    이 지침 안 은 국토해양부에서 시행한 건설교통기술개발사업 중 정

    책인프라 사업의 성능평가기능을 갖춘 건축설비 기계・전기 설계기준 개발 사업의 일환으로 작성된 안 으로써 연구가 계속 진행 중입니다

    이 지침 안 은 확정된 것이 아니며 공청회 등을 거쳐 관계 전문가의 의

    견을 수렴하고 이를 토대로 수정 보완할 예정이므로 내용이 달라질 수 있

    음을 양지하시기 바랍니다

  • 지침(안) 활용에 대한 주의

    이 지침(안)은 건축전기설비설계기준으로 제정될 피뢰설비

    설계기준에 대한 상세 지침서로써 피뢰시스템(LPS) 및 전기

    전자시스템 보호(SPM)에 관하여 IEC 62305-3,4(2010)를

    근간으로 국제표준과 부합하는 하위기준으로 작성된 (안)으

    로서 공식문서가 아닙니다.

    제Ⅰ장 총칙

    1 일반사항

    1.1 목 적

    이 기준은 건축법시행령 제87조제2항에 따라 낙뢰의 우려가 있는 건축물, 높이

    20미터 이상의 건축물 또는 건축법시행령 제118조제1항에 따른 공작물로서 높이

    20미터 이상의 공작물(건축물에 영 제118조제1항에 따른 공작물을 설치하여 그

    전체 높이가 20미터 이상인 것을 포함한다)에 건축물의 설비기준 등에 관한 규칙

    제20조(피뢰설비)에 따라 설치하는 피뢰설비의 설계에 관한사항을 규정한 설계기

    준에 따라 상세사항을 지침으로 제공함을 목적으로 한다.

    1.2 뇌격으로 인한 피해

    1) 뇌격으로 인한 피해는 건축물 뇌격(S1), 건축물 근처의 뇌격(S2), 건축물에 접

    속된 선로 뇌격(S3) 및 건축물에 접속된 선로 근처 뇌격(S4)의 4가지 뇌격점

    위치에 따라 다르며, 전기적, 전자적(電磁的) 결합으로 인한 화재, 폭발, 감전

    및 내부시스템의 고장이나 오동작이 발생한다.

    2) 뇌보호시스템의 설계는 4가지 뇌격점 위치에 따라 발생할 수 있는 피해에 대해

    대책을 수립하여 뇌로 인한 피해를 방지하는 것이다.

    1.3 적용 범위

    1) 이 기준은 건축법에 적용을 받는 건축물로써 피뢰설비를 설치하여야 하는 건축

    물에 적용하며, 용어는 한국산업표준 KS C IEC 62305, 피뢰시스템 설계편람,

    피뢰시스템 설계지침 및 관련 표준의 용어를 따른다.

    2) 다음의 시설은 이 지침의 범위에서 제외한다.

    (1) 철도시스템

    (2) 자동차, 선박, 항공, 항만시설

    (3) 지중고압관로

    (4) 건축물 외부에 위치한 배관, 전력선 및 통신선

    1.4 피뢰설비 설치대상 건축물 등

    낙뢰의 우려가 있는 건축물, 높이 20미터 이상의 건축물 또는 다음 가호의 높이

    20미터 이상의 공작물(건축물에 다음 각호에 따른 공작물을 설치하여 그 전체 높

    2 종합적인 피뢰시스템의 설계

    뇌로 인한 피해방지대책은 건축물의 물리적 손상과 인명을 보호하는 건축물 피뢰시

    스템(LPS)과 건축물 내부의 전기․전자시스템을 뇌서지로부터 보호하는 뇌전자임펄스보호대책(LPM)으로 구성된다. 피뢰시스템의 구성요소와 상호관계를 그림 2.1에 나

    타내었다.

    2.1 보호레벨의 선정

    1) 보호레벨은 피뢰시스템(LPS) 설계의 기본이 되는 뇌전류 파라미터를 결정하는

    것으로 LPS 설계의 필수 조건이다.

