2.1 Handover II MR processing

For the intra cell handover (except concentric handover), serving cell MR will not be

2.3 Basic Cell Ranking and Network Feature Adjustment

Network feature adjustment

16 bits

In handover II, the Basic cell ranking and network feature adjustment is

divided. After the Basic cell ranking(bit1~bit4), the emergency handover

will trigger, then the network feature adjustment(bit5~bit16) will start.

Finally, the Forced handover and normal handover will triggered based on

the network feature adjustment result.

Note: the emergency handover just consider the level, so after basic

ranking, it will trigger.

2.4 Handover Judgment flow optimization

The handover II consider all the handover type judgment result.

According to the integrated ranking result to decide the target cell.

According to the target cell define the handover reason

Emergency handover add the P/N judgment.

The 11th bit optimization adjustment (Remark)

Load handover Margin change :

“A” maximum is [Load HO bandwidth], suggest [Load HO bandwidth] is 2* K_Hyst

“Period” is [Load HO Step Period], “Step” is [Load HO step Level]

The 11th bit adjustment change:

If the candidate neighbor cell suffice the load margin, then:

Level rapid Drop handover

It is deleted from handover IIDirect retry judgment condition optimization

Delete the neighbor judgment condition [Directed Retry Load Access Threshold] and [Min Power Level For Direct Try]

The [Min Power Level For Direct Try] effect is replaced by the judgment::

Neighbor BCCH DL level after filter > serving cell DL level after filter + Inter cell HO hysteresis – (Direct retry HO

level range - 64)

The [Directed Retry Load Access Threshold] effect is replaced by the 11 bits. That means the Direct retry and load

handover conception is integrated.

Note: Suggest the Direct retry and load handover are enabled together.

Concentric handover

Both Intra cell handover and concentric handover switch are open.
