此，為謀求全球都會區競爭下「大臺中」生活圈近260萬人的

生活福祉，並引領中臺灣各產業、經貿發展願景，本論壇特邀請

國內外政府官員、專家學者群策群力，共同思考、探究治理這塊

土地。

國際都市發展協會 ( I n te rna t i ona l U rban Deve lopmen t

Association，前身為國際新市鎮協會International New Town

Association INTA)，是非營利國際專業團體，目前已是歐洲都市

發展及區域治理等專業之交流平臺；我國為國家會員，每年皆應

邀組團出席年會。

為促進都市發展政策經驗之交流與檢視，內政部營建署與INTA簽

署辦理2009年第33屆年會，將於2009年10月假北、高兩市共同

舉辦。為了擴大2009年會辦理績效，規劃於臺南市及臺中市辦理

會前會；臺南市會前專案諮詢暨國際論壇，已於2009年6月29日

(日)至7月3日(五)辦理完成。

「臺中城市發展論壇」，定於9月26日(六)至10月2日(五)，為期

七天。目的：

1將作為未來臺中市政規劃之參考；

2擬於2009年會中發表。

緣起與目的

International Urban Development Association, formerly International New

Town Association INTA, an international professional and non-pro t-making

organization, has developed as major platform in Europe for sharing

experience and innovations of urban development and regional governance.

Taiwan is a Category I member, participates in the congress with a delegation

annually.

To exchange and reflect the urban policy and development experience,

Construction and Planning Agency (CPA) and INTA agree for CPA to host

the INTA 33 Congress at Kaohsiung and Taipei cities in October 2009. To

extend effects of the Congress, CPA further host precongress forum in Tainan

and Taichung cities; Tainan International Conference and Advisory Panel

completed on July 3 (Friday) from June 29 (Sunday) 2009.

Taichung Urban Development Forum takes place between September 26

(Saturday) and October 2 (Friday) of seven days for the following purposes.

1. Pursuit for a reference framework of development planning for Taichung

City; and,

2. Presentation in the 2009 Congress.

Origin and Objectives

臺中都會區發展願景與策略

配合臺中縣市2010年合併，目標年2020。願景與策略要項之一為都市再

生，配合臺中縣市當前中央政府都市政策重點–都市更新與城鄉新風貌。

國內當前縣市合併、昇格院轄市，主要著眼於：提升都市競爭力、促進區

域城鄉發展均衡。臺灣從此邁入「都會」時代，未來市政發展規劃須放眼

都會區整體空間。

臺中都會區總人口約263萬，以距離臺中火車站汽車通行45分鐘範圍之大臺

中區域，含苗栗縣、彰化縣及南投縣共為500萬。

都會區內有國際海、空港，復有國際重要性顯著之科學園區與精密機械園

區。臺中市政府積極投資文化基礎硬體設施與規劃文化創意園區，規劃開

發水湳機場為經貿園區；臺中縣政府開發臺中港特定區內中心商業區，同

時刻正研究設置運籌物流中心。中央除鉅額投資都會區鐵路高架捷運化，

臺中港務局投資設置自由貿易園區。

臺中市日治時代的舊市區是都會區發展脈絡重要的原點、也是臺中盆地區

位中心及交通中心。配合當前臺鐵高架捷運化計畫、捷運計畫周邊地區都

市更新計畫、新近開發完成的新市區和市區捷運系統等，所開創的都會區

空間發展「新境界」的機會，以「創新」的公共開放空間與建築的景觀品

質，「保存、再生」都市歷史文化資產應是未來都會區永續競爭力的重

點。

因此，本案的核心價值：是以匯聚臺中都會區產、官、學知識與經驗，徵

詢INTA國際經驗與視野、提出願景與相關策略：以整合各項投資、強化競

爭力，達成區域整體均衡發展。提供臺中市政府「因應臺中縣市合併區域

發展策略」委託案等研究、規劃參考。

The target year is the year 2020. It is on the ground that the City and County of Taichung to be

merged at the end of 2010. One of the focal points is urban regeneration in line with the pre-

vailing central policy, i.e. Urban renewal and Town and country renaissance.

