These chilling wordsonBlackWednesday,19October1977, serve as a dire reminderto 229 ANC members who votedfor the Protection of the State In-formation Bill earlier this week inparliament.

Uttered by chief subeditorMaggie Paterson to The World’snews editor, Joe Latakgomo,when he started to select storiesfor the next day’s paper, thewords reflect the finality of cen-sorship when a governmentchooses to follow the route of re-pression of freedom of informa-tion.

When the Second World Warcame to an end, a committeerepresenting many countriesand cultures drew up the Univer-sal Declaration of Human Rights– of which South Africa was a sig-natory. Article 19 clearly states:“Everyone has the right to free-dom of opinion and expression;the right includes freedom tohold opinions without interfer-enceandtoseek, receiveand im-part information and ideasthrough the media regardless offrontiers.”

If this so-called secrecy bill isadopted by the National Councilof Provinces and is signed by Pres

Jacob Zuma, South Africans willagain enter the dark days ofapartheid repression. We haveseen the first signsof theeffect thisbill will have on the free flow ofinformation when the Mail &Guardian last week appearedwith reports blacked out becauseof a fear of prosecution by theState and the president’s spokes-man, MrMacMaharaj, accusedofcorruption in the arms deal.

This bill will have an effect onevery citizen of the country whoexpects to have the right to askquestions about their local coun-cillors and the management oftheir affairs. It will allow local gov-ernment officials from the tiniestvillage to big metro councils tosuppress access to information bythe media and citizens when cor-ruption and fraud are suspectedby the taxpayers.Noonecanraisethe defence of “it was in the publicinterest to get this information

and to make it widely known”.Your local newspaper editor or

its journalists may be sent to jailfor up to 25 years if they contra-vene this bill, even if they had act-ed in the public interest.

The Indian economist AmartyaSen, who won the Nobel Prize foreconomics in 1998, emphasisedthat freedom of speech is a mark-er for other kinds of freedom. “Itslack is always linked to repressiveregimes, to the ‘unfreedoms’ ofpoverty and famine, as well as tothe oppression of women.”

Black Wednesday of 19 Octo-ber 1977 has become Black Tues-day of 22 November 2011. Theoppressed have, tragically, withinjust more than three decades, be-come the new oppressor.

According to Janetta Giliomee ofStellenboschWatch, oneof theiroffic-ers was patrolling the area on 21 No-vember at 19:02, when he spotted twomen takingbricks fromthe sideof theroadand loading themonto their trol-leys in Plankenbrug Street.

“He dispatched the central moni-toring centre andasked that theycon-

tact the client, Stellenfine Wines, asthe bricks were in front of theirpremises.

“The client informed them that thebricks belonged to the neighbouringbusiness.

“The officer arrested the two menandcontacted theStellenboschSAPS.Both men were handed over the po-lice. A case of theft is currently underinvestigation.”

Minister lends a handELBÉ VAN HEERDEN

THE Western Cape minis-terofSocialDevelopment,AlbertFritz, visitedKaya-

mandi this week after a fire inone of the informal settlementsclaimed the lives of two childrenand left 38 families homeless.

The fire in Kayamandi on Sat-urday night started at 22:55. Thetwo children were sleeping.

According to Patrick Oliver,director forPublic Safety andSe-curity at Stellenbosch Munici-pality, 15 houses were destroyedin the fire.

“The familieshavebeenputupat the Kayamandi Tourism Cor-ridor in the interim, where themunicipal disaster managementteam will be making sure theyare fed.”

Minister Fritz visited the

mothers of the two children, agirl (2)andaboy(6)whodieddur-ing the fire during his visit onTuesday.

He sympa-thised with thevarious familiesand handed outfood parcels andblankets.

In his words ofencouragementhe said that hehadmadeapointof visiting Kaya-mandi after helearned aboutthe incident.

“I looked through all the dailynewspapers and although therewere reports about the fires intheCapeTownarea,nothingwaswritten about Kayamandi.

“I therefore decided to come

here myself as Kayamandi mat-ters! It is still a part of the West-ern Cape and each area is equal-ly important.”

The ministerwas also dressedin black on Tues-day in support of“BlackTuesday”.

“The mediahas a very impor-tant role to playin our communi-ties, especiallywhen it comes toeducation and

prevention intragedies like this

one.“The media can teach the pub-

Volgens Fourie hou hulle vol met hul“geen-toleransie”-houding wat verkeers-oortredings betref.

