• After brainstorming for a week,we all have come to a conclusion that most of the problems in our education system are caused by the inconsistency in MONE.After having reached this conclusion,we started making further researches related to this problem.

EXAMINATION SYSTEM FOR HIGH SCHOOLS

• In 1980s there were 2 phased exams for 5th grade students

• 1997/1998 LGS was started to be applied• 2001/2006 LGS was abolished and OKS was

started to be applied• 2008/2009 OKS was abolished and SBS was

decided to be applied• 2010/2011 It was said that SBS would be

abolished

• 2012/2013 SBS was applied for the last time• 2013/2014 Teog was started to be applied

EXAMINATION SYSTEMS FOR UNIVERSITY

• Untill 1974 universities had chosen their students themselves with the aim of preventing potential problems it was decided that exams should be controlled from a single center

• 1974/1975 two passed ÜSS and ÜYS exams• 1999/2000 one phased ÖSS exam.Score types

of some programs were changed.• 2003 parameters were changed

• 2006 : types of the scores were changed .Tests were differantiated as SAY-1 and SAY-2

• 2007: some score requirements were abolished

• 2009 : parameters were changed agai n• 2010: two phased YGS and LYS exams• 2011 : Parameters were abolished• 2012 :It was decided that OBP should be used

instead of AOBP

• 2013: Education of Religion and ethics was included in university entrance exam called YGS.

• 2014 : It is said that there will be radical changes in the examination system but there is no clarity.

• 5.If you were to have a chance to change one thing in today’s educational system, what would it be?

NEGATIVE RESULTS • Hijab at the 5th classes Before in Turkey , the problem of hijab was a

problem associated with university students in education.But with the abolishment of hijab prohibition , little girls who study at the level of 5.class are included in the problem without being aware of it.

Prayer Rooms in Primary Schools• The notion of prayer room is sth related to religious

service.Yet, including such debatable issues into the education life leads to some debates normally.

• Dual Education Decision• With this decision , in primary education the classes

last 40 minutes but in pre-school education the classes last 50 minutes.However , for a student who is in pre-school education there is no need to take longer classes as there is not that much intensive curriculum.The decision is nothing but tiring student and it can make students feel bored with school.

• Encouragement towards Private Schools • There is monetary aid for once to increase the rate of registry

to private schools .As a result of the aid , the tendency has increased resulting in decrease of education quality and privatization in education field.

• Gap Classes• If there is vacancy in important high schools , the students

who apply for vacancy will be accepted by their points without caring about the base point.Relatedly, there will be point gap and it will demoralise students.

• 7000 School Principals Fired • According to the decision, 7000 principals who

took point under 75 have been fired.With the decision,there will be new prinicipals in schools and new systems.It will be harder for students and teachers to get used to new system.

Interview with Rıfat Okçabol about this problem

1.What do you think about the current status of Turkey in terms of our education system?

It is so but it must be in general,too not only in education.Look ,it is critical.Well,but it is political anyway.Nuclear central,the Gezi Park.In the Gezi Park,the city hall is giving a decision that there is going to be a shopping mall,a kışla.10 million of people protested it for there to not to be a shopping mall.But now,they are thinking of constructing the shopping mall. In validebağı.Even if people say that don't construct there a mosque,there is a mosque near .But there is no park near other than this.But they are doing it by force.

Now even if these do not take

the majority of the votes they r are the majority in the Assembly.They are saying that nothing but our decisions are going to be regulated This is not democratic.Democracy is the regime of doing the things together that will be beneficial for the whole part of the community.

AKP is giving children the right of marriage by making it legal.But this case does not agree with humanism.Those children are getting married by the force of their families.They do not want that.Do they want?Already there is not an aim for the educational sides of children.There is another kind of aim.Why is it saying that have 5 children?Let's women have chldren.Also if you read in the newspaper,how kinds of words is he saying for women who are working.In the shoes of these,woman is someone who must stay at home and second-class citizen.All the things that they want is this.Hence with the mind of AKP,in Suras they are picking their own members.The big majority is Eğitim-Bir-sen in Suras.There are few members from other rival unions even if they are big as much as Eğitim-Bir-Sen.

According to you,how much should it be waited before putting a regulation into practice and what should be

done in this period? • 2-Let's look at the recent events.What has been happening?It

was not in actual at all but suddenly-and it is the side of conservatism-in Sura it is said the Ottoman language to be an obligatory course.Also the president is saying that no matter you want or not the Ottoman language will be taught.So there is not a discussion about the Ottoman language around.There is not a preparation.There the teachers of the Ottoman language do not exist.

• They suddenly decided,some kinds of high schools have been removed and converted into Imam Hatip High schools.Hence,the one of the existing problems,the basic case is it.Putting a regulation into practice without discussing with experts.They are saying that the government discusses for some changes.Sura is like a discussion but in Suras AKP is just calling people that close to it.Also Akp is changing the regulation of Sura for every time.In that case,it is not a discussion.

