    Introduction:Theprovisionofsafeplantandworkequipmentanditsmaintenanceinasafeconditionisstatedwithinthecompanyhealthandsafetypolicyandisregardedasessentialtocontrolrisksfromdangerouspartsofmachineryandplantnotably(pilingrigs).Theaimoftheseproceduresistointroduceandmaintainformalsystemsformaintenanceandservicingofpilingrigsandassociatedancillaryequipment.Thequalityofmaintenanceisamajorcontributoryfactoraffectingsafetyandoperationalcosts.Itaffectstheoperatinglifeofplantandalsotheriskofaccidentsduringorfollowingmaintenance.Thepossibilityofafatalaccidentispresentinmanymaintenanceactivitiesandincludesthecompanysmaintenancework.Safetyduringmaintenanceisheavilyreliantonhumanactivityandaccordinglymanagementwilltakepositivestepstoensuremaintenancestaffaresufficientlytrainedandcompetenttocarryouttheirworksafely.Thismanualcontainstheproceduresandinstructionsforgeneralmachinesafetyandmaintenancework.Objectives:Theaimoftheseproceduresis:1.1 Tomeetstatutorydutiesprovideandmaintainsafeworkequipment1.2 Toenablethecompanytodemonstratethataprogrammeofroutinemaintenance ofplantandmachineryisinplaceandbeingfollowed1.3 Toclarifywithpersonneltheformalarrangementsformachinesafetyandtheirduties

    Thirdpartyplantisplantusuallyhiredinfromplantsupplycompanies.RoutinedailypreuseandinuseinspectionsarerequiredtobecarriedoutbyGreenPilingOperativesbutmoreandothermaintenanceandrepairswillnormallybecarriedoutbyhirecompany.Sheetsusedforcontrolhereinarenotnecessarilyanexhaustivelistbutallrequirementsshouldbedetailedininstructionswithplantantduringfamiliarisationatdelivery.

    ObjectiveToprovideasystemthatwillensurethatthecompanydoesnotputpersonnelatriskduringoperationsinvolvingtheuseofworkequipment.Tomeetstatutorydutiesand,or,industrystandardstoprovideandmaintainsafeworkequipment.ResponsibilityResponsibilityforcommunicationandcompliancewiththispolicyrestswiththeDirectorsofthecompany.TheDirectorsshallnominatearesponsiblepersontomanageimplementationofthispolicy.PreparationofthemachinesafetypolicyistheresponsibilityoftheSafetyAdvisor.ResponsibilityforensuringthemachinesafetypolicyisadministeredonsiterestswiththeContractsManager,RigForemanandtheMaintenanceEngineer.Eachresponsiblepersonnominatedshallbegivensufficienttime,resource,trainingandinformationtocarryouttheirresponsibilitieseffectively.TheProvisionandUseofWorkEquipmentRegulations1998(PUWER98)makemoreexplicitthegeneraldutiescontainedintheHSWAct.TheRegulationsapplytoallworkequipment,includingsecondhand,hiredorleasedequipment.TheprovisionsoftheSupplyofMachinery(Safety)Regulations1992,asamended,applytomachinerymanufacturedonorafter1January1993.Note(PUWER)(LOLER)andindustrystandardsareapplicabletoPilingRigs.InterpretationThefollowingdefinitionsandtermsareimportantinunderstandingtherequirementslaiddownby(PUWER98)Regulations.InspectionThismeansavisualormorerigorousinspection,asrequiredbyregulation6carriedoutbyacompetentperson,andmayincludeappropriatetesting.WorkequipmentThisincludesallplant,machinery,toolsorinstallationsforuseatworkthedefinitionwillcoverlargemachinessuchaspilingrigsrightthroughtocompleteentitiessuchasladders,hydraulicjacks,airtools,spannersetc.Use

    Thisincludesanyactivitythatmaybeassociatedwiththeworkequipment,suchasstarting,stopping,programming,setting,transporting,repairing,modifying,maintaining,servicingandcleaning.UnlessotherwisestatedtherequirementsoftheseRegulationsareabsolute,ietheymustbeachieve.ApplicationTheRegulationsapplyto: workequipmentprovidedbyemployersforusebytheiremployeesatwork workequipmentprovidedbyselfemployedpersonsfortheirownuseatwork personswhohavecontrolofworkequipment,orwhouse,superviseormanageit. thewayworkequipmentisused.