The rationale underlying the merge of the city and the county are presumably for urban

competitiveness and balance of urban and rural development. Hereafter, Taiwan moves

into a metropolitan era, subsequently urban development shall be pursued in the context of

metropolitan region.

Inhabitants of Taichung metropolitan region reach at 2.6 millions, 5 millions in Greater Taichung

Region including the three counties of Mao-Li, Chung-Hwa and Nan-Tou in 45 minutes reach

by motor vehicle from Taichung Railway Station.

Infrastructures of international presence include Taichung Port, an airport and a science

park and a precision machinery park. Taichung City has vigorously engaged in cultural

infrastructure development and the pursuit of creating a creative culture park and development

of abandoned Shui-Nan Airport. Taichung County has newly completed the infrastructure for

the central area in Taichung Port Special District and the Feasibility Study for Logics Centre

development. A massive central fund has designated to elevate the metropolitan railway

structure and to renovate into rapid transit. Taichung Port Agency has also developed the Free

Trade Park in its own premises.

The city central area, a new town under Japanese mandate, is the centre of Taichung Basin

and the public transport centre of the city. Innovative “Preservation” and “Regeneration”

of the historical heritages with creative quality of the public open space and buildings ought to

be key points for the metropolitan competitiveness, especially to take the opportunity of“New

Frontier” created from the metropolitan railway renovation, redevelopment programmes and

new development in the surrounding areas and metropolitan mass rapid transit system.

The core value of the Forum is the con uence of knowledge and experience of the business,

the public authorities, the academic and the experience of INTA for vision and strategies to

consolidate the public and private investments for competitiveness and balance development

in the metropolitan region. The Forum may be deemed as a launching pad for the research

at an initial stage of undertaking in the City, “Strategies in Response to the Merge of the City

and the County of Taichung”.

國際論壇國際論壇與專案諮詢是「一體」。

國際論壇為期一天，於現地參訪之後、諮詢之前。功能在於:

1臺中縣市政府後續研究、參考；

2 INTA「專案諮詢」的國內背景資訊及創新構想的「腦力激盪」。

依據主題、目的與價值，國際論壇與專案諮詢內容分別概述如下。

首先由縣市首長分別發表：「臺中都會區發展願景」；接著INTA專題演

講。

續依據主題分下列三個層面，分別邀請國內一至二位中央業務主管、學

者：內容當前國內都會發展政策與實務課題；INTA專家二至三位：國外

都會發展政策與實務的方向與主流趨勢。

國際論壇的三個層面

1城市競爭力與都會發展定位　國內演講重心將為：都會區政策源由與預期效應，提供當前縣市合併之

政策背景；

　INTA演講：以實際案例，闡述國際都會區發展定位、願景以及提升城

市競爭力達成願景諸項策略，包括投資基盤設施、改善企業投資環境及

引進國際優秀人力及培育、挽留國內優秀人力生活環境之治理與投資

等。

2都會區再結構　臺中都會區263萬人口，分布於臺中市8個行政區，臺中縣21個鄉鎮

市。29個行政區概略可合併歸納為5個地理分區，惟各行政區人口社會

因素、公共設施服務水準、產業結構與歷史背景等皆有相當差異；其

次，過去縣市交界的邊陲地帶，即將成為都會區中心地帶。因此，整

合、建構「多核心空間結構」與「綠色運輸」等節能減碳策略與措施是

臺中都會區當前重要的課題之一。

The Conference and Panel are the two sides of a coin. The one day Conference takes place after

eld study and prior to the Panel proceeding, functioning the following.

1. A reference framework for further study of Taichung authorities;

2. Briefs of the metropolitan and national background information to the Panellists, and the

opportunity for“Brain Storming” between the Panellists for creative innovations.

(I). International Conference

Following the opening remarks, it is the presentation of “Development Vision for the Taichung

Metropolitan Region” by the mayor of the county and the city respectively, and the key-note

speech of INTA Secretary General.

