POLOKWANE - While Limpopo premier Chuba Mathabatha’s, State of the Province speech in Polokwane last Friday had a lot of positive news, he did little to ad-dress the increase in violent crimes and service delivery protests in the province.

“Our approach to fighting crime is through community mobilisation and cooperation," he said. We continue to engage com-munities through outreach programmes which are necessary to foster the culture of trust and coopera-tion.”

While he indicated that the police are engaging in anti-crime community mobilisation programmes which include crime awareness campaigns, Imbizos, exhibitions and school visits, he did not expand on any plans to minimise the levels of crime.

Mathabatha did, however, focus on the disabling drought. “It is important to emphasise two points. The first thing to note is that Limpopo is a water scarce province which faces challenges of drought from time to time; secondly, drought is a natural phenomenon that cannot be prevented.”

Limpopo was declared a disaster area in No-vember 2015 and R3-million was set aside to assist affected farmers through the provision of livestock feeds. An additional amount of R51-million was also re-prioritized from other areas to assist with fodder and livestock water required by communal small scale and subsistence farmers in Limpopo.

Even though the negative economic climate played a definite role in Limpopo's performance,

Mixed bag for State of Province Addressthere were still some good news. “Last year only two municipali-ties spent above 50% of their Municipal Infra-structure Grant (MIG), but we are beginning to see an increase in expenditure this

year with Lephalale municipality spending 98.24% of their MIG,” Mathabatha said.

Lephalale municipality was also lauded for their unqualified audit status last year. “Municipalities that continue to perform below par by receiving disclaimers and adverse opinions are Mopane District, Vhembe, Ephraim Mogale, Thabazimbi, Mogalakwena and the Greater Tubatse municipalities are still a concern.”

Mathabatha also stated that the Minister of Public Works convened a technical team to assist with the implementation of water reticulation to communities adjacent to mega-projects affecting the water quality in the Sekhukhune District, Polokwane and Mogala-kwena local municipalities.

“We have reduced the dependency index from eight in 2006 to six in 2014,” he said. This means that in Limpopo for every one person employed there are an average of six people who are dependent on the income of that person. “Although this drop in dependency signifies progress it is still unacceptably high and we must work much harder to reduce it to at least three. This will significantly improve household income.”

LEPHALALE – Tempers flared during the election of the Stu-dent Representative Council (SRC) at the Lephalale TVET College last Friday.

DA councilor Stephen Ma-namela says the voting process was peaceful, but when the results were announced, a skirmish ensued between the Democratic Alliance Students Organisation (DASO) chair-person and members of South African Student Congress (SASCO). “Esrom Setho, a DA representative, was giving an interview to Lephalale FM when one of the SASCO members [physically] attacked him.”

Setho sustained small lacerations on his hands. “The SRC is supposed to represent all students in matters concerning the college and it is unfortu-nate that we had to experience this assault at the end of a successful day,” Manamela said. DASO won four of the nine seats on the SRC while SASCO will represent the remaining five seats. “We experienced isolated cases of intimidation, but I think the level of maturity shown by most of the students is a indication that the young generation is willing to move forward.”

Mohlopheni attended school at Masodi High School in Mahwelereng. His interest in science was first triggered by the desire to help find a cure for HIV/ AIDS as the illness’ devastating effects made a real impression on him as a teenager. This determined sci-entist is working on the developing thera-peutic and diagnostic tools to fight tuber-culosis (TB). He also boasts a remarkable curriculum vitae consisting of a long list of skills and achievements in science.

He decided to pursue a science career in infectious diseases, receiving his BSc and Honours degrees at the University of Lim-popo. Mohlopheni earned his PhD degree in Chemical Pathology at the University of Cape Town. His doctoral research was awarded the Bronte Stewart Research Prize for the most meritorious thesis submitted by a doctoral student in 2008.

This scientist does not lack ambition as his list of expertise just goes on. Besides numerous awards for his scientific and voluntary work and being the chairperson of the health sciences postdoctoral associa-tion at the University of Cape Town, he was most recently honoured as a young scientist at the 2015 World Economic Forum New Champions Meeting in China. In the same year Mohlopheni was a special guest at the Commonwealth Day reception in London

Gordon was a RSA representative fort three times followed by Rona Schröder who also represented the country for three years.