    Theguidancepointsoutthatthedutyonemployersalsoextendstopersonalworkequipmentprovidedbytheemployees,wheretheemployeragreestothispracticeandthatonmultioccupancysitesarrangementsshouldbemadeforoneemployertoberesponsibleforcompliance.The"cooperationandcoordination"requirementunderregulation11oftheManagementofHealthandSafetyatWorkRegulations1999(MHSW)isrelevant.TheCompanyshallensurethefollowing:SuitabilityEquipmentprovidedforworkisconstructedoradaptedsoastobesuitableforitsintendedpurpose.Thisincludestakingaccountofreasonablyforeseeableworkingconditions,inherenthealthandsafetyriskswheretheequipmentistobeusedandanyrisksassociatedwiththeequipmentitself.Workequipmentmustonlybeusedfortasks,andundertheconditions,forwhichitissuitable."Suitable"inthisregulationmeanssuitablewithrespecttothehealthandsafetyofanyperson.Regulation3(1)ofMHSW,ieriskassessment,isrelevant.MaintenanceWorkequipmentismaintainedinanefficientstate,inefficientworkingorder,ingoodrepair,andwhereamaintenancelogisrequired,ieunderotherlegislation(egCHSWR96)or(LOLER)suchlogsmustbekeptuptodate.However,theaccompanyingguidancedoesrecommendthatmaintenancerecordsarekept.InspectionWherethesafetyofworkequipmentdependsontheinstallationconditions,theworkequipmentisinspectedafterinstallationandbeforeitisusedforthefirsttime,orafterithasbeeninstalledatanewlocationorpremises.Theinspectionsaretoensurethattheworkequipmenthasbeeninstalledcorrectlyandissafetouse.Inaddition,workequipmentwhichisexposedtoconditionswhichmaycausedeteriorationandconsequentdangerasaresultofthatdeteriorationmustbeinspectedatsuitableintervals,andwheneverexceptionalcircumstanceshaveoccurredthatmayhavehadadverseeffectsonthesafetyoftheworkequipment.Theinspectionsaretoensurethathealthandsafetyconditionsaremaintained,andthatdefectsareidentifiedandcorrectedquickly.Recordsofallinspectionsmustbemadeandkeptuntilthenextinspectionhasbeencompletedandrecorded.Noworkequipmentmayleaveanemployer'sundertaking,orbeusedintheundertaking,ifsuppliedbyanotherperson,unlessthereisaccompanyingphysicalevidencethatthelastinspectionwascarriedout.Note;Construction(Health,SafetyandWelfare)Regulations1996havespecificinspectionrequirements.

    SpecificRisksEnsurethatwheretheworkequipmentposesaspecificrisktohealthandsafety,theuseandmaintenanceofsuchequipmentwillberestrictedtodesignatedpersonswhohavereceivedadequatetrainingintheoperationstheyhavebeendesignatedtocarryout.InformationandInstructions;TrainingMakeavailabletoallpersonsusingworkequipmentadequatehealthandsafetyinformation,andwhereappropriatewritteninstructionsontheuseofsuchequipment.Inadditionshallalsoprovideadequatehealthandsafetytrainingintheuseoftheworkequipment,includinganyassociatedrisksandnecessaryprecautionswithspecificattentiongiventoyoungorinexperiencedpersons.ConformitywithECRequirementsTakereasonableactiontoensurethatworkequipmentprovidedforuseafter31December1992hasbeendesignedandconstructedincompliancewithanyessentialrequirementsthatarecontainedinanyrelevantUKlegislationwhichimplementsappropriateEC"product"Directives.DangerousPartsofMachineryTakereasonablemeasurestopreventaccesstodangerouspartsofmachineryorstopthemovementofanydangerousmachinerybeforeanypartofapersonentersadangerzone.A"dangerzone"meansanyzoneinoraroundmachineryinwhichapersonisexposedtoarisktotheirhealthandsafetyarisingfromcontactwithadangerouspart.ProtectionAgainstSpecifiedHazardsTakereasonablemeasurestoprevent,orifthisisnotreasonablypracticablethentoadequatelycontrol,exposuretoanyofthe"specifiedhazards"arisingfromtheuseofworkequipment.The"specifiedhazards"are:fallingorejectedarticlesorsubstances;componentruptureordisintegration,equipmentoverheatingorcatchingfireandunintendedorprematuredischargesorexplosions.HighorVeryLowTemperatureEnsurethatworkequipment,componentsoranyarticlesorsubstanceswhichareathighorverylowtemperaturesareprotectedsoastopreventburn,scaldorsearinjuriesthroughcontactwiththeoffendingsurface.ControlsandControlSystemsEnsure,whereappropriate,thatstartandoperatingcontrols(iecontrolsthatchangespeed,pressure,etc)arefittedtoworkequipment,andthatwherethesecontrolsarefitted,theycanonlybeoperatedbyadeliberateaction.Provideworkequipmentwithreadilyaccessiblestopcontrols,whereappropriate,thatwillbringtheequipmenttoasafeconditioninasafemanner.Ensure,againwhereappropriate,thatworkequipmentisprovidedwithreadilyaccessibleemergencystopcontrols,unlessthesecontrolsareunnecessarybythenatureofthehazardandthetimerequiredtobringtheequipmenttoacompletestopasaresultofactivatinganormalstopcontrol.ensurethatsafesystemsofworkaredevisedtopreventpersonsbeinginadangerzonecreatedbythestartingofapieceofworkequipment,orwherethatisnotreasonablypracticablebyensuringanaudible,visibleorothersuitablewarningisgivenwhenworkequipmentisabouttostart.