International Conference consists of three topics for the Theme with one/or two national

speaker(s) of the academic with profound knowledge and senior of cial directly responsible for

the competency of the topic and two/or three INTA speakers for the current mainstream and/or

tendency of policies and practices in his/or her respective city and/or region.

1. Topic 1: Urban Competitiveness and Re-positioning Metropolitan Region

A. National speaker: origin and impact expectations for the territorial and administrative reform

policy of local authorities

B. INTA speakers: factors and measures for re-positioning a metropolitan region in the global

market, vision consistent to the position, and strategies of urban competitiveness for the vision

accomplishment, including infrastructure provisions, environmental quality for international

business and talents, educating and retaining local talents, etc. Strategies also encompass

governance and nancing. Presentation of a speci c metropolitan region is most preferable.

2. Topic 2: Re-structuring Metropolitan Region

The 2.6 million inhabitants of the metropolitan region distribute in 29 administrative units, 21

County city/town/township and 8 City districts; they can be re-grouped into 5 categories by

topographical circumstance. Nevertheless, between these units there is significant difference

in social-demographic factors, level of public services, industrial structure and history, a; and b.

the present border areas may turn into metropolitan central areas after merge. Consequently,

strategies and measures, for instance Polycentric Pattern and Green Transport, for energy saving

and carbon emission reduction are the burning issues for public debate and consensus.

3都會發展與都市再生都市更新是當前中央重大政策。為永續發展都會發展應以都市再生為先。

　臺中都會區形成於上世紀60及70年代快速工業化與都市化，都市生活與生產

的各項公共設施及建築水準不足或簡陋，不敷今日生活水準；其次，本世紀以

來產業結構與運輸工具轉型，過去舊市區之國營事業廠區、鐵路以及軍事等用

地閒置等；復加人口結構變遷與消費型態變遷新興購物中心興起，都市更新更

是必然。

　都市再生是結合社區營造：提供人本、強化人際交流與空間品質與特色之生活

環境，以及提供新興產業生產環境，並且充分尊重當地歷史、生態及因應氣候

變遷之綠化與綠色運輸需求，以塑造具有特色之都會發展。

　都市歷史文化資產與發展脈絡保存、再生使用不僅是永續發展重點，更是塑造

地區空間特色最有效的措施。

　臺中市是日治時代規劃人口6萬、鐵路型的新市鎮；以站前廣場為端點、棋盤

式街道型態。後陸續都市計畫規劃臺中港路若干處圓環，惟已被改為十字路

口。而豐原市是國內獨特豐原市都市型態。因此，保存州廳、臺中公園湖心亭

等歷史建築、復建臺中市圓環與豐原市街景，配以空間雕塑藝術之都市景觀設

計可能是有效開創都會區地景方式之一。除此之外，串聯都市河道、灌溉水路

與都市園道建構綠色生態網絡也是塑造都會區地景要項之一。

　都市防災，尤其是自然災害，是都會區最嚴肅課題。臺中都會

區經歷921世紀性災難。氣候變遷、山區與屯區國土

復育等，限於時間，本次論壇無法觸及。

3. Topic 3: Metropolitan Development and Urban Regeneration

Urban renewal is the prevailing central policy. Urban regeneration should be prioritized

for metropolitan sustainable development. Taichung metropolitan region is originated

by rapid industrialization and urbanization in the 1960s and 70s. The standards for

public services and built environment are inadequate and/or primitive by the living

quality today. Secondly, starting from this century, changes of industrial structure and

transportation modes have rendered the premises of national enterprises, railway

and military vacant or underuse. In the meantime, changes of demographic structure

and consumption create the surge of shopping mall, urban renewal is essentially

necessary.

Urban regeneration is by integrating community re-construction for shaping the quality

environment for the living of the people, for the people and by the people, and for the

production of new industries. The environment is shaping up with full respect to the

local history and natural ecology, taking the impact of climate change and satisfying

the demand of green transport, to accomplish a distinct sense of place, i.e. aesthetic

decency and attractiveness, for the metropolitan region.

Preservation and Regeneration of the urban historical heritages is not only the focal

point for sustainable development, but the most effective measures for the distinction

of spatial characteristics of the place.