“Ons het heelwat operasies in die gro-ter Stellenbosch-area uitgevoer waar onstoegeslaan het op mense wat stopstrateignoreer. Dronkbestuur sal glad nie ge-duldwordnieenonssalveralmetdiefees-seisoen gereed wees om oortreders vas tevat.”

THEapplication toprospect forasandmine on a Stellenbosch farm is backon track after the environmental con-sultants invited the interested and af-fected parties to a meeting.

This meeting isto be held tonight(Friday) at 19:00 atthe Mfuleni Pri-mary School inMfuleni.

Pierre Winshawof the WinshawFamily Trust,from Klein Wel-moed farm said that they had alsobeenapproachedbyIthokazi, themin-ing company applying for the right toprospect, to set up a meeting.

Olivia Braaf of the Kuils River-based Braaf Environmental Consult-ants, sent out an e-mail to the affectedparties last Sunday, inviting them tothe meeting and explaining the proc-ess.

The application is for Ithokazi Min-ing Company to mine sand on a por-tion of 44 hectares on Klein Welmoed,a wine estate on the R310.

Thefarm,whichbelongstotheWin-shaw Family Trust, has been in thefamily for 40years andalthough ithasmostly been covered by vineyards,they recently started expanding thefarm to rear livestock.

Winshaw said that they receivedthe firstnoticeon25August (althoughthe letter is dated 10 August).

“We received notice from a miningcompany applying to mine sand andaggregate (stone) on our farm. Theysimply informed us that they have ap-

plied for the rights fromgovernment.”

According to Win-shaw they started a newproject three years agowith the aim of using allof the land not yet undervines.

“We set aside the landfornaturalvegetation to

produce naturally raised grass-fedcattle.Wealreadyhaveabout200headof cattle grazing on the farm, withplans to increase our sheep herd overthe next few years.”

Hy is op 30 Julie 1953 in Stellenboschgebore. Hy was vir 35 jaar aktief by dieA.G.S. Kerk in Cloetesville betrokke. Ge-durende die tyd het hy as ouderling ’ngroot invloed op jong mense en bejaardesse lewens uitgeoefen. So het hy sy Heeren Meester met toewyding gedien.

Mikie, soos hy bekend was, was ’n ele-gante, netjiese en deftige man. Hy was ’ngoeie organiseerder en was die voorsittervan verskeie organisasies.

Hy was ’n spontane, aangename en lief-devolle mens. Hy sal onthou word vir syhumorsin, vriendelikheid en hulpvaar-digheid.

’n Aansoek om ’n Omgewingsimpak-studie uit te voer is in Maart vanjaar na-mens Cell-C deur Warren PettersonPlanning (WPP) by die Wes-Kaapse de-partementOmgewingsakeenOntwikke-lingsbeplanningingehandig. ’nAansoekom die oprigting van die selfoontoringop stadsraad-eiendom is ook by die Stel-lenbosch Munisipaliteit ingedien.

Volgens mnr. Basil Davidson, direk-teur van Beplanning en Ontwikkelingvan die munisipaliteit, wag hul steedsvir die omgewingsimpakstudie om afge-handel te word, waarna ’n aansoek omgrondgebruik by die raad ingedien móétword. Die applikant moet egter eers dienodige magtiging van Omgewingsakekry voordat só ’n aansoek ingedien kanword.

Die inwoners in die omgewing het in-tussen hul misnoeë oor die beoogde sel-foontoring uitgespreek. Hulle voel datdié toring onder meer gesondheidsrisi-ko’s vir hulle sal inhou, ’n invloed op dienatuurskoonvandiegebiedsalhêénookhul eiendomswaarde sal laat afneem.

Mnr. Isaac Gideons, voorsitter vanSpeelkring Pre-Primêr, sê hulle kan niedie oprigting van die toring ondersteunindien hulle nie sekerheid oor die ge-sondheidsrisiko’s, al dan nie, het nie.

Notice is hereby given of a Public Participation Process in respect of the proposed Minibus Taxi Facilities in Kayamandi (Stellenbosch) and Franschhoek for the

Stellenbosch Municipality

Stellenbosch Municipality has appointed GOBA (Pty) Ltd Consulting Engineers and Project Managers to undertake the professional services for the site identification, planning, design and construction supervision of the Minibus Taxi Facilities in Kayamandi (Stellenbosch) and Franschhoek.

The objective of the project is to design and implement the Minibus Taxi Facilities which support the greater urban development framework of the Kayamandi (Stellenbosch) and Franschhoek areas. To this end, the multi-disciplinary professional consulting team comprising of project management, transportation, traffic, electrical and civil engineering, public participation- and town planning, urban design - and landscape architecture professionals have commenced the inception phase of the project.