But even if it is a discussion,now there are some kinds of things that no need to

discuss.You,secular state,here is a secular state.What does secular state mean?Now the

Prime Minister is saying so or the newly retired President Abdullah GUL is saying

so.Secular state is the impartial state in front of religions.

• Now,if you convert high schools into Imam Hatip,are you impartial?You are not impartial.Or in Sura they decided to give the course of Religioun in the first grades of primary schools.This does not agree with secularism and also with scientific.Because the education of Religioun does not provide students to be able to question things around them.In scientific education you may not agree with the things accepted.But in the education of Religioun you cannot say red for something even if it is red.If it is accepted as yellow it is always yellow.

Normally,how many years should pass before changing a system?

• 3-Well it does not have a certain time but let me give an examle.They changed the programme of primary school in 2004.Primary education is for 8 years.Normally it must be tested for 8 years,değerlendirmesi yapılması lazım by different views then must be put into practice.But what do these do?These put it into practice for 1 year.Can you peruse a system for 8 years just as putting it into practice for 1 year?You cannot.So as we talked in the previous question,too a regulation must be evaluated and watched very carefully before practice.How watching occurs?It firstly occurs with obseving,secondly as picking up it's results.What are the results?It is the success in exams.It is the success in TEOG.

• İt is the success in university exams.In Turkey for years,not only in the time of AKP,for years this watching does not occur.They prepared a report in 2013,last year, the report of watching the Secondary School but in that report there is no evaulation,there is no statistical data.You have no idea about what is happening.They also prepared a document of Strategy for Learning Throughout Life.In the previous document you don't know anything about what is happening for 5 years and they are again preparing a programme for 5 years that we do not see,hear and so on.It is meaningless.Briefly,they are doing as how do they want.

4-Let me give an example from myself.We are three sisters.My eldest sister is 7 and my elder sister is 3 years older than me.My

eldest sister had LGS,my elder sister had OKS and I had SBS.If there was a fourth sister,she would have TEOG.When looking

beyond of all these rapid changes do you have a solution?Yes I have.There exams will not be handled.Especially,my dear sister,there is not a place for exam in obligatory education.In our country obligatory education is practiced.What is obligatory education?The citizen have to go to school.The state is responsible for something towarrds the citizen.What is it-equal education.If you change the kinds of high schools and make the citizens study in different schools,is it obligatory education?Is there such unfair in obligatory education?Here,in this report they formulated it better.

The rest does not exist in Science high schools.This is such an unfair.In obligatory education the responsibility of the state is making all of the schools equal.So there exams are not handled in obligatory education.All schools can be Anatolian high schools.There can be different programmes in those schools.When there can exams be handled?It can be when you provide equal education.Some schools do not have English and Guide teachers.Again I'm saying there exams are not handled in obligatory education.

5-I want to mention the changes of kinds in high schools.You know some part of Anatolian High Schools

have been converted into Imam Hatip high

schools.What kind of an effect it will create you think? • Well,what are the general high schools?They are high schools

that provide the development of bilingual,audial and experimental sides of students in a balanced fashion.When you removed the general high schools and sent them to Imam Hatip high schools you prevent their those sides.If they do not go to Imam Hatips they will go to açıköğretim?.It is more and more lowering their developments.So, this is a disaster for the future.What do we teach in Imam Hatips?We teach to be an imam.I mean even if you add lessons of general culture,what are they at the end?They are imams.Who is an imam?The person that informing the public in terms of living according to the rules of the Religioun.

• Turkey is not a state of Religioun.Could I be clear?In a secular, modern and a country that wants to race with the West and to be strong,this case cannot be understood.It's impossible I mean.As opening Imam Hatip schools we cannot be a powerful country.Which country is becoming powerful as giving the education of Religioun?When you look those countries,you don't see Indonasia or Pakhistan.

OUR SUGGESTIONS

• 1. Person who is supposed to be the minister of national education should have an educational background.And also should be passed through some procedures.

• 2. In order to prevent the nevative results stemming from short term changes,there should also be another laws that do not permit changing things in a short period.

• the opinion of the public should also be taken into consideration while deciding for the next minister.A chance for introducing himself to the public should be given to the candidate.

Solutions from Interview

• The period in which schools are turned into market places must be ended.

• Councils(şura) need to come together with not only people in education but also with those who are in different councils. Stick with democratic principles.Secular. Embrace all kind of people. Must be in paralel with social education.

• If there is a chance in primary education system, it needs to be tested at least for 8 years and only then it can be applied over the country.

• A solution for Teog-Sbs dilemma: first every school must provide equal education so that the same exam can be carried out over the country. “We have compulsory education, in compulsary education exams are not necessary and acceptable at all.”