Taichung City originally was a new town for 60,000 inhabitants of grid-iron pattern with

the railway station plaza as the terminal. The following consecutive urban plans for

extension design several ‘Circles’ along Taichung Harbour Road, but dismantled

for motor traffic. The “circle” pattern of Fong-Yuan City is unique in the country.

Preservation of Taichung Railway Station, the Town Hall, Pond Pavilion in Taichung

Park and other heritages, and rehabilitation of the ‘circles’ and Fong-Yuan

cityscape with public art may be an effective means to the creation of metropolitan

landscape scenario. Also, the integration of rainwater drain and irrigation watercourses

with urban boulevards for a complete econet may also be a major element for the

metropolitan landscape.

Urban hazard prevention, especially the natural, is an extraordinary issue. Taichung

metropolitan region had severely suffered from the historical catastrophe, 921

Earthquake. Impact of climate change frequently inclines to engender severe

damages to the human life and the property. By the resources available, the

environmental safety issue is refrained from being brought up to the Panel.

依據主題分下列五項部門，分別邀請相關公務或學者先行引言、介紹政策或計畫等

有關資訊；續由產、官、學界與相關專業人士依INTA提問、對談提述各自觀點，

供INTA專家諮詢成果參考。

為提供專案諮詢相關部門資訊與觀點，本案會前先行邀請對臺中都會區相關部門發

展規劃有深入研究之專家、學者研提論文，供INTA諮詢及臺中縣市政府後續規劃

參考。

Following the Conference, the Panel is consisted of five sectors by inviting the

competent officials and/or the academic for introduction of the directly relevant

policies and programmes. It is, in a way, a dialogue between INTA panellists and the

actors of the metropolitan development concerned. The actors are the leaderships

of the public agencies (central and the grass-root), the academic and the business in

the physical, transport, cultural and industrial sectors.

To broaden scope of information for the panellists and the further study of the City,

professors with knowledge from research project on subjects/or topics in Taichung

metropolitan region had been invited to produce 25 papers already.

4. Cultural Creativity – Cultural creativity is a major measure for urban regeneration

and metropolitan development

5. Imaginative Vision for Taichung – An imaginative vision, or a dream, could be the

sparkled of the flame to inflame the creation of a distinct building and/or city. A

distinct building or park used to be the identity icon of the city and subsequently

turn the city into the place with distinction for living and working.

(Remarks: The Forum expects the presentation of INTA panellists' image(s) in the Final Presentation

in drawing(s) and/or animated cartoon; and every a panellist is also expected to present a motto for the

metropolitan in less than English words in the Presentation as well.)

英國出任INTA常務理事。

Director General, DCLG, London

Joe Montgomery is Director General of the Regions and Communities Group at CLG. The Group

is responsible for the nine regional Government offi ces (GOs) and the Thames Gateway, where Joe

has direct responsibility for the Thames Gateway Executive, coordinating the work of government

departments and agencies in the Gateway. Joe Montgomery became Director General of Regions

and Communities Group in September 2007, having joined DETR as Director General of the

Neighbourhood Renewal Unit in March 2001. Prior to joining the Department, Joe's previous

position was as Executive Director for Regeneration at Lewisham Council in London. He has

extensive experience of grant-making and urban renewal from his work as Assistant Secretary

to the Cadbury Trust; as Leader of the Government's Inner City Task Force (in Deptford); and as

Chief Executive of one of the 'pathfi nder' City Challenge urban regeneration companies. He has, in

addition, spent 7 years as a local government chief offi cer. He has previously served on The Joseph

Rowntree Foundation's advisory panel on area regeneration and on the boards of Lewisham

College and South London Training and Enterprise Council.