An initial Public Consultation Process was conducted during May/June 2011 where the proposed options were presented to the Stakeholders and Interested and Affected Parties (I&AP's). Stakeholders and I&APs registered and provided the Project Team and the Municipality with their inputs. Another round of public meetings will now be held to present the updated concepts to the stakeholders and I&APs. The public (including I&APs and stakeholders) are invited to the preferred location (identified in the table below) and date from 18h00-19h00 to discuss and provide comment on the proposed sites and future planning to ultimately inform the siting and design of the facilities:

DIE internasionale veldtogvan 16 dae van aktivismeteen geweld teen vroue en

kinders begin vandag (25 Novem-ber) en duur tot 10 Desember.

Dié veldtog is daarop gefokusom bewustheid te skep rondomdie negatiewe impak wat geweldop vroue en kinders het en poogook om gesamentlike aksie teenalle tipes geweld te bewerkstellig.

Die 16 dae van aktivisme wordvanjaar met die tema: “From Pea-ce in the Home to Peace in theWorld: Proliferation of smallarms and their role in domesticviolence” gehuldig.

Met die aanvang van die 2011-veldtog het Eikestadnuus met*Layla, ’n vrou wat geestelik enfisiek in haar huwelik mishandelis, gesels.

Layla en haar dogter woon tansin ’n plek van veiligheid, nadat sysowat driemaande terughaarhu-welik en gewelddadige eggenootverlaat het.

Layla vertel dat haar man eers

nadat hulle getrou het, gewelda-dig begin raak het.

“Hy was ’n rustige persoon.“Ná ons getrou het hy tik begin

gebruik en ook geweldadig ge-raak. Hy het my verbaal en fisiekaangerand.

“Hy het begin uitslaap. Twee,drie nagte aaneen. As hy terug-kom, maak hy asof niks gebeurhet nie. As ek iets sê, dan skop enslaan hy my. Daarna het hy virtwee dae aaneen geslaap.”

Layla sê die geweld het egter er-ger geword. “Hy het my met glaseen koppies begin gooi. Hy het vanmy gesteel. Hy het selfs my kindse klere gesteel en verkoop. Ekkon nie met hom daaroor praatnie, want dan slaan hy my.”

Sy voeg by dat hy haar nooit indie gesig geslaan het nie, maarwelmetsyvuisopdieresvanhaarlyf.

“As my arms blou was, het ekditprobeerwegsteek.Metergebe-serings het ek by die huis geblyen nooit uitgegaan nie.

“Só het ek my werk verloor.”Ná hy haar geslaan het, het hy

AStellenbosch invasionbiologist has recentlybeen named the 2012 re-

cipient of the Royal Society ofSouth Africa’s prestigious JohnFW Herschel Medal.

Prof Dave Richardson is thedeputy director for ScienceStrategy at the NRF-DST Centreof Excellence for Invasion Biolo-gy and a professor at the Stellen-bosch University (SU) depart-ment of Botany and Zoology. Heis awarded forhismulti-discipli-nary work on the managementof invasive species.

He will receive this seniormedal from the Society at the an-nual awards dinner in 2012.

“It’s always nice to receive ac-knowledgement from one’speers. The Royal Society is aprestigious body and it’s gratify-ing to see that research on inva-sive species is recognized as im-portant and seen as appropriatefor such a medal,” says Richard-son.

Richardson studied at the SUand started his career as a forest-er in Jonkershoek. He soon be-came interested in pines as inva-sive species, which eventually

led to him doing his Ph.D. on theecology of pine invasions.

He says that in his research,his focus is not just on under-standinginvasivespecies,butonmanaging them as well. To dothis,onehastounderstandmuchmore than just the biology of thespecies.

“One has to address the con-flict of interests regarding thesespeciessuchaswhytheywerein-troduced to the area in the firstplace, what their benefits are, or

could be, and how the negativeeffects can be minimized.

“Invasive species are fascinat-ing. You introduce these speciesfrom other parts of the world,they arrive without key naturalenemies and often proliferateand spread.

“It’s interesting to see how in-vasive species interact with thelocal species and the effects theyhave on ecosystems.”

Through this, a whole newfieldof science, namely invasionecology, has developed.

“We are learning how to pre-dict which species will be suc-cessful and how to managethem,” says Richardson.

Another interesting aspect ofhis research is his collaborationwith researchers from aroundtheworldandfromvariousdisci-plines.

