水の安全保障に向けた『チーム水道産業・日本』の取組み方針

(1)　国内水道サービスへの方針○施設の更新需要、水道事業体の格差の拡大および事業運営

能力の低下などの厳しい環境を乗り切るためには、自治体の努力に加え、国、水道産業界も連携する必要があること。（官民連携）

○民間企業と地方自治体が連携して取組む事項として、広域化が重要な事項であること。

(2)　海外水道サービスへの方針○水道国際貢献では、施設整備だけでなく、運営維持管理も含

めた取組が必要であること。○新たなＯＤＡを実施して、早期に総合水企業への脱皮を図る

必要があること。○統合的な国際貢献（民間にとっては展開を通じた貢献）には、

民間企業の育成など民間企業への支援措置を講ずる必要があること。

(1) Policy for domestic water service ○ It is necessary for the central government and the water industry to

cooperate (PPP) in addition to the efforts of local governments in order to overcome severe situations such as increasing needs for facilities upgrade. The wide gap in the water-supply corporations and their declined management capabilities.

○To promote reorganization is an important matter to advance the cooperation between the private sector and the public sector.

(2) Policy for international water service○Not only facilities improvement but also O&M management are necessary

for the international contribution. ○It is necessary to promote full service water companies as soon as possible

by implementing new ODA.○For the integrated international contribution(the contribution through

expansion for the private sectors), it is necessary to take some support actions for the private sector.