3. Mr. John Walker

英格蘭協力 (English Partnership EP) 前任執行長（至2009年底）；擁有24年的公

務經驗。目前為英國社區規劃部(DCLG)顧問。(註: EP為社區暨地方發展部直屬之

執行機關)。

former CEO of English Partnerships, London

24 years’ experience of local government. Final Position was as Assistant County Treasurer, Tyne

& Wear County Council. 2 years as Chief Finance Officer Northumbria Police reporting to the

Chief Constable. 18 months as Director of Finance, Teesside Development Corporation. 4 years

as Management Consultant with Stoy Hayward Consulting, specialising in regeneration. 14 years

with English Partnerships, the national regeneration agency for England. Held numerous positions,

including Finance Director, Chief Operating Offi cer and fi nally for last two years as Chief Executive.

With English Partnerships (EP), created a number of joint ventures with the private sector, fi rstly

with Priority Sites Ltd, a 49/51% company with RBS, which has now been running for over 10

years. Involved in the conception and as a company director for 10 years. Created a further JV

company with Langtree, to develop managed workspace in former coalfi eld areas. Again, John

was director of the company for almost 10 years. Helped create, develop and run the English Cities

Fund (1907 Partnership Act Company), which undertakes area regeneration in city areas where

John was director for 8 years. This company was the forerunner to companies such as Blueprint,

which is based in the East Midlands and again. John was a director of this company. John has

served on the boards of five of the Urban Regeneration Companies, namely Sunderland, Tees

Valley, Sheffi eld, Hull and Leicester.

Whilst at English Partnership, John appeared before numerous Select Committees, including

the Public Accounts Committee, in relation to the development of the Greenwich Peninsula and

the Dome. John also served on the Investment Committee of the Department of Communities

and Local Government, which considered all major projects prior to their submission to Treasury.

Involved in numerous meetings and negotiations with Treasury in relation to funding allocations,

Resource Accounting issues, public/private sector funding arrangements also served on the

Board of the Housing Corporation. Whilst at EP chaired the Projects Committee, which reviewed,

assessed and approved all projects promoted by EP throughout England.

4. Mr. Juan Pradas

Offi cer at the Saragossa City Hall, responsible for social urban networks and content design at Digital Mile,

a 107ha multi-functional regeneration project in the heart of Saragossa.

An Urban Sociologist by training, he has collaborated in several socio-economic and innovation-related

studies and publications on Southern European regions and cities, being the most recent the “Saragossa

City Atlas 2009”, assessing the changes arisen in the city after the 2008 International Expo.

5.Ms. Riek Bakker (Professor)

前鹿特丹市政府都發局長；任內規劃、都更開發前鹿特丹市區萊茵河沿河及南部大規模地

區，包括廢棄港區(19世紀前之港區碼頭)開發。

Architect and planner, former director of planning of the City of Rotterdam.

Ms Bakker was Director of the Town Planning Department, City of Rotterdam, The Netherlands. After

graduating in architecture and town planning, Ms. Bakker worked in the offi ces of several Dutch architects

on tourist and recreational projects. She won the first prize ex equo in the international competition

"Parc de la Villette" in Paris. As director of the City Development Rotterdam, Ms. Bakker has promoted

redevelopment projects where structural changes in the city were used as a way to ensure total integration

of the spatial functions of the city.

6. Mr. Evert Verhagen

阿姆斯特丹創意城市專案開發計畫經理，是阿姆斯特丹市最為資深的專案開發計畫經理

人，目前為REUSE公司負責人。

Urban planner, specialist of cultural led regeneration, Project Manager, Creative Cities, Amsterdam.

Evert Verhagen is a senior project manager living in Amsterdam. Following the successful development of

the Westergasfabriek project he started his own company, REUSE. He now works in different regeneration

projects throughout Europe and Africa. He worked as a manager in Amsterdam's notorious high rise area,

Bijlmermeer. In 1986 his book on Bijlmermeer was published. He was the project manager responsible

for the Westergasfabriek project for twelve years. This derelict gas factory in the centre of Amsterdam

was redeveloped into a world famous creative project. The fi fteen listed historical buildings are now the

home of the Dutch cultural avant-garde. The surrounding land was turned into a park, following a plan

by landscape architect Kathryn Gustafson. He won the state price for best manager in an urban project

in 2004 and the 2007 Landscape Institute Award. REUSE is working for the States Building Organisation

on the proper reuse of their heritage buildings and among many others for the City of Casablanca on the

conversion of the slaughterhouse. Evert Verhagen has published several books among them Creativity and

the City.

