Independent Environmental Monitoring of Construction Activities at Miano-15 Well in Miano D&P Lease Oil Spill Drill Report Prepared by: M.Usman Alvi Distribution by: OMV, HPK, MEC Date: 3 rd Nov, 2011 Drill start time: 11:26AM Drill end time: 11:40AM Total drill time: 14 minutes An Oil spill drill was conducted to check response of oil spill team at Miano-15 well site. MEC HSEO was already informed about drill activity to monitor. Water was used as if it was a diesel and one bottle of water (almost 5 liters) was spilled on the ground. Water was spilled on the ground near fuel storage area of rig side. Sponge was used as an absorbent mat which is available at site. After creating this situation the oil spill team leader was informed by assistant HSE for remedial action. Sequence of events is listed below. S.No. Sequence of events 1. At 11:26AM, Malik Asghar (Astt. HSE) informed Site in charge (Ejaz) that oil spillage has occurred due to mishandling of oil drums near fuel storage area. Site in charge Ejaz asked about quantity of spill and foreman told it was about 5 liters. 2. At 11:28 AM, Ejaz called the oil spill team and sent it to spill site with team leader Asif. 3. At 11:30AM, Team reached at spill location and started bunding the spilled area with surrounding soil to stop it further spreading. 4. At 11:31AM, spill team placed oil absorbent mat (sponge) on spilled area for oil absorption 5. At 11:33AM, team removed the sponge after appropriate absorption. (Note: Normal function time for mat is 10-15 minutes and spill team was aware about that ) 6. At 11:34AM, team started excavating the contaminated soil and shifted the soil on a liner then to plastic bag. 7. At 11:36AM, all the contaminated soil was removed with the final backfilling of the excavated area. 8. At 11:40AM, IMC & MEC HSEO decided to call off the drill and debriefed spill team about corrective measures for observed deficiencies.

  • Observations and Recommendations

    1. Oil spill team response was satisfactory and remedial procedure was correct but team should be more efficient in dealing emergency like spill.

    2. Oil spill team reached the spill location in 5 minutes which need further improvement to cater the emergency situation.

    3. Hand set Radio was not available with Team leader. Team leader must have radio set to be in contact for leading the remedial operation and send the oil spill response team to the spill location within time.
