Project co-financing
There are three types of partner’s co-financing possible – contribution in kind, own funds (cash) and state budget contribution (if relevant)

Initial pre-financing duration of the project does not exceed 18 months and if the grant

Eligible periods
The only exception are costs relating to final reports, expenditure verification and evaluation of the project, which can be incurred not later than the date of submission of the final report

Main budgetary principles
The project budget has to be in line with the principles of economy, efficiency and effectiveness
Projekta budžetam jāatbilst ekonomijas, lietderīguma un efektivitātes principiem.
The principle of economy requires that the resources used by the institution for the pursuit of its activities shall be made in due time, in appropriate quantity and quality and at the best priceEkonomijas princips paredz, ka institūcijas izmantotie resursi aktivitāšu īstenošanai tiek izmantoti termiņā, kad tie faktiski ir nepieciešami, izmantoti atbilstošajā daudzumā un kvalitātē par labāko cenu.

Procurement
Beneficiaries and project partners must follow Annex 8.3. to the Guidelines (available at Programme’s homepage) +

Chapters 2, 3, 4 and 5 of PRAG, other organisations shall use the national public procurement regulation of RussiaKrievijas partneriem – NVO un MVU jāievēro PRAG 2, 3, 4, 5 sadaļas. Pārējās organizācijas izmanto likumu 94-ФЗ.
Republic of Estonia and the Republic of Latvia – in accordance with national public procurement legislation, irrespective of their legal status, as compliant with Community directives applicable to procurement proceduresES dalībvalstis veic iepirkumus saskaņā ar nacionāliem normatīviem aktiem (jo tie ir saskaņoti ar ES direktīvām)

Revenue

Double financing
No single project and activity may be financed by more than one European Community grantNeviens atsevišķs projekts un darbības var tikt finansēts no vairāk nekā vienā Eiropas Kopienas granta
The project activities duplicated those already financed from any EU fund, international, national, regional and/or local funds are not eligible as this is considered double-financingProjekta aktivitātes, kuras dublē aktivitātes jau nofinansētas no ES fondiem, starptautisku, valsts, reģionālajiem un / vai vietējiem līdzekļiem, nav attiecināmas, jo tas tiek uzskatīts par dubulto finansējumu

Payments to the project will be made only in EuroMaksājumi projekta ietvaros tiks veikti EUR
The expenditure in national currency (other than Euro) must be converted into Euro at the rate made up by the average of the rates published in InforEuro for the months covered by the relevant report http://ec.europa.eu/budget/inforeuro/index.cfm?language=enMaksājumi nacionālajā valūtā (ne Eiro) jākonvertē eiro pēc vidējā InForEur kursa par visiem atskaitīšanas mēnešiem attiecīgajā atskaites periodā
Any exchange losses are not eligible costs Jebkādi zaudējumi saistīti ar valūtas konvertāciju ir neattiecināmi.

Project accounts
Beneficiary and all partners must maintain a separate accounting system or an adequate accounting code for all transactions related to the project without prejudice to national accounting rulesSaņēmējam un visiem partneriem ir jāuztur atsevišķa grāmatvedības sistēma vai atbilstošs norēķinu kods visiem darījumiem, kas saistīti ar projektu, neietekmējot valsts noteikumus par grāmatvedību

In order to assure professional financial management, an experienced financial manager is to be appointed or subcontracted.Lai nodrošinātu profesionālo finanšu vadību, jānozīmē, vai jānoalgo pieredzējušais finanšu vadītājs
The project implementation system should guarantee clearly identifiable costs and outputs of the project, proper and orderly payments and handling of the grantProjekta īstenošanas sistēmai jānodrošina viegli identificējamās izmaksas un projekta rezultātus, pareizus un sakārtotus maksājumus un granta uzturēšanu