According to Richardson hehas worked with, amongst oth-ers, historians, economists, ge-neticists and sociologists.

“This is crucial for solvingmodern problems associatedwith invasions.

“We must not see issues as en-closed in separate boxes. Wemust includevariousdisciplinesto form new ideas.”

Dat 229 ANC-lede vandees-week op Swart Dinsdag in dieParlement die wetsontwerp aan-vaar het, is ’n klap in die gesigvan die Suid-Afrikaanse publiek.

Die doel van die wetsontwerpwas om die staat te beveilig.Dáármee sal geen Suid-Afri-kaanse burger fout vind nie. Indie proses word die baba egtermet die badwater uitgegooi. Diebeskerming van staatsveiligheidis ’n gegewe. Dat die wet impli-seer dat inligting in belang vandie publiek onderdruk word, isslegs inbelangvandie regerendeparty. Veral waar dit gaan oor be-drog, korrupsie en onreëlmatig-hede met byvoorbeeld staatsten-ders.

Die wetsontwerp was op sy on-skuldigste onoordeelkundig ge-skryf; op sy slegste ’n doelbewus-tepogingominligtingvandiepu-bliek te weerhou.

Die implikasies van hoe diewetsontwerp tans lui – ná sekere

wysigings reeds aangebring is –beteken eenvoudig dat inligtingin die publiek se belang ernstigingeperk sal word. Terwyl geenvryheid absoluut is nie,gaan die media enander burgerlikeinisiatiewe se plei-dooieegternieal-leen om media-vryheid nie.

Dat staatsveilig-heid beskerm moetword, is ’n gegewe.Die wet is egter so gefor-muleer dat dit meer as net staats-veiligheid sal beskerm. Onder-soekende joernalistiek sal by-voorbeeld doodgesmoor word.’n Mens kan sê: Op die ou eindeis dit dus eintlik ’n gerieflike rook-skermomdiemedia temuilband.

Die aanvaarding van die Wets-ontwerp is boonop lynreg teenons Grondwet se Artikel 16, watmediavryheid verskans.

Dit is ook jammer dat dit ’n ver-delende faktor is: Diegene watblindelings lojaal is teenoor dieANC, en diegene wat besef watdie implikasies van ’n óf swak óferg slu geskrewe wetsontwerp is.Buiten die ondermyning van dienog brose Suid-Afrikaanse de-mokrasie, is die skade aan Suid-Afrikase reputasieopdie interna-sionale verhoog onmeetbaar.

Maar alles is nog nie verlorenie. Die ernstige tekortkomingeindiewetkannogdeurdieNasio-nale Raad van Provinsies verbeter

word. Dit kan ook deur dieStaatspresident na die

Parlement terugver-wys word. Laasge-noemde is onwaar-skynlik. Indien nieeen van boge-noemde gebeur nie,

het die wetsontwerpnet een bestemming:

die Grondwetlike Hof, aan-gesien die wet in sy huidige vormongrondwetlik is. Meer: Nie net’n aantasting van ons Grondwetnie, maar ’n bespotting.

No silencing us!THERE is a sense of déjà vu in the air.

The ANC’s bulldozing through Parliament of the SecrecyAct without a public interest clause as defence for those expos-ing wrongdoings in government, makes a mockery of theirstruggle for freedom of speech. It also harks back to darkertimes when the media was really repressed.

Of course, it is necessary to protect state secrets. However,classifying information left right and centre to keep bad newsand corruption out of sight, is not acceptable.

And once the bill is passed, editorials such as the one belowof 14 March 2008, would in all likelihood, be problematic.

“THE idea around Stel-lenbosch 360 is amaster stroke. Its

symbolism is magic to me.”ThosewerethewordsofAlder-

man Conrad Sidego, executivemayor of Stellenbosch Munici-pality, at the year-end functionof Stellenbosch 360 (formerlyknown as Stellenbosch TourismBureau) last Thursday.

This was the newly-brandedStellenbosch 360’s first officialfunction since StellenboschTourismwasrecentlydisbandedand replaced with Stellenbosch360.

This formed part of an initia-tive started recently to promoteand market Stellenbosch by in-cluding all its role players andmembers of the community.

The goals of the initiative in-clude the development of a newbrandfor thetown,Route360andanewworldclassvisitorscentre.

At the functionheldat theLan-zerac Hotel and Spa, AldermanSidego spoke about building“people experiences”, using theexample of Disneyland wherepeople came back for the experi-ences they hve had with other

people. He added, however, thatthese experiences should not on-ly be offered to outsiders, but tothe locals as well.

