Thailand Information and Communications Technology Policy Framework 2011-2020 (ICT 2020), according to that vision, “Information and communications technology is a major driving force in bringing people to Thailand's knowledge and wisdom economy. Thailand path to sustainable growth and social equality”

For the second strategy; the Ministry of Education is assigned to support teaching and learning through the use of information and communications technology, in order to enhance the education of the country.

Collaborative Learning as a way of learning that focuses on the learning environment by learning together in small groups. Learners rely on and are responsible for the group together.

Learning Management System (LMS) in the form of e-Learning to manages courseware in varieties subjects.

The Social Cloud is a framework for sharing resources. The shared resources or services associated with relationships among individuals and determine access to information in social networks.