    2) KS C IEC 62305-2의 리스크 관리절차에 따라 보호대상 건축물이 설치되는

    건설지가 뇌피해 취약지역인지를 조사하고, 용도에 따라 적절한 보호효율을 결

    정하여, 보호대상물의 종류, 중요도 등에 적절한 보호레벨을 선정한다.

    3) 선정된 보호레벨에 따른 피뢰시스템을 설계·시공한다.

    4) 보호레벨과 보호효율의 관계는 표 2.1과 같다.

    2.2 리스크관리

    2.2.1 리스크 평가대상

    다음의 건축물 등에 대하여 리스크를 평가한다.

    1) 건축물 자체

    2) 건축물 내의 설비

    3) 건축물의 내용물

    4) 건축물 내에 있거나 건축물의 외측으로부터 3 m에 이르는 구역 내에 서있는

    사람

    5) 건축물에 대한 손상에 의해 영향을 받는 환경

    다만, 건축물 외측에 접속된 선로에 대한 보호는 포함하지 않는다.

    2.2.2 허용리스크의 일반적인 값

    낙뢰가 인명의 손실이나 사회적, 문화적 가치의 손실에 관련되는 경우 허용 리스

    크 의 대표적인 값은 표 2.2와 같다.

    2.2.3 리스크평가

    리스크 평가절차는 KS C IEC 62305-2를 따른다. 리스크 구성요소 를 평가

    한 값이 허용리스크 의 값과 비교하여 피뢰대책을 수립한다.

    2) : 피뢰대책 수립 필요

    2.3 피뢰시스템(LPS)

    건축물의 피뢰시스템(LPS, Lightning Protection System)은 "외부피뢰시스템(외

    부 LPS)"과 "내부피뢰시스템(내부 LPS)"으로 대별된다.

    2.3.1 외부피뢰시스템

    1) 외부피뢰시스템은 직격뢰로부터 피해를 입을 수 있는 건축물 및 인명보호를 목

    적으로 한다.

    2) 자연 현상인 낙뢰로부터 완전한 보호를 기대하기는 어렵지만 LPS는 확실히 낙

    뢰리스크를 감소시킬 수 있다. 예를 들어, 피뢰레벨 Ⅵ로 설계할 때는 보호효율

    은 84%이며, 피뢰레벨 I로 설계할 때는 보호효율이 99%이다. 그러므로 LPS는

    낙뢰 위험의 리스크를 확실히 감소시킬 수 있도록 설계와 시공에서 확실한 내

    용으로 해야 한다.

    2.3.2 내부피뢰시스템

    1) 내부 LPS는 낙뢰시에 건물 내부에서 발생하는 위험한 불꽃방전 방지 및 사람의

    감전방지를 목적으로 하며, 등전위본딩 및/또는 외부 LPS와 절연(안전이격거리

    확보)으로 구성된다.

    2) 수뢰부시스템에 포착된 뇌전류를 인하도선시스템을 통해 접지시스템에서 안전하

    게 대지로 방전시킬 때 유해한 불꽃방전을 방지하기 위해 등전위본딩을 하며,

    외부피뢰시스템과 절연하기 위한 안전이격거리를 확보한다.

    2.4 구조물 내부의 전기전자시스템 보호(SPM)

    1) 구조물 내부의 뇌전자임펄스(LEMP)로 인한 영구적 고장의 리스크를 감소시키

    도록 보호대상 시스템을 포함한 영역을 피뢰구역(LPZ)으로 나누고 LPZ에 따른

    전기전자시스템의 보호(SPM) 대책을 설계한다.

    2) 뇌전자임펄스(LEMP)로 인한 영향을 합리적이고 경제적으로 저감시키기 위해서

    는 기본적으로 다음의 방법이 필요하다.

    (1) 피뢰구역(LPZ)의 도입

    (2) 접지 및 등전위본딩

    (3) 자기차폐 및 배선경로

    (4) 협조된 SPD시스템

    1 적용범위

    이 지침은 피뢰시스템에 의한 구조물의 물리적 손상의 보호 및 피뢰시스템 주위