“The same way that peoplestudy Disney for their success,theymust lookatStellenbosch inthe future, when we are not hereany longer, and say: ‘That was amaster stroke, an amazingdream’.”

For Sidego, strong leadership,is, however, needed to realise allthe potential.

“We, as a municipality, arecommitted.Wehave thepoliticalwill. It’s in our people. We haveit, let’s do it.”

At the function, Prof AndreasvanWyk,chairpersonof theStel-lenbosch 360 board of directors,introduced the rest of his board.

The concert is in aid of WordsOpen Worlds (WOW), a literacyempowerment project aimed atcreating learning opportunitiesfor pupils from disadvantagedfamilies.

The programme, compiled bycabaret master Niël Rademan,brings together local artists Jak dePriester, Minette du Toit-Pearce,Nedine Blom, Simangele Mashazi,Andrea Winckler, Camillo Lom-bard and Riaan Grobler.

Rademan and Vicky Davis willentertain the audience betweenacts, while well-known comedianand actress Dowwe Dolla will add

to the fun with her own Christmasstory.

Alexandra was crowned as theu.16 World Biathle Champion inBulgaria this year.

She is also a strong middle dis-tance athlete.

She performed well through-out the year in the 800 m and1 500 m,winninggoldmedals forboth these distances at theBoland and Western CapeChampionships.

Almost 450 mountain bikersand runners enjoyed the pic-turesque routes which are notnormally open to the public.

The routes were character-ised by some good steep climb-ing and fun-filled singletracksections in the SimonsbergConservancy, which are alsoused for Die Burger MTB Chal-lenge’s longer distances.

Athletics South Africa.Lourens said that track and

field athletics in South Africa arefacing some major challenges inthe immediate future.

“It isonlyninemonths until theOlympic Games in London. Acountry’s success at the Olympicsis measured by the performanceof the track and field athletes. Weneed some quality standard track

and field meetings in the comingmonths to prepare them. At theend of the day we want to lift thestandards of our athletes.”

Lourens believes that South Af-rica will be able to regain its posi-tion as one of the world’s leadingtrack and field nations again, pro-vided that the base of track andfield athletics can be broadenedby providing easier access toyoung athletes.

Die Duo Challenge is vanjaarkwartaalliks aangebied en môreis die laaste byeenkoms vir 2011.

Volgende jaar sal dit elke sesmaande aangebied word.

Hassiemsêhuleersteprioriteitis ’n veilige en suksesvolle uit-daagbyeenkoms.

“Die eerste uitdaagbyeenkomsvroeër vanjaar was baie gewildonder die kinders en juniors.

“Ons sal graagwil siendathier-die aspek van die byeenkoms ont-wikkel word om groter deelnamein hierdie afdeling te verseker.

“Ons hoop dat selfs nog meerdeelnemers sal opdaagomdiedagsaam met ons te geniet.”

Hassiem beskryf die laaste by-eenkoms as ’n reuse-sukses en sê

dit was goed ontvang deur almalwat deelgeneem het.

“Die terugvoering wat ons ont-vang het, het aangedui dat almaldie roete as uitdagend, tegnies ge-balanseerd sowel as genotvol er-vaarhet.Onshetgeleerdatdieby-eenkoms baie gewild onder jong-mense is en die potensiaal het om’n familie-georiënteerde uitdaag-

byeenkoms te word.”Volgens Hassiem gaan hulle

nie te veel verander aan die resepwat tans gevolg word nie. Hymeen dit is ’n byeenkoms geskikvir beginners sowel as die meerervare deelnemers.

Die Duo Challenge is steeds in’n vroeë stadium van ontwikke-ling en daar is volgens Hassiemgeen verwagtinge vir die byeen-koms om getalle soortgelyk aandie Cape Argus-fietstoer te loknie.

“Om die SUSPI Duo Challengete benader met die oog op volhou-baarheid laatonstoeomalledrukvan onmiddellike sukses te ver-wyder. Ons bou eerder strategie-se bande met verskeie sportklubsin die streek om die wedloop vandie grond af op te bou.”

Hy meen dit is noodsaaklik omterugvoering van atlete te kry virdie uitdaagbyeenkoms om jaar-liks te groei.

Die SUSPI Duo Challenge vindby die sokkerveld agter die atle-tiekbaan by Coetzenburg plaas.

Inskrywings kan nog om 06:00tot 07:30 op die dag gedoen word.