7. Mr. Martijn Kanters

Head of Consulting & Research at DTZ Prague.

After receiving his Master’s degree in International Economics & Economic Geography, he started working

in the Czech Republic in 2000 as real estate consultant for Kolpron. From 2002, he is specialized in

Brownfield regeneration when he was assistant team leader of the Ostrava-Vítkovice Demonstration

Regeneration Project. After having worked a short time as Deputy Director at Middle Europe Investments

(MEI), Martijn became Head of Consulting & Research at DTZ in January 2007. DTZ C&R is now

established as one of the leading advisers on real estate development in the Czech Republic and wider

CEE, specialized in development strategies for large urban regeneration projects. Recent work includes

a strategy for the 1,600 ha RPG land portfolio in Moravia-Silesia, a regeneration strategy for the 123 ha

former Tractorul site in Brasov and economic impact and feasibility of the Bubny site in Prague; the last 2

projects are among the largest urban development schemes in Europe today. Most recently, Martijn has

been working on a number of signifi cant retail-led regeneration projects, where he focused on creating

innovative concepts that are able to generate spill-over effects and contribute to the regeneration of a

wider area and improve the diversity of the urban fabric.

8. Mr. Nicolas Buchoud

Currently serves as Senior policy advisor for urban development at the Offi ce of the President of Paris Ile

de France Region.

Nicolas advises the President for the implementation of the Regional Plan (SDRIF) and the development of

strategic metropolitan projects.

Graduated in Chinese History (Paris I La Sorbonne, MA), Public Law and Political Science (Sciences Po

Paris, MA), and Planning and Urban Development (Sciences Po Paris, MA), he has published and directed

several books about the practical and theoretical issues of urban development in a European as well as

in a global perspective, such as Strategic City, Planners for the XXIst Century (2008) or The Dynamics of

Urban Renewal (2005). He is the author of numerous articles for academic and professional’s reviews,

about urban regeneration, city management, and territorial cohesion. A regular speaker and guest lecturer

at international urban development conferences, he is also an expert for international programmes with

UN-Habitat, the European Investment Bank, Metropolis.

A chartered planner skilled in complex urban regeneration and urban development projects and policies,

he is a corresponding member of the Deutsche Akademie für Städtebau und Landesplannung (DASL). He

strongly supports the dissemination and implementation of the Leipzig Charter. He has been appointed in

2009 as a member of Steering Committee for the 2010-2015 UNHabitat World Urban Campaign.

9. Mr. Chung-Tong Wu (Professor)

澳大利亞西雪梨大學都市研究中心教授

Professor Chung-Tong Wu is a member of the Urban Research Centre of the University of

Western Sydney. He was the Deputy Vice-Chancellor and Deputy President (Development and

International) of the University of Western Sydney, Australia from 2002-2006. Prior to joining the

University of Western Sydney, he was the Dean of the Faculty of the Built Environment and the

Pro Vice-Chancellor International at the University of New South Wales. Professor Wu’s former

senior academic appointments were at the University of Sydney and the Queensland University of

Technology. His previous academic appointments were at the University of Singapore, East West

Center and the University of Hawaii at Manoa. A former Fulbright scholar, Professor Wu was the

2001 recipient of the Vision Award for the Advancement of Women in Construction. His research

focuses on regional development and urban changes with funding from international organizations

and Australian funders. He has also led international research projects on export processing zones

and cross-border developments. His recent research on urban dynamics and urban shrinkage has

been cited by the UN Habit in its 2008 State of the World’s Cities report. He has been involved in a

wide range of consultancy involving spatial analysis and strategies, establishing spatial framework

for infrastructure planning, new towns and major urban projects for international organizations,

government agencies and private sector clients. He has also developed short course programs

and training for practicing planners. His various board memberships include the board of advisors

for the planning bureau of a major special economic zone in China and a member of the Great

Western Sydney Economic Development Board and the UWS Foundation Board.
